Currently (as of 30.07.2013) the State Register of Ukraine consists of 1 646 TV/Radio/Informational activity companies. Among them:

Broadcasters – 947 including

Radio – 476TV – 391TV/Radio Companies – 81

Program Service Providers – 706 (including IPTV technology)

TV/Radio/Informational activity companies – 70

NATIONAL TELEVISION AND RADIO BROADCASTING COUNCIL OF UKRAINE

In 2010 the National Council suggested and started the implementation of a new digital strategy:

Broadcasting standard– DVB-T2;

Compression standard– MPEG-4;

Simultaneous analogue and digital broadcasting during the transition period;

Four multiplexes – one provider;

Contest basis for multiplexes.

The National digital network was created in 2011: MX-1, MX-2, MX-3, MX-5.

Currently digital coverage – 95 % of Ukrainian population.

28 national and 4 regional (local) TV channels.

In September 2012 the National Council held the second stage of the contest for regional and local broadcasting in TV multichannel network MX-5.

25 companies received 48 channels in 45 settlements.

123 channels in 96 settlements are still vacant.

NATIONAL TELEVISION AND RADIO BROADCASTING COUNCIL OF UKRAINE

The public awareness campaign - seven different social advert videos were transmitted by broadcasters free of charge including 30 % in prime time during 2011 – 2013.

350 million and 120 thousand Hryvnas (~ 33 million Euros) were delivered from the State budget to provide the population with set-top-boxes in 2012.

Complete transition is planned to be done by June 2015.

Supervising activities

2 623 subject monitorings were held during the first half of 2013:

quotas of domestic and own production - 592;

observance of current classification system for video content - 384;

quotas of programs for children - 484;

advertizing quotas - 623;

must carry rules and license obligations

of program service providers - 540.

Renovation of legislation

The current Law of Ukraine “On Television and Radio Broadcasting” was adopted in 1993. It doesn’t meet new technological developments and trends.

Expert work on a new draft Law of Ukraine “On Television and Radio Broadcasting” in the Ukrainian Parliamentary Committee.

Goals:

– to cover all aspects of the current media development;

– to harmonize with European standards – Audiovisual Media Services Directive

Protection of minors

In February 2012 the National Council formed the Interagency Working Group consisting of 41 members – scientists, state bodies representatives, broadcasters, NGOs.

The WG co-headed and supported by the Ombudsman for Children under the President of Ukraine.

A scientific survey was conducted to see parent’s and children’s opinions about TV risks – 60 % of questioned parents supported the new labeling system in Ukraine.

Protection of minors

Parents expressed their need:

to be informed in advance about content and age risks; to create a special tools for parental control; to strengthen the control over TV broadcasters by state authorities and by the society.

Today on the basis of best European practices the WG is developing:

the pilot project of graphic symbols; the questionnaire for encoders public awareness campaign video.
