1. Welcome to the University of Ljubljana
Hello, and thank you for considering the University of Ljubljana
as the host for your student exchange. This guide has been
especially designed for foreign students who intend to temporarily
study at the University of Ljubljana in an exchange programme.
The faculties and academies of art, which together make up the
University of Ljubljana, today cover all basic fields of study. In
undergraduate courses, the University of Ljubljana offers a wide
variety of possibilities, as it does at the postgraduate level.
We hope that this guide will help to make your stay at the
university both fruitful and enjoyable. Should any questions still
remain unanswered after reading this guide, please do not hesitate
to turn to one of the contact persons mentioned.

The city
THE CITY
Ljubljana lies in an basin between the Karst and the Alps, some
298 m above sea level. We like to say that it is big enough to
encompass everything one would expect from a capital city, while
being small enough to allow people to retain their
indi-viduality.
Ljubljana is a pleasant city to live in. The city is home to
280,000 people. Although it is not among Europe’s largest cities,
it has everything one finds in other capitals: museums and
galleries, one of the oldest philharmonic orchestras in the world,
other orchestras, many theatres, a university, institutes and
libraries.
The city’s increasingly vibrant commercial and trading life and
the rapid increase in foreign diplomatic representatives are
giv-ing it an ever greater cosmopolitan touch. It offers a wide
vari-ety of cafes, pubs, bars and restaurants. Relief from the
hustle and bustle of life in the capital can be found in the
numerous parks and woodland areas, which in some places reach
nearly into the city centre.

AIR: Ljubljana Jože Pučnik Airport, 20 km from the centre of
Ljubljana, has good connections with other European airports.
Airport shuttle buses take passengers to the centre of town.

University
University of Ljubljana is an institution with a very rich tra-
dition. With its 46.000 undergraduate and post-graduate stu- dents
participating in over 400 undergraduate and post-grad- uate study
programs, it ranks among the largest universities in the world. A
total of 23 faculties and three art academies em- ploy
approximately 6000 full-time higher education teachers,
researchers, assistants and adminsitrative staff.
The University of Ljubljana was established in 1919 on the
foundations of a long-established pedagogical tradition. For almost
half a century it remained the only Slovenian universi-ty until
joined, about 20 years ago, by the University of Mari-bor. In 2003
the third Slovenian University was established in Koper.
The University has its seat in Ljubljana, Slovenia’s capital.
Nearly one-tenth of Ljubljana’s inhabitants are students, which
gives the city a young and lively character.
The University was founded in the centre of Ljubljana, where the
central university building and the majority of its depart- ments
are located. Later on, some new, modern buildings were constructed
in the suburbs.

SLOVENE LANGUAGE COURSES
Students in the Erasmus+ exchange program are offered an
intensive Slovene language course before starting the winter or
summer semester. The Centre for Slovene, Faculty of Arts,
or-ganizes a 60 hours (3 ECTS) intensive Slovene language course
for Erasmus+ students. The course is free of charge but with
limited places (the “first come first served” principle).
The application deadlines are in June for the course starting in
September and in December for the course starting in January.

LIBRARIES
Registered students are entitled to use the libraries of the
uni-versity.
The National and University Library (NUK) is the main li-brary
for students at the University of Ljubljana, located in the city
centre. The library contains more than 2.5 million items.
Apart from information on its own holdings, NUK also pro-vides
information and materials held by other libraries. The library
provides interlibrary loans, as well as access to interna-tional
online and CD-ROM databases.
The library may be used by any student possessing a student card
and an identity card or passport. The membership of the library
allows only in-house use for foreign students. For more information

The Central Technical Library is the main library in the field
of natural sciences and engineering. The library contains more than
300,000 items.

There are 39 academic libraries at the faculties and academies
of the University of Ljubljana. The UL library system also
in-cludes the National and University Library (NUK) and the

Central Technological Library at the University of Lju-bljana
(CTK), which are associated members of the UL since 2003. The
coordination of library management is carried out by the
Vice-rector, the Library Council and the University Of-fice of
Library Services.The basic mission of academic libraries is to
provide all types of library services and information sources for
study and research. While their main users are students, teachers,
researchers and other UL employees, the libraries are also open for
member-ship to other users. The UL students pay the membership fee
at the home faculty or academy while enrolling and can after-wards
use all the UL libraries with a student card.

STUDENT ORGANIZATION
The student organization (ŠOU) arranges activities which are not
part of study programs. It is an organiser and promoter and
represents students’ interests. The ŠOU is active in a variety of
areas of student life: - social: student services, legal
assistance, accommoda-
tion-finding services- cultural: choirs, dance groups,
publishing, radio- sports- international co-operation- other
extracurricular activities
The ŠOU International office is a part of ŠOU which deals with
international cooperation.
The Erasmus Student Network (ESN) is a group of students at the
University of Ljubljana forming a part of ESN Interna-tional. ESN’s
main task is to participate in the receiving of ex-change students,
including mentorship, sightseeing and social gatherings.
ESN and international office of ŠOU organise hikes, trips,
ex-cursions and parties. All exchange students are invited to take
part in these arrangements. The ESN and ŠOU will contribute in
every way possible to make your stay in Ljubljana a pleasant one

FIRST RESIDENCE PERMIT (EU CITIZENS)
Any citizen from a European Union state can enter the Republic
of Slovenia with a valid identity card or a valid passport, without
a special entrance permit (i.e. a visa or a residence permit). This
holds true no matter what the purpose of entry and stay in the
Republic of Slovenia. For the first three months of stay in the
Republic of Slovenia a person does not need a residence permit,
however he is obliged to report to the Police.
In the event that the residence will exceed three months a resi-
dence permit is still obligatory. This can be obtained from the
administrative office within the residential district (for
Ljublja-na: Tobačna ulica 5, 1000 Ljubljana). The residence permit
will be issued in accordance to the conditions set by the European
Union. In order to issue a residence permit to a citizen from a
member state for the purpose of study the following conditions have
to be met:- A valid identity card or passport- Evidence of
enrolment at an educational institution,

- Health insurance covering all risks in the host member state,-
Sufficient means for living (higher than the level under
which the host country approves social aid to its citizens (290
€ per month). According to the practice of the Eu-ropean Union’s
court a statement handed in writing and signed by the student as to
his means is sufficient).
- Photo (3,5 x 4,5 cm)
According to the stated directive the residence permit is
grant-ed for the period of studies or at the most for one year and
can be extended in the event that the studies last for over a
year.
FIRST RESIDENCE PERMIT (NON EU CITIZENS)
If you are a third-country national from a country whose
citi-zens are required to obtain a visa to enter the Republic of
Slove-nia and you wish to enter the Republic of Slovenia or stay
there for study purposes, you are required to obtain a visa C
(tourist visa) or visa D (long term visa) at a diplomatic mission
or con-sulate of the Republic of Slovenia abroad prior to entering
the Republic of Slovenia. For the same purposes, you can enter the
Republic of Slovenia and stay there for a certain period of time
(for no more than three months in a six-month period, starting on
the date of the first entry) on the basis of your passport alone if
you are a citizen of a country whose citizens are not required to
obtain a visa to enter the Republic of Slovenia. Within the 90 day
period or after the expiration of Visa D, you are obliged to apply
for a first residence permit at the relevant administrative unit in
Slovenia (in Ljubljana: Tobačna ulica 5, 1000 Ljubljana).

If you are in possession of a visa issued by another state which
is party to the Schengen Agreement, you may, during the va-lidity
period of your visa, enter the Republic of Slovenia and stay there
for no longer than three months in a six-month pe-riod, which
includes the combined duration of your stay in all Schengen States
except for the state which issued the visa, starting on the date of
the first entry into one of the Schengen States or until the expiry
of visa validity if this is shorter. With-in 90 days period, you
are oblidged to apply for first residence permit at the relevant

1000 Ljubljana).
If you have a valid residence permit issued by another state

For first residence permit application you are required to
pos-sess the following:
- a valid passport (the expiry date of which exceeds the
intended period of stay in the Republic of Slovenia by at least
three months);
- health insurance covering urgent health care services in the
Republic of Slovenia as a minimum requirement;
- sufficient means of subsistence in a monthly amount at least
equal to the basic minimal income in the Republic of Slovenia (app.
290€);
- a police clearance certificate of not older than three months
from your country (if the country in question is-sues it),
translated into Slovenian, and verified;
- an authentic photograph of yourself, and you are also
re-quired to submit two of your fingerprints for their digital
capture.

The University of Ljubljana does not provide or guarantee

APPLICATION PROCEDURES
If you wish to undertake a period of study at the University of
Ljubljana, you should contact the Office of International Relations

The Learning AgreementThis document is an agreement between
incoming students and the host institution. Students select the
subjects they wish to study in consultation with their academic
advisor at their home institution. The draft proposal is then
uploaded to the online application. The options the student has
selected are then considered by the University of Ljubljana on the
basis of availability and the candidate’s ability and academic
back- ground. A decision is then forwarded to the candidate and, if
both sides are in agreement, the document is considered as a
contract. However, departments do have the right to withdraw their
courses at any time before the study period begins.
The Transcript of RecordsThis document has two functions.
Firstly, it is used by depart- ments to make decisions about a
candidate’s suitability based on the information supplied on the
transcript of records. The transcript functions as a formalised
curriculum vitae or re- sume.

The certificate presented to students upon the completion of
their studies in Ljubljana is also known as a transcript. It
out-lines the courses taken and the grades achieved.
Language requirementsThe University of Ljubljana offers
instruction in the following languages: Slovenian and English.The
University of Ljubljana requires that the student has very good
language skills (very good knowledge in reading, writing and
speaking of the language) in at least one of the two lan- guages in
order to be able to study here.
Please note that fluent language skills in Slovenian (or
English) are vital for successful studies at the University of
Ljubljana. If the language requirements are not met, the University
of Lju- bljana will not accept you.
Required Language Skills Students must present a language
certificate of their Slovene or English language skills. Very good
language skills refer to level B2 on the CEFR scale of the European
Language Port-folio Levels.

ClimateThe climate in Ljubljana is Central European, but is also
subject to the influences of warm air from the Adriatic and cold
air from the Alps. The average temperature is around 4°C in the
winter and around 22°C in the summer. The daytime temperature in
the summer is usually 30°C.
Drinking waterThe water is safe and drinkable throughout the
country.
ElectricityCurrent is 220 V, 50 Hz.
Currency From January 1 2007 the official currency in Slovenia

Ljubljana has around 30 post offices. They are open Mon-day
through Friday from 7 a.m. to 7 p.m., and on Saturdays until 1 p.m.

LOCAL TRANSPORTATION
The most effective means of public transport in Ljubljana is the
city bus. The fare, which is uniform irrespective of the distance
travelled, costs 1,20 EUR and is paid by URBANA card. For those

BICIKE(LJ) SYSTEM
Open 7 days a week, 24 hours a day, Bicikelj system enables you
to travel freely by day or night. Whether you use the system
regularly or just occasionally, you can make an unlimited num-ber
of trips over the period of your subscription.Bicikelj system
stations consist of a main terminal and indi-vidual stands to which
the bikes are attached. Located in busy residential and shopping
areas and near public transport, the stations are a simple and
quick way to get around for a quick errand, the daily commute to
faculty or getting to your favou-rite leisure activities. You can

COST OF LIVING
We suggest that you bring approximately 500 EUR per month to
cover all your basic living costs. Exactly how much you spend will
depend on your lifestyle, but this figure would take into ac-count
all costs including accommodation, food, public trans- port and
books.

EATING OUT
The influences of the East and West, North and South have
mingled in Slovenia, a phenomenon noticeable in Slovenia’s
traditional dishes. The city of Ljubljana offers a great variety of
cuisine and prices. Most restaurants serve food until 11 p.m., but
some do so until early in the morning. There are also numerous
specialised national restaurants: Chinese, Italian, Mexican, Thai ,
Spanish and many more.The tip is not included in the price of the
meal. (10% for any- thing more than a coffee) In general, eating
out in restaurants is not cheap.
Being an exchange student, you can use a system of subsidized
student meals. The system is used in the majority of restaurants in
Ljubljana and also in other cities in Slovenia. The subvention for

WORK PERMIT
A work permit is obligatory for foreign students wishing to seek
a long-term employment in Slovenia. Exchange students, however, do
not need a work permit. The easiest way for for- eign students to
obtain part-time jobs is at so-called Študentski servis – a service
providing information about part-time jobs for students.
This service is a mediator between companies and students and
with the help of Študentski servis, you usually get less demand-
ing, non-professional jobs (e.g. teachers/instructors for for-eign
languages or music, computer programmers, translators, waiters..).
It is definetely a good way to earn some extra money. There are
many such services throughout Ljubljana.
To get a job with the help of Študentski servis you are required
to obtain a Slovene tax number and a bank account in one of the
Slovene banks.

Anyone who wants to open a bank account in Slovenia, has to
obtain a Slovene tax number. The beforementioned tax num-ber is
obligatory for all students who will work and be paid through
Studentski servis and obtain a scholarship from a Slo-vene

BANK ACCOUNT
As a foreigner, you can open a bank account practically in any
bank. You will be able to open a residential or a non-residential
bank account, depending on your residence permit status.
LEISURE ACTIVITIES
A rich and varied selection of sports and cultural activities is
available to University of Ljubljana students, ranging from
ath-letic teams, choirs, photo and film clubs, to dance and theatre
groups. In addition, various departments of the University
un-dertake their own cultural and sports activities. There are six
cultural or information centres in Ljubljana: French, Italian,
British, German, Spanish and American.

ENTERTAINMENT AND CULTURE
You will find that Ljubljana offers a great variety of
entertain-ment. Various classical concerts are held in Cankarjev
dom, the Philharmonic and in churches. Besides classical music
there are many pop, rock and alternative music concerts in halls,
clubs, pubs and discotheques.
The city has cinema theatres, well stocked with most current
films. Foreign films are shown with Slovene subtitles.

Throughout Ljubljana there are about 15 museums and 25
gal-leries and collections, and seven major theatres.
A detailed program of daily events is listed in the daily
newspaper.
