Context , objectives Eastern Partnership – Platform 2: “Economic Integration and

Convergence with EU Policies” – contribute to the smart,

sustainable and inclusive development of a free market economy

in Partner Countries

Work area: Labour market and social policies -Inclusive

economic development in the EU's neighbouring countries, with

an emphasis on job creation, improving social protection and

reducing social inequalities

Skills Matching in the Work Area: Workshops on policies/

practices for skills needs identification in EaP for reduced

imbalances among LM supply and demand and increased

interaction of education and LM.

What was done in 2014

Validation in Platform 2

• Project: in Work Programme EaP Platform 2 (2014-17)

• Focus: thematic workshops for knowledge sharing and capacity building

• First report to policy meeting of Platform 2 (Dec 2014)

Networking

• First format and first steps of the experts’ Network

• First workshop: June 2014, Turin

• Identified key needs and thematic areas for further work / reflection

Analysis

• Country analysis (6 reports – working papers, not published)

• Cross-country report “Skills Needs Identification and Anticipation Policies and Practices”– discussed and validated, published

Findings in EaP cross-country report • The mismatches perceived in the EaP countries are severe

• EaP countries are in reforms with their education and training systems and improving methods to anticipate future skill needs are part of the priorities agenda

• Mismatch generate issues for the education system, for the demand side and for policies on HRD etc.

• There is the institutional gap between education and employment systems and the gap between institutional actors and the private sector.

• The EaP countries dispose of a relatively good general statistical basis, but there are gaps in specific labour market data

• Where information and data exist they are under-utilized or not used

• A large representation of informal sector and SMEs asks for combination of methods for identification of skills

• Intermediary institutions such as PES and vocational guidance systems underdeveloped or under-utilized

Recommendations in cross-country report

Each EaP country needs:

• to decide where to set their priorities, depending on existing situation and infrastructure

• to improve the data bases for skills anticipation: development of coherent labour market information and investigation system (LMIIS) based on robust data collected systematically from different sources.

• to develop a mix of approaches: mix of top-down and bottom-up approaches and divers methods required to meet diverse needs of different actors, combination of strategic policy measures with actions driven by market mechanisms.

• to report results and disseminate information: in the format and for the understanding of relevant users and stakeholders

• to have a form of actors coordination: a decision on coordinating body with clear mandate accountable to the top policy level is recommended
