    Elaine Harrison, from I am an Island that Dreams, 1974When I assumed the role o Chair o the Prince Edward Island Council o the Arts threeyears ago, I knew that the potential o the Island arts community was limited only by ourdreams. The sheer quantity o talent that exists on Prince Edward Island provides inspira-tion to us all. That talent, nestled in the Islands natural beauty, and nurtured by Islandpride both at home and away, breeds a caliber o artistry and cratsmanship second to

    none. In my nal year as Chair, I am proud to present the Councils strategic plan or2007-2010, a plan which recognizes the importance o the arts on Prince Edward Islandand makes possible our dream o The Creative Isle.

    When I say our dream, I mean that this strategic plan is more than the product o the hard work o theBoard o Directors and the Council sta. This plan represents the collective voices o the arts communityacross Prince Edward Island. In a series o community consultations held in 2006, Island artists and artssupporters were asked to envision the uture success o arts and culture on Prince Edward Island. Ours isa dream o an Island that resounds in creativity, and celebrates its identity through the arts. This strategicplan provides the direction, the goals, and the measures in the realization o this dream.

    In the past three years, the Council has made great strides in improving accountability and transparency asthe provincial public arts unding body. We have revised our governance, and strengthened organizationalpractices. All o these internal measures were necessary in order to move orward to meet our greatestchallenge, making the arts integral to the lives o all Prince Edward Islanders.

    Our strategic plan is centred on the ve priorities that emerged rom the community consultations. Therst priority or The Creative Isle is to bring together a united, cohesive arts community with an engaged,supportive public. Our plan will concentrate on community connections, and the strengthening o the artsin communities across Prince Edward Island. The Island is home to a myriad o arts groups, social networks,and organizations, large and small. It is time to work harder to bring these groups together. We need tosupport and develop collaborative eorts so that collectively, we can increase opportunities or Islanders to

    experience the arts and engage in existing and new activities.

    Our second priority addresses a vision o prosperity and vitality or the proessional arts community. Ourplan will ocus on the proessional development o artists and will nurture a supportive environment or cre-

    ativity, experimentation and innovation. In our dream, this type o environment recognizes the achieve-ments o the arts, demonstrates the role that the arts and artists play in the rich tapestry o the Island, andprovides opportunities or artists to build sustainable careers.

    Our third priority looks to the uture, and recognizes that the arts play a major role in the development othe next generation; those creative individuals who will one day be our leaders and innovators. O course,

    ongoing involvement in the arts through education is a valuable experience or all, and the Council willnot limit itsel to working with youth; however, a lielong awareness o the arts is best begun in childhoodand there are many opportunities to work with educators, teachers, and parents to promote creative edu-cation. Our dream is that the arts on Prince Edward Island will provide important avenues to interpret theworld we live in and vital methods or sel-expression and lielong engagement.

    Arts organizations are the oundation o the Islands arts and culture community and in our dream, theirrole is recognized and supported. These organizations ace numerous challenges and continuously meet

    those challenges with vigor and determination. Their successes are a tribute to their inexhaustible com-mitment. Arts organizations orm the Councils ourth priority as we look to support them both directlywith programs and services and indirectly through advocacy and networks.

    Lastly, our dream is about partnerships. Our th priority seeks to acilitate the coordination o all arts andculture services oered in the province, both inside and outside o government. With resources in shortsupply, it is pertinent that a shared vision be developed and programs be coordinated to support the arts

    on Prince Edward Island in manner that bets the excellence in the sector.

    This strategic plan represents the nal step in a three-year reassessment o the Council, its role in the artson Prince Edward Island, and a reengagement with the people o this province. We share a vision withIslanders o an Island that is a model o strong community connections through the arts; o viable, sustain-able careers in the arts; o an environment that values and advances the role o the arts in education, ando an inrastructure that provides adequate unding and support.

    The Prince Edward Island Council o the Arts (PEICIA) has been providing vital support to thearts on Prince Edward Island since 1974. Dedicated to ensuring that all Prince Edward Island-ers enjoy the benets o a healthy arts community, the PEICA works to oster the develop-ment o the arts through advocacy, education, programs and services.

    The PEICA is governed by a volunteer Board o Directors, made up o representatives romeach o the Crats, Dance, Film Media, Interdisciplinary Arts, Music, Theatre, Visual Arts, andWriting and Publishing disciplines. Additional expertise is brought to the Board through mem-bers at large rom the arts and business communities, an Executive Director and support sta. The PEICA Governance and By-Law documents set out the rules under which the Board andthe sta operate.

    The PEICA enjoys an arms-length relationship with the Prince Edward Island Department oCommunity and Cultural Aairs, which contributes the majority o the PEICAs unding. Theseunds are administered by the PEICA on the Departments behal, and are allocated to grantprograms and services or artists and arts administrators.

    The purpose o PEICA grant unding is to promote and support the creation and presenta-

    tion o works o art, and to develop the capacity o artists and arts organizations throughoutthe Province. Grant proposals are adjudicated through process o peer assessment, therebyempowering the members o the arts community to determine the best investment o publicarts unds in a air and objective manner.

    The Council works in partnership with the arts community o Prince Edward Island, the Coun-cils membership, the government and people o Prince Edward Island, to ulll its mission to

    make the Arts integral to the lives o all Prince Edward Islanders.

    Prince Edward Island is host to a rich tapestryo communities, each possessing its own creativecomponents based on a blend o contemporaryand heritage arts practices.

    Te arts play a powerul role in building strong,

    connected communities, and they are unda-mental to community identity. Furthermore,they oster the social, cultural, and economicwell-being o Islanders. Arts experiences movebeyond race, language, and ethnicity. Diversecommunities can fnd a voice through the artsto share their stories, leading to greater culturalunderstanding and inclusion.

    Vibrant, creative communities are also attractiveto employers, to industry, to potential settlers,

    Develop community arts programs that oster collaborative, public, and inclusive artsprojects across Prince Edward Island.Support proessional artists to work with diverse communities.Develop an integrated strategy to encourage participation in the arts.Work with communities, and local and provincial governments to encourage the artsand their role in Island identity, health, and community development.

It is vital thatartists have support or proessional development,so they are able to explore, innovate, take risks,nd inspiration, and strive or excellence. Tey

    must be able to do so while basing their careersand practices here on the Island.

    Te Councils consultations clearly showed aneed or proessional development or Island art-ists, both in their disciplines, and in business omaking art a career. Island artists currently try tomaintain their practices in an environment thatofers limited options or training, exhibition andperormance spaces and opportunities. Te und-ing on Prince Edward Island is a raction o that

    which is available to artists in neighboringprovinces.

    Trough programs, awards, and partner-ships, the Council will create a supportiveenvironment for the Islands profes-

    sional arts community that recognizes theachievements of this community, buildsawareness of the outstanding works pro-duced, and encourages successful careers.

    To work towards building a Creative Isle, the PEICA will:Support Island artists with programs or proessional development, creation, dissemination,

    and presentation or emerging, mid-career, and senior level artists based on the principleso peer review.Support artists who maintain and preserve arts practices based on Island culture & heritage.Provide residencies and exchange opportunities to help expand the horizons o Islandartists, to showcase their work in other jurisdictions, and to bring new works and ideasonto the Island.Work with provincial, ederal, and post-secondary partners to encourage suitable programso skills development and training to support high quality arts practices and success in artistic careers, including skills required to access export opportunities.Advocate or the inclusion o the arts in provincial economic development strategies.

    Recognizing the benefts o culturalinitiatives in the education system, thePrince Edward Island Council o the

    Arts will support programs and provideresources to support the education ochildren in the arts. Te Council believes

    that the promotion o arts education inthe schools will provide or expanded,deeper, and more meaningul learningopportunities or Island children, leadingto greater scholastic and lielong success.Te PEI ask Force on Student Achieve-ment Report (Dec 2005) recommendedthat programs such as art, theatre, mu-sic, and physical education continue tobe available to all Island students andthat these program be taught by teachers

    trained in those felds.

    On a Creative Isle

    All Island children have equal opportunity or a complete and rich education that incorpo-rates the arts in the standard curricula.All Island children receive instruction in a variety o artistic disciplines by teachers trained inthese elds.Islanders are aware o their own rich cultural history and take pride in their identity.Island artists are provided opportunities to practice their art in educational settings as inte-gral members o the community.

    Rich, meaningul, inclusive the arts as a path to oursuccess

    Te arts play a major role in the development ocreative individuals who are able to react to andparticipating in an ever-changing economy andworld. Te benefts o an education rich in thearts are proven time and time again, across conti-nents and cultures.

    Participation in the arts as youths leads to par-ticipation in the arts as adults. Furthermore, itsupports a thriving cultural community by build-ing both the producers o and the audience orthe arts. Lielong education in the arts is essential

    that build upon each others successes.Sta and volunteers have opportunities to build their own skills and capacities to meet thechallenges ahead.

Small and medium organizations areunder-resourced to meet the demands o the com-munities or which they eel a great and passionateresponsibility. Tey recognize their value and roles,and they achieve great successes in spite o remark-able challenges, which oten incur great costs toovercome. Heavily reliant on volunteers, theseorganizations may have limited resources or theirown advocacy and organizational health.

    At the same time, large organizations ace simi-lar challenges in supporting their own mandates,garnering audiences, and maintaining connec-tions with the broader community. Dependant on
