➢Forest restoration generates ~US$7-30 in economic benefits globally for every dollar invested.

➢Lao PDR’s forest cover has decreased ~0.5% year over the past decades from 70% to the current 58%.

➢Agricultural output growth of only 3.4% per year is from increased land area under cultivation, especially rice, not productivity gains.

➢Climate risks are amplifying the many challenges above

➢Current interventions and institutions addressing these important NRM issues tend to be fragmented spatially, sectorally, and financially, or are small scale.

The Government would implement the project using existing institutions at central, provincial, district and village levels. The project would strengthen the collective capacity to plan, implement, coordinate, and monitor activities in selected landscapes based on existing institutional mandates.

Strong Dialogue and Engagement• Dec 2017 to date: Ongoing dialogues with departmental & provincial counterparts & DPs on developing new project

concept to support strategic new government program.

• Dec 2017: MONRE Minister requested WB to pool resources from GEF-7 STAR Allocation~US$8.07 million, concessional lending from the WB’s IDA, Trust Fund resources from bilateral partners.

• Mar 2018: MONRE Minister requested the WB to work on a programmatic approach.

• May 2018: MAF Vice Ministers called for the World Bank to continue support on protected areas, livelihoods, and forestry sector development along the lines of this concept.

• June 2018: Lao delegation led by MAF Vice Minister presented FCPF REDD Emission Reduction initiative in Paris. To fill financing gaps for land-based investment, VM urged the WB to help set up a clear coordination platform for joint action on landscapes.

Why is a strategic platform for sustainable landscapes needed?

• Fragmentation of investments, institutions, incentives, and information is very expensive.

• A more efficient, cost-effective programmatic approach could deliver greater synergetic results than business as usual.

Examples of its added-value include:

• Strengthen country ownership

• Promote horizontal and vertical integration of environmental and natural resources concerns into decision making process

• Recognize trade-offs between socio-economic and ecological objectives that can—and will—occur

• Avoid duplication of efforts and fill investment gaps
