Canon David WilbrahamNational Police Chaplain

Policing is a unique role I consider more of a vocation than an occupation. It demands much of those on the frontline in all manner of ways and requires skill, expertise and real commitment to deal with the whole of life that is encountered. Issues of truth, justice, guilt, forgiveness, restitution, peace in society, protecting the most vulnerable, right/wrong, neighbourliness, are a small part of the ‘daily round’. Encountering people at their very best and most amazing often in the midst of the most tragic of circumstances is done alongside dealing with human behaviour at its most depraved, criminal and evil.

Commitment, tenacity, bravery and integrity - all exercised with compassion and fairness - are the personal qualities that together with professional skills, sustain the ‘thin blue line’. Frontline personnel also serve with a willingness, should the need arise, to put themselves in the place of danger and harm to protect and serve others. Each year the national Police Bravery Awards recognise outstanding examples of such behaviour. Sadly, each year, some colleagues pay the ultimate price of that commitment and give their lives in service.

I reflect when I conduct or attend funerals for those officers that in the minds of colleagues attending are two thoughts. Firstly, respect for a fallen colleague and support for their loved ones; secondly, the inner acknowledgement ‘it could have been me’ for I know that each officer present would do that to protect the most humble and lowly of our citizens.

Since 2004, National Police Memorial Day has been a day to recall the sacrifices made by officers across the generations, over 4,400 names. It is also a time to remember those known to us personally and those who gave their lives in the previous twelve months. It is a public show of support, solidarity and commitment to fallen colleagues.

The Book of Remembrance, carried and presented by Police Sergeant Joanne Matulevicze, Police Scotland, has been provided by The Police Roll of Honour Trust.

Reverend Canon Adrian Gatrill, Chair, Police Chaplaincy UK & Lead Chaplain Durham Constabulary prays;

Lord God, we set before you this record of names commemorating those who have died whilst serving in the police service across the United Kingdom and beyond. We recognise service, honour, bravery and we salute commitment.

On this day, be with those who mourn and bring to them comfort in their loss and a sense of deep peace.

We are grateful for the freedom, security and safety we enjoy day by day and acknowledge the sacrifice of all who dedicate their lives to maintain the Queen’s Peace across our land.

Tim Harding, son of Police Constable Leonard Alan Harding, Wiltshire Police, who was fatally injured on 13 July 1977, aged 28 years, when his police motorcycle was involved in an accident.

Tony Browning, father of Police Constable Gareth Browning, Thames Valley Police, who died on 1 April 2017, aged 36 years. Gareth sustained extensive injuries on 30 November 2013 whilst deploying a stinger to stop a stolen car.

PC Lowri Davies, daughter of Police Constable Terence John Davies, Gwent Constabulary, who died on 23 August 1990, aged 34 years, as a result of injuries received while he was cycling home after a tour of duty at Maindee. He was hit by a stolen car which failed to stop.

Thelma Corkey, widow of Reserve Constable Samuel Snowdon Corkey, who died on 16 November 1982, aged 41 years. He was shot and fatally injured by terrorists.

Laura Wiggins, daughter of Police Constable Douglas Wiggins, Police Scotland, who died on 3 May 2016, aged 55 years. He collapsed and died whilst en route to an incident.

Pamela Knee, sister of PC John Egerton, Greater Manchester Police, who was murdered on 11 March 1982, aged 20 years. PC Egerton was posthumously awarded the Queen’s Commendation for Brave Conduct.

We will not forget

Tragically, each year the number of names added to the Police Roll of Honour continues to grow. Behind every name added to the list are proud family, friends and colleagues mourning their loss with dignity, pride and countless stories. It is through these stories and gathering together at the National Police Memorial Day service that we can all pay our respects to those who have been killed, or died, on duty.

Today, we commemorate all UK police officers who have given their lives in the line of duty. Their self-sacrifice, bravery, dedication to duty, love of family, community and country will not be forgotten.

Rest in peace.

Gareth BrowningPolice ConstableThames Valley PoliceDied 1 April 2017, aged 36

PC Gareth Browning was deploying a stinger device to stop a stolen car when he was hit by the vehicle.

Sadly he sustained severe injuries from which he never recovered.

Gareth was a hugely respected police officer with 10 years’ experience. Every day whilst on duty, Gareth put his life on the line to protect the public in Thames Valley. His death is a stark reminder of the sacrifices police officers make every minute, every day of every year.

Gareth’s funeral was well attended by friends and colleagues alike. Speaking at the service, held at the local family church in Chieveley, Superintendent Rob France said: “Gareth joined Thames Valley Police in 2003, working first on the West Berkshire Local Police Area, and later out of both Reading and Loddon Valley Police Stations: mainly as a patrol officer but also with spells on the service delivery and prisoner handling units.

“He was a frontline officer through and through, and it was a role he both loved and excelled at. He was respected for being calm under pressure: on one occasion he captured vital evidence of football disorder whilst missiles and smoke bombs were being thrown towards him and other officers. Most of all though, Gareth was an excellent, dedicated, inspirational police officer.”

One of his closest friends said: “He was truly the best of us: the most competent and professional officer I ever had the pleasure to work with. He always had time to help, whether he was busy or not, and always threw himself into his work with a passion most of us find difficult to replicate. Gareth was not just one of us - he was the best of us.

Following the funeral, Gareth’s wife, Ruth, and parents, Tony and Tricia said: “We are all devastated by the death of Gareth and will always miss him. However we would like to thank Thames Valley Police for all their support and help over the last three and a half years.”

Chief Constable Francis Habgood said: “Gareth was a hugely respected colleague whose career was brought to an abrupt end when he was seriously injured while on duty on Lower Earley Way, Reading on 30 November 2013. Since the incident, Gareth needed constant care and was medically retired from the force. We continue to support Gareth’s family as well as staff and officers who have been affected by the incident during which Gareth was injured, and the sad news of his death.”

Gareth is survived by his wife Ruth, children Rhys and Caian, parents Tony and Tricia, and brother Mark.

Keith Palmer GMPolice ConstableMetropolitan PoliceDied 22 March 2017, aged 48

Whilst tackling a terrorist armed with two knives who had entered the Palace of Westminster, Keith sustained fatal stab wounds prior to the attacker being shot by other officers.

PC Keith Palmer had 15 years’ service, having previously served in the Territorial Support Group before being assigned to the Parliamentary and Diplomatic Protection Command of the Metropolitan Police Service.

A eulogy read by Chief Inspector Neil Sawyer paid tribute to PC Palmer’s public service in both the army and police force. He paid tribute to a much loved father and husband who was a fan of Charlton Athletic and Depeche Mode.

Aged 18, Keith joined HQ Battery 100 Regiment in the Army Reserve. He started in the Signals before moving to the Radar Troop. Keith’s dedication and commitment would see him promoted to Bombardier, and he stayed in close contact with many of the friends he made during that time. The same commitment and dedication that was at the forefront of his career in the army followed throughout his time in the police service.

Keith applied for the Metropolitan Police because he wanted to make a difference – he wanted to make London safer. He joined on the 5 November 2001 and in March 2002 was given his first posting to Bromley borough, where he excelled as a hardworking, professional, honest, kind and caring person.Keith continuously strove to develop his policing capabilities and during his service became an accomplished frontline public order medic and a firearms officer – two very challenging roles. Keith successfully applied for the Territorial Support Group, or TSG as it is more commonly known, and was posted to Catford, South East London in November 2009.

Keith quickly impressed and endeared himself to his new team, and made some very close friends, who fondly remember how he would often talk proudly of his family and the other love in his life – Charlton Athletic Football Club – where Keith was a longstanding season ticket holder. The support and affection that the football club, its team and supporters have shown to Keith and his family has been incredible.

Whilst in the TSG, Keith would always be in early to get out to find and arrest the most wanted offenders. However, whilst meticulous in this role, Keith was not an early morning person. Chief Inspector Sawyer recalls: “Every day without fail, it would be an hour before Keith would even speak to anyone. Having said that most of the time his enthusiasm shone through.” Keith would often sing his favourite Depeche Mode song at work ‘I Just Can’t Get Enough’ – relevant to his arrest rate. In 2015 alone, he made in excess of 150 arrests and achieved the great honour of being nominated for

the Commissioner’s Excellence in Policing Awards as ‘Top Thief Taker of the Year’, selected from a department of 1,100 officers. Keith arrested perpetrators of domestic violence, robbery, burglary and other crimes. Undoubtedly throughout his service, Keith achieved his aim of making a difference and making London safer for all.

But it was whilst serving on the Parliamentary and Diplomatic Protection Group, which Keith joined in April 2016, that he would make the biggest difference. As before, Keith quickly gained the respect of his colleagues on his new team – always professional; always smart; and always caring.

Police officers go to work every day knowing that they may be called upon to put their own lives in danger and many do. On Wednesday 22 March 2017, Keith did just that to protect life and to protect Parliament. He did not waver and stood firm, making the ultimate sacrifice in doing his duty. He was a hero to us all and made his family, friends and the service proud.

Chief Inspector Sawyer remembered his friend and colleague, saying: “His spirit will never leave us and he will remain an inspiration to us all – Keith’s blue lamp will shine bright forever.

“And on behalf of us all we say ‘thank you’ – Keith made a difference and we will not forget.”

A statement issued by Keith’s family the day after the Westminster attack, said: “We have been overwhelmed by the love and support for our family, and most especially, the outpouring of love and respect for our Keith.

“We want to thank everyone who has reached out to us over the past few days for their kindness and generosity. The police have been a constant, unwavering support at this very difficult time. It has made us realise what a caring, strong and supportive family Keith was part of during his career with the police. We can’t thank them enough.

“We would also like to express our gratitude to the people who were with Keith in his last moments and who were working that day. There was nothing more you could have done.

“You did your best and we are just grateful he was not alone. We care about him being remembered for his selfless bravery and loving nature. We miss him so much, but we are also incredibly proud of Keith.”

Keith is survived by his wife, Michelle, and their daughter, Amy.

After suddenly becoming unwell whilst was out on patrol in the St Matthew’s estate area of Leicester.

PC Austin Jackson joined Leicestershire Constabulary in 2007. He was a member of the local policing team for the Spinney Hills area.

Austin worked across the city in different roles throughout his police career, serving at Spinney Hill Police Station in 2011, before transferring to the St Matthew’s estate in September 2014.

More than 100 police officers lined up outside Leicester Cathedral to pay their last respects to Austin. The honour guard was called to attention as the hearse, led by police motorbikes, slowly approached the Cathedral. The coffin, as well as a floral display spelling out the word ‘Daddy’, was carried inside, followed by Austin’s widow Simone and four children.

Tributes poured in from friends and colleagues for a much loved officer:

“Austin was a true local community Bobby – it’s hard to take his passing. A lovely man.”

“Love for his family, friends and colleagues. Heaven gains another hero.”

“He was a good, decent lad, gone way too soon.”

Leicestershire Police recently named a room in memory of Austin at their headquarters in Enderby – a new meeting room for Operations Planning was named in honour of a well-liked and respected officer.

It is fitting that the Force marked the esteem in which he was held, with Austin’s wife Simone saying: “The children and I are so proud of all that Austin has achieved in his police career. The children all look up to Austin as a role model, as he was the most dedicated husband, father and police officer.

“To have a room named after him is just amazing and the support from the police family is incredible, we can’t thank you enough.”

Chief Constable Simon Cole said: “Austin was always a professional and well-liked police officer who embedded himself in the St Matthew’s community. He was a much loved, popular and hardworking officer.”

Austin is survived by his wife Simone and their four children.

Paul BriggsPolice ConstableMerseyside PoliceDied 21 January 2017, aged 43

Whilst on his way to work in July 2015, a car travelling at excess speed on the wrong side of the road collided with his motorcycle. Paul suffered extensive spinal fractures and a bleed on the brain from which he never recovered.

PC Paul Briggs, a veteran who served in Northern Ireland and in the Gulf War, followed in his father’s footsteps by choosing a career in policing after leaving the army. He joined Merseyside Police in 2004 and his first posting was in Wallasey, where he served until 2007.

Paul went on to join the Roads Policing Unit in 2007, where he quickly became a valued member of the team and dedicated his career to protecting the public.

Colleagues regarded Paul as a ‘selfless, experienced and reliable team mate who always gave his best in a job that he loved’.

A service of thanksgiving to celebrate Paul’s life was held at the Landican Cemetery and Crematorium in Wirral, Merseyside. The funeral procession was led by mounted officers and officers on motorbikes; and a guard of honour was formed as the cortege arrived at the crematorium and as the family entered the chapel where the service was held.

A floral tribute saying “Daddy” was in the hearse and a police officer’s hat was laid on top of the coffin.

Hundreds of people turned up to pay their respects, with some mourners standing outside as the chapel was full.

The ceremony included tributes from his brothers and a poem read on behalf of his daughter Ella, five.

The poem by Tram-Tiara T Von Reichenbach was listed in the order of service as “Ella’s Tribute to Daddy - My Spirit”, and read on her behalf by Tony Garvey.

Paul’s brother Jeff read a poem, while his other brother, Greg, gave a eulogy titled ‘Paul - the man, husband, dad, son, brother and friend’.

The Bon Jovi song ‘It’s My Life’ was played as recessional music.

Overwhelmed by kind messages of compassion and support, Paul’s family paid tribute, saying: “Paul was a much loved husband, father, son, brother, friend, and colleague. He was such a kind person and he lived life to the full.

“We will miss him more than words can express and the pain is immense, but we know he has no pain or suffering anymore and he is at peace.”

Paul’s wife, Lindsey said: “Ella and I now want to spend time with our family and friends remembering Paul for the amazing, lovely man he was.

“Paul was an active, fit man, confident and proud of his achievements.

“He loved being a policeman and a hands-on father. He lived every day as though it was his last.

“I still cry, a lot, but it’s not for me, it’s for Ella, and most of all for Paul, for everything that he has lost.”

Paul is survived by his wife Lindsey and their daughter Ella.

Mark EstallInspectorEssex PoliceDied 5 January 2017, aged 45

Whilst on duty at the Boreham operational base, Mark became unwell and sadly died, despite the efforts of his colleagues and paramedics who attended.

Inspector Mark Estall served on the Force Support Unit and had 27 years’ service. Mark started his career as a PC in Benfleet and after four years took up a position as a traffic officer in Chelmsford and then on to Rayleigh. He was posted to Basildon on promotion as a Sergeant in 1997 and fulfilled a number of positions in the town before becoming an armed response officer based at Laindon in 2003. From here he moved on to the Force Support Unit at Boreham as a Sergeant until May 2015, when he was promoted to Inspector to take up a post at Stansted Airport. His last role took him back to the Force Support Unit; a job he regularly described as his dream role.

Chief Superintendent Rachel Nolan, Head of Operational Policing Command, based at Boreham said: “Essex Police has lost one of our great officers. Always professional, invariably cheerful and a highly skilled member of the force.”

During a memorial service for Mark, Chief Constable Stephen Kavanagh delivered the eulogy and said: “Rightly today there are hundreds of people here to pay tribute. But there are hundreds, if not thousands more, whose only direct connection to each other is the impact that Mark had on their careers and their lives. Since his tragic death, we’ve heard from people who met Mark ten, fifteen, twenty years ago. Their paths may have crossed fleetingly. But they never forgot Mark. They remembered his energy, his sense of humour, his dedication.

“If you were building a cop, they’d be a cop like Mark. You’d want people to learn from him, you’d want people to be like him. You’d want your teams to have someone in them who would lighten the mood and make people feel stronger, even in moments of darkness or yes - weakness.”

Friend and colleague, Sergeant Laura Heggie paid tribute to Mark, saying: “Mark had enthusiasm and a smile that was infectious. You always knew when Mark was around and no buffet was ever safe earning him the title of the ‘buffet slayer’.

“Mark was ‘one of the boys’ who spent his career in the firearms arena and worked his way up to be the ‘Ginger leader’. The whole team trusted him, would follow him anywhere, enjoying the laughs and many stories that unfolded along the way.

“It’s still hard to comprehend that he has gone and we keep expecting him to walk through the door. Mark was such a huge part of our lives and a larger than life character - it really is quiet without him.

“Mark was so proud to be a part of the FSU and its history. He loved his work, he loved his family and he loved life.”

Mark’s father, Christopher provided these words in tribute to his son: “Mark was a son any parent would be proud of. His career as a police officer has given me so many reasons to be proud of him. From the day we watched him marching proudly wearing his new uniform at his passing out parade, to watching him receive

“A wonderful family man; a loving husband; a fun, caring father whose grown up children are clearly cast from the same mould as their dad.

“A dutiful, supportive son and brother who was hero worshipped by his nieces and nephews. Dedicated to his role as a police officer, he was respected and revered by his colleagues. The world is a poorer place without him.”

Mark is survived by his wife Danae; their three children, Alicia, Christian, Grace; his father Christopher; brother Paul; and sister Caroline.

Joe MabutoDetective ConstableThames Valley PoliceDied 27 September 2016, aged 42

Joe became unwell whilst on duty at his desk in Milton Keynes Police Station. Despite attempts by his colleagues to revive him, he sadly died.

DC Joe Mabuto joined Thames Valley Police in 2004, where he was stationed at Milton Keynes Police Station on the Patrol Team 5. He immediately made an impact on his team and within the community where he worked. His considered and thoughtful approach instantly calmed volatile situations. A team member vividly remembers Joe being thanked by numerous people that he arrested, for the professional and personable manner with which they had been treated by him.

Joe moved to the North Sector Neighbourhood Policing Team in 2007, initially as a neighbourhood officer and in 2008 became supervisor for a team of PCSO’s. Together they worked with the community and partner agencies to improve the quality of living in the local area, tackling repeated crime themes, and safeguarding those with the greatest need.

Sergeant Rena Galardziak paid tribute by saying: “Joe was a strong believer in being visible in the neighbourhood he served, and much preferred to be on foot patrol so that he could speak to people within his community. During a time of tension, Joe’s knowledge and understanding of the situation was key in resolving and returning peace to the area. His outstanding work was commended by the area Commander, and I know that Joe was extremely proud of this recognition.”

Joe passed his National Investigators exam in March 2015 and applied at the next possible opportunity for a Detective’s post. In August of the same year, Joe passed his selection interview with flying colours, scoring an overall ‘A’ grade with his comprehensive and considered approach.

He was posted to the Force CID team at Milton Keynes in October of that year, where he trained and developed his skills in investigating serious and complex crime. Joe took great pride in all of his investigations, paying attention to every detail and most importantly, ensuring that victims were given the very best service.

Detective Constable Greg Hughes said: “Joe was so determined to learn and it was always a pleasure to answer any question he had and give him pointers. He quickly became a driven investigator, striving to get results. He loved what he did and was proud to be doing his job.”

Thames Valley Police said: ‘Joe impressed everyone that came into contact with him. His beaming smile, positive attitude and caring nature are traits that will live on and be remembered forever across the Milton Keynes Police family.”

A significant day for the police familyMore than 4,000 police officers have died whilst on duty in the past 180 years – yet this sacrifice and amazing dedication to duty remained largely unrecognised until as late as 2004.

National Police Memorial Day gives formal recognition to police officers who have given their all to protect others and make their communities a safer place to live and work.

Now retired Inspector Joe Holness initiated plans for an annual memorial day in May 2001, following the brutal death of his colleague, Kent Police Constable Jon Odell, in Margate, December 2000.

Inspector Holness had no idea that the day would grow to mean so much to so many.

The inaugural service was held at St Paul’s Cathedral on Sunday 3 October 2004, and it was fitting that Joe’s last service as national co-ordinator was last year, at St Paul’s Cathedral.

At the time, Joe said: “Today is especially poignant as we gather in the magnificent St Paul’s Cathedral, where the first National Police Memorial Day service was held in 2004.

“For me personally, this day brings heightened emotion as it marks my last as National Police Memorial Day co-ordinator.

“Both my wife Sharon and I are so proud of what this day means to the policing family and their loved ones.

“I am incredibly proud to have founded the National Police Memorial Day and I know that those taking the reins will endeavour to continue to make this service of remembrance a fitting one for those who have given us their all.”

Joe and Sharon hold a special place in people’s hearts - these are just some of the messages of thanks which have been received.

National Police Memorial Day is held each year on the nearest Sunday to Saint Michael’s Day, the Patron Saint of Police, and services have been held all over the United Kingdom to reflect the national contribution made by the police.

Official emblemThe charity’s official emblem was designed in conjunction with the Department for Constitutional Affairs and Garter, Principle King of Arms. Strict protocols had to be followed to gain Her Majesty The Queen’s full approval.

The Port Cullis, which symbolises protection, is depicted next to the national symbols for each country in the United Kingdom; the rose for England; the leek for Wales; the thistle for Scotland; and the flax for Northern Ireland.

The original and official painting of the badge is housed in a secure archive at the King’s College of Arms, London, by Garter – who is a member of the Royal Household. Royal approval of the design took a year and a half and was sanctioned in recognition of the magnitude of the day.

Crown Finial

The spectacular Crown Finial which adorns the National Police Memorial Day Standard was first presented at the service in 2011.

It is made from sterling silver and comes from the heart of Tipperary, where the first RUC officer to be killed on duty is buried. The Crown is adorned with precious stones from England, Scotland, Wales, Northern Ireland and Eire. The Crown’s creator is retired Garda Officer, Joe Fanning, whose work is greatly appreciated by National Police Memorial Day.

Support from across the service and from police-related charitable causes for National Police Memorial Day has been widespread. The charity is recognised by government and royalty as an official national day and is honoured to have the patronage of His Royal Highness The Prince of Wales.

As the sister of PC Duncan Clift I just wanted to say how very grateful I am for the support they have always given our family.

They have done an amazing job and must have had so much to organise but always seemed to make time for the personal touch, it meant a great deal to me and my late mother. Thank you so much Sharon and Joe.

Raising funds for National Police Memorial DayLike any other charity, NPMD relies on the goodwill and support of various organisations and fund-raisers. All contributions are gratefully received and we thank all of those who have taken the time to do something outstanding in support of this special day.

One such challenge is a sponsored cycle and Paul Griffiths, Vice-President of the Superintendents’ Association, has today completed the final leg of a remarkable sponsored cycle between 46 police headquarters throughout England and Wales.

His original aim was to raise £1,200 in memory of fallen officers. To date, the actual amount raised is £3,107.50.

Volunteer police cadets from throughout Great Britain have had the honour of representing young aspiring police officers at National Police Memorial Day since 2014. Their role at the service involves the distribution of programmes, directing families, police officers and dignitaries, and answering many questions about their roles as volunteer police cadets.

The cadets who attend are chosen for their outstanding acts of volunteering within their local communities.

This year we have the invaluable support from volunteer police cadets and leaders from Cambridgeshire, Greater Manchester, Lancashire, South Wales, and Staffordshire.

Last year’s service The 13th annual National Police Memorial Day was held on Sunday 25 September 2016 at St Paul’s Cathedral in London and we were once again honoured to have our Patron, HRH The Prince of Wales, attend.

Around 2,000 former colleagues and family members of fallen officers were present to celebrate the lives and honour the sacrifices of those who have died whilst on duty. In addition to officers’ loved ones, the congregation included policing officials and representatives from around the UK; over 40 Chief Constables; Police and Crime Commissioners; senior figures from the Police Federations of England and Wales, Scotland, and Northern Ireland; and Home Secretary Amber Rudd.

This was the fifth year that HRH The Prince of Wales has attended the service, and he took the time to meet and talk with fallen officers’ loved ones at a private reception held in the magnificent crypt in St Paul’s Cathedral.

During the service, candles were lit by relatives who mourn their loved ones and in remembrance of officers lost throughout the country. Candles were lit by Abigail Phillips, daughter of Constable Dave Phillips, Merseyside Police; Gaynor James, mother of Constable Andrew Lloyd James, South Wales Police; Andrea Irvine, widow of part-time Constable Kenneth Thomas Irvine, PSNI; Elaine Gordon, daughter of Sergeant Alan Ewen Gordon, Grampian Police.

Home Secretary Amber Rudd gave a reading during the service, paying tribute to the extraordinary bravery that officers show day in, day out, tackling dangerous situations in order to keep our families, communities and country safe.

The Act of Dedication was delivered by Ian Dyson QPM, Commissioner of City of London Police, who later said: “Police officers play an ever-present role in our day-to-day lives, always on hand when we need them to help, to reassure, and to act. Sometimes, however, we take them for granted.

“That’s why days like today are so important, giving us an opportunity to pay our respects to police officers who have made the ultimate sacrifice to protect their communities.”

St David’s Hall, CardiffThis year’s National Police Memorial Day takes place in the heart of Cardiff at St David’s Hall, the award-winning National Concert Hall and Conference Centre of Wales.

With its wide range of live entertainment, exhibitions, conferences, workshops, restaurants, bars and relaxing surroundings, St David’s Hall is a building to be enjoyed by day and evening throughout the year.

Home to the annual Welsh Proms Cardiff, the world-class Orchestral Concert Series, featuring the world’s top orchestras, soloists and conductors, and the famous bi-annual BBC Cardiff Singer of the World competition, St David’s Hall presents a multitude of live entertainment, including pop, rock, folk, jazz, rhythm and blues, comedy, children’s shows, lunchtime concerts, musicals, light entertainment, dance, world music, films and classical music.

The visually stunning auditorium, ranked acoustically as sixth best in the world, is permanently wired for broadcasting and provides comfortable seating for up to 2,000 people. As well as major entertainment events it has successfully hosted political conferences, shareholders’ annual meetings, and spectacular corporate parties. Since its royal opening in 1983, it has welcomed delegates from such organisations as the National Union of Teachers, the Association of British Chambers of Commerce and the Chartered Insurance Institute.

For architects Seymour Harris Partnership, designing St David’s Hall was an unusual, if not unique, commission for several reasons. The primary challenge was how to provide a major 2,000 seat concert hall in the cramped space available and to complicate this issue, the building had to be fitted into an existing planned, and partly built, shopping centre. The result was that, in an incredible five years from conception to completion, an impressive concert hall, with arguably the best acoustics in Europe was built directly over the St David’s Centre shopping mall.

The autumn of 1982 saw exciting days at the new St David’s Hall. The special open day on 30 August 1982 attracted 21,000 people; nine days later came the first public concert, a free open rehearsal by the Polyphonic Choir. By the time the Queen Mother performed the official opening in February 1983, St David’s Hall had already transformed the artistic life of the capital city. As Her Majesty said; “This exciting development will add greatly to the quality of life for the city of Cardiff and the people of the Principality.”

This capital city of Wales provides entertainment, sport, places to eat, leisure facilities, places of interest to visit, and major events on a regular basis which attracts thousands of visitors each year. St David’s Hall continues to be a leading venue in the cultural and continuing development of Cardiff into one of the most cosmopolitan cities in Europe.

A brief history of policing our host cityAfter 30 years of campaigning by residents of towns and cities across the country, Cardiff was officially chosen as the capital city of Wales on 20 December 1955.

Wales didn’t have a capital for four centuries after the Acts of Union passed under King Henry VIII in 1536, so the appointment of Cardiff was a very special occasion indeed.

1950sThree police stations were built in Rhymney, Ely and Llanishen, and officers had to contend with more responsibilities for road safety; the key policing issue for the 1950s. Traffic regulation, the prevention and detection of offences and collision investigation became a key focus as more and more vehicles were using the highways.

Mr Francis Thomas was appointed the ninth Chief Constable of Cardiff following the retirement of Mr W J Price after 44 years’ service. 3,080 crimes were reported to police during the year, which was consistent with previous years. However, the number of road accidents in Cardiff continued to cause concern. Fewer people died in collisions, but more people were injured on the roads. In 1953, civilians were recruited to help school children cross the road. This helped to reduce road deaths.

Officers under the rank of Superintendent were granted an extra rest day each fortnight, which created additional administrative duties. This reduction in staff, coupled with the difficulty of attracting new recruits, adversely affected efforts to reduce road casualties. The number of motor vehicles registered in Cardiff dramatically increased from 14,557 in 1938 to 29,728 in 1955, and the number of driving licences from 22,950 to 49,456. Research showed that the majority of accidents were caused by road users failing to comply with the elementary rules of the road. In 1955, officers also made a concerted effort to combat crime caused by youth gangs, popularly known as ‘Teddy-boys’. They were known for using offensive weapons such as bicycle chains, coshes and razor blades to intimidate the general public, but the police response was successful.

Officers proposed to ban private cars from Cardiff city centre to reduce traffic congestion and related crimes such as thefts from vehicles. During 1956, there were 514 of these offences, the highest ever recorded. Youth crime increased significantly too, with 46% of all acquisitive crime offences committed by the under 17s.

The number of assaults against police officers also increased. There were 71 cases in 1956 as opposed to 48 in 1955 and 36 in 1954. Some of the assaults were vicious - one constable was so badly injured that he was absent from duty for 132 days.

1960sThe number of police officers didn’t change much this year. On 16 November, the Royal Commission on the Police published an interim report containing recommendations for the pay of constables. The recommended increase was substantial, with the hope of attracting future recruits. Chief Constable Francis Thomas again voiced concerns that a full compliment of officers would still not be enough to adequately police the capital city. Cardiff Police Cadets were established this year, and 12 boys were appointed. The scheme was a stepping stone to join the force as a regular officer. The number of attacks on police fell by 23.

By 1961, the effects of the pay increase recommended in the Royal Commission on the Police report were evident. For the first time in years, Cardiff Police was almost up to full strength. Police cadet applications

also far exceeded the number of vacancies available. The pay increase didn’t affect the number of female applicants, which was believed to be due to the conditions of service and varied hours of duty. Also, women couldn’t join before the age of 20, and may have already had established careers by that point. Crime increased again this year with 893 more offences than the previous year. Over the last five years, crime in Cardiff had risen by 97%.

In 1963, Chief Constable Francis Thomas died in office. Thomas Gwilym Morris was appointed as the new Chief Constable of the Cardiff Police.

Under the provisions of the 1964 Police Act, Home Secretary James Callaghan, MP for Splott in Cardiff, announced that the Glamorgan, Cardiff, Swansea and Merthyr Tydfil police forces would amalgamate. Traffic wardens began duty in Cardiff for the first time, and on 27 July, the Fixed Penalty Procedure was introduced. At this time, the punishment for being ticketed was £2, and the fee had to be paid at the office of the Clerk to the Justices within 21 days. A Women Police Cadet Scheme was launched to encourage female recruits. A fall in crime was reported for the first time since 1954, with eight less offences than the number recorded in 1963.

The Home Secretary permitted the Cardiff force to appoint 194 officers over the next three years, as well as nine boy cadets, three girl cadets, and 30 civilians. The purchase of nine vehicles was also agreed. Assaults on police officers increased from 94 to 126. This means around one in four officers in Cardiff were assaulted on duty this year. Senior officers hoped that the increase in officer numbers would prevent offences. The Police Amendment Regulations of 1964 reduced the working hours of constables through to chief inspectors from 44 hours per week to 42 hours from 1 July 1964. However, due to vacancies, reduced hours weren’t introduced in Cardiff until 10 February 1965.

1968 saw the official opening of the headquarters of Cardiff City Police in Cathays Park. Mr Stephen Brown QC described it as ‘a Headquarters superbly built and lavishly equipped’. Unit Beat Policing was launched on 25 March and in this final year of Cardiff City Police, 12,485 crimes were recorded.

The new South Wales Constabulary, officially launched in 1969. With 2,397 members of staff, the force was the largest in Wales and policed almost half of the population.

Since their establishment in 1835 until their abolition in 1969, the Cardiff, Swansea and Merthyr Tydfil Borough forces were accountable to Watch Committees of elected councillors. The new South Wales Constabulary was now were accountable to police authorities made up of respected members of the community

1970sIn 1971, the former Chief Constable of Cardiff City Police, Gwilym Morris, was appointed as the new Chief Constable of the South Wales Constabulary.

In 1972, the first ever arrests for possession of heroin were made in Cardiff. A fraud squad was established to investigate commercial crime and allegations of corruption, and Port Terminal Teams were introduced to monitor arrivals at Rhoose Airport and Swansea Harbour to prevent terrorism.

During 1975, in accordance with the Sex Discrimination Act, the policewomen’s section of South Wales Constabulary ceased to exist, and the discriminatory WPC prefix was abolished.

In 1976, South Wales Constabulary had a full establishment of police officers with 2,011 men and 545 women expressing an interest in joining. This figure was the highest ever, and reflected society’s concern with job security in the face of industrial and economic recession. Officers spent a total of 3,638 working days policing demonstrations. This was the equivalent to a loss of 16 officers for the full year. The standard issue of personal radios and the increasingly widespread use of cars had revolutionised the way officers worked their beat, but people believed enhanced technology had broken the bonds between the police and the public. As a result, community officers were introduced in 1980 to rebuild relationships. In July, a new section of the M4, which ran from Castleton to Coryton opened, creating new policing challenges.

1980sAs a result of proactive policing, recorded crime increased by 6.47%, below the national 10% average. A school watch organised by crime prevention staff and community constables was set up, making young people aware of their responsibilities to protect their schools, property and the environment.

On 1 April, a one-tier system of area control rooms was introduced. This meant officers now reported to the control room for their area, be it Cardiff, Bridgend or Swansea.

In 1985, Associated British Ports stopped employing British Transport Police at Cardiff, Barry, Port Talbot and Swansea docks, so 44 officers were redeployed from these areas. There were a number of high-profile events that required policing this year, including royal visits, and football internationals, and the ongoing miners’ strike.

Over 3,000 hours were spent policing such events, which impacted community policing. In March, a proactive street squad was created. By the end of the year, 337 people were charged with burglary. The ‘never go with strangers’ project was introduced in 30 junior schools to encourage child safety.

The police service section of the Duke of Edinburgh Award Scheme was reintroduced. 152 young people, aged 14-18 years, participated in bronze, silver and gold courses.

In December, the skeleton of a young woman was found by builders, wrapped in a carpet and buried in the garden of a block of flats in Riverside. Investigators reconstructed the victim’s face in clay to identity her as Karen Price. DNA testing, coupled with other forensic and detective work, resulted in the conviction of Idris Ali and Alan Charlton for Karen’s murder.

1990sThe early 1990s saw South Wales Constabulary faced with severe financial restraints. In order to prevent a budget overspend of £857,000, restrictions were imposed on recruitment, overtime and vehicle mileage. Restrictions on civilian recruitment further aggravated the situation when 21 constables had to be deployed in force control rooms to cover the shortfall in civilian staff. A review of management and divisional workloads was undertaken to streamline procedures, improve work dissemination and enhance

communication and command.

The body of a young woman named Geraldine Palk was found in school playing fields in Cardiff shortly before Christmas. A murder investigation was launched, and her killer was convicted eleven years later following the development of DNA genetic fingerprinting. 1990 also saw the launch of SPLASH, the ‘Schools and Police Liaison Activities for Summer Holidays’ scheme.

In September, South Wales Constabulary reduced its eight territorial divisions and 21 sub-divisions to 14 local divisions. This saved the costs of senior

officers, support staff, and building work. New superintendents were renamed divisional commanders, enhancing their status and public accountability.

Serious public disorder broke out in Ely during this year which may have been triggered by the Ely Quality Initiative, a scheme established by South Glamorgan County Council and Cardiff City Council to reduce deprivation in Ely. Between 150 and 200 police officers went on the streets of Ely to tackle the disorder, and extra community officers went on patrol in Ely, Canton and Grangetown. The responsibility of policing Cardiff continued to bring demands uncommon with the rest of Wales, such as large sporting events. Occasionally, officers from other parts of the force came to Cardiff to help police the city on match days. The Cardiff Marine Watch Scheme launched this year to deal with the continued development of Cardiff Bay. The scheme encouraged owners to register their marine equipment. Crack cocaine was seized in Cardiff for the first time in February - the result of a long-term surveillance operation.

This was another difficult financial year, and Chief Constable Robert Lawrence signed off a budget plan to prevent the force overspending by £2 million. The possibility of temporarily closing Ely, Canton, Cardiff Docks, Roath, Whitchurch, Llanedeyrn, St Mellons, Cathays, and Penarth police stations was considered, in order to save £100,000. However, due to government intervention, the idea was never pursued.

1995 was a monumental year for the force, as its name changed from South Wales Constabulary to the modern South Wales Police.

2000s The force launched investigations into unsolved cases following breakthroughs in DNA evidence and testing. The Geraldine Palk murder in Fairwater was one of the first to be reviewed and in 2001, South Wales Police solved her murder. Her killer had evaded the mass DNA swabbing exercise carried out in Cardiff during the decade after her death in 1989. However, random DNA tests on inmates at Dartmoor Prison led police to the conviction of her murderer.

After the terrorist attacks on the World Trade Centre in New York in September, South Wales Police began to resource the Airport Policing Group in Cardiff Airport.

In 2004, Miss Barbara Wilding was appointed as the first female Chief Constable of South Wales Police, and the first in Wales.

2005 and beyond...Cardiff continues to thrive as a vibrant capital city, and over the last few years officers have been privileged to police major global events, such as the 2012 Olympics, the Diamond Jubilee, the NATO Summit, high-profile concerts and sports matches.

Officers are now policing more than 400 events every year, but tackling violent crime and antisocial behaviour continues to be a priority.

In honour of those who have paid the ultimate sacrificeThroughout the United Kingdom, there are many groups and memorials to honour those who have paid the ultimate sacrifice in the line of duty. These groups or trusts have been established by police officers or members of the public who have been affected by the death of an officer.

The following pages give a description of two of the main charities that honour fallen officers.

National Police Memorial DayEstablished to:

• Remember police officers who have been killed or died on duty

• Demonstrate to relatives, friends and colleagues of fallen officers that their sacrifice is not forgotten

• Recognise annually the dedication to duty and courage displayed by officers

National Police Memorial Day is a registered charity and was founded by Kent Police Inspector Joe Holness QPM, following the killing of one of his colleagues, Constable Jon Odell at Margate in December 2000. Joe said at the time that the death of Jon had ‘deeply affected everyone in Kent Police’ and it became his ambition that there should be a national memorial service to remember all fallen officers.

He specifically wanted to honour colleagues who have been killed or died on duty to demonstrate to relatives, colleagues and friends of fallen officers that their sacrifice is not forgotten and to recognise annually the dedication to duty and courage displayed by police officers. Joe Holness embarked on a tireless campaign and his quiet determination finally paid dividends in 2004, with the inaugural service taking place in London at St Paul’s Cathedral.

The day has grown to be an important event, regarded by Government and Royalty as the primary police charity to honour and remember our fallen colleagues. His Royal Highness The Prince of Wales became the Patron in 2006. National Police Memorial Day takes place annually and rotates around the four countries of the United Kingdom.

Joe Holness was deservedly presented with the QPM in 2008 - both he and his wife Sharon, who was recognised in 2016 with an MBE, dedicated their time to raise funds and keep in touch with families of fallen officers. They have both now retired and interim co-ordinator for NPMD is Canon David Wilbraham, National Police Chaplain.

For many, the day has become an annual pilgrimage to recognise the best of all human qualities – selfless and devoted courage.

Police Dependants’ Trust (PDT)

The Police Dependants’ Trust exists to assist in cases of need: dependants of police officers or former police officers who die or have died as a result of an injury received in the execution of duty; and police officers or former police officers who are, or have been incapacitated as a result of an injury received in the execution of duty.

The Trust was set up following the murder by armed criminals of three police officers at Shepherds Bush in 1966. The late Sir William Butlin, at the time anonymously, gave £100,000 for the establishment of a trust to help in cases where police officers were killed or injured on duty. Public reaction to the crime was such that the fund soon increased to more than £1.4 million.

The Police Dependants’ Trust was formally constituted by the signing of the Trust Deed on 21 December 1966 and registration with the Charity Commission in January 1967.

The Trust is honoured with the patronage of HM The Queen.

Shortly after the formal establishment of the Trust, an appeal was launched to raise £1 million to ensure sufficient income to help existing and future beneficiaries. The appeal was successful but growing demands on the Trust make it necessary to continue building up the its resources to provide for future requirements.

Fifty years ago, three police officers were brutally murdered in London. The deaths of Sergeant Christopher Head and Constables David Wombwell and Geoffrey Fox led to a fund being established to support injured officers and the families of those killed on duty.

Fifty years ago, three police officers were brutally murdered in London. The deaths of Sergeant Christopher Head and Constables David Wombwell and Geoffrey Fox led to a fund being established to support injured officers and the families of those killed on duty.

This life-changing work continues today.
