About the Arts Grants Program

Funding available in the Arts Grants Program is from the Northern Territory Government through Arts NT and the Australian Government through the Regional Arts Fund (RAF) which is managed by Arts NT.

Arts NTVision: A community where all Territorians have access to creative and cultural expression, experiences and opportunities through education, recreation and employment in a vibrant, valued and sustainable arts sector.

The Northern Territory Government is committed to developing arts and culture through strategic investment and coordinated service delivery to ensure support and opportunity for the sector to engage with the arts and to celebrate cultural diversity.

The Arts Grants Program offers artists, organisations and communities access to support for initiatives that further the vision of exploring, expressing and showcasing Northern Territory identity through arts and culture.

Arts NT’s primary role is to support and develop the artistic and cultural potential of the Territory through policy, operational and fi nancial support and advice to the arts sector and to government. Through its programs Arts NT aims to develop responsive and appropriate mechanisms for the support and development of the Northern Territory’s artists and the broader arts sector. Arts NT aims to ensure that all Territory residents have access to a variety of arts and cultural activities either as audience or as active participants.

Arts NT’s programs and services facilitate a diverse range of arts and cultural activities across the Territory by:

managing an arts grants program open not only to artists and arts organisations but also community organisations interested in running arts activities or hiring artists for specifi c projects;

funding to key arts organisations who provide core services and events;

funding festival development to support regional, remote and major urban showcases;

supporting a physical infrastructure for arts and cultural activity including direct funding and in kind support through provision of offi ce, rehearsal, workshop and storage accommodation;

acting as national advocate and liaise with key government and non government agencies;

implementing regional and audience development initiatives such as research, reviews, scoping and pilot projects and funding to support key organisations working in these areas;

managing of the Northern Territory Indigenous Arts Strategy, Building Strong Arts Business

Regional Arts Fund (RAF)Regional Arts Fund Vision: Creative and innovative regional remote and very remote/isolated communities in which participation in and access to cultural activities contributes to the sustainable cultural, social and economic capacity and wellbeing of individuals and communities.

The RAF program has a number of broad objectives designed to benefi t arts practitioners, workers and audiences:

encourage and support sustainable cultural development in regional communities where possible, rather than ‘one-off’ events;

assist sustainable economic and social development within regional, remote and very remote communities, including a focus on Indigenous and isolated communities;

develop partnerships with local government, community groups, the private sector, state government agencies and other relevant groups which leverage fi nancial and/or in-kind support for specifi c projects and encourage ongoing collaboration or support for cultural activities following the funded projects;

assist the development of cultural networks, especially in isolated areas, to facilitate information exchange and cooperative relationships;

increase employment and professional development opportunities and raise the profi le of regional and remote artists; and

increase skills development initiatives (including mentoring schemes), for individuals and organisations in regional and remote communities with a particular focus on disadvantaged, Indigenous and isolated communities. Initiatives may relate to a specifi c art or craft practice, formal training through Smart in Business modules, or broader community cultural development and capacity building.

Eligibility

Who can apply?Individuals, who must be Australian citizens or have permanent residence status and must be residents of the Northern Territory. Applicants under the age of 16 cannot apply to the Program.

Groups, which are not legally constituted, must have identifi ed an individual within the group. This individual will be legally and fi nancially responsible for the grant on behalf of the group. The individual must meet the above defi nition.

Organisations must be legally constituted and a not-for-profi t organisation. This can be an incorporated association or a local government statutory authority. Organisations must be an Australian entity registered and operating in the Northern Territory.

Businesses or Companies can apply to the Public Art Grants Program only, in form of commissioning agencies, architects, developers and/or building owners. For more details on the Program please refer to Arts NT’s website www.arts.nt.gov.au

Please note that entities operating outside of the Northern Territory, such as national/peak organisations, are not eligible, however, are encouraged to form partnerships with Northern Territory based organisations and/or artists for projects that will benefi t the Territory. The NT based organisation or artist must be eligible to apply (see defi nition above) and must be the grant applicant and recipient.

Employees of the NT Government are ineligible where there is direct confl ict of interest. NT Government agencies, including government schools and public hospitals are also ineligible to apply.

Activities not fundedThere are many activities that are beyond the scope of the Arts Grants Program, regardless of their merit.

Arts NT does not accept applications for the following:

applications from applicants who have got outstanding acquittal reports;

activities that have already commenced before a decision has been made or activities have been completed;

projects or activities that do not have a clearly defi ned arts component;

activities that are the exclusive responsibility of other funding bodies or government agencies;

defi cits from previous activities or defi cit budgets;

fund-raising or charitable events;

commercial or business ventures;

capital equipment or real estate purchases;

restoration or conservation of cultural material;

research or studio work that will be offered for academic assessment;

auditions or interviews for courses at academic institutions;

the costs of prizes through competitions or awards;

delivery of accredited training or education based activity including curricular activities in primary schools, secondary schools; or

undergraduate, diploma and postgraduate studies except through QRS Professional Development, Arts Scholarship Scheme and Public Art Fellowship.

Applications for extra curricular activities with strong arts outcomes utilising educational structures and institutions, particularly in remote areas, will be considered providing they meet all relevant criteria.

How to apply

Before applying for a grant you should read this Arts Grants Guidelines booklet in its entirety including category information

All applicants should:

make contact with an Arts Offi cer to discuss the activity and receive advice about selecting an appropriate category;

select an appropriate category and obtain and read the relevant application form;

complete the application form and provide attachments and support material;

if necessary, make a follow up appointment with an Arts Offi cer at least a week before the closing date to ensure all the necessary information is attached;

check that all previous Arts NT funding has been acquitted; and

submit one copy of your complete application and support material to Arts NT.

Applications will not be considered outside of the advertised timeframes.

The total cost of an activity is not eligible for support through the Grants Program - you must demonstrate fi nancial support from other sources.

You should note that Arts NT receives more applications than the Grants Program can support. Do not make any fi nancial commitments on the expectation that you will receive funding.

Do I need an Administering Body?Individuals are able to administer grants of up to $10 000 and are not required to have an administering body, however, must have an Australian Business Number (ABN) unless they can provide a completed Tax Offi ce ‘Statement by a Supplier’ form (NAT3346-4.2008). For grants over $10 000 individuals must have an administering body.

Unincorporated associations, groups and other bodies with no legal status are required to nominate a legally constituted not-for-profi t organisation or an individual to take legal and fi nancial responsibility for administering the grant.

Examples of legally constituted organisations are:

You should enter into a written agreement with your administering body, which sets out your and their respective rights and responsibilities in relation to the grant’s administration and fi nancial management. It is recommended that the agreement contain a dispute resolution clause setting out procedures to be followed should any dispute between parties arise. You should note that most administering bodies will charge an administration fee which should be included as part of the submitted budget.

Administering bodies are often referred to as auspicing bodies.

Supporting documents

You will need to supply appropriate, high quality material to support your application as the Arts Grants Board may not be familiar with your work and assesses applications on the basis of the submitted materials.

Artistic support material can include images, video or audio samples of current or previous work as well as newspaper clippings and feedback forms from past participants. Please ensure that support material provided in electronic format is compatible with PC’s. If you are unsure you are welcome to ask an Arts Offi cer to assist and test the material prior to the submission.

A maximum of 5 support letters will be considered for the application. Only support letters relevant to the project are useful for the assessment.

Please submit your application:

All applications need to be received in the Darwin Offi ce, or posted on the closing date. Please note that applications cannot be received by email.

Application process

Role of Arts Grants Board/Assessment PanelsPeer assessment of project rounds and Regional Arts Fund grants is fundamental to the Arts Grants Program. The Arts Grants Board represents community and art form interests, and is appointed by the Minister for Arts and Museums.

The Arts Grants Board meets twice a year in May and December to assess and approve grants awarded from the March and October Project Rounds, including the Regional Arts Fund categories which close in March.

Other assessment panels are convened to assess other program areas and are selected according to the type of initiative and the relevant community and arts sector experience required. The panels are drawn from the NT Register of Peers or other industry representatives where appropriate.

Role of Arts NTThe role of staff with regard to arts grants applications unless otherwise specifi ed in the “Assessment” section below, is to:

provide information and advice to prospective applicants;

assess eligibility;

collate applications, support material and papers for assessment meetings;

provide secretariat support to assessment panels; and

provide additional information to the assessment panel during meetings, at the request of the Chair.

How your application is processed?a. Submit ApplicationYou should submit one copy of your application and your support material to the Arts NT Darwin offi ce by close of business on the closing date, or post marked by 5pm on the closing date.

b. Eligibility checkArts NT performs an eligibility check on the application. If the application is eligible an acceptance card will be sent to you. If the application is not eligible it will be returned to you, advising you of the reason/s.

It is the applicant’s responsibility to ensure that the application is complete. Arts NT takes no responsibility for notifying applicants regarding incomplete applications.

c. AssessmentAll applications will be assessed against the published assessment criteria for the grant category. A weighting is applied to artistic criteria at assessment. (Please note: numbering of assessment criteria does not refer to order of importance)

Assessment of grant applications and the decisions made are on the basis of the information supplied in the application and the accompanying support material. Please ensure you select the appropriate funding category as your application cannot be assessed under any other category once submitted.

Quick ResponseArts NT’s Arts Offi cers assess Quick Response and Regional Arts Fund Rapid Response applications and prepare recommendations for approval by the Director, Arts NT.

Project Rounds – and Regional Arts Fund categoriesThe Arts Grants Board assesses applications and is responsible for decision making.

d. Notifi cationYou will receive a formal letter in the mail notifying you of the outcome of your application by the notifi cation date advised under “Grants at a Glance”.

If your application is successful you will receive a letter offering you a grant. Accompanying the letter will be:

a funding agreement which outlines the conditions of funding, including acknowledgement requirements;

request for your or your administering bodies bank account details; and

an acquittal form

All copies of the agreement form must be signed by yourself and, where appropriate, the administering body and returned to Arts NT before your grant payment can be made. You should not start a project that depends on a grant until all the parties concerned have signed the funding agreement.

e. FeedbackYou can obtain verbal feedback on your application by contacting the Arts Offi cer on 8999 8981 or for regional and remote callers use Freecall on 1800 678 237.

Some applications meet the published assessment criteria yet are unsuccessful. Arts NT receives more applications than are able to be supported within the available funding.

After each Project Round an Assessment Report is compiled detailing trends and general comments and results. Assessment Reports can be viewed at www.arts.nt.gov.au or you can contact Arts NT to obtain a copy.

AppealsGrants decisions are not subject to appeal.

Acquittal of GrantsAcquitting a grant means accurately accounting for funding. This is done by submitting artistic, statistical and fi nancial reports when your project is fi nished.

Please note that you are not eligible to apply for another grant or receive any future payments until you have submitted satisfactory acquittal reports for all grants for which the acquittal date has fallen due.

Acquittal reports allow Arts NT to fulfi l its accountability obligations to the Northern Territory Government. The report is also important to the development and promotional work of Arts NT. It helps monitor and evaluate the effectiveness of the Arts Grants Program. For further details about the information required to successfully acquit your grant, obtain a copy of the Acquittal Form from www.arts.nt.gov.au or by contacting an Arts Offi cer.

Acknowledgement of fundingRecipients who receive support through the Arts Grants Program, must prominently acknowledge this support in all media releases and promotional activity.

The Northern Territory Government reserves the right to limit and withdraw the use of its name and logo by the grant recipient. You must use the NT Government logo or where it is not possible, funding must be acknowledged by using the phrase:

“Proudly sponsored by the Northern Territory Government”.

Recipients of a grant through the Regional Arts Fund must also acknowledge the Australian Government by using the logo and/or phrase:

“The Regional Arts Fund is an Australian Government initiative supporting the arts in regional, remote and very remote/isolated Australia. The program is delivered in partnership with the Northern Territory Government”.

The recipient must also invite the Australian Government Minister for the Arts or his/her nominated representative to attend public events associated with a project and, as appropriate, to launch or open the project.

Protocols for working with children in artThe Australia Council for the Arts has developed a set of protocols to address the depiction of children in works, exhibitions and publications that are the recipients of government funding.

Northern Territory Indigenous Arts StrategyThe Northern Territory Indigenous Arts Strategy Building Strong Arts Business (BSAB) was launched at the Garma Festival on 8 August 2003. Information about the Strategy can be found at www.arts.nt.gov.au

If applying for a project involving Indigenous artists, cultural content or communities, you will need to certify the following:

that your project includes no misrepresentation or appropriation of Indigenous Cultures

that you have spoken to an Arts NT Indigenous Arts Offi cer

that you can provide proof of Aboriginality if requested.

You will also need include evidence of consultation with relevant Indigenous individuals, community or language groups including letters of endorsement from Elders, Custodians, Land Councils, Shires or other appropriate community representatives.

This requirement applies equally to Indigenous and non Indigenous applicants. Assessors cannot assume support for your activity – the onus is on you as the applicant to demonstrate community support and that all protocols and requirements have been met.

Indigenous ProtocolsThe Australia Council for the Arts has released a fully revised second edition of its protocol guides to help Australians better understand the use of Indigenous cultural material. New guides are available for art form areas Visual Arts, Performing Arts, Music, Writing, and Media Arts.

They are relevant to anyone working in or with the Indigenous arts sector, including:

Indigenous and non-Indigenous artists

people working within related fi elds of Indigenous art form practice

federal and state/territory government agenciesindustry agencies and peak organisationsgalleries, museums and arts centreseducational and training institutionsIndigenous and targeted mainstream media.

The protocol guides endorse Indigenous cultural and intellectual property rights – the rights of Indigenous people to own and control their cultural heritage. These rights are confi rmed in the 2006 United Nations Declaration of the Rights of Indigenous Peoples, which says Indigenous people have the right to practice and revitalise their cultural traditions and customs.

In Australia, Indigenous heritage comprises all objects, sites and knowledge transmitted from generation to generation. Indigenous people have a living heritage. Their connection with the land, water, animals, plants and other people is an expression of cultural heritage. Writing, music, performing arts, visual arts and media arts, are some of the mediums for transmitting Indigenous cultural heritage.1

This includes details about authenticity, cultural ownership and appropriate contracts to artists for the publishing of their work.

TaxationGrants paid by Arts NT may be considered part of your income in a fi nancial year and therefore be subject to tax. You must determine your own taxation responsibilities. Further information is available from the Australian Taxation Offi ce (ATO) 13 28 66 or by referring to their website www.ato.gov.au

Successful grant recipients who have an ABN and are registered for the purposes of GST will be paid the grant amount plus GST. If the successful grant recipient is not registered for the purpose of GST, they will receive the grant exclusive of GST.

Successful grant recipients who are administering their own grants up to $10 000 and do not have an ABN, must provide Arts NT with a completed “Statement by a Supplier” form (NAT3346-4.2008). The grant will then be paid exclusive of GST.

Indigenous artists who qualify for a Zone A rebate (special or ordinary) and do not have an ABN are eligible for consideration under the PAYG withholding Variation 30.This varies the withholding amount to zero where payment is for artistic works. Further details are available from the ATO.2. Australia Council for the Arts, Protocols for working

with children in art, 2008.

The Northern Territory Government supports the protocols for working with children in art which were adopted by the Australia Council under the direction of the Federal Government.

Protocols will apply to all Arts NT grant recipients from 1 January 2009. Where Northern Territory laws exceed the requirements of the Protocols, grants recipients will be required to meet the requirements of the NT laws.

There are three critical issues which have been considered in the development of the protocols:

1. Creation: Ensuring that the rights of children are protected throughout the artistic process, based on informed consent about the process and the intended outcome of the artwork;

2. Exhibition and performance: Ensuring that artworks involving images of children have been produced and will be presented with due care and sensitivity; and

3. Distribution: Protecting images of children from being exploited, including use of the images beyond the original context of the creative work.2

Arts NT requires all applicants to read the protocols developed by the Australia Council for the Arts, available online at www.australiacouncil.gov.auand the legal information for artists and arts organisations in the Northern Territory, available at www.artslaw.com.au/LegalInformation/ChildrenCreativeProcessNT.asp. Hard copies are also available at the Arts NT offi ces. Applicants should also refer to, and comply with, the Northern Territory Care and Protection of Children Act.

All applicants must adhere to the Australia Council protocols when applying to the Northern Territory Arts Grants Program.

The Arts Development category is to support projects across all art forms for the research, development or creation of new work or community cultural development projects.

Regional Arts FundRapid Response Projects

Rapid Response Projects supports arts projects that cannot be applied to within the project rounds due to their time critical nature.

Funding under this scheme is available through the Regional Arts Fund which is prioritised for applicants from remote, very remote or isolated areas and recognises the often fl uid and unpredictable nature of opportunities available to remote and regional communities.

Some eligible activities include support for unforeseen opportunities such as value-adding to an existing activity due to an unforeseen visit by a professional artist; showcasing opportunities for artists that are not eligible for support through professional development (where the emphasis is on exposure of artists rather than skills transfer); and a change in circumstance which may allow for activity to occur if support is found within a short period of time.

Funding under this scheme must be matched by 50% of support from other sources. This support may include in-kind. Applicants seeking support for project activities through the Rapid Response Scheme can only receive up to $1500 - only one grant per fi nancial year to a limit of $2500 per applicant in any four year period.

Applicants must demonstrate how and why the project is time critical and could not be applied to within the March or October Project Round.

Arts Development

The Arts Development category supports projects across all art forms for the research, development or creation of new work or community cultural development projects.

Some examples are research and/or development of theatre productions, creation of a new dance work, writing for publication, song writing/new musical material, the creation of new works prior to exhibition or new artistic work through community based arts and cultural activities.

Funding for the showcasing outcomes of any of these types of activities is not eligible under this category. Please refer to the Presentation and Promotion category on the next page.

Activity may occur locally, nationally or internationally.

Some examples are: exhibition, performance and/or production including re-mount or re-development associated with a public presentation, touring, festival showcasing, publication, recording and/or printing, marketing, audience development initiatives.

Funding purely for the development of a new work is not eligible under this category. Please refer to the Arts Development category.

Activities which aim to tour or present work from other locations into the Northern Territory are not eligible under this category.

Some examples are workshops, mentorships, residencies, short course or exchanges.

Regional Arts FundNew Arts Communities

The New Arts Communities category aims to support community based arts proposals in any art form from fi rst time or previously unfunded applicants who need assistance in getting an arts project off the ground.

Projects which provide opportunities for collaborations with other community organisations that are non-arts service providers are encouraged, as are arts based projects that are initiated by non-arts community organisations.

The Regional Arts Fund is an Australian Government funding initiative.

Individuals initiating projects with and for communities must demonstrate strong community support and involvement in the proposed activity.

Regional Arts FundArtist/s to Artist/s Support

The Artist/s to Artist/s Support category supports structured relationships between artists/arts workers for a program of professional development.

Some examples are: mentorships, residencies, exchanges or extended programs of professional development. Emerging and established artists and arts workers are eligible to apply.

Funding can be sought for artist’s fees for the mentor and/or the mentee, travel, residency expenses, on-costs and administrative costs. Funding can also be sought for some project costs where the application can demonstrate strong professional development outcomes for the applicant.

The Regional Arts Fund is an Australian Government funding initiative.

EligibilityIndividuals. Applications should be submitted by the artist/arts worker who will benefi t from the program of professional development.

Or

Groups. Applications can also be considered for small groups to work with other groups/organisations (eg. an emerging band with an established band within a specifi c music genre).

If the benefi t is mutual and equal the application should clearly demonstrate the exchange and be signed by both parties. In structuring budget requests, applicants are reminded that benefi ts for non Territory based artists are not a priority for the Arts Grants Program.

The Accessing Arts category supports initiatives that deliberately aim to improve arts access for disadvantaged community members.

Disadvantage may be due to cultural, physical, social, economic, geographic or other reasons.

Some examples of eligible activities are skills and development programs, showcasing or education and advocacy where a strong arts outcome is part of the proposed activity.

Regional Arts FundRemote Arts Partners

The Remote Arts Partners category supports arts activities delivered in remote Northern Territory locations that encourage long term, sustainable relationships between remote artists and communities and other agencies.

The partnership commitment and objectives for all parties must be clearly demonstrated within the application.

Partnerships may be based around an art form, arts event, or a community cultural development project. Both arts to arts and arts to non arts partnerships are eligible. Partners could include: local government, community groups, private sector, state government agencies and other relevant groups. Partnerships can be with non Territory based agencies if the Territory based applicant clearly demonstrates signifi cant benefi ts to the Territory.

Initiatives already eligible for support through other Australian Government Programs are not eligible for support through this category. However, complementary activities may be (eg development workshops).

The Regional Arts Fund is an Australian Government funding initiative.

EligibilityGroups or organisations. Applicants can request up to 50% of the total expenses to a maximum of $20,000 a year for two years.

Objectivesassist sustainable cultural, social and economic development within regional, remote and very remote/isolated communities;

develop partnerships which leverage fi nancial and/or in-kind support;

encourage ongoing collaboration or support for cultural activities;

assist the development of cultural networks, especially in isolated areas, to facilitate skills and arts development;

increase employment of professional Territory artists and offer professional development opportunities for regional and remote Territory artists.

Glossary of terms

Acquittal is a report completed at the conclusion of your project to inform Arts NT about the fi nancial and artistic outcomes of your project. You must write an acquittal for every grant you have received.

Arts worker is a person who manages or facilitates the development of arts and cultural activity.

Artist Fee is the expense for the involvement of artists involved in the project/ activity. Pay scales and conditions are often prescribed under relevant industrial awards and agreements or recommended by peak organisations. Auspicing or Administering Body is an incorporated organisation which agrees to be responsible for keeping fi nancial records and provides a fi nancial acquittal of the grant.

Artistic Merit includes the value and quality of the concepts that inform the work in your application.

Assessment Criteria are the established and published standards used to evaluate an application to determine if a grant is recommended.

Best Practice includes the management practices and work processes that lead to outstanding or top-class performance and provide examples for others.

Confl ict of Interest occurs when a member of the assessment panel has an interest that might compromise their objectivity in assessing applications. It has been practice that when either a real or perceived confl ict of interest arises,

the application is assessed without the assessment panel member in question being present or participating.

Contingency is a reserve set aside for uncertain costs.

Copyright is the ownership of an intellectual property. Every time you use the property of someone else you need to get permission to do so. Donations may include cash, fees or time towards a project, new or used goods such as vehicles or equipment, or services. The donation of services is also called in-kind.

Emerging Artist has had no more than fi ve years experience as a professional artist.

Indigenous is someone who is of Aboriginal or Torres Strait Islander descent, identifi es as an Aboriginal or Torres Strait Islander and is accepted as such in the community where he or she lives or comes from.

In-kind support includes volunteer labour, administrative support, rent-free accommodation or donations of materials or equipment. These contributions should be given a dollar value and must be included in your proposed budget.

Key Personnel are those people involved in the production or organisation of your project or activity.

Legal Requirements are federal and state standards and regulations including fair labour, civil rights, accessibility, age discrimination, lobbying with appropriated monies, accounting records, and other published requirements to which applicant accepting a grant must adhere.

Marketing/Public Relations/ Promotion are activities to tell the community about the project/ activity. Such activities can include newspaper ad, radio interviews, television advertising, printing and mailing of brochures, fl yers and posters etc.

Not-for-Profi t organisation is an organisation that is not operating for the profi t or gain of its individual members.

Own Contribution is any income provided to the project by the applicant.

Partnership is when two or more organisations plan to participate in the project/ activity. In this case one organisation must serve as the lead applicant in the grant. The partnership must include an agreement that provides arts and cultural professionals with access to resources and opportunities that would otherwise be unavailable to them.

Peer assessment is a process where experienced arts and cultural workers meet to assess grant applications based on published assessment criteria.

Person with a disability experiences loss or deterioration of personal and social functions across a range of life activities, due to a disorder, illness or injury.

Professional artist has specialist training in his or her fi eld of art, is committed to devoting signifi cant time to the artistic activity, has a history of public presentation and is recognised by peers (professional practitioners in the art form area).

Risk management is the systematic application of management policies, procedures and practices to the tasks of identifying, analysing, evaluating, treating and monitoring risk.

Skill is an ability to perform a particular mental or physical activity that may be developed by training or practice.

Target Audience/ Participants is a specifi c audience such as seniors or members of a specifi ed geographic area or demographic group, for whom the applicant has designed the arts project/ activity, or wishes to attract to the activity.

Travel Allowance or Per Diems are an estimated amount that would cover lodging and meal expenses for artists carrying out the project/activity outside the usual place of residence.

Variation to Grant Agreement can be made in writing to the Director Arts NT. This can include variation in projects dates or artistic personnel or changes to how the grant is spent as opposed to the original application.

Volunteer is a person who performs or offers to perform a service without fi nancial remuneration. It is recommended to value volunteer support as in-kind support at the usual rate of the service provided.
