    11th FNCA Ministerial Level Meeting Resolution

    We, the Heads of delegations of FNCA member countries, the Commonwealth of Australia, the People's Republic of Bangladesh, the People's Republic of China, the Republic of Indonesia, Japan, the Republic of Kazakhstan, the Republic of Korea, Malaysia, Mongolia, the Republic of the Philippines, the Kingdom of Thailand, and the Socialist Republic of Vietnam,

    (1) Recalling that it was decided to work for further promoting the cooperation in enhancing the peaceful use of nuclear technology for sustainable socio-economic development in member countries and in the Asian region at the 10th Ministerial Level Meeting held in Tokyo, Japan in December 2009,

    (2) Stressing that nuclear power is seen by many countries to be one of the practical means that can contribute to ensure both the secure supply of energy and the reduction of greenhouse gas emissions in the course of realizing a low-carbon society, and that ensuring nuclear safety, security and non-proliferation/safeguards is the prerequisite for the promotion of nuclear power,

    (3) Recognizing that, nuclear technology had contributed to the reduction of hunger and poverty such as by increasing food production through radiation-induced mutation breeding, bio-fertilizer etc., and emphasizing that nuclear technology can also improve human health and save lives through early diagnosis of diseases by nuclear medicine and through radiotherapy for treatment of cancer.

    (4) Noting that at the second meeting of the “Study Panel on the Approaches Toward Infrastructure Development for Nuclear Power” held in Seoul, Republic of Korea on 1st and 2nd July , 2010, the practical experience of the countries that have already introduced nuclear power plants (China, Japan, and Republic of Korea) and the needs and challenges of the countries that are planning to newly introduce nuclear power plants were shared among those member countries and that they exchanged meaningful opinions,

    (5) Noting that at ñ3î�Meeting on Development of Regional Network for ResearchReactor Utilization and Isotope Production/Supply held on 17th September, 2010 in China, the information of current status and future plans of isotope production and research reactor utilization were shared among those member countries and they agreed the importance of building regional networks for stable supply of isotopes and efficient, safe use of research reactors,

    (6) Noting that at the Meeting on Technology Transfer from Research to Commercial Application held in the Philippines on 12th November, 2010, experiences on technology transfer to commercial sector for radiation application were shared and the importance of the establishment of mechanisms to support end-users of new technologies for radiation application by government was agreed,

    Decided to work toward:

    1. Enhancing mutual efforts for nuclear infrastructure development, in particular the infrastructure for nuclear safety, security and nonproliferation / safeguards, recognizing that this infrastructure is essential for the safe and peaceful use of nuclear energy;

    2. Assuring nuclear safety by sharing experiences and lessons learned including those related with natural hazards, such as earthquake, tsunami and volcanic eruption, that occur frequently in the Asian region, and recognizing it is important to ensure safety of the new nuclear plants by adopting international safety standards, aiming at high level of safety, which is in the common interest of Asian neighboring countries;

    3. Promoting commercialization of the radiation and isotope applications by strengthening linkage with end-users in the relevant fields, with necessary assistance from government to achieve tangible results from these applications;

    4. Exploring possible mechanisms for facilitating application of nuclear techniques developed at national research institutes to commercial use, including support for commercial end-users to approach the first industrial application with certain financial risk;

    5. Establishing networks for sharing and efficient utilization of existing research reactors in the manufacture of isotopes (including 99Mo) and other applications;

    6. Exploring effective and efficient means of promoting FNCA activities, including networking with other multilateral nuclear technology cooperation programs such as the regional cooperation coordinated by the IAEA, and utilization of PDCA (Plan-Do-Check-Act) practice for improving outcomes and customer satisfaction for each FNCA project; and

    7. Enhancing cooperation in human resource development, especially with regard to ensuring the safe, secure and safeguarded use of nuclear power, and stressing importance of optimizing regional cooperation and coordination of assistance via facilitating the intensive use of ANTEP.

    1. Making nuclear power eligible for CDM/JI in a such way that nuclear power is valued in the light of its capability of contributing to GHG (Greenhouse Gas) emission reductions and further consensus-building in the international community;

Promoting the call of the nuclear power’s advantage in the carbon credit mechanisms, in parallel with the efforts under the UNFCCC (United Nations Framework Convention on Climate Change) process, by exploring the possibility of establishing regional and/or bilateral offset credit mechanisms, in such a way as to encourage the investment of supplying countries in developing countries by allowing such supply countries to acquire emission credits; and

    3. Sharing practical experiences and lessons learned by nuclear power countries (China, Japan, and Republic of Korea) on such topics as raised by the “Study Panel on the Approaches toward Infrastructure Development for Nuclear Power”.

    Meeting Summary of the 11th Ministerial Level Meeting of the Forum for Nuclear Cooperation in Asia (FNCA)

    November 18th, 2010, Beijing, China

    1. In Session I, which was chaired by Mr.Gongsak YODMANI, of Thailand, Welcoming

    Remarks were delivered by Mr. CHEN Qiufa, Chairman, China Atomic Energy Authority of

    China, and Mr. Takashi WADA Parliamentary Secretary Cabinet Office of Japan, both

    representing the host of the 11th FNCA Ministerial Level Meeting (MM). Speeches by

    Heads of Delegation were delivered by Dr. Erlan G. BATYRBEKOV of Kazakhstan and Dr.

    Sodnom ENKHBAT of Mongolia. This was followed by the introduction of the Heads of the

    Delegations participating in the 11th MM and the rendering by Mr. Naoki KAJITA Deputy

    Director General of Cabinet Office of Japan, of the Report from the Senior Officials

    Meeting, together with the Ministerial Level Meeting Agenda. After the presentation of the

    annotated MM Agenda, the same was formally adopted by the Forum.

    2. In Sessions II, which was chaired by Mr. Takashi WADA of Japan, each of the twelve

    participating countries delivered their Country Report, focusing on the current status and

    future plan of nuclear power generation and radiation application as well as the role of

    FNCA activities.

    3. In Session III, which was chaired by Dr. Ron HUTCHINGS of Australia, Dr. Sueo MACHI,

    FNCA Coordinator of Japan, reported the progress and annual plan of FNCA Projects and

    summary of the11th FNCA Coordinators Meeting in March 2010 in Japan. Dr. Akira

    OMOTO, Chairperson of the 2nd Meeting of the 3rd Phase Study Panel, and Commissioner

    of Japan Atomic Energy Commission reported on the 2nd meeting of the “study panel on the

    approaches toward infrastructure development for nuclear power” in July 2010 in Korea.

    4. In Session IV, which was chaired by Mr. Mario G. MONTEJO of Philippines, two Lead

    Speeches were delivered by Dr. Akira OMOTO and Mr. FENG Yi, Deputy Secretary

    General, China Nuclear Energy Association (CNEA) setting off a roundtable discussion on

    cooperation for further promotion of nuclear energy use in FNCA countries. � 1)

    Strengthening the cooperation for human resource development including the cooperation in

    regards with regulation, 2) Harmonization of Safety, Security, non-proliferation/Safeguards,

    and 3) Cooperation with the other international frame works, were discussed.

    5. In Session V, which was chaired by Prof. Syamsa ARDISASMITA of Indonesia, two lead

    speeches were delivered by Dr. Sueo MACHI and Dr. Muhd Noor MUHD YUNUS, Deputy

    Director General, Malaysian Nuclear Agency which set the tone of discussions on the

    cooperation for further promotion of radiation and isotope application in FNCA countries: 1)

    Challenges of FNCA projects to achieve socio-economic impact, 2) Strategy of enhancing

    technology transfer to end-users in the application of radiation and isotope including FNCA

    achievements, 3) Strengthening regional cooperation for better utilization of research

    reactors and planning of new research reactor including regional network for security of the

    isotope supply were discussed.

    6. In Session VI, which was chaired by Dr. Muhd Noor MUHD YUNUS of Malaysia, Dr.

    Shunsuke KONDO, Chairman of Japan Atomic Energy Commission, proposed a resolution

    of the FNCA member countries to work toward enhancing the cooperation in nuclear

    science and technology. The resolution was met with favor and was adopted.

    The following action plans were also accepted: a) to implement the 11th FNCA projects in

    the eight various fields, in accordance with the plans proposed by the 11th Coordinators

    Meeting, b) to conduct the 12th Ministerial Level Meeting in Japan in 2011, c) to conduct

    the 12th Coordinators Meeting in Fukui, Japan, on February or March in 2011, and d) to

    conduct the 3rd meeting of the “Study Panel on the Approaches Toward Infrastructure

    Development for Nuclear Power” in Indonesia.

    7. In Session VII (Closing Session), which was chaired by Mr. LIU Yongde of China, the

    meeting confirmed the Resolution and the summary of the 11th FNCA Ministerial Level

    Meeting, which were adopted. Dr. Shunsuke KONDO of Japan made a remark mentioning

    hosting of the next FNCA Ministerial Level Meeting. The Closing Remark was then

    delivered by Mr. LIU Yongde, after which a Question-and-Answer Session with the press

    was conducted.
