     "his Appendi# pro$ides non%andatory guidelines to assist e%ployers in co%plying &ith the re'uire%ents

    subpart L of this part( An e%ployer %ay use these guidelines and tables as a starting point for designing

    scaold syste%s( Ho&e$er) the guidelines do not pro$ide all the infor%ation necessary to build a co%pletsyste%) and the e%ployer is still responsible for designing and asse%bling these co%ponents in such a &
