Kata pengantar

Buku Pembiayaan ini merupakan ringkasan gambaran atas peran nyata PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) dalam melakukan pembiayaan proyek – proyek infrastruktur di Indonesia. Buku ini juga memberikan gambaran mengenai kinerja pembiayaan PT SMI sejak tahun 2009 sampai dengan Juni 2015.

Kegiatan pembiayaan merupakan aktivitas inti dari PT SMI yang merupakan Badan Usaha Milik Negara di bawah Kementerian Keuangan, yang memiliki misi khusus menjadi katalis dalam percepatan pembangunan infrastruktur di Indonesia. Seiring dengan berjalannya waktu dan melihat kebutuhan pembangunan infrastruktur tidak hanya dari sisi pembiayaan semata, maka PT SMI mengembangkan usahanya dengan melakukan pendampingan atas penyiapan proyek-proyek Kerjasama Pemerintah Swasta (KPS) serta pemberian jasa-jasa konsultasi. Tambahan kedua kegiatan tersebut menjadikan PT SMI memiliki 3 pilar kegiatan usaha sebagai berikut:

• Pembiayaan dan Investasi• Jasa Konsultasi• Pengembangan Proyek KPS

PT SMI membuka peluang bagi pihak swasta untuk dapat berpartisipasi dalam pembangunan infrastruktur, melalui berbagai kemitraan dengan investor, baik dalam bidang pembiayaan, jasa konsultasi dan pengembangan proyek Kerjasama Pemerintah Swasta (KPS) guna percepatan pembangunan infrastruktur di Indonesia.

This Portfolio Book is the summary of PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) roles in financing infrastructure projects in Indonesia. This book describes the financing performance by PT SMI from 2009 to June 2015.

Financing is the core activity of PT SMI, a State Owned Company under the Ministry of Finance. PT SMI was assigned to deliver a particular mission: to act as a catalyst in the acceleration of the national infrastructure developments. PT SMI expands its business lines into Public Private Partnership project assistance and advisory services because PT SMI realizes that the constraint for infrastructure development is not merely about financing. With the two additional activities as earlier mentioned, hence PT SMI has three business pillars as follows:

• Financing and Investment• Advisory Services• PPP Project Preparation

PT SMI provides opportunities to Private parties to participate in developing infrastructures through numerous partnerships with investors, in financing, advisory, and PPP projects’ preparation, in order to accelerate infrastructure developments in Indonesia.

Through this Portfolio Book, PT SMI invites all the stakeholders to continually collaborate and to support the acceleration of infrastructure developments in Indonesia.

Didirikan pada tahun 2009, PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) merupakan Badan Usaha Milik Negara (BUMN) berdasarkan Akta Pendirian No. 17 tanggal 26 Februari 2009 Notaris Lolani Kurniati Irdham-Idroes, SH., LLM. Sebagai perusahaan pembiayaan infrastruktur, PT SMI diatur oleh Peraturan Menteri Keuangan No. 100/PMK.010/2009 tentang Perusahaan Pembiayaan Infrastruktur, yang antara lain mengatur lingkup obyek pembiayaan sektor infrastruktur yang terdiri dari infrastruktur transportasi, jalan, pengairan, air minum, air limbah, telekomunikasi, ketenagalistrikan, minyak dan gas bumi, serta infrastruktur lain atas persetujuan Menteri Keuangan.

Established in 2009, PT Sarana Multi Infrastruktur (Persero) (“PT SMI”) is a State Owned Company (SOC) according to the Establishment Deed No. 17 dated February 26, 2009 by Notary Lolani Kurniati Irdham-Idroes, SH., LLM. As an infrastructure financial institution, PT SMI is regulated by the Regulation of Finance Minister No. 100/PMK.010/2009 concerning Infrastructure Financing Companies stating Infrastructures which may be objects for Infrastructure Financing are transportation, road, irrigation, water supply, wastewater, telecommunication, electricity, oil and gas, and other infrastructures which are subject to approval of Finance Minister.

Untuk menjawab tantangan dan kebutuhan dalam pengembangan/pembangunan infrastruktur di Indonesia, PT SMI memiliki 3 (tiga) pilar bisnis yaitu:• Pembiayaan dan investasi• Pengembangan proyek• Jasa Konsultasi

Kegiatan utama PT SMI adalah melakukan pembiayaan dan investasi untuk proyek-proyek infrastruktur, penyiapan/pengembangan proyek-proyek infrastruktur dan jasa advisory terkait dengan pengembangan proyek-proyek infrastruktur.

Pada bulan April 2015, PT SMI memperoleh kepercayaan untuk memperluas cakupan sektor infrastruktur yang dapat dikerjakan berdasarkan surat dari Otoritas Jasa Keuangan No. S-48/D.05/2015 tanggal 30 April 2015. Tambahan sektor infrastruktur yang dapat dikerjakan oleh PT SMI adalah infrastruktur sosial, efisiensi energi,serta rolling stock kereta api. Infrastruktur sosial meliputi infrastruktur perkotaan, kawasan, pariwisata, kesehatan dan permasyarakatan, sedangkan rolling stock kereta api mencakup lokomotif, gerbong serta boogey dan pendukung lainnya.

To address the changes and needs in infrastructure development in Indonesia, PT SMI provides three (3) business pillars:• Financing and investment• Project development• Advisory services

PT SMI main activities are providing financing and investment for infrastructure projects, preparation / development of infrastructure projects, and advisory services related to infrastructure developments.

In April 2015, PT SMI was assigned to broaden the infrastructure sectors’ coverage according to the letter from the Indonesia Financial Services Authority No. S-48/D.05/2015 dated April 30, 2015. The additional infrastructure sectors are social infrastructure, energy efficiency, and rolling stock. Social infrastructure covers urban, regional, tourism, health and correctional infrastructures, while the rolling stock includes locomotives, cars and boogey, and also the other supporting items.

PEMBIAYAAN

Salah satu pilar bisnis PT SMI adalah memberikan pembiayaan untuk proyek-proyek infrastruktur melalui produk-produk pembiayaan sebagai berikut:

1. PEMBIAYAAN SENIORPembiayaan senior adalah pinjaman yang memiliki senioritas lebih tinggi dalam hal pembayaran kembali dibandingkan dengan utang-utang lain yang lebih junior.

Produk-produk pembiayaan senior yang diberikan oleh PT SMI meliputi:• Pembiayaan investasi berjangka (long term investment loan)• Pembiayaan modal kerja• Pembiayaan dana talangan (bridge loan)• Pembiayaan take out financing• Pembiayaan promoter financing

One of PT SMI’s business pillars is to finance infrastructure projects by the following financial products:

1. SENIOR LOANSenior Loan is a loan that has higher priority in repayment com-pared to junior loan.

2. PEMBIAYAAN JUNIORPembiayaan junior adalah pinjaman yang bersifat junior dalam hal pembayaran kembali dibandingkan dengan hutang senior.

Produk-produk pembiayaan junior yang diberikan oleh PT SMI meliputi:• PembiayaanSubordinasi

Pembiayaan subordinasi merupakan pinjaman yang bersifat junior dalam hal pembiayaan kembali dibandingkan dengan utang senior, serta dalam hal eksekusi jaminan akan memperoleh prioritas yang lebih rendah (second rank) setelah utang senior.

• PembiayaanMezzaninePembiayaan mezzanine merupakan pinjaman yang bersifat junior dalam hal pembayaran kembali dibandingkan utang senior, serta memiliki rancangan pembayaran kembali dengan opsi konversi pinjaman menjadi saham.

3. INVESTASI PENYERTAAN MODALPenyertaan modal adalah aktivitas investasi dalam bentuk kepemilikan saham secara langsung, yang kepemilikan sahamnya tidak ditujukan untuk dimiliki secara permanen pada perusahaan yang bergerak dalam sektor/proyek infrastruktur. Aktivitas investasi tersebut dilakukan bersama-sama dengan pemegang saham lain yang mengacu pada peraturan yang berlaku.

2. JUNIOR LOANJunior Loan is a loan that is lower priority in respect to the repayment compared to the senior loans.

The junior loan products that PT SMI provides including:

• Subordinated loanSubordinated loan is the loan ranked below other loans in regards to repayment and claims on assets.

• Mezzanine loanMezzanine loan is the loan that has lower priority in regards to its repayment compared to senior loan, with an option to convert the loan into equity.

3. CAPITAL INVESTMENTCapital investment is the activity of contributing capital in the form of direct placement into equity, which shares are not for permanent ownership in companies engaged in infrastructure sector/project. The investment activities are conducted together with the other shareholders referring to the relevant regulations.

Sejak didirikan pada tahun 2009, PT SMI telah banyak memberikan kontribusi dalam pembiayaan sektor-sektor infrastruktur di Indonesia. Pada awal pendiriannya, kegiatan utama PT SMI adalah memberikan pembiayaan kepada proyek-proyek infrastruktur sesuai dengan Peraturan Menteri Keuangan No. 100/PMK.010/2009 yang mencakup sektor-sektor infrastruktur sebagai berikut:1. Since its establishment in 2009, PT SMI has made numerous contributions in financing infrastructures in Indonesia. In the beginning of its establishment, PT SMI principal function was to finance infrastructure projects in accordance with the Regulation of the Finance Minister No. 100/PMK.010/2009 which covers the following infrastructure sectors:

Pada tahun awal pendiriannya, PT SMI berhasil memberikan komitmen pembiayaan sebesar Rp125 miliar dengan outstanding pembiayaan sebesar Rp49 miliar.

Pada tahun berikutnya, fasilitas pembiayaan yang diberikan oleh PT SMI mengalami peningkatan dengan nilai komitmen pembiayaan sebesar Rp400 miliar dan outstanding pembiayaan sebesar Rp175 miliar.

Pada tahun 2011, PT SMI telah memberikan komitmen pembiayaan sebesar Rp1.158 miliar dengan outstanding sebesar Rp525 miliar atau tumbuh sebesar 189% dibandingkan dengan tahun 2010.

At the dawn of its establishment, PT SMI had successfully booked financial commitment worth Rp125 billion with the outstanding of Rp49 billion.

On the following year, the loan facility given by PT SMI increased with the commitment value of Rp400 billion and oustanding of Rp175 billion

In 2011, PT SMI was committed to provide Rp1,158 billion with the disbursement of Rp525 billion or jumped by 189% compared to in 2010.

Pada tahun 2012, komitmen pembiayaan tumbuh sebesar 92% dari tahun sebelumnya dengan total komitmen pembiayaan mencapai Rp2.222 miliar dan outstanding sebesar Rp1.196 miliar (sekitar 54% dari total komitmen pembiayaan).

Komitmen pembiayaan pada tahun 2013 mencapai Rp4.477 miliar dengan outstanding sebesar Rp3.087 miliar atau sebesar 69% dari total komitmen pembiayaan.

Tambahan komitmen pembiayaan yang dilakukan pada tahun 2014 adalah sebesar Rp1.101 miliar, sehingga total komitmen pembiayaan mencapai Rp5.577 miliar dengan tingkat utilisasi sebesar 76% atau Rp4.262 miliar.

Sampai dengan bulan Juni 2015, jumlah komitmen pembiayaan yang telah diberikan oleh PT SMI mencapai Rp7.449 miliar dengan outstanding sebesar Rp5.165 miliar (dengan menggunakan kurs konversi Rp terhadap USD per 30 Juni 2015 sebesar Rp13.332/USD). Secara year-on-year angka ini menggambarkan pertumbuhan komitmen sebesar 61% dan outstanding 44% dibandingkan posisi 30 Juni 2014.

Tingkat utilisasi komitmen pembiayaan yang diberikan oleh PT SMI mengalami peningkatan dari tahun ke tahun dan sampai dengan bulan Juni 2015 tingkat utilisasi telah mencapai 69% dari total komitmen pembiayaan. Pada periode tahun 2009 - 2014, PT SMI mencatat pertumbuhan pembiayaan yang cukup tinggi terlihat dari CAGR komitmen dan outstanding pembiayaan sebesar masing-masing 114% dan 144%.

In 2012, its financing commitment rose by 92% from the previous year with total financing commitment of Rp2,222 billion and outstanding of Rp1,196 billion (around 54% of the total financing commitment).

PT SMI’s financing commitment in 2013 reached Rp4,477 billion with total disbursement of Rp3,087 billion or 69% of the total commitment.

The additional financing commitment booked in 2014 was Rp1,101 billion, increasing the total financing commitment to become Rp5,577 billion with the utilization level of 76% or Rp4,262 billion.

As of June 2015, PT SMI committed a total loan of Rp7,449 billion with outstanding of Rp5,165 billion (Rupiah to USD exchange rate as of June 30, 2015 of was IDR13,332 per US dollar). This figure described the financing commitment growth was 61% (y/y) and outstanding loan growth was 44% (y/y) compared to the position as of June 30, 2014.

The utilization level of financing commitment has increased every year. As of June 2015 the utilization level has achieved 69% of its total financing commitment. During the period of 2009 - 2014, PT SMI has booked a fairly high growth of financing commitment as reflected from the CAGR of its financing commitment and outstanding are 114% and 144%, respectively.

Pada tahun 2010, PT SMI telah memberikan pembiayaan pada 5 (lima) sektor infrastruktur, yaitu sektor transportasi, minyak dan gas bumi, ketenagalistrikan, pengairan dan jalan. Komposisi sektor ketenagalistrikan sekitar 63% dari total nilai komitmen pada tahun 2010 yang mencapai Rp400 miliar.

Pada tahun 2011, PT SMI telah membiayai pada 7 (tujuh) sektor infrastruktur, dengan tambahan pembiayaan kepada sektor air minum dan telekomunikasi.

Pencapaian pembiayaan pada 7 (tujuh) jenis sektor infrastruktur dapat dipertahankan oleh PT SMI sampai saat ini, dengan komposisisi terbesar adalah sektor ketenagalistrikan, sektor jalan dan sektor minyak dan gas bumi.

In 2010, PT SMI financed five (5) infrastructure sectors, consisting of transportation, oil and natural gas, electricity, irrigation and roads. The electricity sector contributed around 63% of the total commitment of Rp400 billion.

In 2011, PT SMI financed seven (7) infrastructure sectors, with additional financing commitment in Water Supply and telecommunication sectors.

Berdasarkan persentase penyaluran pembiayaan, PT SMI berhasil memberikan komitmen pembiayaan pada sektor pengairan sebanyak 84% dan sektor transportasi 16%.

Pada tahun 2010, komitmen pembiayaan PT SMI diberikan pada sektor ketenagalistrikan (63%), transportasi (17%), pengairan (10%), minyak dan gas bumi (4%), dan jalan (5%) .

Pada tahun 2012, sektor ketenagalistrikan mengambil porsi paling besar komitmen pembiayaan yang dilakukan PT SMI yaitu sebesar 39%, kemudian disusul oleh sektor minyak dan gas bumi (23%) dan sektor jalan (16%). Pada tahun 2012 tersebut, sektor minyak dan gas bumi dan sektor jalan mengalami pertumbuhan yang pesat dibandingkan dengan sektor-sektor lainnya. Pembiayaan sektor minyak dan gas bumi mengalami kenaikan sebesar 242%, sementara sektor jalan bertumbuh sebesar 791% dibandingkan dengan tahun sebelumnya.

Pada tahun 2013, komposisi pembiayaan yang dilakukan PT SMI paling besar adalah di sektor ketenagalistrikan yang mencapai 39%, kemudian disusul oleh sektor minyak dan gas bumi (13%) serta sektor transportasi dan sektor telekomunikasi (12%).

In 2012, electricity sector claimed the largest portion of financing commitment with 39%, followed by oil and gas (23%) and road sector (16%). During 2012, oil and natural gas and road sectors showed a rapid growth compared to the other sectors. The financing commitment in oil and natural gas sector surged by 242%, while the road sector grew by 791% compared to the previous year.

In 2013, the electricity sector contributed the largest part of financing commitment booked by PT SMI by 39%, followed by oil and gas (13%), transportation, and telecommunication sector (12%).

Pada tahun 2014, komposisi pembiayaan yang dilakukan PT SMI paling besar adalah pada sektor ketenagalistrikan yang mencapai 37%, kemudian disusul oleh sektor minyak dan gas bumi (16%) dan sektor jalan (15%).

Pada bulan Juni 2015, PT SMI telah memberikan pembiayaan kepada 7 (tujuh) sektor dengan total debitur sebanyak 27 perusahaan. Komposisi pembiayaan berdasarkan sektor tersebar lebih merata dengan komposisi terbesar adalah sektor ketenagalistrikan (28%), sektor jalan (20%) dan sektor minyak dan gas bumi (17%).

4.2 PT SMI memberikan pembiayaan dalam mata uang Rupiah dan US Dollar. Pemberian fasilitas pembiayaan mengikuti jenis mata uang yang akan menjadi sumber pembayaran fasilitas pembiayaan agar terhindar dari risiko akibat perubahan kurs.

Pembiayaan dalam mata uang Rupiah berasal dari sektor-sektor infrastruktur yang memiliki pendapatan dalam denominasi Rupiah, antara lain sektor transportasi, jalan tol, air minum dan ketenagalistrikan skala kecil dan menengah seperti pembangkit listrik mini hidro.

Pembiayaan dalam mata uang Rupiah masih mendominasi portofolio pembiayaan yang diberikan PT SMI. Sampai dengan bulan Juni 2015, pembiayaan dalam mata uang Rupiah mencapai sebesar 68% dari total komitmen pembiayaan.

The loan facilities in Rupiah are addressed to cover the infrastructure sectors which income generated in Rupiah, among others, transportation, toll road and Water Supply sectors as well as small and medium scale electricity sector such as mini-hydro power plant.

The loan in Rupiah still dominates the financing portfolio provided by PT SMI. Up to June 2015, loan in Rupiah was 68% of the total financing commitment.

Sampai dengan Juni 2015, total komitmen pembiayaan dalam Rupiah sebesar Rp5.040 miliar dan dalam US Dollar mencapai ekuivalen Rp2.409 miliar, dengan outstanding pembiayaan dalam Rupiah sebesar Rp3.187 miliar dan dalam US Dollar ekuivalen sebesar Rp1.977 miliar.

Apabila melihat ke belakang pada tahun-tahun awal pendirian PT SMI, komitmen pembiayaan seluruhnya dalam mata uang Rupiah (tahun 2009 dan 2010), sedangkan pada tahun 2011 komitmen pembiayaan dalam mata uang Rupiah sebesar (90%) atau mengalami penurunan akibat pemberian komitmen pembiayaan dalam mata uang US Dollar sebesar 10%.

Porsi pembiayaan US Dollar yang diberikan PT SMI pada tahun 2011 diperuntukan bagi sektor minyak dan gas bumi dengan nilai komitmen sebesar USD12,5 juta dengan outstanding sebesar USD12,5 juta.

Sejak tahun 2012 sampai saat ini, proyek-proyek dari sektor ketenagalistrikan merupakan penerima terbesar pembiayaan dengan mata uang US Dollar.

In its early establishment, PT SMI financing commitment in 2009 and 2010 was solely in Rupiah, while in 2011 the financing commitment in Rupiah was decreased to 90% due to the 10% of financing commitment was booked in US Dollar.

The portion of US Dollar loan provided by PT SMI in 2011 was for the oil and gas sector with commitment amount of USD12.5 million and outstanding of USD12.5 million.

Since 2012, USD Dollar loans have been mostly absorbed by electricity projects.

Pada tahun 2009, PT SMI memberikan komitmen pembiayaan seluruhnya dalam bentuk pembiayaan modal kerja. Pada tahun 2010, PT SMI mulai memberikan komitmen pembiayan dalam bentuk pembiayaan investasi sebesar Rp252 miliar atau 63% dari total komitmen pembiayaan yang diberikan. Sampai dengan bulan Juni 2015, porsi komitmen pembiayaan untuk pembiayaan investasi mencapai Rp5.283 miliar atau sebesar 71% dari total komitmen pembiayaan yang diberikan. Komitmen pembiayaan modal kerja sebesar Rp2.165 miliar atau sebesar 39% dari total komitmen pembiayaan.

Pada bulan Juni 2015, total komitmen pembiayaan telah mencapai Rp7.449 miliar, terdiri dari pembiayaan project finance sebesar Rp4.014 miliar dan pembiayaan corporate finance sebesar Rp3.414 miliar.

In 2009, the financing commitment was entirely dedicated for working capital loan. In 2010, PT SMI started to provide investment loan of Rp252 billion or 63% of its financing commitment. Until June 2015, the portion of financing commitment for investment loan was Rp5,283 billion or 71% of the total financing commitment. Meanwhile, the commitment for working capital loan was Rp2,165 billion or 39% of the total financing commitment.

In June 2015, the financing commitment reached Rp7,449 billion, consisting of Rp4,014 billion for project finance and Rp3,414 billion for corporate finance.

Perkembangan komitmen pembiayaan berdasarkan lokasi proyek infrastruktur yang dibiayai mengalami perubahan sejak PT SMI didirikan pada tahun 2009 sampai dengan saat ini. Pada bulan Juni 2015, lokasi proyek yang dibiayai PT SMI tersebar di seluruh wilayah Indonesia, dengan porsi komitmen pembiayaan terbesar untuk proyek-proyek yang berlokasi di Pulau Jawa (57%), Pulau Sumatera (26%), Pulau Kalimantan (10%), Pulau Sulawesi (7%), dan Maluku-Papua (1%).

Hingga saat ini, pembiayaan di wilayah Timur Indonesia masih lebih rendah dibandingkan wilayah Barat walaupun secara besaran nilai pembiayaan mengalami peningkatan. Hal ini disebabkan antara lain karena jumlah kesiapan proyek yang feasible di wilayah Timur Indonesia masih lebih sedikit dibandingkan wilayah Barat.

Based on the project location, the financing commitment has been widely distributed since PT SMI establishment in 2009. As of June 2015, PT SMI has financed projects throughout Indonesia. The largest portion of financing commitment in 2015 is for the projects in Java Island (57%), followed by Sumatera Island (26%), Kalimantan Island (10%), Sulawesi Island (7%), and Maluku-Papua (1%).

Until now, the financing commitment for eastern Indonesia has been lower compared to the western part of Indonesia although its financing value shows an increasing trend. This is due to, among others, there are less feasible projects in Eastern Indonesia than in Western region.

08Pembangunan infrastruktur di wilayah Indonesia Timur masih belum sepesat pembangunan di wilayah Indonesia Barat. Menurut data dari Kementerian Koordinator Bidang Perekonomian Republik Indonesia tahun 2014, terdapat lima kendala terkait pembangunan infrastruktur dan pertumbuhan ekonomi di koridor wilayah Timur Indonesia, yaitu masih dibutuhkannya fasilitas untuk pemenuhan kebutuhan listrik, pengembangan koneksi internet yang lebih baik dalam rangka merealisasikan pembangunan sumber daya manusia yang mumpuni, revitalisasi kapal pengangkut barang dan penumpang yang sebagian besar telah berusia tua, interkoneksi wilayah melalui jalur darat, laut dan udara yang lebih baik guna menciptakan sistem logistik yang efektif dan efisien, dan percepatanpembangunan infrastruktur untuk memudahan akses ke wilayah-wilayah terpencil Indonesia guna mengurangi biaya transportasi yang tinggi.

PT SMI telah melakukan pembiayaan di wilayah Timur Indonesia melalui proyek-proyek pembangkit listrik, pembangunan infrastruktur irigasi, pembangunan prasarana transportasi, pembangunan jalan dan jembatan.

Infrastructure development in Eastern Indonesia has not been as rapid as the development in Western Indonesia. According to the data from the Coordinating Ministry for Economic of the Republik Indonesia in 2014, there are five constraints that require improvements related to the infrastructure development and economic growth in Eastern part, such as; more electricity supply, internet connection’s developments to increase the community capacity, the revitalization of old cargo and passengers’ ships, the integration of intermodal transportation to create an effective and efficient logistic system, and an acceleration of infrastructure development in remote area to reduce transportation costs.

PT SMI has provided loans in Eastern Indonesia to finance power plants, irrigation infrastructures, transportation infrastructures, and also road and bridge construction.

Untuk proyek jalan, PT SMI memberikan pembiayan untuk jalan yang menguhubungkan Jeneponto – Bantaeng di Sulawesi Selatan.

Di wilayah Papua, PT SMI memberikan pembiayaan untuk Jalan Dekai – Oksibil di Manokwari Papua. Perbaikan dan peningkatan kapasitas jalur lintas Jalan Jeneponto – Bantaeng diharapkan mampu menjaga kekuatan ekonomi di wilayah Timur Indonesia khususnya pada provinsi Sulawesi Selatan. Adanya proyek Jalan Dekai – Oksibil yang merupakan bagian dari Trans Papua dengan total panjang ruas jalan ± 3.421 km diharapkan mampu mengakselerasi pembangunan di Provinsi Papua dan Papua Barat.

Di sektor listrik, PT SMI memberikan pembiayaan untuk pembangkit listrik di Gorontalo dan Mobuya di Sulawesi Utara. Kedua pembangkit listrik tersebut berkontribusi dalam mengurangi defisit daya diwilayah Sulawesi Utara.

Ke depan 2015, seiring dengan semakin luasnya peran dan sektor eligible yang dimana PT SMI dapat berperan, maka kawasan Indonesia Timur menjadi perhatian PT SMI. Pada bulan Februari 2015, bekerjasama dengan APEKSI Komisariat Wilayah VI (Asosiasi Pemerintah Kota Seluruh Indonesia untuk wilayah Sulawesi, Maluku, Maluku Utara, Papua dan Papua Barat) melaksanakan sharing session dengan topik Opsi Pembiayaan bagi Proyek Infrastruktur di Bau Bau, Sulawesi.

For road projects, PT SMI allocated loans for the road that connects Jeneponto and Bantaeng in South Sulawesi.

In Papua, PT SMI gave financing commitment for the road construction from Dekai to Oksibil in Manokwari. The road capacity’s upgrade from Jeneponto – Bantaeng is aimed for maintaining the economic strength in Eastern Indonesia particularly in South Sulawesi province. The road project from Dekai – Oksibil of ± 3,421 km, a part of Trans Papua project, is expected to accelerate the development in Papua and West Papua.

In electricity sector, PT SMI financed power plants in Gorontalo and Mobuya in North Sulawesi. The two power plants contribute in reducing the deficit of electricity in North Sulawesi.

In 2015, the Eastern part will be PT SMI’s concern as the role of PT SMI and eligible sectors become more extensive. In February 2015, cooperating with Commissioner of Area VI of APEKSI (The Association of City Administration of Indonesia for Sulawesi, Maluku, North Maluku, Papua and West Papua), PT. SMI held a sharing session about ‘Financing Options for Infrastructure Projects’ in Bau Bau, Sulawesi.

Pemenuhan kebutuhan air minum serta ketersediaan akses air bersih untuk masyarakat menjadi tantangan terbesar bagi pembangunan sektor air di Indonesia. Target Millenium Development Goals (MDGs) sebesar 68,8% pada tahun 2015. Berdasarkan data dari Badan Pendukung Pengembangan Sistem Penyediaan Air Minum (BPPSPAM) Kementerian Pekerjaan Umum, komposisi PDAM yang sehat, kurang sehat dan sakit pada tahun 2012-2013 cenderung memiliki porsi yang relatif tidak berubah. Di sisi lain, porsi PDAM sakit di tahun 2013 tercatat lebih rendah dibanding dengan kinerja tahun 2011 meskipun jika dibandingkan dengan kinerja tahun 2012 porsinya sedikit mengalami kenaikan. Di tahun 2013, PDAM yang sehat memiliki porsi 50,3% atau mengalami sedikit penurunan dibanding dengan kondisi pada tahun 2012 berdasarkan total jumlah PDAM yang telah diperiksa oleh BPPSPAM di seluruh Indonesia.

On the other hand, the number of sick PDAM in 2013 was recorded lower than in 2011 despite of its increase compared to the performance in 2012. In 2013, healthy PDAM was 50.3% or a slight decrease compared to the condition in 2012 based on the total number of PDAM audited by BPPSPAM all across Indonesia.

One of the main reasons for the sluggish development of water supply sector in Indonesia is the limitation of financial and technical capacity of PDAM. Due to this constraint, cooperating with the Private Sectors may become the solution to develop the water supply sector in Indonesia.

Pada tahun 2011, PT SMI mulai memberikan pembiayaan kepada sektor air minum dengan diberikannya fasilitas pembiayaan kepada debitur yang bergerak dalam sektor air minum. Jumlah komitmen pembiayaan awal sebesar Rp150 miliar yang dipergunakan untuk pembiayaan belanja capex tahun 2011 meliputi pembangunan infrastruktur air minum termasuk penambahan, pengadaan, penggantian, perbaikan dan pemeliharaan bangunan pengambilan air baku, jaringan transmisi, distribusi dan instalasi pengolahan air minum. Pada tahun 2012, PT SMI memberikan tambahan pembiayaan untuk sektor air minum sebesar Rp50 miliar yang ditujukan untuk pembiayaan belanja capex tahun 2012.

In 2011, PT SMI started to provide loans for Water Supply sector. The initial financing commitment was Rp150 billion which was addressed to finance the capital expenditure for developing Water Supply infrastructure including addition, procurement, replacement, refinement and maintenance of intake installation, transmission network, distribution and water supply plant. Sampai dengan bulan Juni 2015, PT SMI telah memberikan komitmen pembiayaan kepada sektor air minum sebesar Rp350 miliar kepada 2 (dua) perusahaan yang bergerak dalam sektor air minum di daerah DKI Jakarta (untuk peningkatan infrastruktur air minum di sebagian Jakarta Pusat, Jakarta Utara, dan Jakarta Timur), serta di daerah Bekasi (untuk peningkatan kapasitas water treatment plant). Outstanding pembiayaan sektor air minum pada bulan Juni 2015 sebesar Rp269 miliar.

As of June 2015, PT SMI financing commitment in water supply sector was Rp350 billion for two (2) companies in the Province of Special Region of Capital Jakarta (for improving Water Supply infrastructure in parts of Central, North and East Jakarta), and in Bekasi (for increasing water treatment plant capacity). The outstanding loan for water supply sector as of June 2015 was Rp269 billion.

Perusahaan merupakan penyedia jasa air bersih bagi area industri, area bisnis maupun pemukiman penduduk di wilayah operasional meliputi Jakarta Timur, sebagian Jakarta Pusat dan Jakarta Utara. Pada tahun 1998, perusahaan mendapat konsesi untuk melakukan usaha selama 25 tahun berdasarkan Perjanjian Kerjasama dengan Perusahaan Daerah Air Minum DKI Jakarta (“PAM Jaya”).

Di dalam perjanjian konsesi tersebut, perusahaan mengambil alih seluruh fasilitas produksi dari PAM Jaya dan mengoperasikan fasilitas tersebut selama 25 tahun.

Dengan demikian perusahaan bertanggung jawab untuk mengelola, mengoperasikan, memelihara, serta melakukan investasi untuk mengoptimalkan, menambah dan meningkatkan pelayanan air bersih di wilayah operasionalnya.

Perusahaan memiliki fasilitas produksi berupa instalasi pengolahan air (“IPA”) di tiga lokasi dengan kapasitas produksi sebagai berikut:

The company is a supplier of tap water for industries, commercials, and and residentials in East Jakarta, parts of Central Jakarta and North Jakarta. In 1998, the company secured a concession to operate the business for 25 years under a Cooperation Agreement with the Perusahaan Daerah Air Minum DKI Jakarta (“PAM Jaya”).

Under the concession agreement, the Company takes over all production facility from PAM Jaya and operates it for 25 years.

Consequently, the company is responsible to manage, operate and maintain as well as to make investments for optimizing, improving and increasing tap water supply in its operational area.

The company has the following water treatment plants (“WTP”) in three different locations as follows:

1. WTP Buaran I 2,000 liters/second2. WTP Buaran II 3,000 liters/second3. WTP Pulo Gadung 4,000 liters/second

To support the distribution of tap water to customers, the company has a distribution center in Cilincing and 4 pumps located in Pasar Rebo, Sumur Batu, Sungai Bambu and Tugu. The new pump in Tugu is the company’s latest pumping installation that significantly increases the water supply in 11 sub-districts of North Jakarta.

Perusahaan didirikan pada tahun 2012 dan memiliki konsesi untuk melakukan usaha penyedia jasa air bersih selama 25 tahun. Jasa penyediaan mencakup area bisnis, area industri dan pemukiman di Kabupaten Bekasi. Kapasitas produksi fasilitas pengolahan adalah 420 liter per detik dan melayani kebutuhan pelayanan air untuk masyarakat di Kecamatan Cikarang Utara, Cikarang Selatan dan Lemah Abang.

Dalam rangka optimalisasi kapasitas produksi IPA eksisting, kapasitas IPA akan ditingkatkan menjadi 1.000 liter per detik. PT SMI memberikan komitmen pembiayaan sebesar Rp50 miliar rupiah untuk mendukung pengembangan infrastruktur Perusahaan.

The tap water company was established in 2012 and had a concession to provide tap water for 25 years. The service covers business areas, industrial zones and residential areas in Bekasi Regency. The plant’s production capacity is 420 liters per second and serves the demand of the public in Cikarang Utara, Cikarang Selatan and Lemah Abang districts.

In order to optimize the existing WTP, the production capacity was upgraded to 1,000 liters per second. PT SMI has committed to provide Rp50 billion to support the Company’s infrastructure development.

Bagi setiap negara, infrastruktur jalan merupakan elemen penting untuk meningkatkan kesejahteraan rakyat. Adanya infrastruktur jalan akan membuat perekonomian suatu wilayah menjadi berkembang lebih cepat dibanding wilayah-wilayah yang tidak memiliki infrastruktur jalan, baik itu jalan tol, jalan nasional maupun jalan provinsi. Oleh karena itu, pembangunan infrastruktur jalan yang baik dan merata diharapkan dapat membantu pelaksanaan pembangunan yang merata di seluruh Indonesia.

Dari data yang didapat dari Badan Pusat Statistik (BPS), jumlah kendaraan bermotor di Indonesia pada tahun 2014 telah mencapai 112 juta kendaraan atau tumbuh dengan CAGR 13,8% dalam periode tahun 2004 sampai dengan tahun 2014, sedangkan rasio pertumbuhan jalan kurang dari setengah dari rasio pertumbuhan kendaraan atau 6,36%.

Road infrastructure plays a key role in bringing the prosperity in every country. It will stimulate the economic development of an area faster than the one with no roads; either it is a toll road, national or provincial road. Therefore proper road infrastructures are expected to support a more widely distributed developments in Indonesia.

According to the data from the Indonesian Central Bureau of Statistics or Badan Pusat Statistik (BPS), total number of motorized vehicles in Indonesia in 2014 is 112 million vehicles, showing an upward trend with the CAGR of 13.8% during the period of 2004-2014. On the contrary, the road growth ratio is only half of the vehicle growth or approximately 6.36%.

Di Indonesia, sektor jalan masih banyak terkonsentrasi di pulau Jawa. Frekuensi kendaraan yang lebih tinggi dibanding pulau-pulau lainnya membuat sektor jalan berkembang lebih pesat di Jawa. Saat ini terdapat proyek besar untuk jalan tol yang menghubungkan kota-kota di Pulau Jawa yaitu Tol Trans Jawa sepanjang 1.100 km. Jaringan jalan tol Trans Jawa terbagi atas 5 (lima) koridor utama, yaitu Koridor Merak–Jakarta–Cikampek (telah beroperasi), Koridor Cikampek–Cirebon (telah beroperasi), Koridor Cirebon–Semarang (beroperasi sebagian kecil), Koridor Semarang–Surabaya (belum beroperasi) dan Koridor Surabaya–Banyuwangi (beroperasi sebagian kecil).

Dibandingkan dengan sektor-sektor infrastruktur lainnya, sektor jalan memiliki tenor pembiayaan yang lebih panjang karena biaya investasi yang cukup besar. Sektor ini masih cukup menjanjikan karena pertumbuhan kendaraan penumpang maupun angkutan barang yang terus meningkat seiring dengan meningkatnya pertumbuhan ekonomi. Sektor ini memiliki kaitan erat dengan pertumbuhan industri-industri lainnya seperti otomotif dan migas.

In Indonesia, the development of road sector has been concentrated in Java Island. The number of vehicles in Java is much higher compared to other regions, has been the reason why the road sector is more advanced in Java. Recently, there are major projects of toll road that connect the cities in Java Island i.e. Trans Java (1,100 km). The Trans Java toll road is divided into five (5) major corridors; Merak–Jakarta–Cikampek (in operation), Cikampek–Cirebon (in operation), Cirebon–Semarang (partly in operation), Semarang–Surabaya (not operated) and Surabaya–Banyuwangi (partly in operation).

Compared with the other infrastructure sectors, road has longer financing tenor due to its high investment cost. Pada tahun 2010, PT SMI mulai memberikan pembiayaan kepada sektor infrastruktur jalan dengan memberikan fasilitas pembiayaan modal kerja dengan komitmen sebesar Rp20 miliar untuk proyek pembangunan jalan lingkar selatan di Ambarawa, Kabupaten Semarang, Jawa Tengah.

Pada tahun 2011, komitmen pembiayaan sektor jalan mengalami peningkatan sebesar 100% menjadi Rp40 miliar. Pembiayaan tersebut diberikan kepada perusahaan kontraktor BUMN dalam bentuk fasilitas pembiayaan modal kerja untuk pembangunan jalan Jeneponto-Bantaeng di Sulawesi Selatan sebesar Rp20 miliar.

In 2010, PT SMI started to finance road infrastructure sectors by providing working capital loan facilities with Rp20 billion financing commitment for the southern ring road construction project in Ambarawa, Semarang Regency, and Central Java.

In 2011, financing commitment in road sector increased sharply by 100% to Rp40 billion. The loans were provided to a SOC contractor in the form of working capital loan facility with the amount of Rp20 billion for the construction of Jeneponto-Bantaeng road in South Sulawesi.

Pembiayaan investasi pada sektor jalan diberikan oleh PT SMI pada tahun 2012, yaitu pemberian pembiayaan investasi untuk pembangunan infrastruktur jalan tol ruas Cikampek-Palimanan dengan komitmen sebesar Rp300 miliar. Proyek jalan tol sepanjang ± 116,4 km tersebut merupakan bagian dari proyek jalan tol Trans Jawa dan telah beroperasi pada bulan Juni 2015.

Sampai dengan bulan Juni 2015, komitmen pembiayaan sektor jalan mencapai Rp1.496 miliar dengan outstanding sebesar Rp1.180 miliar.

Jalan Tol Ruas Cikampek–Palimanan berlokasi di wilayah Provinsi Jawa Barat, berawal dari Cikampek, Kabupaten Karawang (km 91,50) dan berakhir di Palimanan, Kabupaten Cirebon (km 207,174). Jalan tol ini diharapkan mampu mendukung Jalan Pantai Utara Jawa Barat (Jalur Pantura) yang merupakan jalan antar kota utama.

Jalan tol ruas Cikampek – Palimanan ini menghubungkan ruas jalan tol Jakarta – Cikampek di sebelah barat (sepanjang 73 km, dioperasikan oleh PT Jasamarga sejak tahun 1988) dan ruas jalan tol Palimanan–Kanci (sepanjang 28 km, dioperasikan oleh PT Jasamarga sejak tahun 1998) dan Kanci – Pejagan (sepanjang 35 km, dioperasikan oleh Group MNC sejak tahun 2012) di sebelah timur.

The toll road with a length of ± 116.75 km has been in operation since June 26, 2015. The Cikampek–Palimanan section that is located in the Province of West Java, starts from Cikampek, Karawang Regency (km 91.50) and ends at Palimanan, Cirebon Regency (km 207.174). This toll road is aimed to support the north line of West Java (Jalur Pantura) which is the main inter-city road.

Pada semester I tahun 2015, PT SMI memberikan komitmen pembiayaan modal kerja kepada perusahaan operator jalan tol yang memiliki panjang jalan sekitar ± 478 km di daerah Jakarta, Jawa Barat, Jawa Tengah, Jawa Timur dan Sumatera Utara. Panjang jalan yang dioperasikan mencapai sekitar 52% dari total jalan tol di Indonesia dan pembiayaan modal kerja yang diberikan bertujuan untuk mendukung kelancaran sebelas ruas jalan tol yang dioperasikan.

Operasional jalan tol meliputi aktivitas pengumpulan jalan tol, pelayanan pemakai jalan tol dan pemeliharaan jalan tol. Kelancaran aktivitas operasional jalan tol diharapkan mampu untuk menopang kegiatan mobilisasi demi menunjang perekonomian nasional.

During the first semester of 2015, PT SMI has committed to provide a working capital loan for toll road operator that operates a total length of ± 478 km in Jakarta, West Java, Central Java, East Timur and North Sumatera. The Company operates around 52% of the total toll road in Indonesia. The working capital loan is addressed to support the operation of the eleven toll road sections operated by the Company.

The toll road operating expenses include toll road revenue collector cost, toll road users services cost and maintenance cost. The smooth operation is expected may support the mobilization activities in encouraging the national economy.

Bagi negara berkembang seperti Indonesia, listrik merupakan elemen penting untuk mendukung percepatan pertumbuhan ekonomi. Ketersediaan pasokan listrik yang cukup dan memadai menjadi kunci untuk dapat bersaing di dunia internasional. Saat ini Indonesia masih mengalamidefisitdayayangmenyebabkanadanyapemadaman listrikdi beberapa daerah.

Kebutuhan listrik di Indonesia diperkirakan masih akan tumbuh secara signifikan dalam beberapa tahun ke depan. Dalam Rencana UsahaPenyediaan Tenaga Listrik (RUPTL) PLN 2015-2024, diperkirakan pertumbuhan kebutuhan listrik di Indonesia sebesar 8,7% pada tahun 2014 dengan estimasi pelanggan sebesar 57,3 juta.

Secara umum, kebutuhan listrik tertinggi di Indonesia berada di wilayah Jawa-Bali dengan total daya 142,1 TWH atau sekitar 77% dari total daya seluruh Indonesia berdasarkan data tahun 2013.

For developing country like Indonesia, electricity is vital to support the acceleration of economic growth. Sufficient electricity supply is the key to be globally competitive. Currently Indonesia still has deficit in power, causing blackouts in some areas.

The electricity demand in Indonesia is forecasted to grow significantly in a few years ahead. In the Electricity Supply Business Plan of PT PLN (Persero) (RUPTL PLN) 2015-2024, the demand is predicted to grow by 8.7% in 2014 with a projection of 57.3 million customers.

According to the 2013 data, in general, the areas with highest electricity demand in Indonesia are in Java and Bali with 142.1 TWH or around 77% of total electricity consumption in Indonesia.

RUPTL PLN 2015-2024 mengestimasikan kebutuhan listrik untuk tahun 2015 sebesar 219,1 TWH untuk seluruh Indonesia dengan rincian wilayah Indonesia Timur sebesar 22,6 TWH, Indonesia Barat sebesar 31,2 TWH dan Jawa-Balisebesar165,4TW.Targetelektrifikasiadalah sebesar 87,7% untuk tahun 2015 dan 99,4% di tahun 2024 untuk seluruh Indonesia.

Sampai dengan tahun 2024, total kebutuhan investasi pembangunan infrastruktur kelistrikan PLN dan IPP (Independent Power Producers) diperkirakan sebesar USD132,2 miliar dengan partisipasi swasta sebesar USD62,8 miliar atau sekitar 48% dari kebutuhan investasi. Penggunaan kebutuhan dana investasi sebesar USD97,1 miliar akan digunakan untuk pembangkit listrik, sedangkan sisanya akan digunakan untuk penyaluran dan distribusi. Perencanaan ini terutama dibutuhkan untuk mendukung pertumbuhan ekonomi.

Pada masa mendatang, partisipasi listrik swasta masih sangat dibutuhkan dengan porsi listrik swasta yang cukup besar untuk pengembangan ketenagalistrikan di Indonesia, tetapi permasalahan yang sering didapati dalam pengembangan listrik swasta adalah mundurnya financial close, government guarantee, pembebasan lahan dan sebagainya (berdasarkan RUPTL PLN 2015-2024).

RUPTL PLN 2015-2024 forecasts the electricity demand in Indonesia will be 219.1 TWH in 2015, which consists of 22.6 TWH for Eastern Indonesia, 31.2 TWH for Western Indonesia and 165.4 TW for Java-Bali. The targets of electricity ratios in Indonesia are 87.7% and 99.4% in 2015 and 2024 respectively.

By 2024, the total investment needed for power infrastructure development by PLN and IPP (Independent Power Producers) is around USD132.2 billion with USD62.8 billion from Private involvement or around 48% of the total investment. About USD97.1 billion of the investment will be utilized for the power plants, whereas the rest of the investment will be used for transmission and distribution. This plan is particularly aimed for supporting the economic growth.

In the future, Private sector participation in electricity supply is still needed for power infrastructure developments in Indonesia, however the common issues found in the developments by Private are among others, the delay of financial close, land acquisition (referring to RUPTL PLN 2015-2024).

Sejak awal berdiri, PT SMI telah memberikan komitmen pembiayaan pada sektor ketenagalistrikan. Pada tahun 2010 sampai dengan bulan Juni 2015, komitmen pembiayaan pada sektor ketenagalistrikan memiliki porsi terbesar dibandingkan dengan pembiayaan pada sektor-sektor lainnya.

Sampai dengan tahun 2012, komitmen pembiayaan pada sektor ketenagalistrikan didominasi oleh komitmen pembiayaan dalam mata uang Rupiah dan baru pada tahun 2013 mulai memberikan komitmen pembiayaan dalam mata uang US Dollar.

Sampai dengan bulan Juni 2015, total komitmen pembiayaan pada sektor ketenagalistrikan mencapai Rp2.064 miliar dengan outstanding sebesar Rp1.770 miliar, dengan perincian komitmen dalam mata uang Rupiah mencapai Rp1.034 miliar dengan

Kondisi infrastruktur ketenagalistrikan di Kota Batam cukup baik karena tarif yang dikenakan di wilayah ini berbeda dengan wilayah lain di Indonesia. Selain itu, perusahaan swasta lain juga ikut berkontribusi dalam penyediaan listrik bagi industri. Pembangunan proyek infrastruktur kelistrikan di Batam masih perlu ditingkatkan untuk dapat menunjang rencana ekspor listrik dan interkoneksi dengan Kota Bintan. Berdasarkan RUPTL PLN 2015-2024, pembangunan interkoneksi Batam – Bintan merupakan salah satu proyek transmisi strategis Pulau Sumatera. Batam memiliki peran penting dalam penyediaan listrik ke Pulau Bintan karena biaya produksi listrik di Batam lebih rendah dibanding di Pulau Bintan.

PLTGU Panaran Batam berlokasi di Kecamatan Sagulung, Kota Batam dengan kapasitas 82,1 MW.

Referring to RUPTL PLN 2015-2024, the inter-connection of Batam – Bintan is one of the strategic transmission projects in Sumatera Island. Batam has an important role in supplying electricity to Bintan Island since the production cost in Batam is lower than in Bintan Island.

PLTGU Panaran Batam is located in Kecamatan Sagulung, Kota Batam with the capacity of 82.1 MW.

Pada tahun 2011, beban puncak Provinsi Gorontalo adalah 49,6 MW, sedangkan sistem kelistrikan pada saat itu dipasok dari PLTD BBM dengan daya mampu sekitar 47 MW.

PLN merencanakan pengembangan sistem kelistrikan Sulawesi Bagian Utara (Sulbagut) di Sulawesi dan PLTU Molotabu merupakan salah satu dari 31 proyek pembangunan pembangkit listrik yang diprogramkan. Sistem Sulbagut akan menghubungkan sistem Sulawesi Utara – Gorontalo – Tolitoli. PLTU Molotabu yang berkapasitas 2 x 10,5 MW terkoneksi dengan sistem Sulbagut, telah beroperasional pada September 2014.

Seiring dengan pertumbuhan ekonomi Gorontalo, kebutuhan listrik wilayah provinsi pada tahun 2015 telah mengalami peningkatan yang ditunjukkan oleh beban puncak siang hari yaitu 60 MW dan malam hari yakni 80 MW.

During 2011, the peak load of Gorontalo province was 49.6 MW, whereas the supply capacity from Diesel-Powered Electric Generators were just 47 MW.

PLN plans for the development of power system in North Sulawesi (Sulbagut) in Sulawesi and PLTU Molotabu which is 1 of the 31 power plant projects. The Sulbagut will connect the system of North Sulawesi – Gorontalo – Tolitoli. PLTU Molotabu, that has 2 x 10.5 MW capacity, is connected to the Sulbagut System, which has been in operation in 2014.

Along with the Gorontalo economic growth, the electricity demand in 2015 shows an increasing trend which is indicated by the peak loads during the day and night that are 60 MW and 80 MW respectively.

Pada saat ini, kebutuhan energi nasional masih bergantung pada sumber energi yang berasal dari fosil dan gas bumi sebesar 94%, terdiri dari minyak bumi sebesar 47%, gas bumi sebesar 21% dan batu bara sebesar 26%.

Dalam cetak biru target komposisi bauran energi nasional, Pemerintah merencanakan untuk mengurangi ketergantungan pada minyak bumi dan meningkatkan penggunaan gas bumi serta meningkatkan pemanfaatan energi terbarukan seperti tertuang pada Peraturan Presiden Nomor 5 Tahun 2006. Diharapkan pada bauran energi di tahun 2025 pemanfaatan energi minyak bumi adalah sebesar 20%, gas bumi 30%, batubara 33% dan energi terbarukan 17% (biofuel 5%, panas bumi 5%, biomasa nuklir, air, surya dan angin 5% dan batubara yang dicairkan 2%).

Berdasarkan data British Petroleum Statistical Review of World Energy 2015, produksi minyak bumi Indonesia tahun 2014 sebesar 852.000 barrel oil per day (“bopd”) menurun sebanyak 3,5% dari tahun 2013. Di satu sisi, konsumsi minyak Indonesia sebesar 1.641.000 BOPD atau 1% meningkat dibanding tahun sebelumnya. Kondisi ini menggambarkan bahwa produksi BBM dalamnegerimasihmengalamidefisit.

These days, the national energy demand still heavily depends on the fossil and natural gas sources which is 94% consisting of 47% fossil fuel, 21% gas, and 26% coal.

In the blueprint of national target for energy mix, Government plans to reduce the dependence on fossil fuel and increase the usage of natural gas and also renewable energy as stated in the President Regulation No. 5 of 2006. It is expected that the energy mix in 2025 will consist of 20% of fossil fuel, 30% of natural gas, 33% of coal and 17% of renewable energy (5% biofuel, 5% geothermal, 5% of nuclear biomass, water, solar and wind energy, and 2% liquefied coal).

According to the data of British Petroleum Statistical Review of World Energy 2015, the Indonesia’s oil production in 2014 was 852,000 barrels oil per day (“bopd”) decreasing by 3.5% from 2013 production. On one side, the Indonesian oil consumption was 1,641,000 BOPD or increasing by 1% compared to the previous year. This condition depicts that the domestic production of oil fuel has still been in deficit.

Untuk gas bumi, Indonesia memproduksi 73,4 miliar m3 atau 2,1% dari total produksi gas bumi dunia.

Menurut data dari situs Kementerian Energi dan Sumber Daya Mineral Direktorat Jenderal Minyak dan Gas Bumi, total cadangan minyak bumi terus menurun sejak tahun 2006 sampai dengan tahun 2012 dari angka 8,93 miliar barel ke angka 7,40 miliar barel. Hal ini sejalan dengan produksi minyak bumi yang juga menurun dari 367.050 ribu barel pada tahun 2006 menjadi 314.666 ribu barel pada tahun 2012.

For Natural Gas, Indonesia produced 73.4 billion m3 or 2.1% of total production of world natural gas.

According to the data from the website of the Ministry of Energy and Mineral Resources of the Directorate General of Oil and Gas, total oil deposit has been decreasing since 2006 to 2012 from 8.93 billion barrels to 7.40 billion barrels. Komitmen pembiayaan kepada sektor minyak dan gas bumi dilakukan dalam mata uang Rupiah dan US Dollar. Komitmen pembiayaan kepada sektor minyak dan gas bumi diberikan pertama kali pada tahun 2010 berupa pembiayaan modal kerja untuk proyek pembangunan pipa gas di Tuban dan pembiayaan modal kerja jasa logistik, dengan total komitmen pembiayaan sebesar Rp68 miliar.

Sejak tahun 2012, seluruh komitmen pembiayaan pada sektor minyak dan gas bumi diberikan dalam mata uang US Dollar sejalan dengan kebutuhan pembiayaan dalam mata uang asing yang disesuaikan dengan pendapatan usaha dari proyek yang dibiayai. Komitmen pembiayaan sektor minyak dan gas bumi tahun 2012 sebesar USD52,5 juta dengan outstanding sebesar USD49 juta, yang digunakan untuk membiayai proyek-proyek minyak dan gas bumi di seluruh Indonesia serta LPG terminal di Semarang, Jawa Tengah.

Pada tahun 2013, terdapat komitmen pembiayaan baru dengan nilai komitmen sebesar USD9,4 juta yang digunakan untuk pembangunan proyek kilang minyak di Bojonegoro, Jawa Timur.

Financing commitments in oil and gas sector are provided in Rupiah and US Dollar. The commitment was firstly made in 2010 as working capital loan for gas pipe construction in Tuban and logistic services, with financing commitment of Rp68 billion.

Since 2012, the entire financing commitment in oil and gas sector has been booked in US Dollar as the financing needs were matched to the project’s source of revenue. The financing commitment in this sector in 2012 was worth USD52.2 million with outstanding of USD49 million which was addressed to finance projects of oil and gas in Indonesia and also LPG terminal in Semarang, Central Java.

In 2013, the financing commitment was secured with value of USD9.4 million which was used for financing the oil refinery construction in Bojonegoro, East Java.

Sampai dengan bulan Juni 2015, total komitmen pembiayaan pada sektor minyak dan gas bumi mencapai USD93 juta (atau ekuivalen sebesar Rp1.246 miliar) dengan outstanding sebesar USD68 juta (atau ekuivalen sebesar Rp913 miliar) yang seluruhnya diberikan dalam mata uang US Dollar. Proyek-proyek yang dibiayai antara lain pembangunan pipa gas, LPG terminal, FSO (Floating Storage Offloading) minyak mentah, kilang minyak dan fasilitas-fasilitas pendukung sektor minyak dan gas bumi.

Until June 2015, the total financing commitment in oil and gas sector has reached USD93 million (equivalent to Rp1,246 billion) with outstanding of USD68 million (or equivalent to Rp913 billion) which was entirely in US Dollar. The financed projects are the gas pipe construction, LPG terminal, Floating Storage Offloading for crude oil, oil refinery and supporting facilities for oil and gas among others.

Proyek pengolahan minyak bumi (Oil Refinery) ini dibangun tahun 2008 dan terletak di Desa Sumengko, Kecamatan Kalitidu, Kabupaten Bojonegoro, Jawa Timur (“Proyek Oil Refinery”). Proyek Oil Refinery ini awalnya memiliki kapasitas produksi minyak mentah sebesar 6.000 BOPD dan saat ini telah meningkat menjadi 14.000 BOPD. Proyek Oil Refinery memproses minyak mentah menjadi bahan bakar minyak dan produk lain yang menjadi bahan baku untuk industri petrokimia.

Minyak mentah yang diproses oleh perusahaan berasal dari ladang minyak Banyu Urip, Cepu, Jawa Tengah yang merupakan pengembangan dari Blok Cepu yang dilakukan oleh Exxonmobil bersama-sama dengan PT Pertamina dan beberapa BUMD melalui Kontrak Kerja Sama (“KKS”) Cepu yang ditandatangani pada tanggal 17 September 2005 dan memiliki jangka waktu selama 30 tahun.

Penemuan ladang minyak Banyu Urip diumumkan pada bulan April 2001 dan merupakan proyek pertama yang dikembangkan setelah penandatanganan KKS. Ladang minyak Banyu Urip memiliki desain dengan kapasitas produksi minyak mentah hingga 165.000 BOPD dan diperkirakan memiliki kandungan minyak mentah lebih dari 250.000.000 barel.

Proyek Oil Refinery terletak pada lokasi yang cukup strategis, yaitu ± 5 km dari ladang minyak Banyu Urip dan ± 130 km dari kawasan industri. Pasokan minyak bumi dialirkan dari lokasi ladang minyak Banyu Urip melalui pipa sepanjang ± 5,2 km ke lokasi kilang minyak.

The Oil and Refinery located in Sumengko Village, Kalitidu District, Bojonegoro Regency, East Java (“Oil Refinery Project”) was constructed in 2008. Initially, the capacity of crude oil production had been 6,000 BOPD and later was increased to 14,000 BOPD. The oil refinery processes the crude oil to become fuel and other products for raw materials for petrochemical industry.

The processed crude oil comes from oil field in Banyu Urip, Cepu, Central Java which is an expansion part of the Cepu Block by Exxonmobil in cooperation with PT Pertamina and some Regional Administration Owned Company by Cooperation Contract or Kontrak Kerja Sama (“KKS”) Cepu signed on September 17, 2005 for 30 years period.

The discovery of Banyu Urip oil field was announced in April 2001 and was the first project developed after the signing of KKS. Banyu Urip oil field has a design production capacity of crude oil of 165,000 BOPD and is estimated to have crude oil reserve of more than 250,000,000 barrels.

The Oil Refinery Project is located at a fairly strategic location, ± 5 km from Banyu Urip oil field and ± 130 km from an industrial estate. The crude oil is supplied from the Banyu Urip oil field via ± 5.2 km pipeline to the refinery.

Sejak Pemerintah mencanangkan program konversi penggunaan Bahan Bakar Minyak atau kerosene menjadi LPG pada tahun 2007, konsumsiLPGmengalamipeningkatanyangsignifikan.

Sebelum tahun 2007, konsumsi LPG nasional berkisar di angka ± 1 juta MT per tahun dan dalam rentang waktu empat tahun, konsumsi LPG mencapai 4,34 MT juta. Hal tersebut menyebabkan pentingnya peningkatan kapasitas terminal LPG agar dapat memenuhi demand yang didominasi oleh rumah tangga.

PT SMI memberikan komitmen pembiayaan pada tahun 2012 kepada Perusahaan yang mengoperasikan Liquefied Petroleum Gas Receiving Terminal untuk menunjang kegiatan distribusi LPG yang mengembangkan kapasitas terminalnya dari 600 MT per hari menjadi lebih dari 3 kali kapasitas awal.

Since the Government launched the kerosene to LPG conversion program in 2007, the consumption of LPG has increased significantly.

Before 2007, the national consumption of LPG had been around ± 1 million MT a year and within four years, LPG consumption rose to 4.34 million MT. Consequently, the LPG terminal becomes essentials to serve the demand which is dominated by the households.

In 2012, PT SMI gave a financing commitment to a Company that operates the Liquefied Petroleum Gas Receiving Terminal to support the LPG distribution activities by expanding its terminal capacity from 600 MT a day to more than 3 times its initial capacity.

Dari Laporan Tahunan 2014 Kementerian Komunikasi dan Informatika Republik Indonesia, terlihat pertumbuhan pada industri telekomunikasi khususnya pada pasar seluler masih diproyeksikan meningkat. Adapun 3 produk utama dari industri seluler ini adalah telepom tetap kabel (Public Switched Telephone Network), telepon tetap tanpa kabel (Fixed Wireless Access) dan jaringan seluler (Cellular Network). Jaringan seluler memiliki 87,1% pada tahun 2013 untuk telekomunikasi, atau meningkat 1,11% dibandingkan tahun sebelumnya. Peningkatkan ini sejalan dengan bertumbuh pesatnya pengguna internet di Indonesia dan berkembangnya teknologi secara global.

The 2014 Annual Report of the Ministry of Communication and Informatics of the Republic of Indonesia indicates that the telecommunication industry is projected to grow, specifically cellular market. There are 3 main products of the cellular industry; Public Switched Telephone Network, Fixed Wireless Access and Cellular Network. The cellular network claimed 87.1% shares in 2013 for telecommunication, or an increase of 1.11% compared to the previous year. Pembiayaan pada sektor telekomunikasi dimulai pada tahun 2011 dengan pemberian komitmen pembiayaan untuk proyek menara telekomunikasi sebesar Rp200 miliar. Pada tahun 2013, komitmen pembiayaan untuk sektor telekomunikasi mengalami peningkatan menjadi sebesar Rp500 miliar yang digunakan untuk pembiayaan menara telekomunikasi dan pembiayaan belanja modal.

The financing in telecommunication sector was initiated in 2011 with the financing commitment worth Rp200 billion for telecommunication towers. In 2013, the financing commitment for this sector increased dramatically to Rp500 billion which was addressed to finance the tower and capital expenditure.

Sampai dengan bulan Juni 2015, komitmen pembiayaan pada sektor telekomunikasi mencapai Rp648 miliar dengan outstanding sebesar Rp133 miliar. Pembiayaan pada sektor telekomunikasi diberikan kepada perusahaan penyedia infrastruktur telekomunikasi (BTS tower provider) dan perusahaan operator telekomunikasi.

Dari sisi jumlah menara dan kapitalisasi pasar, perusahaan ini adalah perusahaan penyewaan menara telekomunikasi ketiga terbesar di Indonesia. Pembiayaan ini adalah bagian dari pendanaan sindikasi lembaga keuangan untuk pembangunan dan akuisisi menara telekomunikasi untuk meningkatkan penyebaran menaranya.

Pada posisi bulan November 2014, mayoritas menara yang dimiliki perusahaan berlokasi di Pulau Jawa dan Bali (68%), Pulau Sumatera (22%) dan daerah-daerah lainnya (10%).

Jumlah penyewa infrastruktur telekomunikasi perusahaan mengalami peningkatan dari 4.708 penyewa (2013) menjadi 10.521 (2014). Jumlah menara telekomunikasi Perusahaan juga mengalami peningkatan dari 2.798 di tahun 2013 menjadi 6.651 menara pada tahun 2014.

Sampai dengan bulan Juni 2015, PT SMI kembali memberikan komitmen pembiayaan sebesar USD15 juta yang dipergunakan antara lain untuk peningkatan infrastruktur telekomunikasi.

The financing commitment booked was part of the syndication loan for the construction and acquisition of telecommunication tower for the purpose of improving its towers distribution.

Dari data Statistik Perhubungan Buku Satu Kementerian Perhubungan tahun 2014 dan Annual Report PT Pelindo II (Persero), jika dilihat dari jumlah arus peti kemas pelabuhan yang dikelola PT Pelabuhan Indonesia I sampai dengan IV, total arus peti kemas di Indonesia memiliki kecenderungan terus bertumbuh dengan nilai CAGR 2010-2013 sebesar 9%.

Sejak tahun 2010 sampai dengan 2013, pertumbuhan arus peti kemas bertambah sekitar 3 juta twenty-foot equivalent units (TEUs) setiap tahunnya. Di tahun 2013, total peti kemas yang dikelola mencapai 13.789.220 TEUs.

According to the data from the Transportation Statistic Book One of the Ministry of Transportation Year 2014 and Annual Report of PT Pelindo II (Persero), the container traffic in ports operated by PT Pelabuhan Indonesia I to IV, demonstrates a positive trend with 9% CAGR during 2010-2013.

Since 2010 to 2013, the container traffic has been growing by around 3 million twenty-foot equivalent units (TEUs) on annual basis. In 2013, total number of containers was 13,789,220 TEUs.

Dari sisi transportasi udara, data statistik Kementerian Perhubungan untuk tahun 2010-2014 memperlihatkan rata-rata pergerakan pesawat tumbuh sebesar 9% per tahun. Menurut rencana cetak biru transportasi udara 2005-2024 Direktorat Jenderal Perhubungan Udara Kementerian Perhubungan, diperkirakan pada tahun 2015-2019 permintaan angkutan dalam negeri akan meningkat 10% per tahun dan angkutan luar negeri sebesar 10,8% per tahun, sedangkan untuk tahun 2020-2024 diperkirakan permintaan angkutan dalam negeri akan meningkat 9,8% per tahun dan angkutan luar negeri sebesar 6,8% per tahun.

For air transport sector, the statistic from the Ministry of Transportation for year 2010-2014 shows that the average growth of aircraft movement is 9% per year. According to the blue print of air transportation for the period of 2005-2024 from Directorate General of Air Transportation, the Ministry of Transportation, the demand for domestic transportation is envisaged to grow 10% a year and 10.8% for the international transportation along the period of 2015 – 2019. Meanwhile for 2020-2024, the blue print indicates the growth for domestic and international transportation demands will grow by 9.8% and 6.8% respectively.

Pelabuhan Palaran merupakan pintu gerbang pengiriman logistik dari Samarida dan Kawasan Hulu Mahakam ke Surabaya dan Jakarta. Seiring dengan meningkatnya arus barang dalam skala nasional, pelabuhan memerlukan pengembangan untuk dapat melayani arus keluar masuk barang.

Pada tahun 2012, Pelabuhan Palaran melayani volume peti kemas sebesar 175.641 TEUs. Berdasarkan hasil studi yang dilakukan oleh konsultan independen, Pelabuhan Palaran diperkirakan akan mengalami pertumbuhan 7,92% per tahun. Pada tahun 2014, Pelabuhan Palaran telah melayani volume peti kemas sebesar 220.000 TEUs atau telah melampaui kapasitas maksimum pelabuhan.

Untuk dapat mendukung pembangunan infrastruktur pelabuhan Terminal Peti Kemas (TPK), PT SMI memberikan komitmen pembiayaan sebesar Rp370 miliar. Dengan adanya infrastruktur TPK, diharapkan pelabuhan mampu melayani hingga 300.000 TEUs kontainer.

Selain peningkatan produktivitas bongkar muat barang, pembangunan infrastruktur ini juga diharapkan mampu meningkatkan daya saing usaha sehingga dapat mendukung pertumbuhan ekonomi baik di Samarinda maupun memberikan kontribusi pada pertumbuhan ekonomi nasional.

Palaran Port is the gate shipping logistic from Samarida and upstream area of Mahakam to Surabaya and Jakarta. As the goods traffic has been increasing nationally, the ports need developments to service loading and unloading activities.

In 2012, Palaran Port had handled containers’ volume of 175.641 TEUs. Based on the study conducted by the independent consultant, Palaran Port was predicted to experience growth around 7,92% a year. In 2014, Palaran Port had serviced more than 220.000 TEUS or had exceeded its maximum capacity.

To support the development of the Container Terminal, PT SMI provided financing commitment of Rp370 billion. With this terminal infrastructure, the port is expected to service 300,000 TEUs.

Beside the improvement of productivity for loading and unloading activities, this infrastructure is expected to increase the business competitiveness in order to stimulate the economy in Samarinda and to contribute in the national economic growth.

Dinobatkan sebagai bandara tersibuk nomor 8 di dunia oleh Airport Council International pada tahun 2013, Bandara Internasional Soekarno Hatta melayani 62,1 juta penumpang, melampaui kapasitasnya sebesar 22 juta penumpang. Pada tahun 2014, operator bandara meningkatkan kapasitas landas pacu dari 64 menjadi 72 penerbangan per jam.

Namun demikian, sebagai bandara berkelas internasional terbesar Indonesia, pengembangan Bandara Internasional Soekarno Hatta menjadi sangat vital untuk menunjang transportasi serta mendorong pertumbuhan ekonomi nasional.

Pengembangan bandara ini diharapkan mampu meningkatkan kapasitas sebesar 26 juta penumpang. Pada awal tahun 2015, PT SMI memberikan komitmen pembiayaan sebesar Rp500 miliar sebagai bentuk dukungan terhadap proyek yang bernilai lebih Rp7,9 triliun ini.

Nominated as the 8th busiest airport in the world by the International Airport Council in 2013, Soekarno Hatta International Airport serviced 62.1 million passengers, which exceeded its capacity of 22 million passengers. In 2014, the airport operator increased the runway capacity from 64 to 72 flights per hour.

As the largest international airport in Indonesia, the airport expansion is necessary to support the transportation and to encourage economic growth on a national scale.

This Airport expansion is expected to give an additional capacity of 26 million passengers. In early 2015, PT SMI provided financing commitment of Rp500 billion to support this Rp7.9 trillion project.

Sektor pengairan sangat erat kaitannya dengan sektor pertanian karena infrastruktur pengairan merupakan salah satu faktor penting yang berdampak langsung kepada kualitas dan kuantitas produk pertanian.

Pendistribusian air secara merata, pengairan untuk antisipasi perubahan musim dan jaminan ketersediaan air merupakan poin penting dalam usaha tani dalam rangka meningkatkan produksi pangan yang berdampak pada pemenuhan produksi pangan nasional.

Pada tahun 2009, diperkirakan sekitar 52% jaringan irigasi mengalami kerusakan berdasarkan Rapid Assesment Kementerian Pekerjaan Umum. Menurut Pedoman Teknis Pengembangan Jaringan Irigasi Direktorat Jenderal Prasarana dan Sarana Pertanian Kementerian Pertanian, sarana dan prasarana pengairan dapat berupa bendungan, bendung, saluran primer, sekunder & tersier, box bagi, bangunan-bangunan ukur dan saluran tingkat usaha tani (TUT) dengan sumber pengairan yang dapat berasal dari waduk dan air langsung dari sungai (non waduk)

Irrigation has a close relation with agriculture as irrigation directly influences the quality and quantity of agricultural products.

Proper water distribution, watering system to anticipate the seasonal changes and the guaranteed water availability are important factors in agricultural business in order to increase the food production which will affect to the food production on a national scale.

In 2009, approximately around 52% of the irrigation networks are considered suffering from damage, referring to the Rapid Assessment of the Ministry of Public Works. According to the Technical Guideline of Irrigation Network Development, Directorate General of Agricultural Facilities and Infrastructure, the Ministry of Agriculture, the forms of irrigation infrastructure and facilities are as follows: dam, weir, primary, secondary and tertiary ducts, distribution box, gauge buildings and agricultural business level duct or saluran tingkat usaha tani (TUT), with water sources are from the dam and river (non dam).

PT SMI membiayai pembangunan Waduk Bajulmati melalui pembiayaan modal kerja kepada kontraktor BUMN yang mendapatkan kontrak konstruksinya. Waduk Bajulmati berfungsi sebagai sumber air irigasi untuk wilayah Situbondo dan Banyuwangi. Waduk Bajulmati dibuat dengan membendung aliran Sungai Bajulmati memiliki luas genangan waduk mencapai ± 90 Ha, dengan elevasi genangan 46 meter terhadap dasar bendungan dan lebar bentangan bendungan 250 meter.

Daya tampung hidup waduk adalah 40 juta meter kubik, sedangkan daya tampung matinya adalah 10 juta meter kubik, serta dapat mengairi sawah seluas ± 1.800 Ha. Waduk Bajulmati akan dilengkapi dengan PLTMH berkapasitas 340 kW yang akan digunakan sebagai utilitas dalam pengoperasian waduk ini.

PT SMI financed the development of Bajulmati Reservoir in the form of working capital to SOC contractor who won the construction contract. Bajulmati Reservoir functions as the source of irrigation for Situbondo and Banyuwangi. Bajulmati Reservoir was constructed by blocking the flow of Bajulmati River, creating a reservoir of ± 90 Ha, with the elevation of 46 meter from the bed of the Reservoir. The Reservoir has a width of 250 meter.

Active capacity of the reservoir is 40 million cubic meters, while inactive capacity is 10 million cubic meters. The reservoir is able to water ± 1,800 Ha of rice fields. Bajulmati Reservoir will be equipped with a Mini Hydro Power Plant with the capacity of 340 kW that will be used as a utility in operating the reservoir.

Meningkatnya kebutuhan akan infrastruktur dan energi didorong oleh industrialisasi dan globalisasi yang menyebabkan peningkatan penggunaan bahan bakar fosil maupun bahan bakar primer lainnya. Penggunaan bahan bakar primer menghasilkan emisi karbon yang menjadi salah satu faktor terjadinya perubahan iklim atau pemanasan global. Oleh karena itu, dibutuhkan sumber bahan bakar atau energi baru yang lebih ramah lingkungan dan juga terbarukan.

Berdasarkan RUPTL PLN 2015-2024, PLN memiliki kebijakan untuk mitigasi perubahan iklim yaitu memprioritaskan pengembangan energi terbarukan, penggunaan teknologi rendah karbon, pengalihan bahan bakar (fuel switching), dan efisiensi energi di pusatpembangkit.

Dalam ketenagalistrikan, PT SMI telah berperan terhadap penggunaan listrik energi terbarukan melalui pembiayaan pembangkit - pembangkit listrik tenaga air. Produksi pembangkit listrik tenaga air yang telah dibiayai PT SMI telah mencapai sekitar 225 MW di Pulau Sumatera, Jawa dan Sulawesi.

The increasing demand for infrastructures and energy has been rocketed by the industrialization and globalization that cause the increasing consumption of fossil fuel and the other primary fuels. The use of fossil fuels has produced carbon emission which is one of the factors that contributes to the climate change or global warming. Therefore, more environmental-friendly or renewable sources of fuel or energy are needed.

According to the Electricity Supply Business Plan of PLN (RUPTL PLN) 2015-2024, PLN has the policies to mitigate the climate change i.e. by prioritizing the development of renewable energy, using low-carbon technology, fuel switching, and energy efficiency for power plant.

In electricity sector, PT SMI has played significant roles in using renewable energy by financing hydro power plants. The electricity production from the hydro power plants financed by PT SMI has reached approximately 225 MW in Sumatera, Java and Sulawesi Islands.

1. Sektor apa saja yang bisa dibiayai PT SMI?

Sesuai dengan Peraturan Menteri Keuangan No. PMK/100.010/2009, secara umum ada 8 sektor yang dapat dibiayai oleh PT SMI yakni transportasi, jalan, pengairan, air minum, air limbah, telekomunikasi, ketenagalistrikan, minyak dan gas bumi. Pada tahun 2015, sektor yang dapat dibiayai PT SMI diperluas berdasarkan surat dari Otoritas Jasa Keuangan No. S-48/D.05/2015 tanggal 30 April 2015. Tambahan sektor infrastruktur yang dapat dibiayai oleh PT SMI adalah infrastruktur sosial, perluasan infrastruktur ketenagalistrikan (meliputiefisiensienergi),sertarolling stock kereta api. Infrastruktur sosial meliputi infrastruktur perkotaan, kawasan, pariwisata, kesehatan dan permasyarakatan, sedangkan rolling stock kereta api mencakup lokomotif, gerbong serta boogey dan pendukung lainnya.

Sejak berdiri tanggal 26 Februari 2009, PT SMI berupaya meningkatkan peranannya di sektor pembangunan infrastruktur dengan tim manajemen yang profesional, praktik manajemen yang solid berdasarkan prinsip-prinsip yang diakui secara internasional, serta membina hubungan yang erat dengan para pemangku kepentingan.

Sampai dengan bulan Juni 2015 PT SMI telah membiayai 7 sektor infrastruktur dengan total komitmen pembiayaan sebesar Rp7,45 triliun. Porsi terbesar pembiayaan adalah di sektor ketenagalistrikan (28%), sektor jalan (20%) dan sektor minyak & gas bumi (17%).

Untuk mendorong peran katalisnya, PT SMI telah membiayai proyek-proyek yang menjadi program unggulan Pemerintah. PT SMI juga membiayai proyek strategis lainnya yang mendorong percepatan pembangunan ekonomi kawasan atau wilayah. Hingga Juni 2015, proyek-proyek yang dibiayai PT SMI telah tersebar di seluruh Indonesia.

Since its establishment on February 26, 2009, PT SMI has been giving its best efforts to improve its roles in the infrastructure development sector by providing professional management teams, practicing solid management with international recongnized principles, and engaging with the stakeholders.
