Introduction

Thomas Hobbes merupakan salah satu tokoh

Realis Klasik yang berasal dari Inggris. Hobbes

sangat terkenal dengan karyanya yang

berjudul Leviathan. Dalam buku ini pula

banyak pemikiran dari Thomas Hobbes

mengenai Realisme tertuang termasuk konsep

Leviathan State yang ia kemukakan.

Asumsi Dasar

1. Manusia adalah sama.

2. Manusia berinteraksi pada lingkungan/kondisi

yang anarkis.

3. Manusia dilingkupi oleh kompetisi.

ketiga asumsi diatas mempengaruhi manusia

agar tetap bertahan dalam state of naturedimana yang kuatlah yang menang karena tidak

ada kekuatan yang mengatur mereka (anarki)

Negara menurut Hobbes :

Leviathan State

- Hobbes menjuluki negara kekuasaan sebagai Leviathan.

- Negara memiliki kekuatan mutlak. Kekuasaannya tidak boleh

terbelah, karena apabila terjadi akan menimbulkan suatu

kondisi yang anarki, perang sipil, atau perang agama dalam

negara.

- Negara dipandang sebagai lembaga politik yang hanya

mengenal hak tanpa kewajiban. Penguasa diberi hak untuk

melakukan apa saja demi kebaikan negara.

Contd- Kekuasaan negara yang mutlak dianggap mampu

menghindarkan perang dan mencapai suatu perdamaian.

- Bagi Hobbes, terbentuknya sebuah negara atau kedaulatan

pada hakikatnya sebuah kontrak atau perjanjian sosial.

Kontrak sosial ini terjadi antar individu bukan individu dengan

negara.

pengaturan diri saya kepada orang ini atau kepada

sekumpulan orang ini, dengan syarat ini bahwa anda melepas

hak anda kepadanya dan mewenangkan semua tindakannya

State of Nature

Dalam kondisi state of nature, keamanan tidak mungkin terjadi

pada siapapun, dan rasa takut akan kematian mendominasi

setiap aspek kehidupan. Suatu hal yang rasional apabila

manusia secara alami akan berusaha terbebas dari rasa takut.

State of Nature AnarkiA war as is of every man against

every man.

Hobbes asumsi mengenai yang kuat yang menguasai sistem

internasional, karena baginya setiap orang adalah sama

the weakest has strength enough to kill the strongest,either by secret machination or by confederacy with others

that are in the same danger with himself.

Security Dilemma

Security dilemma adalah suatu kondisi dimana

pencapaian keamanan seseorang dan domestik melalui

penciptaan negara selalu disertai dengan ketidakstabilan

keamanan nasional dan internasional yang berakar dari sistem

anarki negara.

Untuk itu

Negara dapat membuat perjanjian internasional satu

sama lain untuk menyediakan dasar hukum bagi hubungan

internasional.
