Neo-Malthusian theory After World War II , mechanized agriculture produced a dramatic increase in productivity of agriculture and the so-called Green Revolution greatly increased crop yields, expanding the world's food supply while lowering food prices. In response, the growth rate of the world's population accelerated rapidly, resulting in predictions by Paul R. Ehrlich , Simon Hopkins, and many others of an imminent Malthusian catastrophe. However, populations of most developed countries grew slowly enough to be outpaced by gains in productivity. By the early 21st century, many technologically developed countries had passed through the demographic transition , a complex social development encompassing a drop in total fertility rates in response to lower infant mortality , increased urbanization , and a wider availability of effective birth control , causing the demographic-economic paradox . On the assumption that the demographic transition is now spreading from the developed countries to less developed countries , the United Nations Population Fund estimates that human population may peak in the late 21st century rather than continue to grow until it has exhausted available resources. Historians have estimated the total human population back to 10,000 BC. The figure on the right shows the trend of total population from 1800 to 2005, and from there in three projections out to 2100 (low, medium, and high). The second figure shows the annual growth rate over the same period. If population growth were exactly exponential, then the growth rate would be a flat line. The fact that it was increasing from 1920 to 1960 indicates faster-than- exponential growth over this period. However, the growth rate has been decreasing since then, and is projected to continue decreasing. The United Nations population projections out to 2100 (the red, orange, and green lines) show a possible peak in the world's population occurring as early as 2040 in the most optimistic scenario, and by 2075 in the "medium" scenario. The graph of annual growth rates (above) does not appear exactly as one would expect for long-term exponential growth. For exponential growth it should be a straight line at constant height, whereas in fact the graph from 1800 to 2005 is dominated by an enormous hump that began about 1920, peaked in the mid-1960s, and has been steadily eroding away for the last 40 years. The sharp fluctuation between 1959 and 1960 was due to the combined effects of the Great Leap Forward and a natural disaster in China. Malthusian catastrophe

Notwithstanding the apocalyptic image conveyed by this particular paragraph, Malthus himself did not subscribe to the notion that mankind was fated for a "catastrophe" due to population overshooting resources. Neo-Malthusian theory

After World War II, mechanized agriculture produced a dramatic increase in productivity of agriculture and the so-called Green Revolution greatly increased crop yields, expanding the world's food supply while lowering food prices. In response, the growth rate of the world's population accelerated rapidly, resulting in predictions by Paul R. Ehrlich, Simon Hopkins, and many others of an imminent Malthusian catastrophe. However, populations of most developed countries grew slowly enough to be outpaced by gains in productivity.

By the early 21st century, many technologically developed countries had passed through the demographic transition, a complex social development encompassing a drop in total fertility rates in response to lower infant mortality, increased urbanization, and a wider availability of effective birth control, causing the demographic-economic paradox.

On the assumption that the demographic transition is now spreading from the developed countries to less developed countries, the United Nations Population Fund estimates that human population may peak in the late 21st century rather than continue to grow until it has exhausted available resources.

Ehrlich in the 1960s and 1970s, has led some people, such as economist Julian L. Simon, to question its inevitability.

A 2004 study by a group of prominent economists and ecologists, including Kenneth Arrow and Paul Ehrlich suggests that the central concerns regarding sustainability have shifted from population growth to the consumption/savings ratio, due to shifts in population growth rates since the 1970s. Empirical estimates show that public policy (taxes or the establishment of more complete property rights) can promote more efficient consumption and investment that are sustainable in an ecological sense; that is, given the current (relatively low) population growth rate, the Malthusian catastrophe can be avoided by either a shift in consumer preferences or public policy that induces a similar shift.

However, some contend that the Malthusian catastrophe is not imminent. A 2002 study by the UN Food and Agriculture Organization predicts that world food production will be in excess of the needs of the human population by the year 2030; however, that source also states that hundreds of millions will remain hungry (presumably due to economic realities and political issues).

The implications of a neo-Malthusian model are that the Earth can only sustain the agricultural needs of a limited population and that as overpopulation occurs, there are significant social and economic consequences. Neo-Malthusian perspective has also been extended beyond agricultural sustainability to describe the need and depletion of all resources. These interpretations suggest that overpopulation may in fact be a direct cause of poverty and starvation in societies around the world.

Criticism

Ester Boserup wrote in her book The Conditions of Agricultural Growth: The Economics of Agrarian Change under Population Pressure, that population levels determine agricultural methods, rather than agricultural methods determining population (via food supply). A major point of her book is that "necessity is the mother of invention." Julian Simon was one of many economists who challenged the Malthusian catastrophe, citing (1) the existence of new knowledge, and educated people to take advantage of it, and (2) "economic freedom", that is, the ability of the world to increase production when there is a profitable opportunity to do so.[10]

The economist Henry George argued that Malthus didn't provide any evidence of a natural tendency for a population to overwhelm its ability to provide for itself. George wrote that even the main body of Malthus' work refuted this theory; that examples given show social causes for misery, such as "ignorance and greed... bad government, unjust laws, or war," rather than insufficient food production.

Friedrich Engels also criticizes the Malthusian catastrophe because Malthus failed to see that surplus population is connected to surplus wealth, surplus capital, and surplus landed property. Population is large where the overall productive power is large. Engels also states that the calculation that Malthus made with the difference in population and productive power is incorrect because Malthus does not take into consideration a third element, science. Scientific “progress is as unlimited

and at least as rapid as that of population”. On the other hand,  Joseph Tainter argues that science has diminishing marginal returns and scientific progress is becoming more difficult, harder to achieve and costlier.

What Is Globalization?

Globalization is a process of interaction and integration among the people, companies, and governments of different nations, a process driven by international trade and investment and aided by information technology. This process has effects on the environment, on culture, on political systems, on economic development and prosperity, and on human physical well-being in societies around the world.

Globalization is not new, though. For thousands of years, people—and, later, corporations—have been buying from and selling to each other in lands at great distances, such as through the famed Silk Road across Central Asia that connected China and Europe during the Middle Ages. Likewise, for centuries, people and corporations have invested in enterprises in other countries. In fact, many of the features of the current wave of globalization are similar to those prevailing before the outbreak of the First World War in 1914.

State-building

State-building is a term used in state theory. It describes the construction of a functioning state. This concept was first used in connection to the creation of states in Western Europe and focused on the power enforcement of state in society (Tilly 1975). Tilly (1975: 70f.) described the advantages of state building in Europe as follows:

"State building provided for the emergence of specialized personnel, control over consolidated territory, loyalty, and durability, permanent institutions with a centralized and autonomous state that held the monopoly of violence over a given population".

Application of Predatory Theory to State Building

When studying the development of European states, Charles Tilly identified that European countries engaged in four activities:

1. war making - eliminating or neutralizing their own rivals2. state making - eliminating or neutralizing their rivals inside their own territory3. protection - eliminating or neutralizing the enemies of their clients4. extraction - acquiring the means of carrying out the first three activities.

Differentiating "nation-building", military intervention, regime change

In the American context, some commentators use the term "nation-building" interchangeably with "state-building" (e.g. Rand report on America's role in nation-building). However, in both major schools of theory the state is the focus of thinking rather than the "nation" (nation conventionally refers to the population itself, as united by identity history, culture and language). The issues debated related to the structures of the state (and its relationship to society) and as result state-building is the more broadly accepted term. In political science 'nation-building' usually has a quite distinct meaning, defined as the process of encouraging a sense of national identity within a given group of people, a definition that relates more to socialisation than state capacity (see the ODI, OECD, and DFID reports cited above).

Similarly, state-building (nation-building) has at times been conflated with military intervention or regime change (again often in the American context). This derives in part from the military actions in Germany and Japan in World War II and resulting states, and became especially prevalent following the military interventions in Afghanistan (October 2001) and Iraq (March 2003). However, the conflation of these two concepts has been highly controversial, and has been used by opposing ideological and political forces to attempt to justify, or reject as an illegal military

occupation, the actions in Iraq and Afghanistan. Hence, regime change by outside intervention should be differentiated from state-building.

Peace Building versus State Building

State building does not automatically guarantee peace building, a term denoting actions that identify and support structures that strengthen and solidify peace in order to prevent a relapse into conflict. In fact, due to the inherently political nature of state building, interventions to build the state can hinder peace, increasing group tensions and sparking off further conflict.

Efforts to "appease" or 'buy off' certain interest groups in the interest of peace may undermine state-building exercises, as may power sharing exercises that could favour the establishment of a political settlement over effective state institutions. Such political settlements could also enshrine power and authority with certain factions within the military, allowing them to carve up state resources to the detriment of state building exercises.

Sometimes peace building efforts bypass the state in an effort bring peace and development more quickly, for example, it was found that many NGOs in the Democratic Republic of Congo were building schools without involving the state. The state also may be part of the problem and over-reliance on the state by international actors can worsen security inside the country.

Conversely, state corruption can mean that state building efforts serve only one ethnic, religious or other minority group, exacerbating tensions that could escalate towards violence. State building can also assist predatory states to strengthen their institutions, reinforcing abusive authority and further fueling grievances and popular resistance.

In practice, however, there remains confusion over the differences between state building and peace building. The UN's High-Level Panel on Threats, Challenges and Change stated that "along with establishing security, the core task of peace building is to build effective public institutions that, through negotiations with civil society, can establish a consensual framework for governance with the rule of law". Additionally, a 2004 UN study found that a number of UN officials felt that the establishment of effective and legitimate state institutions was a key indicator of a successful peace operation.

Market-Oriented Aid

Aid is an important part to the development dialogue. In the 1980s and 1990s due to a series of economic crises and unsuccessful attempts in intervention programs in Africa, Latin America, and Eastern Europe, the international community shifted towards a market-oriented model of foreign aid. Donor countries believed that a reduction in the size and the reach of the state could provide a more efficient outcome. However, the success of East Asia, East Europe, Brazil, and India has demonstrated that even-market economies require a capable state to grow sustainably. Moreover, international donors became concerned over seriously malfunctioning states in the 1990s, i.e. Sierra Leone and Afghanistan. Thirdly, the international community has recognized the importance of states establishing social service programs that will meet the basic needs of their populations, including public health and anti-poverty programs. Moreover, the international community has tried to address the fragmentation of the international aid system that can at times be part of the problem in building state capacity.

State structures within the concept of state-building

The term "state" can be used to mean both a geographic sovereign political entity with a permanent population, a defined territory, a government, and the capacity to enter into relations with the other states, as defined under international law (Montevideo Convention on the Rights and Duties of States, December 26, 1933, Article 1), as well as a set of social institutions claiming a monopoly of the legitimate use of force within a given territory (Max Weber, 1919).

For the purposes of state-building in environments of instability, the sub-structures of states can be defined as a political regime (or system of government), a governance framework (or constitution), and a set of state institutions (or organizations) such as the armed forces, the parliament, and the justice system. State capacity refers to the strength and capability of the state institutions. Nation conventionally refers to the population itself, as united by identity, history, culture and language.

Examples of state-building

Latin America

In the 21st century, it became economically and politically difficult for Latin American countries to increase revenues, which led states to turn to debt for the necessary resources to pay for war. As a result, Latin American countries did not establish the same tax basis that their European counterparts did. This can be explained by the predatory theory. Studies on the extraction of tax revenues have demonstrated that both external and internal rivals have an impact on the ability of a state to develop and extract resources from its citizens. Interstate rivals had a positive effect on the state's capacity to extract resources while intrastate rivals had a negative effect on state building.

Africa

The external threat theory can applied to developing countries in Africa. The presence of both external state rivals and internal ethnic rivals prompted states to increase their extraction of taxes from citizens while internal political rivals failed to affect the extraction of taxes. The leaders in power try to maintain their position by catering to the majority ethnic group and increase taxes to gain the resources to diminish threats from minority ethnic groups. Thus, the presence of internal ethnic rivals creates the capacity to significantly increase the tax ratio. On other hand, the presence of political rivals may create a decline in the tax revenue because of different military or political tactics employed by the rival group. These include coups, disruptive regime transitions, revolutionary wars, and negotiations to implement economic, political, and social reforms that will favor the minority group. Several researchers have emphasized that the internal violence seen in Africa was characteristic to early modern European politics and this type of structure may resolve to produce a higher level of political order.

Palestine

The Palestine Liberation Organization (PLO) claims sovereignty over the Palestinian Territories, as well as representative status over the Palestinian people. However, it does not have sole jurisdiction over the areas it claims. In addition, many of those it aims to represent currently reside elsewhere, most notably in neighbouring Arab countries such as Jordan, Lebanon, and Syria. Nonetheless, the PLO and other Palestinian organisations have historically made great efforts to install institutions commonly associated with states in the Palestinian territories as well as in countries with large numbers of Palestinian residents. Examples include Jordan after the Six-Day War, where the installation of parallel structures of power and mechanisms for taxation and education led to largely independent Palestinian enclaves which formed a threat to the power and legitimacy of the monarchy, and Lebanon, where a similar process exacerbated ethnic and religious tensions.

Nation-building

Nation-building refers to the process of constructing or structuring a national identity using the power of the state. It is thus narrower than what Paul James calls "nation formation", the broad process through which nations come into being. Nation-building aims at the unification of the people within the state so that it remains politically stable and viable in the long run. According to Mylonas, "Legitimate authority in modern national states is connected to popular rule, to majorities. Nation—building is the process through which these majorities are constructed." 

Nation builders are those members of a state who take the initiative to develop the national community through government programs, including military conscription and national content mass schooling. Nation-building can involve the use of propaganda or major infrastructure development to foster social harmony and economic growth.

Overview

In the modern era, nation-building referred to the efforts of newly independent nations, notably the nations of Africa but also in the Balkans, to reshape territories that had been carved out by colonial powers or empires without regard to ethnic, religious, or other boundaries. These reformed states would then become viable and coherent national entities.

Nation-building includes the creation of national paraphernalia such as flags, anthems, national days, national stadiums, national airlines, national languages, and national myths. At a deeper level, national identity needed to be deliberately constructed by molding different ethnic groups into a nation, especially since in many newly established states colonial practices of divide and rule had resulted in ethnically heterogeneous populations.

However, many new states were plagued by tribalism; that is, rivalry between ethnic groups within the nation. This sometimes resulted in their near-disintegration, such as the attempt by Biafra to secede from Nigeria in 1970, or the continuing demand of the Somali people in the Ogaden  region of Ethiopia for complete independence. In Asia, the disintegration of India into Pakistan and Bangladesh is another example where ethnic differences, aided by geographic distance, tore apart a post-colonial state. The Rwandan genocide as well as the recurrent problems experienced by the Sudan can also be related to a lack of ethnic, religious, or racial cohesion within the nation. It has often proved difficult to unite states with similar ethnic but different colonial backgrounds. Whereas successful examples like Cameroon do exist, failures like Senegambia Confederation demonstrate the problems of uniting Francophone and Anglophone territories.

Terminology: Nation-building versus state-building

Traditionally, there has been some confusion between the use of the term nation-building and that of state-building (the terms are sometimes used interchangeably in North America). Both have fairly narrow and different definitions in political science, the former referring to national identity, the latter to infrastructure and the institutions of the state. The debate has been clouded further by the existence of two very different schools of thought on state-building. The first (prevalent in the media) portrays state-building as an interventionist action by foreign countries. The second (more academic in origin and increasingly accepted by international institutions) sees state-building as an indigenous process. The confusion over terminology has meant that more recently, nation-building has come to be used in a completely different context, with reference to what has been succinctly described by its proponents as "the use of armed force in the aftermath of a conflict to underpin an enduring transition to democracy." In this sense nation-building, better referred to as state building, describes deliberate efforts by a foreign power to construct or install the institutions of a national government, according to a model that may be more familiar to the foreign power but is often considered foreign and even destabilizing. In this sense, state-building is typically characterized by massive investment, military occupation, transitional government, and the use of propaganda to communicate governmental policy.
