The Chartered Institute of Environmental Health (CIEH) is a registered charity and
the professional voice for environmental health. CIEH’s aims are concerned about
people’s health, safety and wellbeing – the things that are crucial to life itself.
The history of the CIEH can be traced back to the
1840s, when it was suggested that improving sanitation
may lead to an improvement in public health, which
in turn may help people become more economically
prosperous.
CIEH sets standards, accredits courses and
qualifications for the education of both CIEH members
and non-members. As an awarding body, the CIEH
provides qualifications on topics relevant to health,
wellbeing and safety to develop workplace skills and
best practice.
As a CIEH registered training centre with a number
of registered trainers, OEL- Apix Consulting provides
training programmes which include Health and Safety,
Environmental Protection and Professional Training
Qualifications.
We specialise in providing the CIEH courses and
qualifications in the following areas:-
Health and SafetyAccredited Health and Safety courses range from Level 1
(half-day) courses through to Level 4 (5-day) and topics

Handling, COSHH and Risk Assessment.
EnvironmentLevel 2 (1-day) and Level 3 (5-day) Environmental
Protection courses address a range of environmental
concerns (e.g. environmental principles, legislation,
pollution control, waste and management)
targeting general workforce through to supervisor/
manager and those with specific environmental
responsibilities.
Professional TrainingWe are able to provide both the CIEH Professional
Training Qualifications. That is, the Level 3 ‘Training
Skills and Practice’ (which has superseded the
popular ‘Train the Trainer’ and takes 3 days) as well

Our Consultancy Services
The following sections detail some of our Services
Health and Safety Audit
Assessing how well you measure up in Health
and Safety Legislation is the starting point for
understanding your needs. OEL-Apix can provide
such an assessment of your needs by performing
an initial status review with a view to establishing
a robust safety management system e.g. HSG 65 or
18001.
The initial status review involves a visit to your
premises, interfacing with your employees, carrying
out work observations and closely examining the
work methods being employed. The result of this
review would be the production of a report which
would detail any actions required to meet legal
compliance and, where appropriate best practice.
On completion of the initial status review we would
work with you to develop a Management Action Plan,
the purpose of which would be to establish a number
of prioritised actions designed to remove any unsafe
practices, achieve legal compliance and establish a
robust safety management system.
Risk Assessment
There are numerous types of risk assessment that
may be required in establishing an effective safety
management system, this process of creating a safety
management system may also identify specific areas
of risk requiring more specialist risk assessments e.g.
fire risk assessments, display screen equipment and
control of substances hazardous to health etc. OEL-
Apix Consulting can help with these too.

Occupational HealthOccupational Health may be thought of as the health part of Health and Safety. As such, Occupational Health Management can be defined as the control of exposure to the agents that may give rise to adverse health effects in the workplace. These agents can be chemical, biological, physical and psychological. Across the workplace, the Occupational Health hazards and risks vary greatly in scope and severity but are present to some extent throughout every industry. The Health and Safety Executive estimate 2.3million people suffer from ill health and 32.9 million working days are lost annually through people taking time off through ill health caused through work. The financial cost to industry is massive in terms of potential negative impact on business through the loss of key staff, paid absence,

staff replacement, accident investigation, litigation and court costs, the cost to rectify the workplace, not to mention the potential damage to reputation and subsequent effect on customer relations and workplace morale, to name but a few.
The legislation which companies must comply, in order, to effectively manage Occupational Health risks is varied and can be complex. It includes Chemicals (Hazards Information and Packaging) (CHIP), Control of Substances Hazardous to Health
(COSHH), Lead, Asbestos, Noise, Manual Handling, Display Screen Equipment, Vibration, Radiation, Workplace Regulations, as well as much European Legislation such as Registration Evaluation Authorisation of Chemicals (REACH), Chemical Agents and Physical Agents Directives to name some of the key ones. In addition, the Regulatory Authorities utilise the Health and Safety Work Act 1974 and extensive Guidance, for example ‘The Control of Legionella At Work (L8)’ and ‘Managing the Causes of Work Related Stress’ to help provide further advice.
Our consultants have widespread experience, including specialist Occupational Hygiene roles, across a range of industries. HEINEKEN in the UK, the country’s leading beer and cider business and part of HEINEKEN N.V. and one of the world’s major international brewers, with a portfolio of international and local brands, is currently rolling out a Control of Work Programme. As part of HEINEKEN’s drive towards a zero accident culture, in 2011 existing policies and procedures relating to control of work including Permits were reviewed. This gave the opportunity to develop new procedures from internal and external best practice, resulting in standardised systems across all UK sites.
In 2011, as part of the standardisation process, HEINEKEN began working closely with OEL Apix on this programme. This included primarily the development and delivery of a bespoke training programme at all HEINEKEN’s UK sites on the new standardised processes and procedures. Over 2012, OEL Apix delivered training on:
• Permittoworksystem/Authoritytowork/Fieldbased risk assessment / LOTO and Process isolation
OEL Apix successfully trained over 400 of HEINEKEN staff at five UK locations on these key health and safety procedures. This training covered the whole spectrum of staff from plant managers, technicians, craftsmen and some operators.
“Two major elements stood out in the execution of the training:
Firstly the trainers had a wealth of relevant experience, including some being former HSE Inspectors. This gave additional credibility to the delivery of the training material, and meant that answers to questions during the sessions could be supplemented by real world examples and anecdotes based on personal experience. Secondly, a repeated feedback comment was that the trainers facilitated discussion very well for maximum involvement from all participants. We had deliberately mixed groups for the sessions so that discussion and understanding across all levels was enhanced. “Angus Reid,HEINEKEN’s UK Engineering Compliance Manager
After successful completion of the NEBOSH General Certificate course to Distinction level;
“The course considered and built upon the practical H&S experience I have gained over 30 years in industry, it was delivered in a simple uncomplicated way that allowed me to understand the H&S issues affecting my business. Furthermore, I now have a better grasp of legislation and how it applies to my site. The course was broad enough to appeal to a
range of people from different backgrounds and business environments, using a variety of learning tools including theory, visual and practical exercises to enhance our understanding. The training instructor was able to provide practical examples and generate student debate covering much of the course content, I particularly enjoyed this element of the course, hearing everyone else’s experiences.”Paul Atkinson(Station Manager) - Teesside Power Station
