Nocatee Landing and Nocatee Land-ing Paddle Launch are now open to the public, according to the St. Johns Coun-ty Parks and Recreation Department. Nocatee Landing features an open-air pavilion with views of the river, bike racks, parking, and solar-powered public restrooms as well as a non-motorized water vehicle launch for canoes, kayaks, and stand-up paddle boards with access to the Intracoastal Waterway.

Residents and visitors may utilize the brand-new St. Johns County greens-pace, which is located at 2015 Nocatee Landing Trail at the base of the southern trailhead of Nocatee’s Preserve, adjacent to the Tolomato River, in Ponte Vedra.

The minivans, bikers, and walkers are back, in addition to a sea of yellow buses. School started on Monday, Aug. 12 in St. Johns County and according to School Board representative for District 4 Kelly Barrera, every-thing went ac-cording to plan.

“We had a few hiccups with buses, but that’s typical for the first day,” Barrera said. “There is a wonder-ful energy surrounding back to school.”

No new schools were added this year and the only administrative change in the northeast part of the county was at PVPV Rawlings, which welcomed a new prin-cipal, Dr. Jesse Gates. He was previously the assistant principal at Landrum Middle School.

The first day student count for the St. Johns County School District was 39,159,

an increase of 2,240 students or 6 percent over last year’s first day num-ber of 36,919. St. Johns County continues to be

one of the fastest growing school districts in the state.

The high school student count was 12,213, which included 2,669 students at Allen D. Nease High School and 1,780 at Ponte Vedra High School.

Middle school

attendance totaled 7,238, with a student headcount of 1,154 at Alice B. Landrum Middle School.

The district’s K-8 schools totaled 7,965; Valley Ridge Academy reported 1,246 students and Palm Valley Academy reported 1,623.

Cummer Beaches to host art lecture series at Beaches MuseumCummer Beaches, an affinity group of the Cummer Museum of Art and Gar-dens, and the Beaches Museum will be hosting a series of three art lectures by professor of art history at the Univer-sity of North Florida, Dr. Peter Scott Brown, at the Beaches Museum Chapel, 381 Beach Blvd. The first lecture will be on Sept. 13 from 6 p.m. – 7 p.m. (doors open at 5:30 p.m.) and is titled: “From the Burning of Notre-Dame to the Cummer Gardens: Preserving Art in Peril.” Dr. Brown has a PhD in art history from Yale University. a specialist in Medieval and northern Renaissance art, and has published extensively on Romanesque sculpture, liturgical and religious symbolism in art and the representation of women. He has been teaching courses in art history at UNF since 2005 and lives in Ponte Vedra Beach with his wife Sally Anne, a legal counsel and division chair of Jack-sonville Mayo Clinic’s legal department. Q: Can you bring us up to date with the impact on law enforcement of the Florida legislature’s recently passed hemp bill?A: This bill, which defined hemp as having less than .3 percent THC, be-came effective as a law on July 1. Hemp is almost identical in size, smell and texture to marijuana and is now not a controlled substance. The problem this has created is that previously, law en-forcement would use a field test at the scene. A law enforcement officer could testify that based on their training and experience, something that looks and smells like marijuana would be prob-able cause to search. Now, without an accurate test for THC level, we cannot tell if it is marijuana (illegal) or hemp (legal).

Q: Are there accurate lab tests for THC levels?A: Most labs don’t test accurately for the percentage of THC, only whether it is present or not. So, we have a proof problem between the low levels of THC allowed in hemp and the higher levels in marijuana.

Q: So what does law enforcement have to do now?A: Now we have to employ the “Smell

Plus” test. We need other observations than just smell to lead to probable cause to search. For instance a person might admit that it’s marijuana, or perhaps the law enforcement officer can see a very large quantity packaged in individual bags. Law enforcement agencies have adapted, but we still don’t know what appellate courts will require for prob-able cause.

Q: How are you handling this in our area?A: Some jurisdictions have talked about just not prosecuting a misdemeanor amount of alleged marijuana (20 grams or less). We have not adopted that here in the 7th Circuit. We are looking at ev-erything on a case by case basis, because marijuana is not legal. We have more to prove now and a little more work to do, but I think our position is prudent until we get more information from the courts. Law enforcement can send cases to us to decide if they are prosecutable.

Q: What is the bottom line?A: The hemp bill has created a lot of un-certainty, but the message I want to get across is that smoking marijuana is still illegal unless you are prescribed medical marijuana.

Q: Do you have the dates set for your September office hours in Ponte Vedra Beach?A: I will be at the Ponte Vedra Beach Branch Library on Friday, Sept. 13 from 10 a.m. – 5:30 p.m. Citizens need to make an appointment by calling my of-fice at (904) 209-0304. The office hours so far have been very successful; it’s been a full house.

Q: Can you give us a recap of the Town Hall meeting you had on Aug. 7 in Ponte Vedra?A: We had more than 100 people come out to this meeting, which included representatives from county administra-tion and the sheriff’s office. There were questions about the proposed Outpost development and we told everyone that the Board of County Commission-ers hasn’t received this request yet, but when we do, we plan to research the pros and cons and be fair, firm and im-partial. I have received more than 100 emails from constituents in opposition to this project.

Another thing we heard from citizens was the desire for more bike lanes, and this is a priority. We discussed growth in general and the challenges associated with it. We also talked about expand-ing the Neighborhood Bill of Rights to include different types of projects and delivery to a wider swath of the commu-nity. We are always trying to do a better job at keeping citizens informed.

Q: Do you have a date for additional Town Hall meetings, including the one addressing beach renourishment?A: The beach renourishment meeting hasn’t been scheduled yet. We are still getting schedules together between

Q: Can you bring us up to date on the FSA scores for District 4?A: We definitely have reason to celebrate. All schools in District 4 were rated “A.” I was mostly happy about the increase in our graduation rates: Nease jumped from 93 percent to 96 percent and Ponte Vedra High School increased from 96 percent to 98 percent.

All of our schools showed improvement in the FSA scores: Landrum had a 32 point increase (from 74 percent to 78 percent); Ocean Palms had a 17 point increase (from 76 percent to 79 percent); Palencia had a 55 point increase (from 66 percent to 74 percent); PVPV Rawl-ings had a 32 point increase (from 78 percent to 82 percent); and Valley Ridge Academy had a 38 point increase (from 75 percent to 79 percent). Palm Valley Academy earned “A” school status in its first year.

Q: Moving ahead to this school year, how did the first day of school go in your district?A: The first day and even the first week went very well. We had a few hiccups with buses, which is typical. We are still hiring more bus drivers; recruiting is ongoing to accommodate the county’s growth.

We are also looking to hire some associ-ate teacher positions. We always wait for the 20th day enrollment numbers to know for sure. Our numbers start to settle after Labor Day, it seems. Our big-gest challenge is always accommodating the growth — even with our best laid plans.

Q: Do you have any update on the recently announced High School HHH?A; I’m very excited about this, as it’s something I’ve been pushing for awhile. The positioning in the central part of the

county will allow for fewer rezonings; we know that we will want to provide relief to Nease as well as provide a neighbor-hood school for the World Golf Village area. The actual zoning won’t be decided for sure until the January before the school opens, so in this case, January 2021.

Q: What can you tell potential volunteers for this new school year?A: We are starting up volunteer recruit-ments for all of our schools. We need mentors, academic tutors, media center assistants and volunteers for special events. Volunteer training is now un-derway. People should contact Cheryl Freeman at RSVP ([email protected]) for more information or to sign up. I love to see community members volunteer and support our schools. Everyone can do something to support education — collect Box Tops, volunteer in a classroom or sign up for a special event. All of this improves the quality of our community.

Q: Do you have anything else to share with District 4?A: We are stressing digital citizenship at all schools. It’s important to be a good citizen online and all schools are rein-forcing this throughout all classes. We ask parents to support this and also to be good role models — use social media for good.

We are also adding a program called Sources of Strength, which is peer to peer mentoring, in all high schools. Plus we will have the required five hours of mental health education for students in six through 12th grades.

Q: Do you have any updates to share with District 4 residents?A: At the Board of County Commis-sioners meeting on Aug. 6, we approved a feasibility study for the East Coast Greenway, which is part of the East West Greenway. State funding is in place for this feasibility study, which addresses mobility outside of vehicles, such as bike lanes and walking paths, from Vilano Beach along State Road A1A to Mickler’s.

Also, we are considering making a spe-cial parking space available for veterans or Purple Heart recipients at county facilities (especially at the Health and Human Services building, which houses Veterans Affairs). This was suggested to me by citizens in the community since counties all over Florida are doing this to honor and recognize veterans. I think this is a great idea to provide some con-venience for veterans as well as honor and respect them for their sacrifice. County staff will study this idea and it will be up for an official vote by the Board of County Commissioners at a later date.

Escape from Florida

There are not many exciting Civil War stories that occur in this part of Florida, or anywhere else in Florida for that matter. Aficionados are quick to point out a handful of small battles and skirmishes that took place in this area. The most interesting of these was the Battle of Horse Landing that took place on the St. Johns a few miles south of St. Augustine. The hero of that battle was a man named Captain John Jackson Dickison, commander of Company H of the 2nd Florida Confederate Cavalry. J.J. Dickison was the most active Con-federate fighter in our area during the Civil War and controlled the land west of the St. Johns near Palatka. Union soldiers referred to the area west of the river as “Dixie’s land” or “Dixieland.” Union forces tended to concentrate in Jacksonville and St. Augustine, leav-ing the hinterland to Dickison and his mounted guerrillas.

Dickison and his troops accomplished a feat that is unequalled in the annals of war. They are credited with being the only cavalry unit in any army to ever capture an opposing warship. On May 22, 1864, Dickison and his mounted troops captured the USS Columbine at Horse Landing on the west side of the St. Johns River south of St. Augus-tine, near Palatka. The night before, a Confederate spy named Lola Sanchez overheard Union officers planning to trap the Confederates. The local woman snuck out to Dickison to warn him of the danger. The Rebels set a trap of their own, hiding their can-non in the brush along the shoreline. When the Union gunboat drew close to shore, the Rebels opened up with their cannon, crippling the ship. The blood of the dead and dying ran red in the St. Johns as the boat grounded on a mudbank near shore. Dickison and

his men stripped the ship of everything that wasn’t nailed down, including two large lifeboats.

They catalogued each item taken off the warship. It is a lengthy list. Dicki-son held onto one of the lifeboats. Less than a year later, that lifeboat would play a dramatic role in one of the final chapters of the war. In April 1865, Richmond fell and shortly thereafter Robert E. Lee surrendered to Ulysses S. Grant. Confederate President Jef-ferson Davis and much of his cabinet fled southward. They were headed for Florida and then hoped to make it to Cuba. Davis was captured in Georgia wearing his wife’s clothes, but Secretary of War John C. Breckenridge contin-ued alone. Breckenridge, a former vice president of the United States, was a veteran of both the Mexican and Civils wars. On May 20, he met up with Dickison in Gainesville. Dickison gave him the lifeboat taken from the USS Columbine.

Breckenridge and his party contin-ued down the St. Johns River in the purloined craft. At Lake Harney they dragged the boat 12 miles overland to what is now Titusville before proceed-ing further south along the Indian River. Somewhere near Jupiter, they hijacked a larger boat with a sail. Breckenridge succeeded. The second stolen boat got him to Cuba. He would hide overseas for three years until he re-ceived a pardon from President Andrew Johnson.

Q: Do you have an update on the TRIM Notices we discussed last month?A: TRIM (Truth in Millage) Notices were mailed by our office on Aug. 16 and are also available online (www.sjcpa.us). Also currently available on our website and Facebook page is a video with a detailed explanation of TRIM.

Q: What are the property value statistics for this year?A: This year, the total just market value of all properties in St. Johns County is $38.3 billion. The total taxable value is $28.5 billion, an increase of $2.8 billion over the previous year. About $1.2 billion of this increase was new construction.

Q: Do you have any residential sales statistics to share?A: All of our appraisals are sales-based, so we take all the sales that come in and then we qualify them (i.e. take out the foreclosures, transfers between family members etc.) This year, we qualified about 8,400 residential sales and came up with a median sales price of single family homes of $330,000. There were 4,389 newly constructed residences added. We qualified 1,219 condo sales and determined a median sales price of $187,000 with 130 new condominium units added.

Q: How about growth?A: We assessed 138,132 parcels of prop-erty for 2019. On average, St. Johns

County issued 448 single family build-ing permits per month and therefore we will be adding about 4,500 or so new residences to the tax roll next year.

Q: Where is most of the growth occurring?A: We have large numbers coming out of the north part of the county, spe-cifically north of International Golf Parkway. Areas such as Nocatee in the northeast and RiverTown and Durbin Crossing in the northwest are account-ing for a large number of the increase, but we are also starting to see a bit more growth south of State Road 207 in the Wildwood area. We still have Silverleaf

between County Road 210 and State Road 16A as well as Grand Oaks off State Road 16 coming online. With roads going in and plat maps starting to come to us from Silverleaf, I would ex-pect to start seeing sales there next year.

How many people do you know who have experienced three near death experi-ences? Ponte Vedra resident Cabrina Cameron has thrice eluded the Grim Reaper’s call. Once as a teen driver crash-ing in a rollover when her vehicle’s rear axle gave way. Responders couldn’t be-lieve she walked away unscathed from her totally flattened VW. Another incident when her heart unexpectedly stopped beating on the operating table while undergoing surgery for cancer in her 30s. And yet a third time when her heart ceased pumping while going through another surgery. As you might expect, such repeated brushes with eternity might impact a person’s outlook on life. Beyond health scares there were other winds buffeting her. In her younger years she grew up within a dysfunctional fam-ily where she had to cope with continu-ing conflict. She admits she married too young, just out of high school. Neverthe-less she committed to family for 17 years, raising three children. The relationship ended when she moved on to pursue a college degree. Another lengthy relation-ship ended three years ago when her second husband one day simply decided that he didn’t want to be married. While unexpected, Cabrina stays positive and sees this as the start of a new stage of life. More recently, there’s been stress as her son deployed to Iraq as a Black Hawk helicopter pilot, flying missions to rescue Special Forces soldiers in enemy territory.

How does one possibly stay centered with all this going on? She doesn’t hesitate

with her answer…without a doubt her spiritual and positive outlook on life comes through music.

Q: What part has music played in your life?A: As a child I found that listening to music was a powerful positive distractor when things weren’t going well at home. Music became my intimate friend, a healing agent that enabled me to keep moving on. Years later as I did geneal-ogy research, I found that musical talent has run through my ancestors for several generations. I suppose I was predestined to come to music.

Q: Do you play an instrument?A: Drums, but not the kind that usu-ally come to mind. I have a collection of unique drums where I use hands and fingers instead of drum sticks. Cultures around the world have embraced hand drums for thousands of years for ceremo-nial, ritual, healing, and warrior purposes. One of my favorite drums is my West African djembe, a hand drum dating back to 500 AD. The playing surface is made from goat skin. Another precious posses-sion is the Handpan, producing a distinct sound of finely tuned symphonic steel. It must be experienced to understand the beautiful music it makes. Regardless of type, the drummer becomes one with the drum through feeling vibrations pro-duced.

Q: Beyond music are there other interests?A: Taxes. Go figure...a drummer who does taxes! I’ve always been good with numbers and math. Accounting has been my career most recently with the City of Jacksonville. When I divorced three years

ago, I moved to Del Webb and I needed to supplement my income. I started a tax preparation practice. My fellow active adult community residents make up a large client base. Seniors have conserva-tively saved through the years, under-stand the tax system, and wish to hold onto their money to the extent legally possible. I also have younger clients but their focus is quite different. They live in the moment, spending now, less willing to defer material goods and pleasures. Many of them chafe about their tax burden as they see their robust incomes being dinged by the government.

Q: Given your several life experiences you could serve as a poster woman for how to succeed against besetting odds.A: I try to focus in the moment, not dwell on the past. In my youth I prac-ticed mindfulness long before it became a buzzword. I’ve always thought of myself as an out-of-the-box thinker and an adventurer, jumping out of airplanes, climbing mountains, and cycling across Florida on my carbon fiber bike. I’m also spiritual and at times sense a strong con-nection to nature. Full moons especially delight me with their hypnotic light. I hope to be remembered as someone who every day looked to perform three tasks: learn something new, do a good deed, and scan my surroundings for an anomaly. I’m in a very good place, smell-ing the roses and loving life.

The St. Johns County School District has adopted a new textbook series to replace GoMath. During the 2019 – 2020 school year, PVPV/Rawlings will be using the Pearson Envision Math Series for K-5. These resources will be used for the next three years and then we will go into another adoption cycle for math resources.

The Pearson Envision series includes student consumables so that students can work directly in the workbook.

New math textbooks for elementary schools

There is also an online component for students to practice online, play math games, and access an interactive student edition of the textbook. There are also videos and math tools to help both stu-dents and parents with the mathemati-cal concepts.

The series also provides a Problem-Solving Handbook with strategies for students to utilize while computing word problems. The word problems within the student text are challenging and relatable for our students. There

are mathematical practices tied to each unit that are explicitly explained at the beginning of units and lessons. The series also includes 3-Act Math lessons that challenge students to think deeper about a mathematical concept and determine a solution with a variety of strategies.

Rebecca Whaley is the new assistant principal at PVPV/Rawlings. She is replacing Rita Garlanger, who retired this year after serving for 19 years as as-sistant principal at PVPV/Rawlings
