• 총화폐적 비용과 총화폐적 편익을 계량화하여서 정책을 비교할 수 있도록 하는 정책제안의 접근방법

• 사회복지, 즉 공동체의 구성원들이 경험하는 경제적 만족도의 총량을 어떻게 극대화할 것인가

• 공공투자가 사회의 총만족도(복지)의 측정 수단인 순소득의 극대화에 기여하는가

Cost Benefit Analysis Primer• Confirm the desired outcomes of the proposal(s)

• Establish the assumptions and scope underlying the analysis

• Decide an appropriate period for the analysis (often termed the ‘appraisal period’)

• Identify all significant benefits and costs

• Assign monetary values to the benefits and costs

• Discount the benefits and costs to present values

• Assess risk and uncertainty

• Consider the effect of any intangible costs and benefits that could not be reliably assigned monetary values

할인은미래에실현하게될비용과편익의현재가치를추정하는절차로정책의시간적효과를고려하는방법이다. 미래의비용과편익은현재의그것보다가치가적으므로현재가치로할인되어야하는것이다.

할인율의 적정성

1) 250원의예산을투입해서병원을지으면50년동안매년 20억원의편익이기대되므로,

제안자는 250억원의투자로 50년에걸쳐총1000억원의회수액이예상된다고주장하고있다.

이자율이연 8%일때이주장의타당성은?

2) 이사업의타당성을강조하기위해서는어느정도의할인율을선택해야하는가?

내부수익률 Internal Rate of Return

1) PV = 20억☓ [ 1 – (1.08)-50 ] / 0.08

= 245억

2) 내부수익률 internal rate of return(irr):

편익현가와비용현가가균형을이루는할인율, 즉순현가(NPV) = 0가되는할인율

250억 = 20억☓ [ 1 – (1 + r)-50 ] / r

r = 0.78

Internal Rate Of Return (IRR)

• The discount rate often used in capital budgeting that makes the net present value of all cash flows from a particular project equal to zero. Generally speaking, the higher a project's internal rate of return, the more desirable it is to undertake the project. As such, IRR can be used to rank several prospective projects a firm is considering. Assuming all other factors are equal among the various projects, the project with the highest IRR would probably be considered the best and undertaken first.

Sensitivity Analysis

• A form quantitative analysis that examines how net present values, total cost, or other outcomes vary as individual assumptions or variables are changed

• Uncertainty forecasting, and monitoring and risk management

- Would the proposal still be worthwhile pursuing if some of the key assumptions do not eventuate?

- Are there actions that can be taken to reduce the risks before accepting a particular option?

비용-편익분석의 장점

1) 비용이나 편익이 모두 가치의 공동단위인 화폐로 측정된다.

2) 하나의 정책이나 프로그램의 제한된 범위를 뛰어넘어 편익을 사회 전체의 소득과 연결시킬 수 있다.

3) 편익의 순능률성이 화폐단위로 표현되기 때문에 전혀 다른 분야의 프로그램의상호 비교가 가능하다.

비용-편익분석의 제약점

1) 경제적 능률성에 대한 배타적인 강조는 형평성의 기준이 무의미하거나 적용할 수 없다는 것을 의미한다.

2) 화폐적 가치는 대응성(responsiveness)에 대한 부적절한 수단이다. 소득의 실제 가치가 사람마다 다르기때문이다.

3) 중요한 재화에 대한 시장가격을 이용할 수 없을 경우사용하는 잠재가격(shadow price)은 주관적인 가치및 판단에 의한 임의적인 표현일 수 있다.

4) 화폐단위로 표현될 수 없는 어떤 목표의 적합성(appropriateness)을 논의하기 어렵다.

5) 순소득이나 편익의 지나친 강조는 정책대안의 윤리적, 도덕적 측면에 관한 이성적 논의를 어렵게 만드는 수가 많다.
