All YB are required to prepare a strategic plan for the Government of Malaysia towards
achieving develop country with emphasis on the accountability, government and legal
structure.
ANSWER
Malaysian government faced with a rapidly changing global environment. With Malaysia's
aspiration to become globally competitive and high income, the Government needs to act as a
competitive corporation. So that, the Government must be transformed in terms of accountability,
government structure and laws. For the transformation then the people must help the government
in all aspects.
The first aspect is in terms of the government sector to provide best services to the people
.In general, with rising expectations that the public sector on par with the best service in the private
sector. Accordingly, the Government would have to responsive, flexible and adopt a more
consultative approach in providing services to the people. In the RMK10 period, the Government
will implement a number of initiatives to meet the needs of transformation people.
Government needs to develop a public service to think outside the box culture of creative and
innovative practices in processes, systems, and government policy in achieving a solution. As drive
development and national economies, this aspect is essential to enable the public service to
respond to a dynamic global environment. Services provided by civil servants should be improved
from time to time. This is because people have the right to receive good treatment as they are
treated by the private sector.

Next is prevent the corruption by increasing transparency in government. The Government
has made efforts to promote transparency and accountability will be intensified, including the
continued circulation-General's Report Auditor General to the public and the establishment of My
Procurement portal. This is to prevent corruption. Enforcement of the sanctions should be done
faster and more severe penalties may be necessary to prevent the practice of giving bribes.
Problems usually arise due to the judgment of the trial delayed. Problem of corruption will be
accelerated by reducing the judging process. More severe penalties on individuals who are found
alleged corrupt practices should be implemented as a primary preventive measures. Besides that,
detailed information of individuals who are found guilty be disclosed to the public as a preventive
measure. This effort began with the initiative to display the names of the individuals who found
guilty in the SPRM website.
Next is the government needs to play important role in development-related fields and
social security although there is a private sector. This is because the private sector to prioritize
profit and will invest in sectors that produce high returns. Instead sectors low returns, such as the
agricultural sector and the returns take a long time, such as infrastructure, including infrastructure
and social security, usually not able to attract investment private. In addition, the provision of
infrastructure tradition is the responsibility of the government. Imbalance will happen if the
government did not fulfill this responsibility. Private sector participation in areas of traditional
government be encouraged to provide and incentive appropriate. However, if the incentives
provided are unable to attract private investment, the interest of the country, government itself
must play an active role and invest in areas concerned.
