The India Pilot Initiative

• SFIC developed a concept for a geographical pilot initiative on India on ‘water related challenges’

• The IPI has been based on previous work, in particular within the CREST OMC working group on “Internationalisation of R&D” (2007-2008);

• The development of the IPI strongly coordinated with EU & MS Science Counsellor network in Delhi;

• The SFIC-Task Force prepared the ground for further decisions through the analyses on “why, what and how” cooperation with India is supported at bilateral level;

• The IPI is build around a series of different planned activities such as a conference in India held on 11/12 November 2010;

• The IPI is developed with a view to establishing a strategic EU/Member States research agendavis-à-vis and with India in the longer term;

• As such, projects could strengthen future innovation in their projects by considering the inclusion of pre- and co-normative research tasks and the integration of standardisation organisations to support standardisation.

• SME relevant research : In the 2012 work programme efforts are made to encourage industry/SME participation notably through bottom-up approaches and SME-targeted topics. Mandatory level of SME-participation is introduced as an additional eligibility criterion. This approach is particularly applied in the areas of resource efficient technologies, processes and services in support of the Resource Efficiency Initiative and demonstration of most promising prototypes and tools derived from previous European environmental research activities in the areas of water and waste applications. SME participation is further encouraged through various SME-friendly topics across the work programme.

• Dissemination actions are tackled throughout the work programme.

• Open access in FP7Open access in FP7Open access in FP7Open access in FP7: Beneficiaries are required to deposit peer-reviewed articles resultin g from projects in an institutional or subject-based repository, and to make their best efforts to ensure that readers have open access to these articles within six months of publication.

• Specific dissemination topics to strengthen science-policy interface are introduced in the area of geo-engineering, air quality and marine research.

• Overall expected impact: It is expected that the 2012 work programme through its research and innovation actions will boost European competitiveness by promoting novel applications and tools for improved resource efficiency of natural resources (e.g. water, land, marine). It is expected that the work programme will stimulate the SME participation notably in the area of environmental technologies. In addition, the results obtained will provide support for evidence-based decision making notably for EU policies in the field of environment e.g. air, marine, water, chemicals policies and support to Resource Efficiency initiative.

• Funding limits will be applied as eligibility criteria. Proposals that do not respect this limit will be considered ineligible.

• The minimum number of applicants in funding schemes is specified in the section III of this work programme. The duration of the project and the requested EU contribution should be in line with a realistic planning of the project. The budget request should also be in line with the needs of the consortia, within the maximum EU contribution, but not necessarily at it.

2005, the EU ETS works on the "cap and trade" principle. Content/scope: Eruptions likely to occur are always preceded by volcanic unrest period and pre-eruptive precursor signals. How to distinguish between unrest leading to eruption from unrest which doesn't. The research should therefore develop and improve the predictability and the knowledge related to pre -eruptive processes for representative and dangerous volcanoes. Advances in modelling and monitoring capacity need to be assured within a mul tidisciplinary collaboration framework . From the analysis of volcanic unrest taking into account uncertainties , the project should develop and produce better probabilistic assessments leading to better plans for the management of volcanic crisis and the improvement of forecasting and communication proce dures .

Funding scheme: Collaborative Project (small or medium-scale focused research project) for specific cooperation actions (SICA) dedicated for international cooperation partn er countries (focus on Latin America).

Expected impact: Improve preparedness and warning capacity in collaboration with end users through the establishment of reliable precursors for relevant volcano types; provide better hazard probabilities and quantitative levels of alert ; enable improvement of near real time data processing .

Presupuesto: 43 M EUR.

Resumen de los aspectos más importantes. 134 presentadas, de las cuales 44 han pasado a la segunda fase.

Se han cubierto los siguientes sectores (ordenados por número de propuestas que han superado la primera fase): residuos, aplicaciones industriales, biotecnologías (6 cada uno), materiales y TIC (5 cada uno), agricultura (4), agua (3), aire y construcción (2 cada uno), energía, lodos, suelo, biocombustibles y otros sectores (1 cada uno). Por parte de los evaluadores se ha echado de menos, sobretodo, el planteamiento de planes de negocio suficientemente argumentados. La financiación solicitada media ha estado entre 2,5 y 3,5 M EUR.
