Enterprises (EPMSME); Communication Skills in English and Tourism and Hospitality Management (ETHM); Capacity Building

for providing Alternative Livelihood Opportunities for Poor (CBALO); Empowerment of Women through Enterprises (EWE);

and Innovative Strategies for SME Development (ISSD). A total of 121 delegates from 35 countries had the benefit of Indian experience in various aspects of entrepreneurship and enterprise promotion through these programmes.

A formal valedictory event was organised on the 27th. Mr. Haribhai Parthibhai Chaudhary, Hon’ble Minister of State for MSME,

Govt. of India was the Chief Guest of the event. Addressing the assemblage on the occasion, the Chief Guest complimented the

Institute on its onerous task of sharing the Indian experience with other countries, with particular focus on MSME related domains. He assured of the Ministry’s full support to ni-msme activities in the ensuing times.

r. K.K. Jalan, IAS, Secretary to Government of India, Ministry of MSME, visited ni-msme on 20th October 2016. During the Dvisit he chaired various meetings with Bankers, Sub-ordinate Organisations working under the Ministry ie KVIC, NSIC, Coir Board, MSME-DI and ni-msme. During these meetings, Dr. Jalan thoroughly reviewed the implementation of PMEGP activities and provided necessary inputs to enhance the effectiveness of the scheme. Representatives from different Banks along with Shri Patwari, Director, MSME-DI, Shri. Sujaith Khan, Principal Director, CITD, Shri Srinivas Rao, Zonal General Manager, NSIC, Dr. M.A. Khuddus, Shri R.K. Choudhury, Directors of KVIC and Shri M. Chandrasekhar Reddy, Director General, ni-msme, Hyderabad have participated in the meeting.

Secretary's Visit

The Secretary also chaired a separate meeting with the Faculty Members of ni-msme and discussed at length for development of MSME knowledge portal. He appreciated the initiatives taken by the ni-msme and directed the Director General, ni-msme to obtain further inputs from sister organisations / industry associations and submit the final version to the Ministry. The newly recruited Faculty were introduced to the Secretary along with their proposed action plan. Earlier, the Representatives of ni-msme Employees Union felicitated the Secretary with a flower bouquet. The Secretary also interacted with participants from Meghalaya and Skill Development Progrmmes, and obliged them for a group photograph.

General, Institute of Entrepreneurship Development (IED) on 15th October 2016 at ni-msme. This is in conformance with the norms of the revised ATI scheme. Mr. L.N Gupta, IAS, Principal Secretary (MSME), Government of Odisha was present on the occasion.

Mr. Gupta interacted with the faculty and staff of the institute, sharing his vision for MSME development in the country and Odisha state in particular. He highlighted the role of ni-msme in developing MSME sector in Odisha by way of capacity building training, research and policy advisory services. Mr. Samarendra Sahu stated that the IED envisages to extend training and capacity building services to MSMEs, especially the micro enterprises, apart from undertaking research activities.

The Hon’ble Prime Minister has announced the ZED (Zero Defects Zero Effects) Scheme, which will be effective from 1st April 2017, opens the gates to MSMEs for rising to the top, gaining recognition and renown, becoming brand leaders.

The ZED scheme is a management-led programme to eliminate defects in industrial production, a quality ensuring mechanism aimed at reducing the defects through prevention of their occurrence. It endeavours to motivate people to avoid mistakes by developing a constant, conscious desire to do their job right the first time.

The scheme seeks to directly reverse the ‘easy’ atitude towards inaccuracy and imprecision. It involves reconditioning the entrepreneurs/workers to take personal interest in everything they do by convincing them that the work of entrepreneurs and industry workers is as important and relevant as that of a surgeon’s. The zero defects theory broadly consists of a 14-step quality improvement programme based on four principles known as the Absolutes of Quality Management: 1. Quality is conformance to requirements. 2. Defect prevention is preferable to quality inspection and correction. 3. Zero defects is the quality standard. 4. Quality is measured in monetary terms, as the price of non-conformance (PONC).

The first principle is simple and self-explanatory. The second principle is a dictum of common sense: conforming to specifications with strict accuracy and precision saves a great deal of time and trouble (incurred in corrections and re-doing), which naturally culminates in elimination of anxiety and significant saving in cost. The third principle is rather normative: delineating ‘acceptable’ error/defect levels encourages imprecision and sloppiness. Therefore, ‘perfection’ should be the policy stipulation – no margins.

The fourth principle is the pivot on which hinges the entire ZED philosophy. Oftentimes the savings resulting from improvements in quality far exceed the costs. Thus translating quality conformance into monetary (cost) terms enables the measuring of progress, which provides an index for appropriately rewarding the workers. Further, making the goal measurable facilitates concrete actions and lends clarity to decisions.

As per the provisions of the ZED Scheme announced by the Government of India, any entrepreneur desiring to be evaluated and rated by the ZED Maturity Assessment Model will be assessed at the operational level on 50 parameters falling in four sets, as follows: enablers for product quality (17); enablers for emission, effluent and waste disposal activities (9); enablers for resource management (10); and outcomes (14).

The MSME applicant has to comply with 20 essential parameters (identified), and at least 10 other parameters, as per the unit’s domain competency, i.e., sector of operation and type of industry. Thus the MSMEs will be rated on a minimum of 30 parameters. However, they may seek ZED rating on more than 30 parameters as per the processes and systems available at their respective units.

Each parameter has five levels of rating, which will be based on a weighted average level. The rating starts at the level of 2.2, below which there is no rating. The five levels of rating are respectively named: Bronze (2.2 to 2.5); Silver (2.5 to 3.0); Gold (3.0 to 3.5); Diamond (3.5 to 4.0); and Platinum (4.0 to 5.0). The applicant unit will be encouraged, hand-held and trained to achieve a higher level for each parameter and thus elevate itself in the maturity model.

ni-msme will direct efforts towards creating awareness and motivate the entrepreneurs to opt for ZED rating their enterprises, by organising awareness campaigns, workshops, discussion forums, etc., and also incorporate modules in the training programmes, wherever relevant.

Cluster Development Traininghe SED of ni-msme had organised 3-day campus training in Cluster Development during 25-27 October 2016. Cluster Tdevelopment executives, representatives of implementing agencies and SPV members from the Pembarthi Metalware

Cluster, Ieeza Gadwal Handloom Cluster and Mothkur Ikat Handloom Cluster participated in the programme.

The main objective was to create awareness on cluster concepts and methodology, and the

SFURTI scheme, deliberate on implementation of soft interventions with the help of various s e r v i c e p rov i d e r s , f i n a l i s a t i o n o f specifications of machinery proposed to be established in the common facility centre, preparation of tender documents and effective management of the CFC.

Mr. K. Surya Prakash Goud, Faculty Member, SED, elaborated on the revamped SFURTI g u i d e l i n e s , c l u s t e r c o n c e p t s a n d

methodology. He also discussed the role of the Implementing Agency, Technical Agency,

SPV members and also explained the interventions to be carried out successfully by

including more artisans in the clusters. Mr. H.K. Chari, Technical Adviser, IL&FS has helped them to understand the importance of team building and necessary precautions to be taken in establishment and management of the CFC, erection of the machineries, tools and equipments in the CFC. Mr. L Vijay Kumar, Consultant explained the role and responsibilities of the CDE, export procedure and e-marketing, while Mr. G. Raj Kumar, Consultant focused on the implementation of soft interventions to be carried out and discussed some case studies with the participants and explained the various social welfare schemes for the artisans. The participants appreciated the programme inputs and thanked the Ministry for supporting clusters under SFURTI. All the clusters assented to meet the timelines given by the Ministry for successful implementation and also encourage new artisans to utilise common facilities.

Rashtriya Ekta Diwas

n compliance with Union Government’s advice, ni-msme had observed 31st October 2016 as “Rashtriya Ekta Diwas” in Icommemoration of the birth anniversary of Late Sardar Vallabhbhai Patel, famed as the “Iron Man of India”.

All the members of ni-msme family gathered in the Mini Conference Hall in the New Training Building of the Institute at 11.30 a.m. on 31st October 2016. The Chief Administrative Officer of the Institute enlightened the gathering about the importance of the National Unity Day or Rashtriya Ekta Diwas. After that, the CAO administered the pledge to the assembly of employees, first in Hindi, followed by the English version. The Unity Pledge emphasises the need for unity among all sections of people of the country, across the length and breadth of the nation.

IPR Workshop in Goa

i-msme had collaborated with Goa State Council of Science and nTechnology in organising a 2-day workshop on Intellectual Property Rights, during 27-28 October 2016, at EDC, Panaji, Goa. A total of 34 delegates from ICAR, departments of agriculture, Goa Bio-diversity Board and Goa University had attended the workshop. Mr. Pradip Sarmokadam, Member Secretary, Goa State Bio-diversity Board (GSBB) was the chief guest of the inaugural event, while Dr. Mohan, Scientist “C” Goa State Pollution Control Board was the guest of honour.

he IPFC of ni-msme had organised a one-week campus programme of training in Intellectual Property Rights & TImplications for MSMEs during 17-21 October 2016, for the officials of Directorate of Commerce and Industries, Government of Meghalaya. A total of 19 officers drawn from the ranks of functional managers, project managers and assistant directors of cottage industries had participated in the training, sponsored by the DIC.

The main objective of the programme was to impart the knowledge and skills required for disseminating information among the start-ups/MSMEs/Innovators regarding the importance of IP for wealth creation, generating employment opportunities and business development which in turn leads the economic development in the country. The input themes spanned over tools of IPR, recent amendments to IP laws, procedures and documentation involved in IP registration, National IPR Policy and schemes on IP promotion, IP enforcement and IP commercialisation.

The programme was formally inaugurated on the 17th, Dr. Dibyendu Choudhury, Faculty Member, SEM & SEIC-I/c addressing the batch. Highlighting the importance of IPR in the prevailing context, he cited a few instances of MSMEs building wealth through their patents. Advising the participants to use the training time fruitfully, he urged them to spread awareness about IPR importance among the MSMEs.

Earlier, Ms. Mausumi Dash of SEM welcomed the gathering and presented a review of the Institute’s activities. Mrs. V. Swapna, AFM, SEM and programme director outlined the objective, design and content of the training. She focused on the new initiatives by Government towards IPR promotion among the start-ups and MSMEs. All the faculty of ni-msme were present during the inauguration, which ended with vote of thanks by Mr. Ankit Bhatnagar, AFM, SEM.

The programme was concluded on 21st October 2016, through a formal valediction. Mr. M. Chandrasekhar Reddy, Director General, ni-msme, addressing the group, remembered the Institute’s long association with the north-eastern states vis-à-vis the training of their industry officials. Thanking the Directorate of Commerce & Industries, Meghalaya for reposing trust in ni-msme, he pointed out that IPR protection is important to fostering innovation in today’s technology-driven world. Appreciating the participants for their involvement in programme activities, he urged them to use the knowledge and skills acquired here to help the MSMEs back home to protect their innovations and creative enhancements. The participants shared their views about different aspects of the training. They praised it as being illuminating and informative. The event concluded with distribution of training completion certificates to the participants.

Speaking on the occasion, the distinguished guests had emphasised the importance of IPR and the possibility of obtaining GI for selected Goan products. They cited the instance of GI awarded to cashew feni and its reputation.

Earlier, Mr. Deepak Parab, Member Secretary of GSCS&T welcomed the gathering. Mrs. V. Swapna, AFM, SEM of ni-msme spoke about the activities and role of ni-msme in IPR promotion among MSMEs and the programmes conducted by IPFC at National and International levels. The workshop themes included overview of IPR, patents and industrial designs for innovative products, protection of creative works through Copyright, Trademark, GI, bio-diversity act, plant variety protection and plant genome awards.

Mrs. Swapna addressed most of the sessions expatiating on IP tools for protecting creativity and inventions and its role in economic development of the country. She also highlighted the scheme of MoMSME on IPR and Start-up Intellectual Property Protection. During the valedictory session, the participants expressed their views about the workshop. They had rated it excellent and stated that they gained new insights into IPR, that it provided a suitable platform for sharing knowledge, skills and experience for strategising IPR for innovative Goan products. Certificates of participation were then awarded to the delegates. Mr. Parab thanked the Director General, ni-msme for providing technical support for the workshop.

Study Tour by International Trainees

two-week study tour was arranged during 12-25 October 2016 for the participants of ni-msme International Executive ADevelopment Training Programmes of the second phase (2016-17). The destinations were Mysore, Mandya and Bengaluru in the state of Karnataka. The directors of the respective programmes accompanied the batches on the tour. The target organisations/institutions were selected on the basis of their relevance to the conceptual/theoretical inputs of each programme.

The places visited included prestigious institutions like the Central Sericulture Research and Training Institute, Mysore, where they were shown the operations in the larva, rearing, engineering and reeling divisions. This was followed by a visit to Karnataka Silk Industry where the participants were exposed to activities in the dyeing, reeling, winding, rewinding, weaving, and saree and material manufacturing divisions. The visits to Karnataka State Small Scale Industries Association (KASSIA), World Trade Centre, Technology Business Incubator for composite materials, Multi Disciplinary Training Centre of KVIC, Federation of Karnataka Chambers of Commerce & Industry, Global Incubation Services (GINSERV) and sales outlet of Harihara Khadi cluster at Bengaluru gave insights into the initiatives of Government of India in promotion of innovation, and skill development and services being provided for MSMEs in the domains of policy, advocacy, infrastructure and marketing, and support to start-ups.

Visits were also arranged to District Industries Centres in all the three places; MSME-DI at Rajajinagar Industrial Estate, Bengaluru, where they participated in the National Workshop on Export Marketing; Rural Development and Self-employment Training Institute (RUDSETI); Association of Women Entrepreneurs of Karnataka (AWAKE)-Bengaluru; Jungle Lodges and Resorts - both head office and resorts; Institute of Hotel Management and Catering Technology, Bengaluru; Central Food Technological Research Institute, Mysore; Karnataka State Tourism Development Corporation, Bengaluru; Mahatma Gandhi Institute of Rural Energy and Development (MGIRED), Bengaluru; State Institute of Urban Development (SIUD), Mysore; Nanjangud Suruchi Khadi and Gramodyog Sangh. Besides, visits were facilitated to Bannimantapa handicraft complex; Lacquerware craft complex at Chennapatna; mechanical, electrical, electronics and bio-technology divisions of the Visweswarayya Industrial Technology Trade Centre; RVTI (Regional Vocational Training Institute for Women) which is now under the ministry of entrepreneurship and skill development; ODP (Organization for Development of People); VGKK Technology and Resource Centre; and Manasa, rehabilitation centre for under-privileged and mentally retarded women.

Besides, visits to the CFC of Chennapatna Coir Cluster, Chennapatna Crafts Park; Mysore-Chamarajanagar District Co-operative Milk Producers' Societies Union Ltd., which process and produce milk products; educational institutes; and Science and Technology Entrepreneurs Park (SJCE-STEP) were illuminating and enriching.

First-hand exposure of enterprise functioning was given at different units involved in manufacturing jiggery, pickles, spices, incense sticks, steel almirahs and so forth, as also at SHG units engaged in bidi making, dress making, agarbatti mailing and marketing of goods, where the participants interacted with the entrepreneurs regarding functional aspects. The highlight of the tour schedule was the visit to two micro units: the Agro Food Industry, making value added products with millet as main ingredient as an alternative to Cerelac and other infant foods. The unit is fully owned by woman entrepreneurs and even 90% of the workers are women. Magna Tech is the other unit, into manufacturing of transformers and micro transistors, and in the process of escalation from micro to small, which also encourages women in a big way.

The tour schedule was amply punctuated with visits to sights of tourist interest and cultural importance which helped relieve the tedium of monotony besides broadening the horizons.

Vijayadasami at Campus

yudha puja was celebrated at the Institute on 10th October 2016 with traditional fervor and festive gaiety. Customarily Ani-msme observes this celebration every year during the Maha Triraatri of Vijayadasami grand festival. The Institute makes provision for the puja to be celebrated individually by each section/member. All sections in the campus prink and frill their premises with floral garlands and buntings, rangoli and kolam, and sanctify with the fragrant dhoopam of incense. Devotional offerings are made to computers and other tools of work in each section, by the respective users.

More importantly, the premises are put through a clean-up treatment beforehand.

The Director General and the CAO, along with employees, initiated the performance of puja beginning with the main entrance, weaving through all the sections unit by unit. Fruits and sweetmeats were distributed to everyone at each unit. As per the established custom, a get-together was arranged on the day of the celebration, followed by lunch. The DG, the CAO and the Secretary of the Employees’ Union addressed the gathering with words of auspicious goodwill. Dr. Dibyendu Choudhury, FM,SEM and SEIC-I/c; Mrs. V. Swapna, AFM, SEM; Mrs. K. Nagamani, Superintendent (Accounts), Mr. K. Subbarao; and Mrs. Urmila Waghre also shared a few happy thoughts. Greetings of good wishes were exchanged at the get-together.

The new attraction of this year’s Vijayadasami is the Bathukamma event, the representation of the Mother Goddess in lovely rich floral array, held later in the evening. All the employees participated in the new event offering sincere prayers for the well-being and prosperity of the Institute and its employees.

The Prime Minister, Mr. Narendra Modi presented the National MSME Awards to the winners, at a function held at the Punjab Agricultural University (PAU), in Ludhiana on 18th October 2016.

Mr. V.P. Singh Badnore, Governor of Punjab and Administrator of Chandigarh; Mr. Kalraj Mishra, Union Minister for Micro, Small and Medium Enterprises; Mr. Prakash Singh Badal, Chief Minister of Punjab; and Mr. Piyush Goyal, Minister of State for Power, Coal, New and Renewable Energy and Mines (Independent Charge) were present at the event, as also Mr. Giriraj Singh and Mr. Haribhai Parthibhai Chaudhary, Union Ministers of State for MSME; and Mr. Vijay Sampla, Union Minister of State for Social Justice & Empowerment.

Former DG’s visit

r. Chukka Kondaiah, former Director General was in the campus on 7th October 2016, on being invited, to address a special Djoint session for the International Trainees of phases-I and II programmes.

The themes focused were: Entrepreneurship Development in India and Promotion of Indian MSMEs under Globalisation: Opportunities and Challenges. Earlier, Mr. M. Chandrasekhar Reddy, Director General, ni-msme introduced Dr. Kondaiah with words of praise for the key role Dr. Kondaiah had played during his tenure as Director General.

The interactive session absorbed the participants deeply. Dr. Kondaiah tried to talk to each participant about the issues arising from the discussion of the topic. The sessions focused on various facets of entrepreneurship, linking it to holistic development. The participants responded with zeal. Mr. Vivek Kumar, AFM, SED, coordinated the event.

Govt. of India, visited the campus for a brief stay. While here, he held an interaction meet with the delegates of the o n - g o i n g I n t e r n a t i o n a l Training Programmes, on 12th October 2016.

Mr. M. Chandrasekhar Reddy, Director General welcomed the distinguished guest and i n t ro d u c e d h i m to t h e participants and faculty members. Thereafter he

apprised the guest about the on-going International Training

Programmes at the campus. The meeting was held in the board room. The

interaction mainly focused on the training experience of the foreign guests at ni-msme. Mr. Rai made a number of suggestions to the participants for use back home. Mr. Vivek Kumar, AFM and Mr. K.S.P. Goud, FM - both of SED - coordinated the visit.

Executive Committee Convened

he 19th meeting of the Executive Committee of ni-msme was held on 3rd October 2016, at the Sameeksha Hall of Udyog TBhavan in New Delhi. Dr. K.K. Jalan, IAS, Secretary (MSME) to Govt. of India chaired the meeting.

The Committee members who attended the meeting were: Mr. S.N. Tripathi, IAS, AS & DC (MSME), Vice-Chairman; Mr. B.H. Anil Kumar, IAS, JS (ARI), MoMSME, Member; Mr. Manoj Joshi, IAS, Jt. Secretary (SME), MoMSME, Member; Ms. Jyotsna Sitling, IFS, Jt. Secretary, MoSD & E; and DG, NIESBUD, New Delhi; Mr. Siya Sharan, CCA, MoMSME on behalf of the AS & FA (MSME); Ms. Geeta Goti on behalf of the President, COWE, Hyderabad; and Mr. M. Chandrasekhar Reddy, DG, ni-msme, Member-Secretary.

Other officials who were in attendance at the meeting included Mr. A.K. Chaube, Dy. Secretary to the GoI, MoMSME; Dr. G.P. Vallabh Reddy, CAO, ni-msme; and Mr. Y. Suryachandra Rao, Consultant (Accounts), ni-msme.

At the outset, DG, ni-msme welcomed the chairman and members of the Executive Committee then presented the agenda, with the permission of the chair. The members discussed the issues of the agenda and made suitable decisions. The meeting concluded with vote of thanks to the chair and all those present.

Former Secretary at Campus

Mr. M. Chandrasekhar Reddy, Director General and other faculty, and functionaries had attended the valedictory function. Speaking on the occasion, the Director General urged the participants to apply the skills and insights acquired through the training in their work situations back home. Towards the close of the valedictory function, the Chief Guest, along with the DG and the programme directors, distributed the training completion certificates among all the delegates.

Earlier, Dr. Dibyendu Choudhury, Faculty Member, SEM and SEIC welcomed the Chief Guest, the Director General, and the house. After that, one participant from each of the programmes shared their views about the programme content and design. They also spoke about the infrastructure, amenities, the faculty and functionaries. They expressed thanks to the MEA for the sponsorship and appreciated the programme directors, registrar's office, admin and guest room functionaries for their diligent efforts. The event concluded with Dr. N Srinivasa Rao, Faculty Member, SEE proposing the vote of thanks.

Later, the Minister, accompanied by the DG and the programme directors and others, visited the display of coir products. The Minister exhibited keen interest in the products and interacted with the officials of the Coir Board enthusiastically. The display was arranged to coincide with the valediction and the Minister’s visit.

This was the Minister’s first visit to ni-msme. He was given a tour of the campus, around various units of the Institute, escorted by the DG and the faculty. At each unit, he evinced eager interest in the functions and facilities thereof, and asked questions. He was impressed with the library and the SENDOC, and the academic infrastructure.

Cultural Evening

t’s 27th October - the eve of the five-day grand festival of lights. The Sun had gone to sleep I

behind violet dark drape and the festive lights came out all around in resplendent glory competing with stars in the sky. And ni-msme campus is robed in gay frivolity of colour and sparkle, postured to sway on the tides of rhythms that the evening would unroll – it’s the international cultural nite at ni-msme!

Keeping fast to the Institute’s tradition, on the 27th of October ni-msme had organised a cultural evening for the recreation of foreign delegates, who would complete their 8-week long training at the Institute. The campus – especially the amphitheatre Kalangan – was dressed in graceful and pleasing light and colour. Hon’ble Union minister of state for MSME Mr. Haribhai Parthibhai Chaudhary lighted the lamp and inaugurated the festive event. Director General Mr. M. Chandrasekhar Reddy, members of faculty and international delegates followed the minister. His presence through the programme was a happy bonus to the gathering.

The delegates presented song and dance numbers of their countries and cultures, skits and items. Items of Indian music and dance were also presented from the side of the Institute to enthrall the foreign friends. The dances with firepots and roller skates rendered by Ms. Gauravi drew high applause. Spirit of fun ruled the mood and everybody crooned and glided under the spell of lilting tunes that permeated the campus atmosphere.

Ms. Juliet of Kenya, Communication Skills in English and Tourism and Hospitality Management (ETHM) and Ms. Ruth of Ghana, Innovative Strategies for SME Development (ISSD) donned the mantle of master of ceremonies throughout the event.
