The chicken meat industryweathering the grain price storm

Looking back over the past 12months, a major external factor affectingthe industry was the substantially increasedfeed grain cost.

Feed grain prices increased again sub-stantially in 2007, even though the grainprices were already astronomical by historicalstandards at the beginning of the year.

This is due to well-below normal harvests in several grain producing coun-tries including Australia because of droughtas well as increased demands from the foodsector as well as the biofuel sector.

This situation is not likely to changedramatically for the better in the next fewmonths, given the low levels of grains heldin storage worldwide. By the end of theyear, the price of chicken meat reflected atleast to some extent these increased costs.

The other issues of main concern tothe industry remain the threat of emer-gency disease outbreaks, particularly avianinfluenza, and the possible weakening ofour quarantine protection from chickenmeat importation which could be an out-come of the current import risk analysis(IRA) work being undertaken byBiosecurity Australia.

Avian InfluenzaAvian influenza remains a concern in

many overseas countries, with H5N1 nowbeing endemic in a number of countries,including Indonesia, Egypt and someAfrican countries.

Thankfully, some of the media hypehas subsided. The Australian chicken meatindustry is better prepared than ever tokeep disease out and to deal with any incident should it happen. We are also wellprepared to manage consumer concernsthat would no doubt arise.

A structured telephone survey probingconsumers’ views on avian influenza,undertaken on behalf of ACMF lastSeptember, yielded some interesting resultswhich suggest that consumers are betterinformed now than a couple of years ago.While 54% of chicken eaters would reduceconsumption if there was news of avianinfluenza spreading in the human popula-tion, and as many as 79% if avian influenzawas found in chickens, this is somewhatlower than in a previous survey undertakenin 2005.

The most encouraging development is

that there seems to be a much better appreciation of the difference betweenavian influenza as a bird disease and thepotential human influenza pandemic.

Close contact with infected birds isnow widely (and correctly) regarded as themain way that avian influenza can be trans-mitted to humans. This view is held by54% of those surveyed, ahead of eatingcooked poultry products (which is in realitynot a risk factor) (20%) and from anotherinfected person (12%). 48% of consumerscontinue to believe that AI can be trans-mitted via eating cooked chicken meatfrom infected birds.

This represents a substantial reductionfrom 82% back in November 2005, butstill represents a major risk in terms of likelyconsumer reaction to an AI outbreak.

Another interesting finding is that relatively few people (16%) believe that wehave had outbreaks of avian influenza inAustralian chicken flocks in the past 30years. If more people were aware that AIhad been found and successfully eradicatedin the past then this might make peopleless concerned about a future outbreak.

Nevertheless, it is encouraging to notethat consumers are generally confident(72%) that the chicken industry, togetherwith the federal and state governments,would be able to eradicate avian influenzaswiftly and effectively.

Given that the survey was undertakenonly a few days after the outbreak ofequine influenza in NSW, this vote of confidence is particularly noteworthy.

Importation of chicken meatThe consideration by Biosecurity

Australia and the Eminent Scientists Groupof the submissions received on the 2005draft of the import risk analysis of chickenmeat is still taking its course and we expectthat the revised IRA and proposed importprotocol will be published later this year.

Given the events since the first draftwas published, namely two separate out-breaks of FMD in Britain, one originatingfrom a quarantine establishment, an out-break of avian influenza in a turkey farm,possibly linked to the importation ofinfected turkey meat into a nearby process-ing plant, and the local outbreak of equineinfluenza, also linked to a biosecure quar-antine establishment, one would hope thatthe politicians and the general public nowhave a better appreciation of the risk andthe devastating consequences that can beassociated with what would appear on thesurface quite safe practices.

We trust that these events have helpedto reinforce the value of maintaining strongquarantine barriers to safeguard Australia’sfavourable animal health status.

Looking aheadIn 2008, we will be reviewing surveil-

lance and biosecurity arrangements, partic-ularly as they apply to avian influenza,together with other sectors of the poultryindustry and the Federal Department ofAgriculture, Fisheries and Forestry.

This is part of an ongoing effort by allparties to ensure that we continue to dealwith animal health and food safety issues aseffectively and as efficiently as possible.

Farm biosecurity is crucial to animalhealth as well as contributing to good foodsafety outcomes. Farm biosecurity isdirectly in the hands of all those workingin the industry. The industry has a goodtrack record in biosecurity and has goodsystems in place. I urge all of you to main-tain and improve the implementation ofbiosecurity measures in your daily workand your own sphere of influence to ensure asafe and prosperous future for our industry.

We can look ahead to 2008 in theknowledge that the chicken meat industryis well placed to continue its long-termsteady growth and that we have good systems in place to minimize risks and todeal with potential threats.

Australian Egg Corporation Limited:Building the egg industry’s future

This year sees the commencement ofthe second strategic planning phase for theAustralian Egg Corporation Limited (AECL)after four years of successful operationsaddressing key industry issues outlined inour first strategic plan.

The Australian egg industry moves forward into 2008 with cautious optimism.Caution is required due to the many challenges that the egg industry will need toaddress and the many issues that egg producers need to confront and manage on aregular basis.

However, I believe we can all be optimistic about our future and the role theindustry plays in the community made up ofsmall to medium-sized businesses producingand being purveyors of one of the most natural sources of protein that is healthy,nutritious, a versatile food ingredient andconvenient to cook.

The Australian egg industry operates inan environment influenced by many factorsthat impinge on egg production and market-ing. Most of these factors are largely outsidethe influence of any one egg producer butsome can, over time, be addressed collectivelyat an industry level with agreed strategiesand processes in place.

Flock health and disease managementThe egg industry has experienced

incursions of exotic or emergency animaldiseases on-farm and the consequences haveproven devastating for egg producersthrough a loss in egg production and adecline in consumer confidence.

As a result, minimising disease outbreaksand managing adverse public opinion areboth essential to the ongoing sustainabilityof Australia’s egg industry.

This includes ensuring effective levels ofon-farm biosecurity are maintained, develop-ing industry’s understanding of disease characteristics and the development andavailability of vaccines on a daily basis.

Environmental sustainabilityAn increasing focus by government and

the community will be on the egg industry’senvironmental ‘footprint’ and the capabilityof industry to create a sustainable future tak-ing account of the natural resources neededto produce eggs.

To this extent, understanding and inter-

preting environmental regulations whilemanaging waste, odour, bird disposal andenergy use will all affect the sustainability ofAustralia’s egg production into the future.

Building egg demandEggs have not had a positive association

with health, nutrition or convenience in thepast relative to other foods that have a strongbrand presence and association with con-sumers. While this is slowly changing, alarge percentage of consumers and healthcareprofessionals still view eggs as being bad forheart health and having a limited role intoday’s diet.

This is despite recent research provingthat egg consumption is essential as part of amodern and healthy eating plan that hasvery limited impact on blood cholesterol levels.

This long-held cholesterol myth needsto be addressed while promoting the positiveand essential health benefits, versatility andconvenience of eggs as either an ingredientor a meal solution at any time.

Food safetyA number of food borne illness out-

breaks have implicated eggs as the source ofSalmonella contamination over recent yearswhich remain the community’s second mostimportant food safety threat behindCampylobacter. While the egg industry canexpect an increased focus by food safety regulators, the industry needs to ensure thatany legislative requirements take a whole-of-chain approach as it relates to minimisingthe risk of food borne illnesses and the subsequent adverse public opinion that isgenerated.

Traceability will be an essential compo-nent to managing and identifying the risk,containing any future outbreaks and recog-nising or rewarding egg producers who doimplement appropriate food safety systems.

Animal welfareWhile it is regarded by some that egg

producers are not welfare-friendly, a largepercentage of the community remainsunaware of the many advantages and disad-vantages pertaining to the egg productionsystems operating within the egg industry.

The availability of rigorous, replicatedand peer-reviewed science and the commu-nication of key research outcomes as it pertains to best management practice andon-farm animal husbandry will be critical inshaping community attitudes towards theegg industry.

Such operational concerns as bird stock-ing densities, farm raids and public opinionwill all depend on the industry’s ability tocounter biased information ‘peddled’ byminority groups.

ProfitabilityEgg producers are all too familiar with

increasing costs and stagnant egg prices.This is a characteristic of limited criticalmass, lack of market power and the com-moditisation of the egg category.

Australian Poultry CRC – keyachievements and future directions

Now well into its fifth year of operation, the Australian Poultry CRC(Cooperative Research Centre) is focussedon delivering its current outcomes as wellas preparing a rebid for a further six yearsof funding which would take the Centrethrough to at least 2016.

Some of the Poultry CRC’s keyachievements since its inception in 2003include:

Reducing reliance on antibiotics in chicken meat production

To help reduce reliance on antibiotics,the CRC first established a platform technology to identify and measure gutmicroflora, because understanding themicroflora is essential for managing poultryproduction with less antibiotics.

They then identified dietary and physiological factors that affect gut healthand development in chickens. Good guthealth means better overall health for thebirds and better returns for the producer.The industry is already using the results togreat effect.

Using emerging biotechnologies todevelop novel poultry health products

and diagnosticsThe CRC established the Australian

Poultry Immunogenomics Laboratory atCSIRO, which uses genomics and microarray technologies to search for newpoultry health products.

The CRC has lodged three provisionalpatents:• a technology to manipulate productiontraits in poultry;• a range of phage-displayed peptides tocontrol campylobacter; and• a new toxin (netB), and possible vaccinecandidate, for necrotic enteritis.

Poultry CRC researchers overturned a30-year dogma that alpha-toxin causednecrotic enteritis, a disease that costs theglobal poultry industries an estimatedUS$2 billion a year.

The CRC has seven vaccines, at variousstages of development, for Marek’s disease,chicken anaemia virus, fowl cholera,coryza, necrotic enteritis, infectious laryn-gotracheitis and campylobacter.

One of the CRC’s laboratories is devel-oping and delivering rapid diagnostic tests

to the poultry and related industries. Thelab currently provides up to ten tests,including Eimeria species identification,detection of virulent E. coli, IBV distin-guishing vaccine/field strains, fowl poxvirus PCR and Chlamydia PCR.

Animal welfare, ecological sustainabilityand social acceptability

A highlight of the Poultry CRC’s welfare program, focussed on enhancingpoultry welfare, was the publication of acomprehensive book on beak trimming inpoultry and its alternatives. Other welfare-driven projects address human-animal relationships and alternative productionsystems.

The CRC’s environmental program hasestablished methods to measure dust andodour emissions from poultry houses,allowing poultry producers to improvetheir environmental management programs.

Other research is looking at ways ofutilising poultry waste products more efficiently, using practices such as poultrylitter re-use and vermiculture (worm-farm-ing).

Providing information to the publicabout the poultry industry is an objective

of the CRC’s online poultry informationcentre, Poultry Hub, atwww.poultryhub.org.

Poultry Hub’s user-driven, constantlyexpanding encyclopedia is a way of providing such a resource to the communityin a reliable, sustainable manner.

Improving industry vital skillsIn the Higher Education Sector, the

CRC’s education program supports 24postgraduate students and 11 honours stu-dents, as well as driving the development ofthree undergraduate courses.

Thirteen students, mostly industrypeople, have completed the CRC’s AvianHealth Online course and the University ofGeorgia is negotiating with the courseprovider, The University of Melbourne, toenrol up to 110 students per year (and payfor most of the course’s development costs).

Thirty-six students have completed twocourses offered through the University ofNew England on poultry production andphysiology, with six of them working in thepoultry industry.

These units will be delivered onlinewithin the next 18 months.

To drive Vocational Education andTraining that improves the skills of thoseworking in the Australian poultry industry,the CRC consulted industry and educationproviders and put together the most com-prehensive range of education and trainingmaterials specific to the poultry industry,much of it available through Poultry Hub.

Delivery of training has commencedthrough the Queensland Government’sFarmBis Program.

The CRC produced a series of DVDsand books in collaboration with the RuralIndustries Research and DevelopmentCorporation (RIRDC) and the AustralianEgg Corporation (AECL) for primary andhigh school students outlining egg andchicken meat production.

The CRC is also funding the World’sPoultry Science Association (WPSA)Schools Program in Queensland, with theprogram to go national from 2008.

differentiation and the growth of private-label brands have all assisted to depress pricepoints while significant capital infrastructureand other business inputs have drivenincreases in business costs.

The net result is reduced margins that arebeing squeezed. These issues will need to beaddressed by the industry with long termcommitments from egg producers to buildappropriate margins back into egg businesses.

Feed availability and nutritionThe security of feed grains at economi-

cally viable prices will become more difficultto attain due to increases in the demand forgrain world-wide by traditional grain usersand new or emerging bio-fuel industries.

More effective feed formulations and theintroduction of new production technologies

such as environmentally controlled sheddingwill all assist manage feed grain utilisation.

In addition, the availability of importedgrain at short notice and the emergence ofnew feed sources will need to be consideredto overcome current challenges confrontingAustralia’s egg producers.

Supply chain and egg distributionKey issues emerging within the supply

chain are product quality, egg labelling, retailcategory management and differentiating theegg category along meaningful productattributes.

This will all assist establish transparentand recognised supply chains that willuniquely position eggs at the Point-Of-Sale(POS) and directly address key consumerrequirements as they relate to yolk colour,albumen quality and product performancegiven its end use.

Training, information and technology transfer

Employment turnover and the need tore-train and up-skill current industryemployees is essential to maintain theengagement of ‘cutting edge’ technology andskills as they relate to all facets of egg production, grading, packing, processing andmarketing.

The availability of on-farm husbandry,business management and marketing infor-mation is critical across the industry to assistegg producers plan, invest with confidenceand grow business opportunities into thefuture.

These are just some of the many opportunities and threats that the egg industry will need to address over the medium to longer term to ensure the sustainability of a viable egg industry intothe future.
