1.0 EXECUTIVE SUMMARY

This is an fresh mining lease of mineral Granite located near Village-Valdara,

Tehsil – Ahore, District – Jalore, Rajasthan. over an area of 3.0 hectares. LOI

has been issued in favor of Shri. Jawari Lal S/o Shri Misa Ram Ji, R/o-

Jasnagar, Tehsil- Merta, District- Nagaur (Rajasthan) Vide order No.–

ME/JALORE/MM/ML/13/13/4059 Dated 13/01/2014.

The mining area is of 3.00 Ha. located near Village – Valdara, Tehsil – Ahore,

District – Jalore, Rajasthan. Total land of mining lease comes under Khatedari

Land. No forest land is involved in this area. Topographically, the area

comprises flat ground. Khasra no. 857/169, 866/169, 867/169, 868/169 of

revenue village Valdara, Tehsil– Ahore, District – Jalore which is Khatedari

land, List of relevant Khasra is given in table 1.1 below and forms the part of

Toposheet 45C/14.

2.0 Introduction of the project/background Information

(i) Identification of Project Proponent. In case of mining project, a copy of

mining lease /letter of intent should be given.

project.

(ii) Brief Description of Nature of Project:

Mining lease is granted in khasra no. 857/169, 866/169, 867/169, 868/169 of

revenue Village – Valdara, Tehsil–Ahore, District – Jalore, Rajasthan, lease

area 3.00 Ha. This mining Lease is situated in Valdara of Tehsil - Ahore,

District - Jalore (Rajasthan) over an area of 3.00 Ha. It is proposed for

mining of mineral Granite. Mining of Granite would be carried out by open

cast benching method. The bench height will not be kept more than 5m and

the width will be always more than the height. The mining will start from top

towards bottom. Mining will be semi-mechanized.

(iii) Need for the project and its importance to the country and region

With the growing use of Granite as decorative stone the mining of Granite

has received boom in last few years. There is good market for Granite in

India and abroad also. In overseas market Granite is also exported in the

form of blocks which are used as pillars in large buildings beside decorative

slabs.

The increasing mining of mineral Granite has uplifted the economy of

Granite producing localities which has resulted into upliftment of life

standard of the people in the adjoining area, besides contributing to the

exchequer of the State and Central Government.

(iv) Demand and Supply Gap

As mentioned above, the use of Granite as decorative stone is growing

constantly. Hence, despite of constantly increasing production of Granite the

whole production is consumed in the market and at present supply of Granite

is sufficient to fulfill the market demands.

(v) Imports v/s Indigenous Production

As the mineral in abundance is available indigenously so the import of the

same is not required nor economically feasible.

(vi) Export possibility

A sizeable quantity of Granite produced in the State of Rajasthan and in other

parts of the country is exported to Middle East and European Country.

(vii) Domestic/Exports Markets

There is vast domestic and export market for raw and polished Granite.

(viii) Employment generation (Direct & Indirect) due to the project

By this mining project of Granite in the area, peoples will get employment.

The project directly generates the employment for the local people and

indirectly for the others. Also the marketing of the product generates the

employment for peoples. By this project, approximately 30 persons will get

direct and about 115 persons will get indirect employment.

3.0 Project Description

(i) Type of Project including interlinked and interdependent projects, if any.

This is a Granite mining project. No other project is interlinked with this

mining work.

The area has been marked on Toposheet No. 45C/14 including the mining lease

location. This comprises the mining location of near village Valdara falling in Tehsil

–Ahore, District – Jalore of Rajasthan state.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

No other site has been considered for the proposed project. The land has been

allocated by government for the mining only. Site is adequate for Granite

mining.

(iv) Size and Magnitude of Operation

The proposed capacity of the project is as: The total amount of Granite is

5,85,000 MT under proved category reserves, 2,92,500 MT under probable

category reserves & 2,92,500 MT under possible category reserves. Total

reserves = 11,70,000 MT. Total area of mining lease is 3.0 Ha. Proposed

maximum annual targeted production of Granite from the mine will be 8658

MTPA.

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given)

A. Method of Mining

The mining will be semi-mechanized and the mechanization will be the

drilling of the holes through compressed air operated jackhammer. For

the systematic working of open cast mines, working will be done by

forming two benches , one bench of 2.0m height for weathered granite &

topsoil and second bench of 5.0m height for Granite. The height of

bench will not be kept more than 5m at a time and the width will be

always more than the height. The proposals of mining for the next five

year workings are given at 100m RL to 93m RL advancing towards the

northeast direction.

C. Local Geology of the area

The granite of the area belongs to Malani Igneous Suits. The applied

area is having granite rock. No other lithounits are present in the area.

E. Mineable Reserves and Anticipated Life of the Mine

Mineable granite reserve (Proved & Probable)= 526500 MT

Maximum targeted rate of production= 8658 MT

Life of mine= 526500/8658= 60.81 years or says 61 years

Life may vary as per actual production obtained.

F. Conceptual Mining Plan

At the end of the life of mine 526500 tone of granite mineral will be

excavated from the lease area. At the end of the fifth year 37530 cum of

rock will be excavated while 39827 tone of marketable granite will be

excaxavted. During this phase size of pit will be 80.00 x 75.00 sqm. At

the end of the life some area will be backfilled and remaining area will

be used as water reservoir..

G. Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product.

About 5.0 KLD water will be required for Granite mining, Water will be

sourced from PHED supply in nearby village Valdara through tankers.

About 500 liter diesel will be required daily for JCB & Trucks/Dumpers

which will be arranged from nearby petrol pumps. Granite mined out

will be transported through trucks & trolley.

H. Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water will be accumulated in the excavated mine out pit area during

rains and pits serve as a natural ground water recharge structure. As a

result of extraction of mineral, the rate of charging of ground water is

likely to be increased considerably. Water collected in the sump will be

used in various purposes at mine viz. plantation, dust suppression etc.

I. Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 5.0 KLD for drinking &

domestic use, dust suppression and plantation. Drinking water will be

brought by water tanker from nearby villages. Diesel will be used in

compressor, JCB and dumpers and tractors. About 500 liter per day is

assumed to be consumed. Diesel will be outsourced from nearby diesel

pumps. Nearby villages is well electrified.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal

Topsoil present in the area, which will be used for plantation in the area.

The waste rock obtained will be the granite rock piece which does not have

any market. These are obtained while sizing of the rock, and also at the time of

blasting. The waste generation will be 3732 cum, 4620 cum, 4620 cum, 4620

cum and 4620 cum from I to V year respectively.

The 60% of the total mined out rock is only marketable. The remaining rock is

stacked as waste. The waste dump will be stacked in 400 sqm area per year

and height of dump shall be varies from 10 to 12m. All safety measures will

be taken to stabilize waste dumps. Retaining wall will be made at the bottom

of the dump when it will be required.

4.0 Site Analysis

(i) Connectivity

The lease area is located near village – Valdara, Tehsil –Ahore, District –

Jalore of Rajasthan State. The lease area is situated about 2.5 km towards

South side of the village Valdara. Nearest town and tehsil headquarter Ahore

is about 25.5 km SW of the applied area. Nearest railway station is Jalore RS

at a distance of 39 km in SW direction of the mine site.

(ii) Land Form, Land use and Land ownership

The area of lease is 3.00 Ha. Land is Khatedari land . The lease area forms

part of G.T. Sheet No. 45C/14. No forest land is involved in leased area.

(iii) Topography (Along with map)

This is newly applied area, so no pit exists in the area. The applied area under

mining lease mining lease is in the form of flat ground. The highest contour in

the area is 101m RL and the lowest contour is 100m. Total relief of the area is

about 1m. the slope of the area is towards south. There is no prominent nallah

flowing in the area. The rainwater flows down towards the slope of the area

and flows into the nearby fields outside the applied area.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water

bodies (including area under CRZ), shortest distances from the periphery

of the project to periphery of the forests, national park, wild life

sanctuary, eco sensitive areas, water bodies (distance from the HFL of the

Bajri), CRZ. In case of notified industrial area, a copy of the Gazette

notification should be given.

The lease area comes under Khatedari Land.

There is no eco-sensitive areas such as National Park, Wildlife Sanctuaries

etc. present around lease area.

(v) Existing Infrastructure

Presently there is no infrastructure in lease area.

(vi) Soil Classification

Soil are shallow with deep gravel encrusted with CaCO3. The texture of the

soils in general varies from sandy to sandy loam but in deltaic areas of the

Luni river south to southwest of Sanchore, the soils are loamy alluvium. The

pH value ranges from 7.0 to 9.0 and in general, the soils have a higher pH.

The nature of the soils can be broadly described fine-sorted sand on the dunes

and coarse to medium textured soils on the plains with a tendency for increase

in fine particles. The soils in the eastern parts of the district are shallow,

covering partly weathered rocks and calcareous gravely materials. Soils along

hill slopes are mostly shallow consisting of weathered rock and calcareous

gravely materials. The fertility status of the soils in general is low and the

proportion of organic mateer varies from 0.2 to 1.0 per cent.

(vii) Climatic data from secondary sources

The climate of the district can be classified as tropical and half tropical as it

basic characteristic. January being the coldest month mercury dips to 1 to 2

centigrade. Again in the month of June mercury rises providing average daily

temperature around 410 to 420 centigrade fatal temperature of 480 C is also

experienced during some days. The average annual rainfall of Tehsil-Ahore,

District- Jalore is 431.09 mm.

(viii) Social Infrastructure Available

The site is well connected with social infrastructure facilities like road,

medical, telephone, telegraph etc. are available in village Valdara i.e 3.5 kms

away from area in West direction. PHED supply is available in village Valdara

from where regular water supply is being taken by labours.

(A.) Electricity All nearest villages are well electrified. Electric power facilities are not available at mine site.

(B.) Water PHED supply is available in village Valdara from where regular water supply is being taken by labours.

(C.) Road Transport

MDR-13 is passes through at a distance of 7.5 km in North direction of

the mine site.

(D.) Rail Transport

Nearest railway station is Jalore RS at a distance of about 39 km in SW

direction of the mine site.

(E.) Air Transport

Air transport facility is not available in the district. The nearest air port is

at Jodhpur (83 km) in North direction.

(ix) Health and Educational facilities

Dispensary is available at village Valdara which is at a distance of 3.5 km in

West of mine site and Hospital facility is available at Tehsil- Ahore. Primary

education facility is available at village Valdara and Senior Secondary school

is available at Tehsil- Ahore. Schools are available in all prominent villages.

College facility is also available at Ahore and Jalore.

5.0 Planning Brief

(i) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/Development authority Classification

This is a mining project. Facilities includes such as office building, first aid

center, rest shelter, vocational training center, godown, workshop, are

proposed in the area. Open cast methods of mining will be adopted.

Transportation of mineral shall be done through road by dumpers, trucks.

Other facilities such as power, transportation and communication, social

infrastructure facilities are locally available near project site. Nearest village is

Valdara at a distance of 2.5 km from lease area in South direction, facilities

like dispensary, post office are available in village Valdara.

(ii) Population Projections

The project will employ most of the workers from nearby areas. Local people

from nearby villages will be given preference. Thus there will no chance to

increase population due to proposed project of Granite mining in the area.

(iii) Land Use planning (breakup along with greenbelt etc.).

(iv) Assessment of Infrastructure Demand (Physical & Social)

The road facility is available which shall be used and properly maintained.

Other requisite infrastructure as transport of mine labours is available by way

of jeep & two-wheelers. Govt. dispensary, Sec. School, Post office, police

station etc. is available at near village Valdara.

(v) Social Infrastructure

Proposed project will provide employment for about 30 people directly and

indirectly providing for about 115 which are Shopkeepers, Mechanic, drivers

and transporter.

(vi) Amenities/Facilities

Basic amenities/facilities available in nearby villages and towns are such as

road, power supply, communication, water supply, medical and health etc.

Communication facilities such as post office, tele-communication, Medical

facilities such as Govt. Dispensary etc are available in nearby village Valdara

at a distance of 2.5 km in South direction from lease area. Nearby villages are

well electrified.

6.0 PROPOSED INFRASTRUCTURE

(i) Industrial Area (Processing Area)

Facilities includes such as. Site Office, First Aid, Toilet, Rest Shelter are

proposed in the lease area.

(ii) Resident Area (Non Processing Area) No residential area is proposed.

(iii) Green Belt To improve the environment of the area it is proposed to plant along the lease

boundary and waste dump etc. during plantation preference will be given to

local species of plant. Around 33% area will be planted during life of mine. In

case of non-availability of land for plantation in leased out area other land

such as school premises, panchayat bhawan and Govt. waste land or as per

talk to local panchayat or forest officers. Proper care will be taken during

Senegal (safed khair), Azadirachta indica (Neem), Cassia fistuala (Amaltas)

etc will be planted.

(iv) Social Infrastructure In social infrastructure, house is made of pucca and kaccha both of type. Tar

road is available in near villages. By this proposed Granite mining in the area,

provides employment opportunities in the area and this helps to control

migration of people of one place to other.

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.)

The lease area is located near village – Valdara, Tehsil – Ahore, District –

Jalore of Rajasthan State. The lease area is situated about 2.5 km towards

North side of the village Valdara. Nearest town and tehsil headquarter Ahore

is about 25.5 km SW of the applied area. Nearest railway station is Jalore RS

at a distance of 39 km in SW direction of the mine site.

(vi). Drinking Water Management (Source & supply of water)

Total water requirement of 5.0 KLD will be met from nearby villages.

(vii). Sewerage System

No sewerage shall be generated from the project area.

(viii). Industrial Waste Management

No Industrial waste will be generated from the project.

(ix). Solid waste Management

Topsoil present in the area, which will be used for plantation in the area.

The waste rock obtained will be the granite rock piece which does not have

any market. These are obtained while sizing of the rock, and also at the time of

blasting. The waste generation will be 3732 cum, 4620 cum, 4620 cum, 4620

cum and 4620 cum from I to V year respectively.

The 60% of the total mined out rock is only marketable. The remaining rock is

stacked as waste. The waste dump will be stacked in 400 sqm area per year

and height of dump shall be varies from 10 to 12m.

All safety measures will be taken to stabilize waste dumps. Retaining wall will

be made at the bottom of the dump when it will be required..

(x). Power Requirement

Nearby village’s area is well electrified, mining machinery will be driven by

diesel power for which estimated requirement of diesel will be about 500 liters

per day which will be procured from nearby pumps.

7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN)

A. (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour (A brief outline to be given).

Mining will be carried out in lease area only so no need of rehabilitation and

resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

(Likely date of start of construction and likely date of completion (time schedule for the project to be given)

Project will commence within 30 days after getting the environmental clearance.

It is estimated that about Rs. 30 Lakh will be required for mining machineries,

vehicle and infrastructure development etc.

The profit will depend upon the actual production obtained from the mine,

which may vary due to demand in market.

POPULATION BENEFITED

About 30 peoples including labours benefited directly and 115 persons will be

benefited indirectly.

GOVERNMENT REVENUE

The State Government will get revenue as royalty from selling of mineral,

Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)

CONCLUSION

The project of Granite mining of Shri Jawari Lal S/o Shri. Misa Ram Ji at near

village Valdara Tehsil–Ahore, District–Jalore, Rajasthan is of utmost

importance to the area for interest of mineral development and improves the

socio-economic conditions of the local habitants. The operation of the

proposed project of Granite mining will pass on various social and economic

benefits to the local communities of the area in addition to the existing

benefits due to provide better employment opportunities and improvement in

social infrastructure of the area, apart from increased financial benefits

accruing to state and central agencies by ways of taxes, royalty, cees etc.
