wo Russians and an American on Tuesday blasted off for the international Space Station (iSS) on a Soyuz rocket in Russias first manned space launch for almost five months Russians Gennady padalka and Sergei Revin and American Joseph Acaba started their journey on top of the Russian Soyuz FG rocket under crystal-clear skies from Russias Baikonur cosmodrome in Kazakhstan, an AFp correspondent said.
Their Soyuz TMA-04M capsule was successfully delivered into orbit, with the rocket stages detaching as planned, and all the crew were feeling good, mission control said.
They are due to arrive at the space station after a two-day journey on Thursday morning.
Russia is now the sole nation capable of transporting humans to the ISS after the withdrawal of the US shuttle but this blast-off was the first manned flight from Baikonur since December 21.
Technical problems
The launch had been delayed by one-and-a-half months after the spacecraft the three spacemen were initially to use in the mission was shown in testing not to be hermetically sealed and could not be used for safety reasons.
As a result, their mission has been cut down to 126 days but according to Padalka it will be extremely
intense with 40 experiments planned on the Russian segment of the station alone.
Russias space programme has been beset by a litany of technical problems which have led to the loss of a half dozen satellites and vehicles over the last year, including a Progress cargo vessel bound for the ISS.
The Soyuz rockets - the workhorse of the Russian space programme and the direct descendant of the rocket that took Yuri Gagarin into space in 1961 - were grounded after the Progress crashed into Siberia after launch.
However all manned launches since Russia resumed using the Soyuz have been textbook and hitch-free.
On board the ISS, the three newcomers will join Russian cosmonaut Oleg Kononenko, Nasa astronaut Don Pettit and Dutch astronaut Andre Kuipers who have already been on the station almost
five months since their December launch.
Together, the crew is set to have the historic task of receiving the first ever cargo consignment for the ISS delivered by a private company.
Private firm SpaceX is seeking to launch its Dragon spacecraft on May 19 from Cape Canaveral, Florida in what the company hopes will be the first step toward an eventual private manned mission to the station.
Padalka, who is making his fourth space flight, is one of Russias most experienced and decorated active cosmonauts who has already spent 585 days in space and made eight spacewalks.
He made his first space flight back in 1998, serving on the now defunct Russian space station Mir. He flew to the ISS again in 2004 followed by another long duration mission in 2009.
Acaba had previously made one shuttle flight while Revin is making his first trip into space.

U.S. Senator John McCain believes that the law of Magnitsky will be tied to the repeal of the Jackson-Vanik amendment. It is obvious that the U.S. considers this bill as a means of putting pressure on Russia.
This law will be tied to the repeal of the Jackson-Vanik amendment. Sometimes in history there are turning points. And I think that Magnitsky murder was this moment for the American and world public opinion, John McCain said in an interview with radio station Voice of America.
The bill Justice for Magnitsky was originally introduced to the U.S. Congress by Senator Benjamin Cardin and Congressman James McGovern in April of 2010. The Bill introduced a prohibition on entry into the United States and financial transactions to individuals, who, as the authors of the bill believe, are involved in the death of a lawyer Magnitsky in jail. The list includes over 60 people.
The bill has been sitting in Congress for two years, and it
is hard to say when it would be considered. McCain is not the only one who thinks that the law of Magnitsky should replace the Jackson-Vanik amendment. The bill is a good tool for a certain pressure on the administration of Barack Obama (who insisted on the abolition of the amendment by the end of the year).
The sincerity of the U.S. lawmakers is questionable due to the fact that the liberal part of the non-system opposition insists on the adoption of black lists of the Russian officials.
Chief Editor of Political Class Vitaly Tretyakov said that the Americans will never accept Russia as an equal partner because Russia is not the Soviet Union. Therefore, he argues, the law of Magnitsky - as well as the Jackson-Vanik amendment - is clearly an anti-Russian thing. According to Tretyakov, it can always be avoided if the relations between the two countries are improving. But if these relations are not the best, then this is a hook prepared by the US for Russia.
General Director of the Center for Political conjuncture Sergei Mikheyev, in turn, suggests
that McCains statement will have no specific impact. It is clear, however, that he speaks for a specific part of the U.S. government, the American ruling class, he said to Pravda.Ru.
According to Mikheev, the goal is really to put pressure on Russia by any means. Magnitsky - great, the Khodorkovsky case - wonderful, Chechnya - even better. In fact, the reason does not matter, the principle is important. The principle is - either Russia does everything required by the United States or the United States puts pressure on Russia by all means and under any pretext. In this case, Magnitsky is nothing more than an excuse. Thats all. This is a position of at least part of the ruling class of America, and McCain is their spokesman, said Sergei Mikheyev.
The U.S. State Department has compiled a list of Russians, who, in connection with the case of Magnitsky, are denied entry into the United States. It, however, is several times shorter than the Cardin list. In turn, the Russian Foreign Ministry has made its own list that includes U.S. officials.
The Russian Foreign Ministry has repeatedly stressed that Moscow will not disregard the initiative of the U.S. legislators regarding any restrictions on the rights of Russian citizens charged with any offense not confirmed by the court.

Americans will never acknowledge Russia as equal partner

W hile Russias newly inaugurated President Vladimir Putin may be facing a myriad of complex issues, ranging from the brain drain to unfavorable demographics, he has, for the time being, zeroed in on fixing the countrys broken immigration policy.
In one of his sweeping executive orders issued on Monday, Putin said federal and regional authorities must introduce mandatory testing for migrant workers in subjects like the Russian language, Russian history and the basics of Russian legislation. Highly qualified foreign workers will be exempt from the tests, which Putin said must take off by November 2012 at the latest. Putin also instructed the Russian government to prepare draft laws that will toughen punishments for violating Russias immigration laws and submit them before December 2012.
The tough measures, the Kremlin said, should help define Russias relations with other nations, prevent international conflicts and provide effective mechanisms to resolve them, RIA Novosti reported. However, Putins resolve to reform the immigration system may have taken shape way back in December of 2010, when a deadly brawl between ethnic Chechens and Slavs triggered a nationalist riot near the Kremlin, political observers
said. When Putin addressed a session of the Federal Migration Service in February, he brought with him proposals for tightening immigration law, including language tests and cracking down on the use of fictitious registration addresses.
About 13.8 million foreigners and stateless people legally arrived in Russia last year, among them 9.7 million citizens of CIS countries, Konstantin Romodanovsky, the head of the Federal Migration Service (FMS), told journalists in February. Of the legal immigrants, about 2.7 million were from Ukraine, about two million from Uzbekistan, less than 1.5 million from Kazakhstan and just less than one million from Tajikistan. Azerbaijan, Moldova, Kyrgyzstan and Armenia all had in the neighborhood of half a million each, according to a presentation by the FMS chief.
In the past, Russian politicians never shied away from using the influx of migrant workers
as a lightning rod for political mobilization. Migrant workers are routinely assigned the blame for unresolved social and economic problems, including unemployment, corruption and crime. However, leading immigration experts like Olga Troitskaya have suggested that the economic costs of migration for Russia are broadly perceived to outweigh the benefits. It is estimated that the federal budget loses about $10 billion a year as a result of tax evasion by migrant workers in addition to indirect costs from the lack of control over labor and technological standards, she said.
The migration flow from Russias near abroad is heavily tilted toward low-skilled workers. Over the past decade, Russia experienced an inflow of labor migrants that amounts to about ten percent of its overall manpower, Troitskaya said. It is only natural that while about 80 percent of Russians seek college degrees, low-skilled niches in the labor market are being filled by immigrants. Meanwhile, the
flow of highly qualified labor into Russia accounts for a little over 20,000 specialists per year. A recent survey of 4,000 university students conducted by Pricewaterhouse-Coopers found that only eight percent of foreign graduates would consider coming to work in Russia.
Troitskaya said demand for low-skilled migrant labor is driven primarily by wage-dumping and not by real deficits on the labor market, citing surveys that show that migrants usually earn less and work harder than Russian citizens. And while many Russians happily use such cheap migrant labor extensively for business and private needs, they are less accommodative of the migrants themselves. The slogan Russia for ethnic Russians! is becoming increasingly popular: 58 percent supported this idea in 2011 compared with 43 percent in 1998, Troitskaya said. The share of those who think that immigration should be restricted grew from 45 percent in 2002 to 64 percent in 2011, and in Moscow the number grew to 78 percent.
Such statistics appear to have persuaded the Kremlin to toughen the countrys immigration laws. At a February 7 meeting with his campaign representatives, Putin gave his support to lawyers who want to impose criminal liability on multiple immigration rule offenders. Otherwise this process will never end, Interfax quoted Putin as saying. The person will know that he will go to prison instead of his home country. Experts say, however, that a tough stance alone cannot cure the Kremlins immigration headache unless it can halt the countrys shrinking population or attract compatriots living overseas back to Russia.
A special program set up to bring back as many as 300,000
compatriots between 2007 and 2012 actually drew fewer than 10,000 people, as the organizers failed to guarantee appropriate housing or jobs for many of those who returned. Migrant workers, especially from former Soviet states, have been filling the gap. Setting up tests for non-professional migrant workers will solve nothing, said Karomat Sharipov, the head of the Tajik Migrant Labor group. Ninety percent of those who wish to work in Russia cannot even afford to pay for such an examination. And they need Russia as much as Russia needs them.
