OECD Better Life Index

For more than fi fty years, the OECD has been driving better policies for better lives. On its 50th anniversary in 2011, OECD launched the Better Life Initiative, a web portal enabling users to visualise progress graphically. By asking the question, “How’s life?” across 11 fundamental determinants of well- being, the OECD incorporates the quality of citizens’ lives into a common understanding of progress. Each user can create their own Better Life Index, comparing well-being in their country to that of others, and their own country’s overall performance with their personal priorities. By using this instrument, they also discover how each of the 11 factors affects quality of life overall, and learn about the best policy practices in these areas. In 2014, the portal was enhanced with updated data and the addition of a Portuguese interface.

The second edition of How’s Life? provides an update on the most important aspects that shape people’s lives and well-being: income, jobs, housing, health, work-life balance, education, social connections, civic engagement and governance, environment, personal security and subjective well-being. It paints a comprehensive picture of well-being in OECD countries and other major economies, by looking at people’s material living conditions and quality of life across the population.

In addition, the report contains in-depth studies of four key cross-cutting issues in well-being that are particularly relevant. First, how well-being has changed during the global economic and fi nancial crisis. Second, gender differences, showing that the traditional gender gap in favour of men has reduced but has not disappeared. It also fi nds that women and men do well in different areas of well-being and that they are increasingly sharing tasks and roles. Third, it looks at the quality of employment and well-being the workplace. The report presents evidence on the main factors that drive people’s commitment at work and are key to strengthening their capacity to cope with demanding jobs. Finally, the last chapter of the report studies the links between current and future well-being. It looks at ways to defi ne and measure sustainability of well-being over time.

The answer to the question “how’s life?” may depend on what region you live in. Since factors that determine well-being can vary dramatically across the same country, national averages may not provide the full picture of how life is being lived in all regions. As a result, policies based only on national indicators may not be as effective as originally intended. Evidence shows that some of the factors that most infl uence peoples’ well-being are local issues, such as employment, access to health services, pollution and security. Thus, policies taking regional differences into account may have a greater impact on improving well-being for the country as a whole. MEASURING REGIONAL AND LOCAL WELL-BEING FOR POLICY MAKING

How’s life? The answer can depend on what region you live in. Many factors that infl uence people’s well-being

come into play on the local level, such as employment, access to health services, pollution and public safety.

Policies that take into account the economic and social realities where people live and work can have a greater

impact on improving well-being for the country as a whole.

This report paints a comprehensive picture of well-being in the 362 OECD regions, by looking at some of

the most important aspects that shape people’s lives: jobs, income, housing, education, health, access to

services, environment, safety and civic engagement. The report fi nds that the disparities in material conditions

and quality of life are often greater among regions within the same country than they are across different

countries. While on average people are richer, they live longer and they enjoy a better air quality than fi fteen

years ago, the intra-country gaps between the best- and worst-performing regions in terms of many well-being

dimensions have been widening in many OECD countries.

The report provides a common framework for measuring well-being at the regional level and guidance for all

levels of government in using well-being measures to better target policies at the specifi c needs of different

communities. The report draws from a variety of practical experiences from OECD regions and cities.

An interactive web-based tool (www.oecdregionalwellbeing.org) allows to compare performance across

regions in OECD countries and monitoring improvements over time.

This book, a collaboration between the OECD and the International Institute of Social History, responsible for the Clio-Infra project, examines many of the variables found in the OECD Better Life Index from an historical perspective, going back to 1820. To a certain extent, it relies on historical economic data developed by Angus Maddison in his books on the world economy. This book provides interesting international comparisons of well-being historically, along with a methodological framework used to carry the work forward.

A number of countries have experienced apparently insurmountable diffi culties when trying to advance to high-income status regardless of rapid past catching-up. While deceleration of the catching up is normal as incomes rise, in many cases convergence stalls and the country is thought to be in a middle-income trap. For those countries, boosting competitiveness is the major way to keep converging to more advanced economies. Previous drivers of growth such as the shifting wealth process, factor accumulation and rural-urban transition tend to fade once the country advances towards high-income status.

Past ways of thinking about competitiveness need to be changed; services can increasingly be a powerful engine of convergence and regional policies need to complement national efforts to reignite growth. This book views competitiveness as a multifaceted concept comprising aspects of the economy and society needed to implement change and move toward sustainable convergence. Key measures of competitiveness that are compared across countries in this report are productivity as well as competitive pressures in markets. To enhance competitiveness once convergence stalls, a powerful institutional framework is needed to create a supportive environment as well as policies to accelerate the process of upgrading and boosting competitiveness in manufacturing and service industries.

In 2011 the international development community committed to make development co-operation more effective to deliver better results for the world’s poor. At the mid-point between commitments endorsed in the High-Level Forum in Busan, Korea in 2011 and the 2015 target date of the Millennium Development Goals, it is timely to take stock of how far we have come and where urgent challenges lie.

This report – a fi rst snapshot of the state-of-play since Busan – draws on the ten indicators of the Global Partnership monitoring framework. Despite global economic turbulence, changing political landscapes and domestic budgetary pressure, commitment to effective development co-operation principles remains strong. Longstanding efforts to change the way that development co-operation is delivered are paying off. Nevertheless, much more needs to be done to translate political commitments into concrete action. These methods will require the application of metacognitive processes such as planning, monitoring, control and refl ection. Training students to “think about their thinking” during learning will be critical.

Based on extensive new epidemiological evidence since the 2010 Global Burden of Disease study, and OECD estimates of the Value of Statistical Life, this report provides evidence that the health impacts from air pollution are about four times greater than previously estimated and the economic costs signifi cantly higher than previously thought.

Each year, the OECD circulates a survey on the borrowing needs of member countries. The responses are incorporated in the OECD Sovereign Borrowing Outlook to provide regular updates of trends and developments associated with sovereign borrowing requirements and debt levels from the perspective of public debt managers. The Outlook makes a policy distinction between funding strategy and borrowing requirements. The central government marketable gross borrowing needs, or requirements, are calculated on the basis of budget defi cits and redemptions. The funding strategy entails decisions on how borrowing needs are going to be fi nanced using different instruments (e.g. long-term, short-term, nominal, indexed, etc.) and distribution channels.

Accordingly, the OECD Sovereign Borrowing Outlook provides data and information on borrowing needs and funding policies for the OECD area and country groupings, including gross borrowing requirements, net borrowing requirements, central government marketable debt, funding strategies and instruments and distribution channels.

The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike. Governments need to ensure that the taxable profi ts of MNEs are not artifi cially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries refl ects the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation that may result from a dispute between two countries on the determination of an arm’s length remuneration for their cross-border transactions with associated enterprises.

In the 2010 edition, Chapters I-III were substantially revised, with new guidance on: the selection of the most appropriate transfer pricing method to the circumstances of the case; the practical application of transactional profi t methods (transactional net margin method and profi t split method); and on the performance of comparability analyses. Furthermore, a new Chapter IX, on the transfer pricing aspects of business restructurings, was added. Consistency changes were made to the rest of the Guidelines. The next edition will appear in 2015.

OECD Statistical Annuals and Periodicals, 2015 Subscriptions

Now available online on a subscription basis

With the introduction of ready-made tables in multiple formats (XML, PDF, READ, and HTML) OECD is now making its statistical annuals and periodicals available online on an annual subscription basis. This offer brings the user the following benefits:

• All tables are available in three formats, four of which are downloadable (XML, PDF, and HTML) and one of which is mobile-friendly (READ).

• Users can subscribe to OECD annual publications at the same price as for the printed book alone.

• Full online access is provided to the extended table of contents with all the chapters and tables listed individually (up to 300 objects).

• Free access is provided to all the back issues from 1998 onwards. • Perpetual access to subscribed and back issues is provided even after

expiry of the current subscription. • Ability to set up network access via IP or by username/password is

available. • Automatic notification of renewal is provided, without the customer having to

remember to buy. • Automatic reception of the print/archive copy can be included in the

subscription. • The possibility to subscribe online only is also available.

All titles are available both Online + Print and Online. In some cases, several related titles have been combined into a single subscription.

Following the same philosophy as for the annuals, we want to make sure our statistical data subscribers have the best possible options to find, access, manipulate, share and make the most out of OECD statistics. Now that database such as Main Economic Indicators and OECD National Accounts also have more recent data available in ready-made tables in four formats (XLS, PDF, READ, and HTML), we want all database subscribers to benefit from these options as well.

Therefore, access to these ready-made tables is now also included in the subscription to the databases, when available. These are indicated as “Packages”. In some cases, such as the IEA Statistical Databases, table files are not available, in which case the “Package” designation is not shown.

Those subscribing to Online receive access to the online database as well as PDFs and table files of current and back issues of related publications. Those subscribing to Online + Print receive, in addition, print copies of related issues published during the subscription year
