ABOUT THE IRFThe International Road Federation, established in Washington, D�C� in 1948, is a non-governmental, not-for-profit organization with the mission to encourage and promote development and maintenance of better, safer and more sustainable roads and road networks worldwide� Working together with its members and partners, the IRF promotes the social and economic benefits that flow from well-planned and environmentally-sound road transport networks; it helps put in place technological solutions and management practices that provide maximum economic and social returns from national road investments�

The IRF has a major role to play in all aspects of road policy and development worldwide:

• For governments and financial institutions, the IRF provides a wide base of expertise for planning road development strategy and policy�

The International Road Federation also takes pride in honoring and recognizing road-industry projects demonstrating excellence and innovation in road development worldwide, via the Global Road Achievement Awards program� The competition, designed to elicit information on successful projects and programs from leading industry organizations, will draw attention to these leading projects and organizations, providing a road map for others to follow in continuously improving and advancing road development worldwide�

Taking Asphalt Pavements to New Levels in Saudi Arabia

Roads are the world’s first “social network”� They are fundamental building blocks for human and economic development whose impacts transcend national borders� The benefits of investments in roads have shown how transformative an infrastructure they can be for a wide range of beneficiary communities�

Pavements form the backbone of the Kingdom of Saudi Arabia’s transportation infrastructure and are essential in fully unleashing these benefits� We have already come a long way in improving and advancing our current designs and performance prediction of pavements� We continue to make these advances mindful of important environmental, social and economic issues that we face today� Better ride quality, safer roads, reduced fuel consumption, lower

emissions and longer service life are among the tangible benefits that derive from research into pavement properties, lower energy in mixtures production and recyclability of existing pavements�

To achieve these efforts, we need to continue our efforts to disseminate global best practices and ensure they are put into practice� IRF’s certified executive training course has been designed to provide Saudi highway engineers from the public and private sectors with the methodology and tools needed to design long-lasting pavements and improve travel comfort and safety�

Attendees will receive world-class guidance on innovative pavement engineering with a hands-on introduction to existing products and field applications� They will learn how to evaluate pavement condition and how to choose the correct option to correct the situation� Lastly, they will benefit from access to IRF’s top instructors, alumni network and continuous education opportunities�

2 IRF PRESIDENT & CEO’S INTRODUCTION

Course Description

The structural and functional integrity of pavements are critical and important to a healthy infrastructure� This integrity is also a vital part of pavements’ life-cycle sustainability assessment and the return on

investment society places on constructing high quality roads and highway networks� Therefore, transportation professionals have to ensure that the design, construction and maintenance of pavements meet industry’s best practices as well as established standards� In doing this, the performance of roadways will meet expected demands, and users will be able to travel safely with maximum level of satisfaction from their investment�

In highway planning and development, transportation professionals examine a variety of factors such as geometric design, pavement structure and materials, the environment, as well as the economic value associated with all these factors� Different factors contribute

to different phases of road network development; fundamental factors that determines pavement performance and ultimately its structural capacity include: materials selection, design production and construction quality� Materials selected for different layers during design, construction and maintenance aid in minimizing distresses and help pavements achieve their anticipated design life�

The seminar will discuss: common construction issues that may affect the final quality and performance of the pavement; material testing to aid in pavement design and performance prediction; transportation agency perspective on integrating pavement condition, performance measures and the implementation process� The seminar will conclude with highlights on sustainable development related to pavements, and an overview of recent technologies and innovations in the area of asphalt pavements�

Dr. Kamil Kaloush Associate Professor, School of Sustainable Engineering and the Built Environment, Arizona State University; Director, National Center of Excellence for SMART Innovations

Dr� Kaloush is an associate professor in the School of Sustainable Engineering and the Built Environment at Arizona State University� He is also the Director of the National Center of Excellence on SMART Innovations (www�ASUSMART�com)� He is a registered Professional Engineer with more than 25 years of experience in pavement

research and management services�

His areas of expertise include pavement materials design, thermal properties, advanced laboratory testing, field performance evaluation, and pavement management systems� He is a member of several professional organizations and currently serves as the Vice Chair of the Technical Advisory Board of the Rubber Pavements Association, and Chair of the Transportation Research Board subcommittee on Pavement Materials and the Urban Climate� Dr� Kaloush has more than 100 publications in his field�

Dr. Adam Hand Director, Quality Management, Granite Construction

Dr� Adam Hand is the Director of Quality Management at Granite Construction, Reno, Nevada� He has B�S�, M�S�, and Ph�D� degrees in Civil Engineering and is a registered Professional Engineer in Indiana, Nevada, New Mexico, and Oregon� He has been with Granite Construction for about 15 years serving in various roles and is currently the vice president of quality management�

Prior to joining Granite, Dr� Hand was a Civil Engineering Professor at Purdue University and a Research Faculty at the University of Nevada, Reno� He actively serves the industry and community via numerous technical committees, advisory panels/boards and board of director appointments, including several non-profits�

George Way Chief Engineer, Consulpav; Chief Pavement Design Engineer (retired), Arizona DOT

George B� Way is a retired Chief Pavement Design Engineer from the Arizona Department of Transportation (ADOT) after 35 years of service in the Highway Division� His main expertise is in the areas of pavements and sustainable innovations such as asphalt-rubber� Mr� Way is also an active member of the American Society for Testing & Materials International (ASTM), Pacific Coast Conference on Asphalt

Specification (PCCAS), Transportation Research Board (TRB), Association of Asphalt Paving Technologists (AAPT), and the American Society of Civil Engineers (ASCE), among others� He is currently Chairman of the RPA Technical Advisory Board and the non-profit Rubberized Asphalt Foundation, as well as a chief engineer at Consulpav — a pavements and materials consulting engineering firm with offices in the USA, Portugal and China� He is a registered Professional Civil Engineer and has published many papers in his field�

Dr. Carl Thodesen Head of Department, Department of Civil and Transport Engineering, Norwegian University of Science and Technology

Carl Thodesen has been the Head of the Department of Civil and Transport Engineering since August, 2013� He has a bachelor’s degree in civil engineering and a Master’s in Applied Fluid Dynamics , as well as a doctorate in Materials with a minor in Statistics from Clemson University in South Carolina, USA� His expertise is in modified asphalt binders, asphalt binder technology and testing, project management, and asphalt rubber production�
