• The identified "East Turkistan" terrorist organizations are: – the East Turkistan Islamic Movement (ETIM), – the East Turkistan Liberation Organization (ETLO), – the World Uygur Youth Congress (WUYC) and

– the East Turkistan Information Center (ETIC). • The ETIM was put on the list of global terrorist or

ganizations by the United Nations on Sept. 11, 2002.

• China opposed the Pacific island nation Palau's offer to take 17 Uighur detainees released from the American facility at Guantanamo in June 2009. The American military no longer considers them "enemy combatants," but China says they are terrorist suspects and should be returned at the earliest date.

• The 17 Chinese Muslims were captured in Afghanistan and Pakistan in 2001. They are affiliated with the East Turkestan Islamic Movement.

• The group is on the sanction list of the United Nations Security Council.  The United States also listed the group as a terrorist organization in 2002.

use gases, it is imperative that the United States and China work together to support effective domestic energy and climate change programs and an effective international climate regime.

• The Obama administration was urged to take immediate action to create a new, groundbreaking collaboration with China to address the urgent issue of climate change.

3. Non-Proliferation Issue 3. Non-Proliferation Issue • On December 3 2003, China issued a White Paper entitle

d "China's Non-Proliferation Policy and Practices", outlining its non-proliferation position and consistent efforts it has made both internationally and domestically to prevent weapons of mass destruction (WMD) falling into wrong hands.

• This is the first ever official document that China has released to explains its policy and practices in this field.

• The United States expects to maintain consultations and cooperation with China in the field of non-proliferation.

• The Chinese have always been opposed to the proliferation of weapons of mass destruction, and China and the United States have common objectives in this area.

• China has an export control list for missile-related items and relevant regulations.

• In May 2009, Chinese President Hu Jintao and his U.S. counterpart, Barack Obama, on Wednesday discussed bilateral relations and the A/H1N1 flu epidemic during a telephone conversation.

• The Chinese president expressed sincere condolences over the A/H1N1 flu epidemic that has hit parts of the United States, and said the Chinese government has started emergency measures to prevent a spread of the disease.

• "We are willing to keep contact with the World Health Organization, the United States and other parties concerned, and strengthen cooperation to jointly confront this public health challenge," Hu said.
