Some tunnels crossing under airport runway have been constructed in recent year, and

rnore and more terrorist activities have happened across the world. Because of the

importance of airport runway, its security evaluation must be conducted in case that terrorist

attacks happen in tunnels crossing under airport runway. ln this paper, based on the double-

track tunnet crossing under Enshi Airpo6 the influence has been simulated by the dynamic

finite element program LS-DYNA, if car bombs equivalent to different mass of TNT are

exploded in the tunnel- Considering the shape of the tunnel's cross section, the distribution of

air shock wave overpressure on tunne! lining and its propagation law in the axial direction of

tunnel have been anatyzed. The reliability of the established numerical model has been

verified by the comparison with the results obtained from errtpiricalformulas. Eased on this,

the safety distance to prevent persons from damage caused by the overpressure of air shock

wave is determined according to the Safety Regulations for Blasting in China (GB 6722'2ot4l-

Consequently, the attenuation law of btasting vibration in tunnel linings and airport runway is

analyzed. At last, the critical vibration vetocity of tunnel linings and airport runway is

cafculated based on the stress wave theory, the ujUmate tensife 5lrepgth Eri\eliA and Mohr-

Coulomb strength criteria, and the failure range is also determined.

ABSTRACT

An earthquake measuringT.9 Richter scale occurred in Wenchuan on t2 May 2008,some 92km west of Chengdu, Sichuan Province, China. A field investigation was conducted in

regions with Modified Merealli intensity rangrng from MM! Vl to Xl in order tostudy the typicaldamage pattern for developing countries. This paper presents the failure characteristic ofreinforced concrete buildings for intensity MMt Vl to Vlll, which dominated by 1) precastconstruction co!lapse, 2) unreinforced masonry damage,3) soft storey building,4)damage onfagade system, 5) reinforced concrete quality and detailing, 6) pounding between twoadjacent structures. From the observation of the Wenchuan earthquake impact on structures,the most common damage pattern found due to Wenchuan earthquake for the intensity rangeVl to Vlll were associated with of masonry walls. Both inadequate concrete quality and poorreinforcement detaiting also contributed to the significant damage and collapse of manybuildings in the Wenchuan earthquake.

ABSTRACT

While the need for water supply infrastructure development keeps increasing, manylocal governments of lndonesia are facing problems related to limited funding. This conditionopens up an opportunity for private sector to invest in water supply infrastructure projectsthrough Public Private Partnership (PPP) scheme. As this scheme is relatively new for manylocal governments in lndonesia, its complexity and typically long duration of the concessionperiod may raise concerns of potential risks throughout the project life cycle. lt is, therefore,very important for public sector as owner of the project to understand and to be able tomanage risks properly throughout the concession period. The aim of this research is toevaluate risk management of West Semarang Water Supply PPP Project as perceived by publicsector. The objectives are to identify, to analyze, to mitigate and to allocate risks to the rightparties. Qualitative and quantitative approaches have been used for the research method.Data was collected through focus group discussion involving 16 relevant officials of Iocalgovernment of Semarang, including its Regional Water Supply Company (PDAM). Thisresearch has identified a total of 68 risks as perceived by the public sector, which are thenclassified into L1 categories, e.g. political, operation, revenue, etc. The proportions of the levelof risks are relatively balanced, as follows; low (38.24%), moderate 129.4L%) and high(32.35%1, with the most severe risk is land acquisition / site availability. ln terms of riskallocation, 45.59% of risks are allocated to the public sector, while 39.7% and L4.7L% of therisks are allocated to the private sector and shared by both parties, respectively. The resultsof this research are valuable for the local government of Semarang and can be used as aguidance in managing risks of the PPP project throughout the concession period.
