PEMASYHURAN DARIPADA TUAN SPEAKER

Tuan Speaker: Bismillahirahmanirrahim. Assalamualaikum Warahmatulllailahi

Wabarakatuh. Selamat pagi dan salam sejahtera.

Ahli-ahli Yang Berhormat, dif-dif kehormat, tuan-tuan dan puan-puan, bersyukur kita

ke hadrat Illahi kerana dengan limpah kurnia-Nya maka kita dapat berjumpa lagi di

Mesyuarat Ketiga bagi Penggal Kedua Dewan Undangan Negeri Sarawak Kelapan Belas.

Saya mengucapkan selamat datang dan terima kasih di atas kehadiran Ahli-ahli

Yang Berhormat ke persidangan sehari pada hari ini. Selamat Tahun Baru 2018 saya

ucapkan kepada semua yang berada di dalam dan di luar Dewan yang mulia ini. Kita

mulakan tahun baru ini dengan mengadakan persidangan khas bersempena dengan

sambutan Ulang Tahun ke-150 Dewan Undangan Negeri Sarawak. Semoga kita dapat

bersidang dalam suasana yang muhibah dan penuh bertatatertib.

Sejarah Dewan Undangan Negeri (DUN) Sarawak bermula dengan mesyuarat

General Council pada 8 September 1867 di Bintulu. Dewan Undangan Negeri Sarawak

adalah merupakan Dewan Undangan Negeri yang tertua dan yang terbesar sekali di

Malaysia. Dewan Undangan Negeri Sarawak pada mulanya dikenali dengan nama General

Council sehingga tahun 1903. Kemudian ia dinamakan Council Negeri sehingga tahun

1976 dan selepas itu barulah ia dikenali dengan nama Dewan Undangan Negeri bagi

menyelaras namanya dengan negeri-negeri lain di Malaysia kecuali Johor yang hanya

dikenali sebagai Dewan Negeri.

Dewan Undangan Negeri Sarawak turut menyaksikan sejarah persidangannya di

beberapa bahagian di Sarawak, bermula di Bintulu, kemudiannya di Sibu dan disusuli di

Kuching. Dewan Undangan Negeri Sarawak bersidang di bahagian Kuching di beberapa

lokasi iaitu di Astana Negeri, Bangunan Mahkamah Lama, Bangunan Tun Abdul Razak,

Kompleks Dewan Undangan Negeri dan kini di Bangunan Dewan Undangan Negeri yang

tersergam indah ini.

Sidang Dewan dihormati sekalian, bagi pihak Dewan yang mulia ini saya ingin

mengucapkan takziah kepada keluarga-keluarga berikut:

(i) Mendiang Datuk Seri Temenggong Nyipa Bato yang telah meninggal dunia pada 2

Januari 2018. Mendiang adalah bekas Menteri Kabinet Negeri Sarawak dan Ahli

Dewan Undangan Negeri Sarawak bagi kawasan Belaga.

(ii) Allahyarham Tuan Haji Wan Habib bin Syed Mahmud, yang telah meninggal dunia

pada 2 Januari 2018. Allahyarham adalah bekas Ahli Dewan Undangan Negeri

Sarawak bagi kawasan Balingian; dan

(iii) Mendiang Tan Sri Dato Sri Celestine Ujang anak Jilan yang telah meninggal dunia

pada 10 Januari 2018. Mendiang adalah bekas Menteri Kabinet Negeri Sarawak,

Speaker Dewan Undangan Negeri Sarawak dan Ahli Dewan Undangan Negeri

Sarawak bagi kawasan Kemena.

Bagi menghormati kedua-dua mendiang dan Allahyarham, marilah kita sama-sama

berdiri, bertafakur selama seminit dan membaca Al-Fatihah kepada Allahyarham.

Sidang Dewan yang dihormati sekalian, sukacita saya memaklumkan bahawa Tuan

Yang Terutama Yang di-Pertua Negeri Sarawak akan hadir untuk menyampaikan ucapan

kepada sidang Dewan pada pagi ini. Dengan itu, saya menangguhkan mesyuarat Dewan

sebentar untuk membolehkan saya mengiringi keberangkatan masuk Tuan Yang Terutama

TUAN PEHIN SRI HAJI ABDUL TAIB MAHMUD

Bismillahirrahmanirrahim, Assalamualaikum Warahmatullahi Wabarakatuh. Yang

Berhormat Tuan Speaker, Dewan Undangan Negeri Sarawak, Yang Amat Berhormat Ketua

Menteri Sarawak, Ahli-Ahli Yang Berhormat, Tuan-Tuan dan Puan-Puan.

Alhamdulillah, bersyukur kita ke hadrat Allah Subhanahu Wa Ta’ala kerana dengan

izin-Nya, kita dapat berkumpul bersama-sama di Persidangan Khas Dewan Undangan

Negeri Sarawak sempena Ulang Tahun Yang ke-150 Dewan Undangan Negeri Sarawak.

Saya percaya, dengan suasana aman dan harmoni yang kita kecapi selama ini maka kita

dapat mengadakan upacara persidangan yang bersejarah ini. Alhamdulillah.

SAMBUTAN ULANG TAHUN YANG KE-150 DEWAN UNDANGAN NEGERI

SARAWAK

Tuan Speaker, kita bersyukur kepada Allah Subhanahu Wa Ta’ala kerana Dewan

yang mulia ini telah mencapai usia tahun yang ke-150 sejak persidangan pertamanya pada

8 September 1867 di Bintulu. Sambutan Ulang Tahun ini amat penting untuk kita

memperingati sejarah keagungan Dewan kita ini sebagai lambang kedaulatan negeri

Sarawak melalui proses perundangan yang adil. Sambutan ini juga untuk kita mengingati

dan menghargai sumbangan personaliti-personaliti yang terlibat dalam pembentukan

sistem perundangan negeri Sarawak yang unik, tersendiri dan kontemporari ini.

SEJARAH DAN PERKEMBANGAN DEWAN UNDANGAN NEGERI SARAWAK

Tuan Speaker, Dewan yang mulia ini merupakan institusi perundangan yang tertua di

Malaysia yang mengamalkan sistem swapemerintahan atau self-Government dengan

berlandaskan sistem demokrasi berparlimen. Persidangan yang pada awalnya dikenali

sebagai Majlis Umum dipengerusikan oleh Tuan Charles Brooke selaku Tuan Yang di-

Pertua Majlis, dianggotai oleh 21 ahli-ahli Majlis iaitu lima orang pegawai Inggeris dan 16

orang ahli Melayu dan Melanau. Persidangan sulung ini telah menggariskan Aturan Am

bagi pengendalian persidangan.

Ketika persidangan pertamanya pada 8 September 1867, Majlis Umum tidak

mempunyai sebarang kuasa perundangan, kehakiman mahu pun eksekutif, ianya bertindak

sebagai satu forum kepada ahli-ahli sidang untuk saling mengenali di antara satu sama lain,

bertukar-tukar pendapat dan mendengar taklimat daripada Rajah dan pegawai-pegawainya

mengenai polisi, tindakan dan kerja-kerja yang dilakukan oleh kerajaan pada masa itu.

Persidangan kedua pula dianjurkan di Sibu pada 15 Jun 1868 yang disertai oleh

beberapa ahli tambahan. Seterusnya persidangan yang ketiga telah diadakan di Kuching

pada 11 Oktober 1870. Kuching terus kekal sebagai lokasi persidangan sehingga ke hari

ini.

Ahli-Ahli yang dipilih untuk menganggotai dan menghadiri sidang Majlis Umum pada

ketika itu adalah terdiri daripada pemimpin masyarakat yang membantu mentadbir wilayah-

wilayah di bawah bidang kuasa Brooke yang pada masa itu hanya meliputi kawasan

persisiran.

KE ARAH PENCAPAIAN PERLEMBAGAAN

Tuan Speaker, menjelang tahun 1903, Majlis Umum berubah wajah sebagai asas

perundangan pemerintahan negeri Sarawak dengan memberi penekanan kepada keadilan,

undang-undang dan aturan. Bersesuaian dengan perubahan tersebut, Majlis Umum

dinamakan Majlis Negeri atau lebih dikenali oleh masyarakat tempatan sebagai Council

Negeri.

Pembangunan ekonomi mula mendapat perhatian apabila pembangunan pertanian

dan bidang kewangan dibincangkan selepas Lawas menjadi sebahagian daripada wilayah

negeri Sarawak pada tahun 1904.

Komposisi keanggotaan Majlis terus dipelbagaikan daripada segi etnik, agama dan

strata. Orang Ulu mula menganggotai Majlis pada tahun 1867. Kemudian tujuh ketua

masyarakat Cina dan dua ketua masyarakat dari kawasan pedalaman Baram telah

menganggotai Majlis pada tahun 1897. Keanggotaan Majlis seterusnya meningkat dengan

tambahan dua orang mubaligh dan empat lagi wakil masyarakat Cina pada 17 November

1941.

Sempena Ulang Tahun ke-100 pemerintahan keluarga Brooke, satu Perlembagaan

dikenali sebagai The 1941 Constitutional Order telah dirangka. Perlembagaan bertulis yang

disampaikan oleh Rajah Sir Charles Vyner Brooke turut membawa perubahan kepada

peranan Majlis Negeri. Ianya menamatkan kuasa mutlak Rajah untuk membuat sebarang

undang-undang atau perbelanjaan tanpa persetujuan daripada Majlis Negeri atau pun

Council Negeri.

Majlis Negeri kemudiannya dipengerusikan oleh Ketua Setiausaha dan diadakan di

luar Astana Brooke iaitu di Bangunan Mahkamah lama, Kuching yang kita semua tahu.

Pada 16 Disember 1941 pelaksanaan perlembagaan tersebut dan persidangan Majlis

tergendala sementara kerana pendudukan tentera Jepun di Negeri Sarawak ini.

KE ARAH PEWAKILAN PENUH SECARA LANGSUNG

Tuan Speaker, sebaik sahaja tamat tempoh pendudukan tentera Jepun, persidangan

diadakan semula dengan Rajah Charles Vyner Brooke mengisytiharkan penyerahan

tampuk pemerintahan Sarawak kepada kerajaan Inggeris pada Februari 1946. Sebanyak

18 ahli yang kebanyakkannya pegawai-pegawai Inggeris menyokong usul tersebut

berbanding 16 ahli yang menentang.

Setelah penyerahan Sarawak kepada kerajaan British, satu Perlembagaan baru telah

dirangkakan pada tahun 1956. Keanggotaan ahli Majlis Negeri telah bertambah kepada 24

ahli terpilih yang tidak rasmi, 14 anggota berdasarkan jawatan, empat anggota yang

dicalonkan dan tiga orang anggota tetap. Seorang daripada anggota Majlis Kabinet di

bawah pimpinan mendiang Datuk Stephen Kalong Ningkan seorang dayak yang memimpin

parti.

Perkembangan Ke Arah Masa Depan

Tuan Speaker, Keanggotaan Dewan ini bertambah mengikut peredaran masa.

Pada 25 Mei 1965, enakmen Ordinan Pemisahan Tugas Setiausaha Dewan 1965

menetapkan prinsip berparlimen yang memisahkan tugas perundangan dan tugas

eksekutif.

Jumlah Menteri Kabinet telah bertambah, dianggotai oleh Ketua Menteri dan lapan

Menteri Kabinet. Pada tahun 1968 anggota Dewan telah bertambah kepada 48 susulan

daripada perubahan perlembagaan Dewan. Tiga anggota Dewan berdasarkan jawatan dan

anggota yang dicalonkan telah dihapuskan.

Selepas Pilihanraya Umum pada tahun 1969, kesemua anggota Dewan yang dipilih

sebagai wakil rakyat adalah berdasarkan prinsip seorang wakil satu kawasan, sejajar

dengan amalan universal.

Anggota Dewan bertambah kepada 56 orang pada April 1987. Bilangan anggota

Dewan terus meningkat pada tahun 1996 kepada 62 wakil rakyat dan 71 wakil rakyat pada

tahun 2006. Selaras dengan persempadanan semula ataupun change of concessional

boundary semula kawasan pilihanraya pada tahun 2014, kini kita memiliki 82 wakil rakyat

sebagai anggota Dewan.

Persempadan semula kawasan pilihanraya Negeri adalah penting bagi memastikan

pentadbiran dan pembangunan yang lebih berkesan. Sarawak boleh berbangga kerana

mempunyai bilangan perwakilan yang paling besar berbanding negeri-negeri lain di

Malaysia ini.

Komposisi anggota juga adalah pelbagai dari aspek fahaman politik, etnik dan

strata masyarakat. Penggunaan bahasa tempatan dalam sesi persidangan adalah sesuatu

yang unik yang mencerminkan sikap bertolak ansur dan saling menghormati bahasa dan

budaya penduduk-penduduk Sarawak yang berbagai rupa.

Kematangan Dewan ini dicerminkan melalui topik perbahasan yang menyeluruh

dan menyentuh isu-isu tempatan, nasional dan global. Perbahasan ini menjurus kepada

kepentingan Negeri dari segi kestabilan politik, kesaksamaan ekonomi dan kesejahteraan

sosial rakyat yang pelbagai di Sarawak.

PERANAN DEWAN UNDANGAN NEGERI

Lambang Kedaulatan Negeri

Tuan Speaker, Dewan Undangan Negeri adalah lambang kedaulatan Negeri

Sarawak. Sejarah kedaulatan sesebuah Negara dan bangsa berkait rapat dengan

semangat patriotik dalam mempertahankan maruah, bangsa, agama dan Negara.

Semangat patriotism ini merujuk kepada perjuangan dan pengorbanan yang

berasaskan nilai-nilai cinta, kesetiaan, kebanggaan, keikhlasan, kesanggupan dan

komitmen seorang manusia kepada agama, bangsa dan negaranya.

Sejarah telah menunjukkan bahawa semangat patriotism merupakan pra-syarat

utama dalam pembentukan satu Negara bangsa yang berjaya. Sejarah juga telah

membuktikan bahawa bangsa yang mengkhianati Negaranya sendiri akan terjajah dan

akhirnya mengalami kekacauan.

Tuan Speaker, dalam memastikan kedaulatan negeri ini sentiasa terjamin, marilah

kita mengimbas kembali sejarah kita semasa dijajah oleh orang asing. Segala kekayaan

hasil bumi kita dikaut oleh penjajah untuk kepentingan mereka. Sebaliknya, kita hidup

serba kekurangan dan hanya menyaksikan sumber kekayaan negeri disusun mengikut

dasar penjajah yang hanya melihat kepentingan bukan lebih luas seperti sekarang ini untuk

semua rakyat dan semua kaum.

Setelah kita mencapai kemerdekaan dan berkerajaan sendiri, kita dapat mengurus

sumber kekayaan kita untuk kesejahteraan rakyat. Kita dapat mencorakkan pembangunan

negeri ini mengikuti acuan kita sendiri. Kita tidak lagi bergantung harap dengan orang luar

untuk menentukan hala tuju pembangunan negeri kita ini. Kita juga tidak terikat dengan

telunjuk mana-mana kuasa asing kerana kita merupakan negeri yang merdeka dan

berdaulat dalam bidang yang telah ditentukan dalam bentuk satu Federation. Kini kita

dapat melihat kejayaan kerajaan kita sendiri memakmurkan Negeri kita yang tercinta. Saya

menyeru kepada semua rakyat untuk terus bersama-sama mempertahankan kedaulatan

negeri ini dan menzahirkan cita-cita rakyat yang memilih mereka seperti dilafazkan oleh

rakyat yang bergerak di kalangan rakyat biasa dan mengurus apa yang dizahir oleh

pemimpin mereka dan memahami kepentingan rakyat dari dasar yang mengekalkan

pengaruh rakyat sendiri.

Lambang Perpaduan Rakyat

Tuan Speaker, kita sangat bersyukur kerana penduduk di Negeri Sarawak ini hidup

dalam suasana aman-damai dan bersatu-padu. Dewan ini juga adalah lambang perpaduan

antara kaum di Negeri ini. Keahliannya terdiri daripada wakil rakyat yang dipilih daripada

pelbagai bangsa dan latar belakang. Suasana ini mencerminkan amalan demokrasi

sentiasa subur di Negeri kita ini yang memperjuangkan aspirasi rakyat seluruhnya.

Walaupun berbeza fahaman dan perjuangan politik, ahli-ahli Dewan masih dapat berbahas

dalam suasana tatatertib dan penuh sopan santun sesuai dengan semangat hormat-

menghormati yang menjadi asas perpaduan di Negeri ini dan yang paling memudahkan

untuk mereka memperjuangkan kepentingan rakyat seluruhnya.

Saya menyeru agar rakyat di Negeri ini terus memupuk semangat perpaduan tanpa

mengira latar belakang, budaya dan kepercayaan. Perpaduan dalam kepelbagaian

merupakan asas kekuatan Negeri kita ini untuk mengharungi cabaran yang lebih besar dan

kompleks, khususnya dalam era globalisasi dan perkembangan pesat teknologi. Negara

akan berubah lebih cepat dan kita akan menghadapi banyak masalah-masalah baru yang

berkehendak kepada kita memikirkan penyelesaian yang paling baik untuk rakyat.

Saya juga menyeru kepada rakyat supaya tidak mudah terpedaya dengan

sebarang usaha yang menggugat perpaduan dan kehormanian di Negeri ini. Saya gembira

atas usaha Kerajaan dalam memperkukuhkan lagi perpaduan yang sedia ada ini di

kalangan rakyat di Negeri ini.

Lambang Kedaulatan Perlembagaan

Tuan Speaker, peranan Dewan Undangan Negeri kini semakin kompleks. Selain

dari fungsi perundangan, Dewan Undangan ini juga berfungsi menjaga kedaulatan

perlembagaan, hak berpelembagaan Negeri Sarawak dan rakyat Sarawak.

Dewan Undangan Negeri adalah forum kepada ahli-ahli Dewan memberi khidmat

nasihat, menilai dasar-dasar dan memantau pelaksanaan rancangan-rancangan Kerajaan

yang membawa pembangunan kepada Negeri kita. Dewan Undangan Negeri

bertanggungjawab meluluskan perbekalan dan memastikan wang awam di belanja

mengikut kelulusan demi kepentingan Negeri dan kesejahteraan rakyat keseluruhannya.

Dewan Undangan Negeri menyediakan forum kepada ahli-ahli Dewan untuk

menyuara dan berbincang secara terbuka mengenai keperluan rakyat dan isu-isu berkaitan

dengan kepentingan Negeri kita.

Oleh yang demikian, saya menyeru agar Ahli-Ahli Yang Berhormat dapat terus

melaksanakan tugas, peranan dan tanggungjawab sebagai Ahli-ahli Dewan Undangan

Negeri Sarawak dalam mempertahankan kedaulatan Negeri kita yang tercinta,

memperjuangkan keamanan dan perpaduan rakyat dan membela nasib rakyat yang kita

kasihi, mengikuti cita-cita yang mereka idam menerusi pembangunan Parti masing-

masing.

PEMBANGUNAN POLITIK DAN SOSIO-EKONOMI

Kestabilan Politik Asas Kemakmuran Negeri

Tuan Speaker, bersempena dengan persidangan Khas Dewan Undangan Negeri

Sarawak yang ke-150 pada hari ini, marilah kita memperingati dan meraikan jasa dan

sumbangan yang telah dicurahkan oleh pemimpin-pemimpin terdahulu dan pengorbanan-

pengorbanan mereka yang memelihara politik Negeri supaya kekal menjadi wahana suara

rakyat di semua lapisan. Mereka ini bangun dan mewakil semua kaum dalam Negeri

Sarawak.

Sarawak telah dipimpin oleh mendiang Datuk Stephen Kalong Ningkan, sebagai

Ketua Menteri Sarawak yang pertama selepas kemerdekaan bermula pada 22 Julai 1963

sehingga September 1966. Kepimpinan beliau pada masa itu berhadapan dengan

konfrontasi Indonesia yang menentang pembentukan Negara Malaysia yang memasuki

Sarawak sebagai sebuah negeri dalamnya. Perjuangan beliau diteruskan oleh mendiang

Penghulu Tawi Sli, Ketua Menteri Sarawak yang kedua.

Pada tahun 1970 kepimpinan Negeri Sarawak diterajui oleh Allahyarham Datuk

Patinggi Haji Abdul Rahman Ya’kub, Ketua Menteri Sarawak yang ketiga. Semasa

kepimpinan beliau, Kerajaan berjaya menghapuskan ancaman bawah tanah daripada

komunis melalui Deklarasi Sri Aman yang membawa kepada pertukaran nama

Simanggang kepada Sri Aman. Kejayaan ini membawa keamanan dan kestabilan politik

di Negeri Sarawak yang berkekalan sehingga dirasai sampai sekarang ini.

Saya amat bertuah, sebagai Ketua Menteri Sarawak yang keempat pada tahun

1981 kerana mewarisi legasi keamanan dan kestabilan politik yang telahpun diusaha dan

dibangunkan oleh orang-orang sebelum saya sebagai pemimpin negeri Sarawak. Keadaan

ini membolehkan saya memberi tumpuan khusus kepada Falsafah Politik Pembangunan

yang telah terlibat dalam menyusun semua bentuk hidup di bandar dan di luar bandar.

Politik Pembangunan telah membawa kejayaan dan memberi faedah kepada

rakyat dengan menyediakan lebih banyak peluang pekerjaan dan perniagaan yang telah

meningkatkan pendapatan dan taraf hidup rakyat semakin luas di teluk pesok Negeri kita.

Kepimpinan negeri Sarawak diteruskan oleh Allahyarham Pehin Sri Haji Adenan

bin Satem, sebagai Ketua Menteri Sarawak yang kelima. Kepimpinan beliau, walaupun

singkat, telah meneruskan kesinambungan kepimpinan terdahulu dalam melaksanakan

pelbagai inisiatif, program dan projek pembangunan yang bersifat people centric.

Beliau tegas dalam memperjuangkan hak-hak autonomi Negeri Sarawak ini serta

mengusulkan pengembalian kuasa daripada Kerajaan Persekutuan kepada Kerajaan

Negeri selaras dengan apa yang termaktub dalam Perjanjian Malaysia 1963.

PERPADUAN PEMANGKIN PEMBANGUNAN

Tuan Speaker, kita bersyukur kerana memiliki pemimpin yang dinamik, berwibawa

dan bertanggungjawab serta mementingkan keamanan dan kesejahteraan rakyat.

Kestabilan politik yang dicapai melalui amalan konsep perkongsian kuasa membolehkan

rancangan pembangunan dapat dilaksanakan dengan jayanya. Bumiputera ataupun bukan

bumiputera telah pun faham bahawa ekonomi Negeri ini bergantung dengan semua pihak

dan khasnya apakala mereka bekerjasama.

Kita amat bertuah kerana setiap kaum di Negeri ini telah mengamalkan sikap

kemesraan, saling hormat menghormati dan bertoleransi. Amalan ini merupakan aset

penting yang harus dikekalkan bagi memastikan tumpuan dapat diberikan kepada

pembangunan Negeri demi kesejahteraan rakyat. Kita hendaklah mengambil iktibar

daripada pergolakan yang berlaku di negara-negara lain yang telah merencatkan

pembangunan, kemusnahan harta, kehilangan jiwa yang akhirnya membawa penderitaan

kepada rakyat.

Kita harus menghargai nikmat keamanan yang telah diwarisi selama ini. Saya yakin

Sarawak berada di landasan yang betul kerana kekuatan terletak pada perpaduan pelbagai

kaum di Negeri ini. Kita haruslah menolak sebarang anasir luar yang berniat menganggu

gugat dan menjejaskan keharmonian kita selama ini.

Ingatlah, bukan senang untuk kita membina perpaduan dan keamanan dalam

masyarakat yang berbilang kaum. Dalam masa selepas merdeka, perlu dipelihara dengan

kepimpinan politik yang diaturkan berpuluh tahun dengan kerjasama di antara kita. Setiap

unsur yang merapatkan hubungan kaum seperti sekarang ini haruslah diteruskan.

PEMBANGUNAN SOSIO-EKONOMI

Struktur Ekonomi Selepas Kemerdekaan

Tuan Speaker, sejak kemerdekaan, kita bergantung kepada ekonomi sara-diri.

Usaha yang lebih giat dilaksanakan untuk membangunkan ekonomi kita selepas

kemerdekaan. Cabaran di awal kemerdekaan seperti ini dengan konfrontasi penubuhan

Malaysia dan ancaman komunis tidak sedikitpun melemahkan semangat kita untuk

melaksanakan agenda pembangunan Negeri ini. Malah ancaman besar ini telah berjaya

ditangani atas kebijaksanaan dan kewibawaan para pemimpin dahulu dan sekarang. Ini

membolehkan usaha dapat ditumpukan sepenuhnya kepada perancangan dan

pembangunan sosio-ekonomi.

Mempelbagaikan Aktiviti Ekonomi

Kita bersyukur kerana Sarawak dikurniakan dengan sumber alam semula jadi yang

banyak. Pada peringkat awalnya, kita hanya mengeksport sumber ini dalam bentuk

komoditi seperti minyak mentah dan kayu balak. Oleh itu, peluang pekerjaan dan

perniagaan amat terhad pada ketika itu.

Selepas itu usaha perancangan yang lebih rapi dan tersusun telah dilaksanakan

untuk mempelbagaikan lagi dan menambah nilai aktiviti ekonomi kita, khususnya aktiviti

hiliran berasaskan sumber semula jadi. Aktiviti pertanian sara diri telah berubah wajah

dengan pembukaan ladang-ladang komersial yang dapat menyediakan lebih banyak

peluang pekerjaan dan perniagaan untuk rakyat meningkatkan taraf hidup mereka.

Pembangunan Infrastruktur

Kerajaan telah membangunkan infrastruktur asas seperti jalan raya, bekalan air dan

elektrik serta telekomunikasi bagi menyokong pembangunan sosio-ekonomi di seluruh

Negeri. Pembangunan infrastruktur logistik pelabuhan dan lapangan terbang juga telahpun

merancakkan aktiviti ekonomi di Negeri ini. Disamping itu, kita telahpun dapat membuka

peluang bagi sebanyak-banyaknya anak Sarawak menuntut ilmu pengetahuan sejauh

kebolehan mereka dapat mereka gunakan.

Pembangunan Modal Insan

Kerajaan juga membangunkan modal insan untuk menyokong pembangunan

ekonomi. Institusi-institusi pendidikan dan pusat latihan telah ditubuhkan untuk melatih

modal insan kita bagi memenuhi keperluan industri khususnya tenaga kerja mahir dan

separa mahir. Ini telah memberi peluang kepada penduduk tempatan yang sebahagian

besarnya masih muda dan mudah dilatih menjadi tenaga kerja mahir.

Transformasi Luar Bandar

Tuan Speaker, saya gembira Kerajaan mengambil berat mengenai kebajikan

penduduk di kawasan luar bandar. Saya memuji usaha Kerajaan untuk mempercepatkan

pembangunan di kawasan luar bandar supaya keadaan yang kurang equal di antara rakyat

kita dapat kita hapuskan tidak lama lagi. Melalui pembangunan sektor luar bandar banyak

potensi ekonomi telah diusahakan. Tanah-tanah terbiar juga telah dimajukan dengan

pembangunan perladangan komersial yang telah meningkatkan kepada pendapatan

penduduk di luar bandar. Usaha untuk memperluaskan akses kepada perkhidmatan

kesihatan dan pendidikan di luar bandar juga telah memberi manfaat dan dinikmati oleh

penduduk-penduduk.

Transformasi Ekonomi Melalui SCORE

Kerajaan terus berusaha mentransformasikan ekonomi Negeri dengan menerokai

sumber kekayaan baru. Saya gembira dengan usaha ini yang telah membuahkan hasil

dengan pelaksanaan pembangunan SCORE. Melalui SCORE kita berjaya membangunkan

sumber potensi tenaga hidro-elektrik untuk mempercepatkan proses perindustrian

Sarawak. SCORE kini telah menarik banyak pelaburan khususnya dalam industri berat

berintensifkan tenaga. Saya gembira kerana industri-industri yang beroperasi di kawasan

SCORE telah membuka banyak peluang pekerjaan dan perniagaan kepada penduduk-

penduduk tempatan.

Pencapaian Sosio-Ekonomi

Usaha-usaha ini telah meningkatkan Keluaran Dalam Negeri Kasar (KDNK) kepada

RM124 bilion pada tahun 2016 berbanding dengan hanya RM550 juta pada tahun 1963.

Satu kenaikan pendapatan yang berpuluh ganda naik. Dalam tempoh yang sama, nilai

eksport telah mencecah RM77 bilion pada tahun 2016 berbanding hanya RM373 juta pada

tahun 1963.

Manakala jumlah pekerjaan kini adalah sebanyak 1.2 juta pada tahun 2016

berbanding hanya 294 ribu pada tahun 1963. Sarawak kini telah mencapai taraf guna

tenaga penuh dengan kadar pengangguran kurang daripada 4 peratus. Saya bersyukur

dengan adanya peluang-peluang pekerjaan dan perniagaan di Negeri ini, kadar

kemiskinan berjaya dikurangkan daripada inisiatif Ekonomi Digital yang memberi dimensi

baru kepada aktiviti ekonomi Negeri Sarawak. Inisiatif ini jelas menunjukkan kepimpinan

Yang Amat Berhormat Ketua Menteri baru kita yang berwawasan jauh dan peka dengan

perubahan semasa ekonomi seluruh dunia.

Ekonomi Digital membuka banyak peluang untuk generasi muda terlibat dalam

bidang keusahawanan. Saya yakin anak-anak muda kita merupakan golongan yang kreatif

dan inovatif sesuai dengan kehendak era digital dan mampu mencipta nama dalam bidang

masing-masing di peringkat antarabangsa nanti. Saya menasihatkan agar anak-anak

muda kita merebut peluang yang disediakan oleh Kerajaan untuk memperlengkapkan diri

dengan ilmu pengetahuan dan kemahiran dalam teknologi digital.

Saya juga ingin menyeru agar semua pihak menghargai dan menyokong usaha

dan inisiatif yang dilaksanakan oleh Kerajaan agar ianya memberi manfaat kepada kita

semua. Era digital pastinya akan mengubah cara kita hidup dan bekerja. Oleh sebab itu,

merekalah yang terus membina kekuatan dan jati diri dalam usaha mengejar

pembangunan dan cabaran di era digital yang sudah pun bermula.

Tuan Speaker, saya yakin pendekatan baru pembangunan negeri yang

diperkenalkan oleh kepimpinan Yang Amat Berhormat Ketua Menteri seperti penubuhan

Development Bank of Sarawak (DBOS), Petroleum Sarawak Berhad (PETROS) dan

Sarawak Multimedia Authority (SMA) akan menjadi pemangkin kepada pembangunan dan

pertumbuhan ekonomi Negeri.

Saya juga gembira kerana kepimpinan Yang Amat Berhormat Ketua Menteri terus

memperjuangkan hak dan kepentingan Negeri Sarawak khususnya dalam konteks

Malaysian Agreement 1963 (MA63) dan hak-hak eksklusif ke atas persempadanan

perairan laut dan sumber galian kita.

PENUTUP

Tuan Speaker, sebelum saya mengakhiri ucapan pembukaan Persidangan Khas

Dewan Undangan Negeri Sarawak sempena Ulangtahun Yang Ke-150 Dewan Undangan

Negeri Sarawak ini, saya juga ingin berpesan kepada Ahli-Ahli Yang Berhormat sentiasalah

bermuhasabah diri dan menilai khidmat dan tanggungjawab yang telah dilaksanakan di

kawasan masing-masing.

Pembangunan dan kemajuan yang dirancang hendaklah sentiasa berpaksikan

keperluan rakyat tanpa mengira latar belakang. Saya menyeru kepada Ahli-Ahli Yang

Berhormat, sentiasa terus turun padang dan mendekati dan mendengar ‘denyut nadi’

daripada rakyat seperti telah kita dapat jalankan berpuluh tahun selamanya.

Tuan Speaker, sempena persidangan ini juga, saya ingin mengambil kesempatan

untuk mengucapkan Selamat Tahun Baru Cina kepada semua yang meraikannya

termasuk orang bukan Cina. Sambutlah perayaan ini bersama-sama keluarga dan sahabat

handai dengan penuh meriah dan keriangan. Saya percaya, sambutan perayaan ini

pastinya lebih meriah dengan kehadiran rakan taulan dari kalangan bangsa-bangsa lain

Tuan Speaker, I have also written in yesterday requesting for the debate to be

Tuan Speaker, I have done some research; there are other parliaments in the world

where they celebrated 150 years anniversaries. They have special meetings and Members

of the House from both sides were given opportunities to participate in the debate to

address the House. 150 years is a very auspicious occasion and we have a special sitting

for this purpose.

May I cite some examples? In Canada, Canada Parliament celebrated 150 years

anniversary on the 6th November 2017, just last year. Members of Parliament were allowed

to address the House, Opposition leaders including other members of parliament were

allowed to address the House. New Zealand, on 24th May 2004, also had a special sitting,

celebrating 150 years anniversary of the Parliament. All the members and leaders of the

opposition were allowed to speak. Sri Lanka celebrated their 70 th anniversary on the 3rd

October 2017. Leaders of the opposition were also allowed to speak.

Tuan Speaker, after 150 years of DUN, we can consider ourselves as a very mature

institution of democracy. And, Tuan Speaker, you have always say that, in the parliament,

in the House, the minority will have its say and the majority will have its way. Now, for the

celebration of this 150 years anniversary of this House, I believe, it is only appropriate that

Members of the Opposition including other Members from the backbenchers, should be

given the chance to debate and express their views on this occasion.

So, Tuan Speaker, may I get the ruling from you for the proceedings?

Bismillahirrahmanirrahim. Assalamualaikum Warahmatullahi Wabarakatuh. Tuan Speaker,

Ahli-ahli Yang Berhormat, Alhamdulillah, kita bersyukur ke hadrat Allah S.W.T. kerana

dengan kehendakNya, kita dapat bersama-sama berada di Persidangan Khas Dewan

Undangan Negeri Sarawak bersempena dengan Ulang Tahun yang ke-150 Dewan

Undangan Negeri Sarawak.

Persidangan kali ini begitu istimewa kerana kita dapat bersidang dan meraikan

Ulang Tahun yang ke-150 Dewan Undangan Negeri Sarawak dalam suasana yang aman

dan harmoni. Hari ini juga merupakan hari yang penuh bermakna bagi seluruh rakyat di

negeri ini. Dewan Undangan Negeri Sarawak telah mencatat sejarah sebagai Dewan

Undangan Negeri yang tertua di Negara ini dan telah mengecapi kegemilangannya sejak

sekian lama.

Tuan Speaker, saya juga mengucap tahniah kepada rakyat Sarawak yang diwakili

oleh 82 Ahli Dewan Undangan Negeri ini dari kedua-dua belah pihak, both sides of the

House dari pelbagai kaum dan agama kerana mempunyai institusi Dewan Undangan

Negeri yang mempunyai sejarah gemilang dan menjadi simbol perhubungan rakyat dan

pemerintah sebagai tiang demokrasi di negeri yang bertuah ini. Pada saat ini kita berasa

syukur kerana keamanan dan kemakmuran yang kita kecapi menjadi platform untuk kita

bergerak dalam satu nada dan satu irama.

Contributions of Our Past Leaders

Tuan Speaker, let me start by saying, how honoured it is for me to be standing here,

in this Special Sitting of this august House, to commemorate the 150 th Anniversary of our

most cherished institution, the Sarawak Legislative Assembly. It is this august House that

has charted the very unique history of our beloved Sarawak, the land all we Sarawakians

love so much.

The Sarawak Legislative Assembly is not merely a building but a group of true,

dedicated and chosen Sarawakian leaders who come together or assembly to debate and

agree on the path by which Sarawak should take, now and in the future. Where we are now

today, of course, is the result of the efforts and contributions and sacrifices of our past

leaders, some of whom we are lucky still with us in our midst today.

I wish, therefore, to take this opportunity to thank all our leaders, past and present,

for the contributions and sacrifices that they, and you, have made in this august House for

Sarawak.

I shall not be forgiven, if on this special occasion, that I shall overlook the presence

of a giant in our midst in this august House. He has just reminded us a moment earlier of

the sacred duties of this august House for Sarawak and the contributions and sacrifices of

the leaders who had come before us. But he himself is a first among equals.

It is therefore, with great humbleness that, on behalf of all Members of this august

House, and on behalf of all Sarawakians and the Government, that I express my greatest

appreciation to His Excellency, Tun Pehin Sri Haji Abdul Taib Mahmud, the Governor of

Sarawak, for his immense contributions and far sighted vision in transforming Sarawak into

a modern State during his 33 years stewardship as the Chief Minister of Sarawak. His

Excellency’s vision and wisdom will continue to guide us as we all brave our way through

for Sarawak in the coming years.

Digital Economy

Tuan Speaker, we have to look into the future and as Head of this Government, I

have tried to identify the future of Sarawak’s direction and in this instant I have launched

Digital Economy. In the economic development of Sarawak, the ball is now squarely in our

own court. We have to reposition Sarawak in the context of the world economy. We have

to develop economic and development policies that take full cognizance of the strategic

advantages and challenges of Sarawak.

We also have to develop policies which focus more on the income, wealth and well-

being of all Sarawakians. This can be achieved by mobilizing our community leaders and

our communities so that they can look after themselves by them seizing the opportunities

which they can find around them. It is the job of the Government to create new opportunities

by pursuing aggressive policies to open up the economy and to encourage competition and

efficiency.

Sarawak has been relying on resource-based industries to enhance our economic

growth. While we have been very successful in this path of development, and created an

enormous amount of wealth from Sarawak, this path unfortunately cannot be pursued

indefinitely into the future by virtue of the fact that our natural resources are finite. What we

must do now is to optimize the returns on our natural resources today so that we can still

manage those natural resources which can be sustained into the future.

At the same time, we have to reinvest the returns which we have earned from the

exports of our precious natural resources into non-resource based industries which can

create good jobs for our young people in urban and rural centres. These non-resource

based industries are often heavy on technology and capital. Our young people must

therefore be properly trained so that they are creative in the use of their talents rather than

simply earning a livelihood by the sweat of their brows.

Tuan Speaker, our step forward into the Digital Economy is indeed a bold decision

which we must take in order that Sarawak is not further behind in the global economy. The

digital world has overtaken the world and Sarawak must be a party to that global digital

economy.

We have set up the Sarawak Multimedia Authority (SMA) under the Sarawak

Multimedia Ordinance 2017 as a one stop agency that sets the direction and policy of the

digital economy for Sarawak.

The key implementing agency is the Sarawak Digital Economy Corporation or

SDEC, a private company which is a wholly owned subsidiary of the SMA. We launched

our first version of the Sarawak Digital Economy Strategy on 13 th December 2017. Our

basic strategic focus is to apply the digital technology to increase the productivity of our

traditional sectors such as agriculture, tourism and manufacturing.

There are also opportunities for us to create new sectors such as digital

Government, e-commerce, smart city, and digital health. These new sectors are being

created by the digitization of unstructured data into what is now called Big Data. But

crucially, all these new technologies and applications will have to be accomplished by

young talented people and we need to steer them into these directions, thereby creating

high-income opportunities for them.

The Strategy focuses on the development of the 29 economic sectors which

include: Agriculture, Manufacturing 4.0, Tourism, Smart City, Digital Health, e-Commerce

and Digital Government. There are 18 enablers that include: Digital Infrastructure, Digital

Skills and Talent Development, Research and Development, Digital Innovation

Entrepreneurship, Digital and Data and Cyber Security. In all, there are 47 strategic actions

covering 29 economic sectors and 18 enablers which are to be implemented in the next

five years from now to 2022.

Developing Smart and Competitive Cities

Tuan Speaker, as we develop for the future, our cities must become more

competitive in order to attract capital, businesses, talent and visitors to help spur our

economic growth. In developing competitive cities, we are being guided by seven principles

namely enhancing economic density, expanding transit orientated development,

strengthening knowledge based cluster, enhancing liveability, adopting green based

development and practices, ensuring inclusivity and strengthening digital infrastructure for

smart cities.

Competitiveness includes liveability by providing integrated public transportation,

affordable housing, education, business centres and health facilities. Our cities must also

be smart and green with high speed and reliable broadband networks, more parks and

green areas as well as sport facilities. With the provision of these infrastructures and

facilities we expect more people will visit, live and work in the cities.

Transforming Rural Areas

Tuan Speaker, we must not forget our rural areas. We have to transform our rural

areas. As our urban centres become more competitive, our rural areas must also be

transformed in order to be able to retain its people and communities in order to reduce the

rural-urban drift. We have to find new ways to increase rural incomes and wealth as well

as to improve the quality of life in rural areas. The rural economy should not be just about

agriculture. The rural economy can also be about industries, the digital economy as well as

services.

This is because of the revolution brought about by technology which allows

information and communications to be done across vast distances in split second. This is

why I want telecommunications to go even to the remotest communities in Sarawak. This

is our challenge and our challenge to all those talent in the digital economy to come up with

solutions for remote Sarawak – at reasonable cost, of course.

Currently, we have several strategic initiatives for the rural economy: Rural Growth

Centres, Resettlement Schemes, Rimbunan Kasih, Poverty Eradication Programmes,

Rural Transformation Centre, Rural ICT Training, Agropolitan and NCR Land Development.

We may have to re-strategise in light of the new opportunities presented by the digital

economy.

In developing the rural areas, we are modernizing and commercializing the

agriculture sector with greater private sector participation and digital technology

applications. These include the application of Internet of Things (IOT) for smart farming,

and collection, processing and packaging centre (CPPC) as well as e-Commerce for

marketing of our agriculture produce.

Three new development agencies namely Upper Rajang Development Agency,

Highland Development Agency and the Northern Region Development Agency have been

established under RECODA to play the role of coordination of development plans by the

State Planning Authority and facilitate the implementation of programs and projects of

various Ministries, Departments and Agencies in the three regions. They will also provide

feedback on local development needs and plans to the State Planning Authority. RECODA

will continue to play its current role of coordinating SCORE projects for the Government.

Water Resources

Tuan Speaker, water resources is very essential. Sarawak has substantial water

resources which we can use to create new economic opportunities. Our Bakun and Murum

HEP Dams are attraction industries to Samalaju while at the same time revitalizing rural

communities which would otherwise have been left to their own traditional ways of doing

things. In time to come, the Baleh HEP Dam will come on stream to trigger new industries

such as server farms and data farms, as well as to inject new vitality to the communities in

Kapit.

By themselves, these hydro dams are economic resources especially with respect

to the bodies of water. These include tourism, recreation, aquaculture, community

development as well as conservation.

With our four HEP Dams namely Batang Ai, Bakun, Murum and later Baleh, we can

create and integrated water supply system. The State Water Grid System is currently being

studies for its feasibility. This grid system can supply clean water to the villages and

longhouses in the rural areas and for agriculture development purposes. Water from the

dams can also be used to produce hydrogen fuel cell which can be utilized to power our

public transport system in the near future.

Malaysia Agreement 1963

Tuan Speaker, the rights of Sarawak are sacred to all Sarawakians. It is

unquestionable that we should naturally wish to defend the rights of our own State. Our

destiny can be decided by Sarawakian themselves. Sarawak, like other States in the world,

has existed since time immemorial. At various times in the past, we might have been

governed by foreign powers, hostile or benevolent.

In recent history, the path to democratic rule begun with the establishment of the

Council Negeri on 8th September 1867. But it was only on 22nd July 1963 that Sarawak was

granted self-governance with the appointment of a Sarawakian, Tan Sri Datuk Amar

Stephen Kalong Ningkan, as the Chief Minister and the setting up of the Supreme Council

comprising members of the Council Negeri. Sarawak signed the Malaysia Agreement on

9th July 1963 with the British Government, Sabah and Singapore and of course the

Federation of Malaya.

The Malaysia Agreement 1963 contains the terms under which Sarawak is part of

the Federation of Malaysia, to safeguard the special interests of Sarawak. The Malaysia

Act was passed to amend various articles of the Federal Constitution. The Immigration Act

was passed to entrench the rights of Sarawak to control entry into the residence in the

State.

The recommendations in the Inter-Governmental Committee Report (IGC Report)

were annexed to the Malaysia Agreement. It was agreed that Sarawak can take whatever

actions – be they legislative, administrative and executive to fully implement those

recommendations to safeguard the special interests of Sarawak which have not already

been incorporated into the Federal Constitution after Malaysia Day.

A high level special task force is looking at all ways and means for us to present our

position to the Federal Government consequent to the resolutions passed in the last DUN

Sittings.

We are also seeking to restore our rights to the 12 nautical miles which was limited

to 3 nautical miles by the Territorial Sea Act 2012.

Tuan Speaker, we will exert our mining rights including oil mining as part of the

rights of Sarawak in the Federal Constitution despite the Petroleum Development Act 1974

(PDA) which gives PETRONAS the right to explore and mine for petroleum in Sarawak.

The process of Devolution of Power was started on 20th January 2016. Phase One

resulted in an agreement on 13 points of administrative empowerment. Phase Two gives

priority to financial matters, oil, mineral and gas including distribution of gas and revenue

from land. And this is the 2nd phase we are in.

Oil and Gas

Tuan Speaker, while raising our petroleum royalty from 5% to 20% is still on our

agenda, greater emphasis is now being placed on the development of the oil and gas

industry in Sarawak. This will be spearheaded by Petroleum Sarawak Berhad or Petros

which will become an active player in the industry within two years.

Last year, we have decided to set up methanol plant owned by Sarawak and

subsequently its derivatives in Bintulu.

This year, on 15th January 2018, a Term Sheet has been signed between the

Sarawak Government and Petronas concerning our 10% equity stake in the MLNG Plant

Train 9. We are also working with Petronas for a larger equity in MLNG 3 Plant. Let me

emphasize here that Sarawak’s equity in the MLNG projects is our privilege which is

exclusive to us.

Petronas has also been directed by the Sarawak Government to consult Sarawak

on the utilization of gas from any new fields. This is to ensure that Sarawak has the first

right of refusal in using the new sources of gas for the development of our oil and gas

industries as well as the development of other industries in Sarawak.

Brooke Dockyard, which is owned by the Sarawak Government has been awarded

the Bokor and Anjung projects for offshore Sarawak with a total worth of RM490 million.

The scope includes design, construction, offshore installation, hook up and commissioning,

the entire value chain of an offshore development project. This confidence paves the way

for further involvement in marginal fields in offshore Sarawak out of which we believe we

have the capability to derive more economic value.

Development Gap

Tuan Speaker, Sarawak is lagging behind many States that are located in

Peninsular Malaysia, in basic infrastructure development. These issues of development

gaps have been raised with the Prime Minister and the Federal Government. Sarawak

needs better road connectivity, better coverage for water, electricity and

telecommunications, better rural schools and better rural health care.

These are some of the major initiatives the State Government have taken up with

the Federal Government. All these are possible as a result of our good relationship with the

Federal Government. I must personally thank the Prime Minister for his sincerity and

seriousness in attending and making efforts to fulfill our requests. This is a huge step for

us to move forward in the spirit of the Malaysia Agreement 1963 in order that Sarawak fares

well within Malaysia.

Tourism

Tuan Speaker, tourism is an industry which many people talk about but few in the

world have successfully done it with. Mass tourism is destructive to the natural environment

and the ecosystem, but niche tourism is a specialty which requires pin-point focus and

precision. However, in the greater world of mass travel and mass communication, there are

plenty of opportunities to be had by attracting visitors to specific destinations in Sarawak.

Not just culture, adventure and nature.

This is why tourism is now being largely replaced by the concept of visitation, where

people visit a destination to live, to invest, to study, to work, to shop, to eat and drink, or

simply to relax. There is more to tourism than the leisure traveler and this is an area where

we in Sarawak shall explore much more extensively.

In this connection, not only do we have a brand for Sarawak tourism. We should

also have a brand for the whole of Sarawak just like any other countries.

CONCLUSION

Let me conclude, Tuan Speaker. Sarawak’s economic fundamentals are strong.

We have natural resource exports to back us up in the immediate years. Our small economy

can be transformed fairly quickly for the better. Our urban centers have seen rapid growth

in recent years while the rural native areas are undergoing steady development. The lives

of our people have seen vast improvement and their expectations are that our standard of

living shall continue to improve.

We will continue to ensure that our environment is well protected and conserved for

our future generation. We will manage our built environment in urban centers well. We will

ensure the productive and sustainable development of our forests.

With the availability of electric power, we will continue to industrialize our State.

Our population is young, with 70% in the working-age group. We will educate and

equip them with technical skills and knowhow.

We will continue to build the necessary basic infrastructure for economic growth,

especially road infrastructure, cyber infrastructure, utilities and telecommunication.

Tuan Speaker, our Public Accounts have a “Clean Certificate” from the Auditor

General for 2016 for the 15th consecutive year and a testimony to our good governance.

Our credit rating by international agencies is investment grade: A- that is stable

outlook by Standard & Poor’s, and A3 (stable outlook) by Moody’s Investors Service,

because of our sound financial management and performance, strong reserves and

budgetary prudence. Tuan Speaker, at the end of our financial year 2017 our surplus was

more than RM1 billion.

Our State Civil Service was recognized recently by the National CUEPAC

Leadership; CUEPAC – the National Workers Union representing Malaysian Civil Service

– they said that our Civil Service as the most efficient civil service in Malaysia. With the

support of the Civil Service under the leadership of the State Secretary, the efficiency of

service delivery especially in the implementation of Government projects and programs

and provision of services that lead to ease of doing business for both foreign and domestic

investors will continue to be the key engine of growth for the State.

Our strong economic fundamentals, good governance practices and sound financial

management are important for attracting investors. Sarawak will continue to promote and

attract more investors, both domestically and abroad, especially in high tech industry which

are capital and skills-intensive. In digital technology, we encourage ICT, creative industry,

private healthcare, transport and logistics system including e-warehousing.

Yesterday I was at the Swinburne University (Sarawak Branch), I could see the

talent of the young Sarawakian to produce a special application for Virtual-Reality and this

is a very advanced technology found in Sarawak, at par with the Swinburne University

Campus in Melbourne.

We will continue to ensure that our development strategies are inclusiveness, for

both the urban and rural areas. We will integrate the major cities and towns with rural

settlements for greater mobility of people and goods. The synergy of economic activities

will create more job and business opportunities and result in a balanced and inclusive

development.

Tuan Speaker, the future of Sarawak is bright because we have a solid foundation

built by our founding leaders, of a united and racially harmonious people, and political

stability. For that, we would like to thank our past leaders that had deliberated at the cost

of Sarawak and the future of Sarawak from Bintulu in 1867 until today, in this new august

House.

Tuan Speaker, I would like to congratulate the Sarawak State Legislative Assembly

and all members of the Sarawak State Legislative Assembly on the 150th Anniversary

Celebration of the Sarawak State Legislative Assembly. I would also like to congratulate

Tuan Speaker and your team for successfully organizing this historic and significant event.

My special appreciation goes to the State Secretary and all officers from various

State and Federal Ministers and Agencies for their contribution and support in making this

special event a success. To all I wish you a very good 150th Anniversary. My special thanks

goes to the Media for their coverage of this momentous event. Finally, I would like to wish

everyone a Happy Chinese New Year - Gong Xi Fa Chai! May this New Year brings you

prosperity, good health, good luck and good fortune and also for this Dewan Undangan

Negeri. With that once again, thank you very much.

Deputy Chief Minister and Minister for Infrastructure Development and

Transportation (Y.B. Tan Sri Datuk Amar Dr James Jemut Anak Masing): Thank you,

Tuan Speaker. I rise, Tuan Speaker, to thank Tuan Yang Terutama Yang di-Pertua Negeri

Sarawak for his gracious address this morning in commemoration of Dewan Undangan

Negeri 150th Anniversary. I also rise to speak in support of motion by Yang Amat Berhormat

the Chief Minister of Sarawak in conjunction with this auspicious occasion.

Tuan Speaker, today is indeed an honour and privilege for me to be standing here

in celebration of the 150th Anniversary of the oldest Council Negeri in Malaysia – the

Sarawak State Legislative Assembly.

On this historic occasion, we must remember, we must appreciate and be thankful

to our past leaders who had served, debated and introduced laws in this august House

which shaped this State to what it is today. Without our past leaders’ wisdom, their hard

work and dedication, Tuan Speaker, you and I will not be where we are today sitting in this

fabulous august House under its magnificent décor. What they have planted 150 years ago,

we enjoy them today. What they have developed 150 years ago, we must Tuan Speaker;

continue to improve in the years ahead.

As we discuss, as we argue the ways and means to improve this State of ours, let

us not rock the boat too much or else all of us will sink and perish due to our needs to prove

that we are better talker than our colleagues. In early 1960s during the confrontation with

Indonesia, and in the 1970s when Sarawak was fighting the communist insurgents,

Sarawak was in the brink of collapsing. If not for the bravery of our past leaders and

soldiers, we would not be living in comfort, relative prosperity and peace today.

Although some of our heroes are known and their names have gone down in history,

there remained other lesser known heroes and heroine whose names have not been

mentioned. Whether they are greater or lesser heroes and heroine, they have equally

spilled their bloods and shed their tears for the betterment of Sarawak. To us, these heroes

and heroine are second to none Sir, and to them their sacrifices shall be remembered for

generations to come. For this and to these people, let us all stand up, and honor our heroes

and heroine for giving them a minute of silence. Please stand up … (Bertafakur seminit).

Thank you.

Tuan Speaker, our leaders defended this country from hostility, both from within

and outside and later negotiated for our rights prior to the formation of Malaysia.

Unfortunately, some of our rights as enshrined in Malaysian Agreement 1963 were eroded

overtime and our dignity threatened as a result. Unless we are daring enough “to right the

wrong” that have been done unto us, we will go down in history as leaders who have

forgotten how hard our forefathers have negotiated for Sarawak, and leave our future

generations defenseless and maybe Sir, penniless…

Therefore, Tuan Speaker, I fully support the State Government effort to regain our

rights as enshrined in MA63 and, to MA63 we shall refer. Nothing more, nothing less.

Tuan Speaker, I am confident that Federal Government under Prime Minister Dato

Seri Najib, will honour MA63. If this request has been made during Tun Mahathir’s time, it

would have been viewed with disdained, hostility and treated as preposterous and high-

handedly dismissed!

Therefore, it would be to Sarawak’s benefit that Najib Tun Razak continues to stay

as the Prime Minister as he is the first top leader to have listened to our requests and taken

Sarawak needs and interests into consideration when making various decisions. As he is

also the first Prime Minister to have promise to let Sarawak reclaim back what is rightfully

ours in MA63, we have faith that he will do what is required based on his track records.

It is, therefore to the benefit of Ahli Yang Berhormat, on both sides of the House

and the people of Sarawak, for Barisan Nasional to win the coming election and Najib

remains as our Prime Minister to fulfill his unfinished business. As for the alternative Prime

Minister as proposed by the opposition, it will be disaster for Sarawak! There is a saying

Tuan Speaker which goes like this “You can never make the same mistake twice, because

the second time, it is NOT a mistake, it is a choice”

Therefore, we do not agree with the opposition for suggesting that Tun Mahathir to

be the Prime Minister of Malaysia after PRU 14 should they win. We will not make the same

mistake twice.

Tuan Speaker, with the advent of a new digital industrial technology known as

Industry 4.0, challenges will come in many forms, shapes and sizes. Personally, Tuan

Speaker, I belong to Jurassic age in terms of IT skills, but can foresee the importance of

digital skills, hence I concur with Chief Minister that we must understand the equipment

used by people in the digital world and the need for us to be connected in the cyberspace.

For us to make it possible, Tuan Speaker, Sarawakians have to be trained and

Sarawak prepped and prepared, otherwise we will be facing serious problem moving

forward into digital economy. Cyberspace connection allows us, Tuan Speaker, to do

promotion without boundaries in real time to our potential customers and consumers

worldwide. This makes dissemination of information and marketing of tourists’ destinations

to consumable foods much faster and cheaper.

In order for us to be cyberspace connected to the rest of the world, we must first

have the proper IT infrastructure which will no doubt, cost us big money. However, there is

another aspect infrastructure that we should not forget to be developed in tandem with IT

infrastructure which is physical connectivity. As a Minister tasked to build better

infrastructure, it is my sworn duty to build infrastructure and improve on physical

connectivity. Tuan Speaker, we can send photos of the cows which our farmers bred

though cyberspace to buyers worldwide. But for them to be able to transport those cows to

the buyers outside of their farms, they need physical connectivity and transportation hubs.

Only when the cows they bred are transported to the buyers, the puzzle will be considered

complete.

Because of this, Tuan Speaker Sir, while the Government is allocation fund to

create cyber-connectivity, please do not forget the fund I need for physical connectivity on

the ground. Cyber-connectivity must come together with physical connectivity. They must

be developed hand in hand; otherwise we will only create the desires for the products but

having no means to satisfy those desires. The ultimate result is frustration on the part of

our potential buyers.

Transforming Rural Areas

Tuan Speaker, I have been propagating and pushing for the development of rural

areas which have been left out from the corridors of progress, since the beginning of my

political carrier. At this juncture, I must admit that a lot has been done by the Government

to uplift the socio economy and well-being of the rural areas.

However, there is still so much to be done in bringing meaningful development and

investments to those rural pockets that was left out because of the lack of the roads and

other forms of infrastructure. These rural pockets recently connected, with meaningful

investment can be pegged to food production and related sectors that will automatically

serve as engines of growth for the region. The agenda for rural growth will therefore hinge

on our ability to unlock the potential, but neglected lands for large scale cultivation and

value-added development. One of the value added development for the area is the

proposed Baleh Hydro Electric Dam which will be completed in about 8 years’ time and the

associated infrastructures which come along with its development.

The formation and establishment of the Upper Rajang Development Agency

(URDA) is, therefore, a step by the Government towards this direction in accelerating rural

development and elevating the livelihood of the rural population. As the Chairman of URDA

my team and I will ensure that its objectives are met within our means.

However, Tuan Speaker, in order to attain holistic development, social programs

and education are very much required and to be implemented in tandem with infrastructure

development and economic investments. Only then, the areas will have a well balance and

meaningful development with participation from the local population.

Bakun Dam

Tuan Speaker, the taking over of 2,400 megawatt (MW) of Bakun Dam from the

Federal Government allows the State Government to have full control of our energy

resources. Besides that, Sarawak now also have full control over the development of the

surrounding assets such as picturesque reservoir lake with not less than 10 islands and

surrounding land banks. The potential of these areas are vast – covering tourism,

aquaculture, conversation, recreation and community development.

Tuan Speaker, Finally I would like to reiterate State Government’s commitment to

deliver two major infrastructural development over the next ten years.

i) To complete the construction of coastal highway which will include the

construction of 8 major bridges thus allowing for seamless drive from

Sematan to Miri.

ii) The construction of the Second Trunk Road which will be divided into two

packages. Package A is from Roban - Sebuyau - Kota Samarahan with the

length of 118 km. Package B, from Beong – Sri Aman- Lingga - Sebuyau-

Kota Samarahan with the length of 148 km. Both packages A&B with the total

distance of 266km will converge at Kota Samarahan. The construction of

these two trunks roads will reduce travelling time from Sibu to Kuching by 2

½ hours which will automatically save both fuel and travelling time, and will

be very beneficial both to our future business communities and other roads

users.

Tuan Speaker, we have survived 150 years and I am very confident Tuan Spekaer

that we will survive and grow much better in the next 150 years. Unfortunately, however,

not many of us who are here today, Tuan Speaker, will witness those success, but our

children and grandchildren will.

And finally Tuan Speaker, I would like to take this opportunity to wish all my Chinese

friends and all of us a Happy Chinese New year and Gong Xi Fa Cai and as usual Tuan

Speaker before I end , allow me to say some pantun.

Seratus lima puluh tahun DUN bersidang,

Hasil titik peluh nenek moyang,

Seratus lima puluh tahun DUN bertahan,

Terima kasih perwira Sarawak, kita ucapkan.

Tuan Speaker, we, as Honourable members, are indeed fortunate and privileged to

be here today to proudly celebrate and commemorate the 150th Anniversary of the Dewan

Undangan Negeri Sarawak. We are also grateful and appreciative that our Tuan Yang

Terutama Yang di-Pertua Negeri could graciously address this august House this morning

on this historic occasion. His Excellency's participation in this auspicious Ceremony

epitomises the unique relationship between the Head of State and the Legislature in our

parliamentary system of Government. The Head of State has always open each Session

of the Council Negeri since its inception and the relationship between the Head of State

and the Legislature has always been cordial and this provides the foundation for our

political stability and maturity.

It is indeed also opportune and appropriate that our Right Honourable the Chief

Minister who is also the Honourable Member for Satok to table a motion and seconded by

the Deputy Chief Minister who is also the Honourable member for Baleh to show our

appreciation and thanks to the Tuan Yang Terutama for his gracious address in conjunction

with this memorable occasion.

This month also marks the first anniversary of the appointment of the Honourable

Member for Satok as the Sixth Chief Minister of Sarawak. He is now the longest continuous

serving member of this august House. Allow me here, Tuan Speaker, to convey our

heartiest congratulations to him. We wish him every success in leading Sarawak to attain

greater heights of progress and development, particularly towards a digital economy and

to continue with the noble legacy of his predecessor, fondly remembered as “Tok Nan” with

his unique “Oo …... ha” greeting. Tok Nan's distinguished service and contributions,

especially his firm stand on Sarawak's autonomy, interests and rights will always be

cherished and remembered by the people of Sarawak and this august House.

Tuan Speaker, today we are here to pay tribute to the institution of parliamentary

democracy which has given us, our beloved State, Sarawak and our beloved nation

Malaysia, peace, unity, stability, harmony, development and progress. We are proud to

note that this institution of Council Negeri in Sarawak has undergone 150 years of

evolutionary changes and continuity and able to withstand the test of time where the tenets

of democratic practices had not only been sustained, but have also been strengthened with

the passage of time. It has also been universally acknowledged as a model of parliamentary

democracy in the developing world, with high standards of debates and ministerial

accountability and the enactment of legislations that pave the way for the State's economic

progress and social development, preservation of our cultural heritage and inter-racial

harmony. Indeed we are all honoured and take pride to be associated with our Council

Negeri which is the oldest and largest State legislature in Malaysia and one of the oldest in

South East Asia.

We must record our appreciation to our past and present leaders who have

struggled and contributed in their own way towards the protection of democratic system

particularly during the early days of our Independence when the State faced internal unrest

caused by the armed insurgency and external threats from Sukarno's Confrontation of

Malaysia and the expansion of Communist ideology in South-East Asia.

Throughout its history, Council Negeri has provided the platform for people of all

races and all walks of life to provide leadership for the Country and to provide a foundation

for reaching consensus on all important issues that affect the well-being and interests of

our multi ethnic population. Through good times and bad, this august House had not only

entrenched a democratic way of Government but also, looked upon by the rakyat as an

institution wherein their views, concerns and expectations are seriously addressed and

solutions to their problems discussed and agreed upon for implementation by the Executive

Arm of Government for the common good of all Sarawakians. The greatness of Sarawak

lies in the ability of our diverse communities to preserve the dignity of living as a

harmonious, united and progressive society where peace, tranquillity and stability will

always prevail.

Tuan Speaker, we are not only here to remember history but we hope that we can

learn from history. The State's constitutional and legal history is of vital importance in order

to have a better appreciation of this august House in moulding this Country and in

safeguarding our democratic way of life. It laid the foundation for our State's administration

and over the years paved the way for its transformation and modernisation by the approval

of funds for use of technologies and other innovations to improve the service delivery

systems and for better communications both internally and with the outside world. The

Dewan continues to safeguard the interests of the people of Sarawak especially in its

relationship with the Federal Government. This is evident from the several important

resolutions unanimously passed recently by this august House on safeguarding the

constitutional rights of the State as provided in the Federal Constitution and under the

Malaysia Agreement 1963. On this occasion, it would not be out of order for us, as Members

of this august House to pledge that we will zealously safeguard the constitutional rights and

special privileges accorded to the State for Sarawak's agreement to participate in the

formation of Malaysia.

Tuan Speaker, Sarawak has undergone major transformation, economically,

socially and politically. A generation of Malaysians born after Malaysia Day is now playing

an increasingly crucial role in Government or as legislators or in the public services at both

federal and State levels. It is imperative that they fully understand the historical events,

negotiations and compromises and the vision of our founders which shape the formation of

our nation Malaysia, especially on the safeguards to protect the interests and rights of

Sarawak. All those relevant historical records or documents can be found in the meetings

of the Malaysia Solidarity Consultation Committee (MSCC) formed in 1961, the Cobbold

Commission Report, the Inter-Governmental Committee Report, the Malaysia Agreement

1963 and the Malaysia Act, which institutionalized a functional and unique form of

federalism. Such understanding will provide a solid foundation for a harmonious, united,

progressive and strong Federation.

Tuan Speaker, lessons learnt from our 150 years of Council Negeri history will

provide us a strong foundation to face the challenges of new and rising expectations of the

people brought about by, amongst other reasons, better education and living standards,

rapid advancement in information communications and technologies as well as the realities

of globalisation. Our Right Honourable the Chief Minister has embarked on a

transformational plan to propel Sarawak and leap frog into the digital economy. We can see

that some of his plans have started or in the process of implementation, such as the

introduction of Sarawak Pay, the provision of one billion ringgit to upgrade and increase

internet speed, accessibility and quality on the information superhighway, the passing of

the Sarawak Multimedia Authority Bill, the establishment of the Development Bank of

Sarawak and Petroleum Sarawak, just to name a few. We can see that he is committed

and dedicated to ensure that Sarawak would catch up with the rapid digital development

worldwide as digital economy is the single most important driver of innovation,

competitiveness and growth. It is fervently hoped that this august House will give him full

and undivided support to ensure the success of his transformational plans for the benefits

of Sarawak and its people.

Tuan Speaker, let this august House continues to be a forum where the wishes and

hopes of the people are expressed and answered. I hope this Dewan will stand proud and

magnificent not only for the aesthetic beauty but for its great history.

Tuan Speaker, I wish also to take this opportunity to congratulate you, the State

Secretary and all officers concerned for organizing this historical celebration and

commemoration of our Council Negeri 150th Anniversary. I would like also to take this

opportunity to wish everyone in this august House who celebrate the Chinese New Year, a

very happy and prosperous new year and may I say it in Mandarin, ‘Xinnian kuai le wan shi

ru yi’.

Tuan Speaker, with the above observations, I beg to move that this Dewan do now

Pelbagai acara telah dirancang,

Susunan meriah silaturahim dieratkan.

Senyuman manis terukir di bibir,

Jadi penawar duka di hati,

Setahun sudah YAB mentadbir,

Kesinambungan usaha pemimpin sejati.

Sungai Sarawak pandangannya indah,

Gunung Santubong amatlah tinggi,

Persidangan Khas selesai sudah,

Perasmian penggal bersua lagi.
