I am writing on behalf of temporary Co-chairpersons Connolly and Ollie regarding the requirement contained in the K-12 Reform Interim Study Committee's charge, that the Committee determine and report to Legislative Council on how the Committee intends to proceed by September 1, 1991. Although the legislative members of the Committee were announced well before the deadline, the public members of the Committee were first announced on September 6, 1991, rendering it impossible for the full Committee to reach a consensus on methods of proceeding by the deadline date.

The temporary Committee Co-chairs respectfully request an extension of the deadline in order to permit the Committee to comply with the procedural requirements contained in the Committee's charge.

Extension of November 1, 1991 Deadline for Meetings by the Group Health Benefits for Public Employee Retirees Interim Study Committee

The purpose of this memorandum is to request an extension of the November 1, 1991 deadline established by the Legislative Council for completion of the meetings by the Group Health Benefits for Public Employee Retirees Interim Study Committee.

The Committee has tentatively scheduled its first meeting for Thursday, October 31, 1991. This was the first available date on which the Committee could obtain a quorum of the legislative members, as well as the public members. The Committee experienced some scheduling difficulties for the months of September and October due to the employment obligations of one of the public members which should be resolved by holding the second meeting in November. Accordingly, the Committee respectfully requests an extension of the November 1, 1991 deadline for completion of its meetings from the Studies Committee and the Legislative Council.

RE: Infant Mortality in Iowa Interim Study Committee Out-of-town meeting request

I am writing at the direction of Senator Elaine Szymoniak and Representative Jack Hatch, Co-chairpersons of the Infant Mortality in Iowa Interim Study Committee, to request approval for a meeting to be held outside of Des Moines. The Study Committee has been assigned two meeting days and requests that the second of these meetings be held in Sioux City, Iowa. Sioux City has the highest infant mortality rate in the state with 17.3 infant deaths per one thousand live births in 1989, as reported by the Iowa Department of Public Health. The state average in 1989 was 8.2 infant deaths per 1,000 live births and the national average was 9.7 infant deaths per 1,000 live births.

Due to this high rate of infant deaths, the Study Committee feels that holding a meeting in Sioux City would allow Committee members to more easily evaluate the factors which have led to the high infant mortality rate in that area and would also facilitate the involvement of representatives of that area, involved in this issue, in the work of the Study Committee.

John Pollak 1 f State Budget and Budgeting Practices Study Committee - Subcommittee Meetings in Lieu of Second Meeting - Extension of November 1 Deadline

I am writing at the direction of Senator Leonard Boswell and Representative Torn J ochurn, temporary Co-chairpersons of the State Budget and Budgeting Practices Study Committee, to request authorization for subcommittees of this committee to hold meetings in lieu of a second meeting of the full committee and for payment of per diem and expenses for those legislators who serve on more than one subcommittee thus requiring their attendance at additional meetings. In addition, authorization is requested for the Study Committee to complete its deliberations after the November 1 deadline

The temporary Co-chairpersons are considering the appointment of three subcommittees which may have overlapping memberships. It is anticipated that the subcommittees will hold a single meeting but authorization is needed for those members who serve on more than one subcommittee to receive per diem for attending more than one meeting.

Authority is also requested for the Study Committee to complete its deliberations after the November 1 deadline. The temporary Co-chairpersons anticipate that important information will not be available to 1the Study Committee until after the deadline.

Extension of October 1 Date

On behalf of Senator William Dieleman and Representative John Groninga, Temporary Co-chairpersons of the Tax Fairness and Equity Study Committee, I submit this request that the date for making a recommendation to the Studies Committee on the hiring of a consultant for the Study Committee be extended from the present October 1 deadline to November 1. This will give the Study Committee, which is scheduled to hold its first meeting on October 9, time to adequately consider this question.

Additional Meeting Date and Extension of the November 1, 1991 Deadline

The purpose of this memorandum is to seek the approval of the Studies Committee and of the Legislative Council for a third meeting day for the Public Retirement Systems Committee beyond the November 1, 1991 deadline established by the Legislative Council.

The Legislative Council has directed the Committee to complete its work in two meeting days. The Committee has held a two-day meeting on September 9 and 10, 1991, and the agenda for that meeting is attached. As is reflected in the attached agenda, the Committee had a very full schedule in two meeting days in order to receive testimony from the various organizations interested in public retirements systems. Not only is this a duty of the Committee pursuant to its charge, but Iowa Code section 97D.4(3)(e) also requires the Committee to "[r]eview proposals from interested associations and organizations recommending changes in the state's retirement laws." The Committee needs an additional meeting day to complete its duties. In particular, Iowa Code section 97D.4(3)(a) requires the Committee to "[d]evelop and recommend retirement standards and a coherent state policy on public retirement systems," and Iowa Code section 97D.4(3)(g) requires the Committee to "[m]ake recommendations fo the general assembly." However, Iowa Code section 97D.2 also mandates that if the Committee "recommends a

proposal for a change in a public retirement system within this state, the [C]ommittee shall require the development of actuarial information concerning the costs of the proposed change."

Accordingly, the Committee has utilized two meeting days in rece1V1ng recommendations for change, and needs an additional meeting to consider these proposals after the development of actuarial information. Two of the systems, the Iowa Public Employees' Retirement System (IPERS) and the Judicial Retirement System, do not anticipate receiving actuarial reports until sometime in October or November. In addition, the Board of Trustees of the Statewide Fire and Police Retirement System, in completing its transition duties, may have additional legislative requests. Because the Committee needs an additional meeting after the actuarial information is received and would like to give the Board the opportunity to make any further recommendations that may be required, and such a meeting would not be possible to schedule prior to the deadline established by the Council, we respectfully request, on behalf of the Committee, that the Studies Committee and the Legislative Council grant the Committee an additional meeting day, and that it provide an extension of the November 1, 1991 deadline. If this permission is granted, the Committee will tentatively schedule a meeting for December 3, 1991.

RE: Extension of November 1, 1991 Deadline for Meetings by the Emergency Medical Services Study Committee

The Emergency Medical Services Study Committee requests an extension of the November 1, 1991 deadline established by the Legislative Council for the Committee's meeting.

On November 12th through the 14th, a national emergency medical services assessment team will be in Iowa to evaluate and report on the state of Iowa's emergency medical services system. The team will present its report to the Iowa Department of Public Health on the 14th. The Committee believes th is report will provide valuable information for the consideration of the Committee and, therefore, respectfully requests an extension of the November 1, 1991 , deadline for its meeting from the Studies Committee and the Legislative Council.

Extension of November 1, 1991 Deadline for Meetings by the Curtailing Youth Violence and Gangs Study Committee

The purpose of this memorandum is to request an extension of the November 1, 1991 deadline established by the Legislative Council for completion of the meetings by the Curtailing Youth Violence and Gangs Study Committee.

The Committee has scheduled a meeting for Friday, October 11, 1991, which was the earliest date on which a quorum of the members and both temporary co-chairpersons could be present. However, the Committee has been unable to schedule a second meeting prior to the November 1 deadline because of the busy schedules of its members. The Committee therefore respectfully requests an extension of the November 1, 1991 deadline for completion of its meetings from the Studies Committee and the Legislative Council.

Senator Al Sturgeon and Representative David Osterberg, Chairpersons, Environmental, Recreational, and Economic Development of Iowa 1 s Rivers and Lakes Study Committee

Meeting Locations, Additional Meeting Day, Final Meeting Extension

The Environmental, Recreational, and Economic Development of Iowa Is Rivers and Lakes Study Committee requests authorization to hold its October 14 meeting within Iowa outside of Des Moines at a location to be selected near the Mississippi River. Topics relating to the environmental, recreational, and economic development along the Mississippi River will be the focus of the second meeting. The legislative leaders authorized the Study Committee to meet in Onawa for its first meeting on September 12. The agenda was focused on mitigation plans for the Missouri River, water priorities, and navigation.

The Study Committee also requests a third Study Committee meeting to focus on problems and development of lakes and rivers in Iowa other than the Missouri and Mississippi Rivers. If a third meeting is granted, the Study Committee requests authorization to locate the meeting within Iowa outside of Des Moines and to schedule the third meeting after November~, 1991.

Additionall991 Legislative Interim Study Committees

Expanding Iowa's Livestock Industry 2 days 5/5 + 5 Public Members Charge: Develop recommendations which will expand the size and profi~bility of Iowa's livestock industry.

Assuring Efficient Delivery of Social Services 2 days 5/5 + 3 Public Members Charge: Monitor the implementation of proposed executive branch changes in social service delivery systems. Primary goals s:hould be to maintain adequate delivery of services and document cost effectiveness of proposed changes. Topics to be monitored should include, but not be limited to DRS district office restructuring and reorganization of Iowa's mental health institutions.

• Above interim study committees shall forward their recommendations or reports to the Legislative Council no later than December 1, 1991.
