Advance Sale for Elder, Handicapped or Pregnant people

Hamura residents who are eligible for placing a pre-order of the advance voucher sale can purchase up to 3

voucher books per person during the designated advance sale period.

Eligibility: Hamura resident (as of Feb. 22rd 2015) who is over 75 years old, owns a Shougaisha Techou

(handicap certificate) or pregnant who owns a Boshi Kenkou Techou (Maternal and Child Health Handbook).

Availability: 3,000 voucher books reserved for special advance sale. *If more people apply over the limit,

selections will be made by lot-drawing. The result of the lot-drawing will be mailed to all applicants using the

reply post card. The post card you receive will be the ticket for buying the advance reservation voucher.

Shizen Kyuukamura (自然休暇村) in Kiyosato mountain resort, Yamanashi-ken, is a lodging facility owned by

Hamura City and managed by Taihei Building Service Corporation. Hotel accommodation, private lodges and

The Kiyosato area is favored for its’ environment providing great winter sports, with vast mountainous regions

February is "BURNABLE WASTE ACCURATE SEPARATION MONTH"

Hamura City designates February, May and September as “Accurate Waste Separation Promotional Month.”

The city has conducted the content analysis of local burnable waste in December, which found out that, there

were 6.82% of recyclable resources mixed in the burnable waste in 2014, compared to 12% of 200kg of

randomly collected burnable waste seen in 2013. Proper recycling efforts by citizens resulted in this decrease.

We would like to extend our gratitude ask for further cooperation.

Decreasing burnable garbage will be very important and an effective tactic. Less burnable waste being

processed results in less city budget spent, and the more recyclable resources collected the more recycle profit

gained for the city. Let’s separate our garbage more carefully into waste and recyclable resources.

RATE REDUCTION APPLIED FOR

NATIONAL PENSION PREMIUM ADVANCE LUMP-SUM PAYMENT

When paying the National Pension premiums in advance in lump-sum of 6 months, 12 months or 24 months by

bank transfer, a reduced rate is applied. If you wish to register for the automated lump-sum bank transfer

payment, please do so by the end of February or August according to your desired payment type. (There is a

This registration need not be renewed yearly. It will be automatically continued in every following year.

CHILDCARE SUPPORT NEWS

In Hamura City, there are 2 Regional Childcare Support Centers (Chiiki Kosodate Shien Center) with in nursery

schools. There are spaces to play with your children, can share information with other parents, get a

consultation about child rearing from the professional staff. At the Jidokan, Childcare consultations are

available 3 days a week, and you can join the nursery school events. All parents are welcome to use these

facilities’ services and spaces!

SUPPORT FOR SINGLE PARENTS BY THE MUNICIPAL GOVERNMENT

< Vocational Training Support for Single-Parent >

Do you know that there are public grants for single-parents’ which offers partial grant for fees of vocational

training to promote their economical self-reliance? It supports the acquiring of job skills for various occupations.

Eligibility:

To apply for the Education and Training Grant, a single parent must fulfill the following conditions:

① the applicant must be a single-parent who is raising a child(ren) of age 19 or younger

② residing in Hamura City, receiving Child-rearing Allowance (Jidou Fuyou Teate) and

his/her income is at the equivalent level to the income of said allowance recipients’

③ is not eligible for vocational training courses available at the unemployment office

④ the reason for requesting enrollment is for needed for actual future employment

⑤ has never received a similar type of grant.

Courses which qualify for the grant are: Billing Clerk for Outpatient Cost at Medical Facility, Careworker, Cook,

Accountant, which are courses designated by the Ministry of Health, Welfare, and Labor.

For application of Advanced Vocational Training Grant there are some additional requirements to qualify. Please

inquire for more details. 20% of fees will be covered.

Application & Inquiry:

Consultation with a Single-mother Independence Support Counselor (available for any single-parents) is

required prior to the enrollment to a course in order to determine whether the vocational school the applicant

is planning to enroll qualifies for the grant program. If you wish to have a consultation, or to know more about

these grant programs, please make an appointment, and bring the information material (if you have) of the

training course you are interest in.

< ADVANCED TRAINING to be utilized for EMPLOYMENT PURPOSES >

A grant is available for fees courses which is for a professional training course with a 2-year or longer curriculum.

You must attend an actual class for acquiring skills during the term, and must fulfill the following conditions: ①

the applicant must be a single-parent who is raising a child(ren) of age 19 or younger

② residing in Hamura City, receiving Child-rearing Allowance (Jidou Fuyou Teate) and

his/her income is at the equivalent level to the income of said allowance recipients’

③ is able to complete the courses offered at the technical school

④ if certified as a person whose circumstances show that learning at school while being

employed or tending to child rearing is not possible

⑤ has never received a similar type of grant for advanced training.

Courses which qualify for the grant are: Nurse, Health Visitor, Midwife, Physical Therapist, Hairdresser, and

other courses that are recognized by the Mayor of Hamura City. If you are interested in Careworker and

Nursery Teacher, please inquire at the Unemployment Agency (Hello Work) for assistance.

AUTOMOBILE TAX REDUCTION for PEOPLE WITH DISABILITY

Those who hold a Physical Disability Certificate, a Certificate for Adults and Children with Mental Deficiency,

Health and Welfare Handbook for Mentally Disabled, or Certificate for The War Disabled, with disability of a kind

that meets a qualification for this benefit can apply for the reduction of Automobile Tax and Automobile

Acquisition Tax. If you have just been certified, or have not yet claimed tax reduction, applications should be

submitted. *There is a maximum amount set for the reduction rate.

If the above condition applies to you, you may file an application before the June 1st (Mon) 2015 for the tax

reduction in FY2014. The application for Automobile Tax Reduction needs be, in principal, filed within one month

from the date of vehicle registration in order for the reduction to be applied in the year of acquisition.

MAINTENANCE of WATER TANK

Schools, hospitals and other multistoried buildings are equipped with water tanks. Hamura City is responsible of

the water quality until the water enters the tank of a private building. Once water is in the tank, the quality

management and responsibility of water is on the building owner.

Building owners, please do not neglect the required maintenance works for keeping the safe condition of the

system – periodical water quality check, cleaning and checking the inside of tank as well as the surrounding

TOKYO METROPOLITAN PUBLIC HOUSING (Toei Juutaku)

Application Information

These public housings are managed by the metropolitan government in purpose of providing affordable

housings for low-income earners and residents having housing problems. There are applicant eligibility

requirements such as income level, resident registration history, etc. For more information, please see the

brochure (in Japanese only) or inquire by phone.

<Moving into/ out of Japan >

When moving into Japan from overseas, complete the resident registration as soon as you obtain a Resident Card.

When moving out of Japan, please file a Moving-out Notification (Tenshutsu Todoke) before leaving Japan.

<Moving within Japan >

When moving within Japan, first file a Moving-out Notification (Tenshutsu Todoke) and obtain a Notification of Change of

Residence (Tenshutsu Shoumeisho) at the municipality office of old residence. Then complete a new resident registration at

the municipality office of new residence, and have the new address printed on your Alien Registration Certificate or Resident

Card. You will be required to present your Notification of Change of Residence for the new registration.

NATIONAL HEALTH INSURANCE - 1st Floor Pension and Insurance Section

<Move In> When moving into Japan from overseas, please enroll to National Health Insurance. When moving within Japan,

after updating the address on your Alien Registration Certificate / Resident Card, re-apply to enroll to National Health

Insurance at the municipal office of your new residence.

<Move Out> When leaving Japan permanently or for indefinite period of time, or when moving within Japan, please

return your National Health Insurance Card to the municipal office of your new residence. The section staff will explain about

the handling of remaining insurance premium payments and the insurance premium refunds.

PUBLIC PENSION - 1st Floor Pension and Insurance Section

<Move In> All residents in Japan who are at the age between 20 and 60, regardless of nationality, must enroll to Public

Pension. Please apply to enroll to National Pension (Kokumin Nenkin) unless you are to enroll to Welfare Annuity (Kousei

Nenkin) or Mutual Aid Association Pension (Kyousai Kumiai Nenkin) through employment contract,.
