INVITATION OF TECHNO-COMMERCIAL PROPOSALS FOR SETTING UP OF

BIOMETHANATION PROJECT „BARC-NISARGARUNA‟ BASED ON 0.5 TPD SEGREGATED BIODEGRADABLE SOLID WASTE MATERIAL AT DELHI TECHNOLOGICAL UNIVERSITY

(DTU). Sealed Quotations are invited under Two Bid System for setting up of Biogas Plant for treating 0.5 TPD segregated Biodegradable Solid Waste Material utilizing „Nisargruna Bio-gas Plant – a technology developed by BARC, Mumbai. 1. Bidder must have Registered with BARC, MUMBAI for setting up of Nisargruna Bio-

gas Plant – a technology developed by BARC, MUMBAI , and must have an experience of setting up of at least one similar biogas project based on BARC technology

2. The proposals must be kept valid for acceptance for 60 days from the last date of

submission of proposals stated above. 3. DTU will make necessary arrangements for water supply and electricity at the proposed

site at prevalent rate. 4. DTU will provide clear land area of at or any other such place with proper approach

road and which will be acceptable to subject to various other site requirements. 5. The bidders are requested to submit a technical and financial proposal. The proposal

must be sealed in an outer envelope, which will bear the address – Registrar, Delhi

Technological University, Shahbad Daulatpur, Bawana Road, Delhii-110042. The envelope must be clearly marked; TENDER No. -------------- Last Date----------------. This outer envelope will include two separate envelopes; one clearly marked “technical Proposal” and the other clearly marked “Financial Proposal”.

II. „FINANCIAL BID‟ must consist of: a. SCOPE OF WORK: The MINIMUM civil and mechanical facilities required to operate the plant are presented below:- (i). List of Fabrication facilities – Listed below are the MINIMUM required sizes and Quantities of the Fabrication work involved in 0.5 TPD Nisargruna Biomethanation Project. (ii). List of Mechanical Equipments: Specifications and Quantities of the Mechanical Equipments required for the 0.5 TPD Nisargruna Biomethanation Project. A site specific drawing will be made by the successful bidder and he will submit it for approval to BARC, MUMBAI before beginning the work. Work completion certificate from BARC will be the prior condition for release of payment as per our procedure. Bidders can contact us for any clarifications in the above specifications. 6. 8. At stage 2, BARC, MUMBAI Certification is necessary. Bidder will be liable to a penalty of Rs. 1000/- per day for delay unless he has a valid reason for that acceptable to BARC, MUMBAI and DTU.

9. The Bids (Technical & Financial proposals) must be delivered to the Asstt. Registrar (S&P), Delhi Technological University, Admn. Block, Shahbad Daulatpur, Bawana Road, Delhi – 110 042 on or before 25/04/2013 by 3.00 PM.

10. Vice Chancellor, DTU reserves the right to alter, cancel and add extra conditions, besides reserves the right to reject any/ all offers without assigning any reason thereof.

11. ALTERATION IN THE SPECIFICATION: The specification issued with this form of tender must not be altered by the bidders.

12. ALTERATION OF PRICES INSERTED IN THE TENDER: Alteration in the prices quoted in the tender should be avoided. If it becomes necessary, the same must be made legibly in writing. The person forwarding the tender should attest the same.

13. INCOMPLETE TENDERS: Tender will not be considered if complete information is not given at the time of tendering or if the particulars and data (if any) asked for are not given.

14. CANCELLATION OF TENDER/ CONTRACT/ IN PART OR IN FULL IN CASE OF DEFAULT IN CONTRACT/SUPPLY: If the contractor, in the opinion of the Institute fails or neglects to comply with any of the terms & conditions forming, part of the order issued, the head of institute shall without prejudice to any other right or remedies under the contract, has the right to cancel the contract /order by giving 15 days notice in writing to the contractor/firms without being liable to pay compensation for such cancellation.

15. Revisions of rates are not allowed after the tenders have been opened. 16. The delivery period should be clearly mentioned against each item, incase, the items are

not readily available, ex-stock offer will be preferred. 17. Rates should be quoted F.O.R Institution / University. 18. Consignment will not be insured at the Institute / University Cost. 19. Conditional quotations and/or incomplete quotations in any respect will be rejected. 20. The bidder is required to link the University specifications with catalogues &

leaflets/literature for each item. Details features, for compliance of specification should be provided on specification sheet & appropriate reference i.e. page no. & para of literature, leaflet wherefrom the relevant information has been checked, should be indicated.

21. EARNEST MONEY:- EMD OF Rs. 48,000/- (Rupees Forty eight thousand ) only in the form of the Demand Draft/BG/Pay order/Fixed Deposit Receipt of a scheduled bank issued in favour of Registrar, Delhi Technological University, Delhi, should be attached with the technical bid. Any tender received without / less Earnest Money deposit shall be summarily rejected. If the bidder after acceptance of the tender refuses to take up the purchase order, his Earnest Money will be forfeited.

22. The supplies shall have to be made within the period specified in the purchase order failing which the order shall be cancelled and the Earnest Money will be forfeited. However, in exceptional circumstance and, on written request, from the supplier/tenderer, extension of date for supply of the material will be considered. Extension in supply period is at the sole discretion of the competent authority.

23. Service manuals, wherever available/required, should be provided along-with the Equipments.

24. A WARRANTY certificate should invariably be supplied along with the item at the time of delivery. Non-Compliance of the same will result in non-acceptance of the item from the firm with whom the order was placed beside rejection of the tender.

25. The Competent Authority reserves the right to levy liquidated damages up to 2% of the value of the order for delayed supply. If the supply is delayed beyond the extended period, the University reserves the right even to cancel the order and forfeit the EMD of the bidder/ tenderer.

26. PERFOMANCE SECURITY DEPOSIT:- The successful tenderer shall furnish a bank guarantee of the value of 10% of the cost of the item for a period of one year from a nationalized bank to ensure the satisfactory performance of item supplied. The performance guarantee is to be submitted at the time of installation / demonstration of equipments. In case the performance of the item is not found satisfactory, the amount of bank guarantee will be credited in university account.

27. DEFAULT: - In the event of default and unsatisfactory service of the contractor/Supplier firm, the DTU will be at liberty to repair / get the item serviced from other party at the cost of supplier/ contractor/ tenderer.

28. FAILURE AND TERMINATION: - If the Contractor/Supplier fails to deliver the stores

or any installment thereof within the period fixed for such delivery or at any time repudiates the contract before the expiry of such period, DTU may without prejudice to the right of the purchaser may recover damages for breach of the contract.

29. The technical & financial bids of only those bidders will be opened who fulfill the

eligibility criteria and the required whose documents are found in order. If any of the date earmarked for opening of technical or financial bids happens to be holiday, the bids will be opened on the very next working day.

Agreement to be executed between Delhi Technological University (DTU), Delhi and BARC- Nisargruna Licensee for construction and installation of Nisargruna biogas plant in the

premises of DTU, Delhi The BOM, DTU, is pleased to allot the work of construction and installation of 0.5 MT/day Nisargruna plant based on BARC technology for Rs. ---------- only (Rs. --------------------------------------------------- only) to ------------------------------------------------ who have successfully bided for the said work . The work is to be completed within a period of --- months after the receipt of this work order. Following terms and conditions will be strictly followed by -------------- ------------------------------ during the period of execution of work and operation for a period of one year since installation of the plant.

The Estate Officer, DTU will hand over the possession of ---------- m2 of leveled land, free from any encroachments or civil or mechanical structures to the bidder within 2 days after he receives the work order. The compound wall, if required, will be constructed by the university through a separate work order either through same bidder or any other agency as per the procedure.

The Registrar or the authorized nominee of the university will hand over the necessary NOCs from engineering and other departments of DTU at the time of issuing the work order.

The successful bidder will get approved the Nisargruna engineering drawing from BARC and produce a certificate to that effect in the office of Asst. Registrar (GA), DTU, within a period of 8 days. Soil testing will be the responsibility of the bidder. A set of such drawings will be kept at the site office.

The DTU will ensure that water and electric supply has reached the plant site before handing over the site to the bidder.

Bidder will display the board prominently at the site stating “BIOGAS PLANT of 0.5 MT/day capacity based on BARC_NISARGRUNA TECHNOLOGY, DTU”

Bidder will start the construction and installation of 0.5 MT/day capacity Nisargruna biogas plant within 2 days after obtaining the approval of BARC and getting all above permissions, NOCs and water and electric supply.

The following payment schedule will be observed by DTU, subject to approval from BARC. Any delay in payment after receiving BARC certification for completion of any quantum of work defined in the schedule will attract a penal interest of 18% on the outstanding amount for that quantum by DTU to the bidder.

The delay in work schedule by the bidder will attract a penalty of Rs. 1000/- per day to be paid to DTU till the completion of that quantum of work.

* - At stages 2, 3 and 4 of above terms, BARC Certification is necessary.

The university will make arrangements for supervision of the work and inform the bidder about the same. The supervisor will keep the record book stating any anomalies, deviations, substandard materials etc. and submit weekly report to BARC and Asst. Registrar (GA), DTU. Photographs may be taken wherever necessary.

The work is subject to supervision by BARC anytime and any number of times during the period of this agreement. DTU and the bidder will cooperate with BARC in this matter fully.

After satisfactory completion of construction and installation of the plant, it will be operated by the bidder for one year.

The procedure for commissioning as described by BARC will be followed exactly by the bidder and DTU.

The university will ensure the delivery of segregated biodegradable waste at the plant site every day at fixed time. The time will be mutually decided by the operator and DTU.

The rejects from Nisargruna plant will be taken away by DTU within 6 hours after waste delivery. DTU will pay to the operator Rs. 2/Kg/day if the rejects are not lifted. The operator will then make separate arrangement to remove these rejects from the plant site and dispose at the designated site. This should, however, not become routine practice.

The operator will pay Rs. 1000/MT/day for unprocessed biodegradable waste. The disposal of this waste will be the responsibility of the operator. If the plant has technical problems, BARC certification for technical reasons of non-functioning of the plant will be obtained by the operator within 2 days and troubleshooting will be initiated under BARC‟s supervision and technical instructions. In such case, penalty clause will not be applicable.

The byproducts generated during this period of one year will be the sole property of DTU. They can use these products in any way they want. The operator will not be responsible for these by products unless specifically instructed by Asst. Registrar (GA), DTU.

An officer authorized by DTU, in consultation with BARC will supervise the operation and will make advance payment before 5th of every month of the operation and maintenance charges.

The operator will ensure absolute cleanliness at the plant site.

The beautification of the plant site may be done by the operator under a separate agreement with DTU. Alternately DTU may give this job to any other suitable agency.

The security for the plant will be the sole responsibility of DTU. DTU may hand over this job to the operator under a separate agreement or to any other suitable agency. Alternately they may use their own infrastructure for this purpose.

Toilet and restroom facility for workers looking after the O&M will be the responsibility of the DTU.
