In2009,PTTChemicalhasrestructured itsCSRgovernance in linewithevolvingcircumstancesandtheriseofsocialexpectations.Assuch,theGroupCSRCommitteehasbeensetuptooverseeCSRandinternalcontrolactivitiesunderthedirectsupervisionofthepresident.Thecommittee’smaintasksinclude formulating thePTTChemical’sCSRpolicy, strategiesand roadmap in linewith internationalpracticesandPTTGroup.At thesametime,PTTChemicalcontinues tostrengthen its internalCSRmanagement to push forward with the embedding of CSR into our management strategies and topracticeCSRaspartofbusinessoperations.

การดำเนินงานในปี2552การดำเนินงานด้านความรับผิดชอบต่อสังคมในปี2552ส่วนใหญ่เป็นการสานต่อภารกิจในปีที่ผ่านมา โดยให้ความสำคัญกับการพัฒนาสังคมและชุมชนสิ่งแวดล้อมและการเปลี่ยนแปลงสภาพภูมิอากาศ สุขภาพและความปลอดภัยของพนักงาน ผลิตภัณฑ์ที่เป็นมิตรต่อสิ่งแวดล้อม และการดำเนินธุรกิจที่เป็นธรรม ซึ่งมีผลการดำเนินงานเป็นที่น่าพอใจ ในปีที่ผ่านมา มีการดำเนินงานที่น่าสนใจอาทิเช่นด้านการศึกษา-การส่งเสริมการศึกษาของเยาวชน ด้านสังคม -การจัดการทรัพยากรน้ำในพื้นที่จังหวัดระยองด้านความปลอดภัยของพนักงาน-โครงการBehaviourBasedSafety(BBS)ดา้นสขุภาพ-การสรา้งเสรมิองคก์รแหง่ความสขุ(HappyWorkplace) ด้านการพัฒนาชุมชนและ สังคมอย่างยั่งยืน- โครงการส่งเสริมอาชีพชุมชนนอกจากนี้ ปตท. เคมิคอล ยังได้รับรางวัลและเกียรติ บัตรการปฏิบัติตามมาตรฐานความรับผิดชอบของ ผูป้ระกอบการอุตสาหกรรมต่อสังคมCorporateSocialResponsibility,Departmentof IndustrialWorks(CSR-DIW) รางวัล TheStockExchange ofThailandAward(SETAward) ในด้านการกำกับดูแลกิจการที่ดี รางวัลธรรมาภิบาลสิ่งแวดล้อม รางวัล สถานประกอบการดเีดน่ดา้นความปลอดภยัอาชวีอนามยัและสภาพแวดล้อมในการทำงาน

2009 Performance

This year, PTT Chemical continues to enhanceour existing CSR initiatives by placing strongemphasisonsocialandcommunitydevelopment,environment, climate change, and fair operatingpractices. These initiatives have yielded verypromising results as illustrated in the report. For instance, CSR projects this year includeeducation -promotion of education for the youth;society - Rayong water management project;employee safety - application of the “BehaviorBasedSafety:BBS”ininternaloperations;health -promotion of happy workplace campaign; andcommunity development-promotionofjobcreation. Such commitment resulted in the Company’s assorted awardsandcertification:CorporateSocialResponsibility, Department of Industrial Works(CSR-DIW) certification for their compliance withIndustrialWorksDepartment’sstandardsConcerning CorporateSocialResponsibility,TheStockExchange ofThailandAward (SETAward) for topcorporategovernance report, environmental governance reward, outstanding business operator in safety,occupationalhealthandworkenvironmentaward.

In2009,theGroupCSRCommitteewassetuptohelpthemanagementteamassesstheoverallstatusofCSRanddefinethespecificissuesthatthePTTCH faces.ThecommitteealsohelpsdeterminethefuturedirectionofCSRactivities.ChairedbytheCEO,thecommittee’smaintasks includeformulatingthePTTChemical’s direction and strategies as well as promotionandmonitoringofCSRactivities inkeyareas.Membersareseniorexecutivevicepresidentsofdifferentfunctionsandbusinesscompanies. Approach to Reporting สาระของรายงานฉบับนี้

ปตท. เคมิคอล เริ่มจัดทำรายงานเพื่อการพัฒนาอย่างยั่งยืนในปี2550 โดยมีวัตถุประสงค์เพื่อเป็นสื่อกลาง ในการสื่อสารข้อมูลการดำเนินงานด้านเศรษฐกิจ สิง่แวดลอ้มและความรบัผดิชอบตอ่สงัคมของบรษิทัให ้ ผู้มีส่วนได้เสียรับทราบอย่างโปร่งใส และในปี2552 นี้ปตท. เคมิคอล ได้ทำการปรับแนวทางในการรายงานใหม้คีวามสอดคลอ้งกบัGlobalReportingInitiative(GRI) ซึง่เปน็แนวทางการจดัทำรายงานการพฒันาอยา่งยัง่ยนื ในระดับสากล รวมถึงกำหนดช่วงเวลาการรายงานให้เป็นประจำทุกปี โดยเนื้อหาทั้งหมดภายในรายงานครอบคลุมข้อมูลการดำเนินงานของบริษัทในช่วงระหว่างวันที่1มกราคม2552ถึง31ธันวาคม2552 ทั้งนี้ปตท.เคมิคอลได้มุ่งเน้นการนำเสนอประเด็นที่มีผลกระทบต่อการดำเนินงานธุรกิจที่สำคัญของ ปตท.เคมคิอลโดยใชแ้นวทางการจดัทำรายงานตามหลกัการของดชันชีีว้ดัGlobalReportingInitiativeรุน่ที่3(GRI-G3)ในการระบุประเด็นและเนื้อหาที่สำคัญทุกประเด็นที่เลือกมาจะถูกประเมินและจัดลำดับความสำคัญจากระดบัความรนุแรงของผลกระทบ(SignificanceofImpacts)และระดับความสนใจของผู้มีส่วนได้เสีย (Level ofStakeholderInterest)โดยสามารถสรุปได้ดังต่อไปนี้• การกำกบัดแูลกจิการทีด่ีและจรรยาบรรณธุรกิจ• การจัดการมลพิษ• การจัดการก๊าซเรือนกระจกและการเปลี่ยนแปลง สภาพภูมิอากาศ• การพัฒนาสินค้าที่เป็นมิตรต่อสิ่งแวดล้อม• ความปลอดภัยในการทำงาน,การดูแลพนักงาน• การพัฒนาสังคมและชุมชน นอกจากนี้ปตท.เคมิคอลนำกรอบการดำเนินงานด้านความรับผิดชอบต่อสังคมของกลุ่มปตท.มาใช้ในการปฏิบัติเพื่อบริหารจัดการและรายงานประเด็นด้านความรับผิดชอบต่อสังคมดังกล่าวอย่างเป็นรูปธรรม และได้พิจารณาถึงความสอดคล้องกับแนวทางการจัดทำรายงานการพัฒนาอย่างยั่งยืนตามหลักการGRI -G3เพื่อตอบสนองกับความต้องการของผู้มีส่วนได้เสียได้อยา่งแทจ้รงิซึง่ความสมัพนัธร์ะหวา่งกรอบการดำเนนิงานด้านความรับผิดชอบต่อสังคม ประเด็นด้านความ รับผิดชอบต่อสังคมที่มีลำดับความสำคัญสูงของ ปตท.เคมิคอลและดัชนี้ชี้วัดGRI-G3แสดงในหน้าถัดไป

PTT Chemical has published Corporate SocialResponsibility reportsince2007asamedium totransparently communicate the Company’seconomic, environment and social performancedata to stakeholders transparently. In 2009, PTTChemical has for the first time adopted GlobalReporting InitiativeGuidelines (GRI)which is theinternational standard for sustainability reporting;anddefines theperiod for reporting tobeonanannual basis. The reporting period coveredinformation from January 1st, 2009 to December31st,2009. PTTChemical is focusingonpresentingmaterialissues which reflect the company’s significanteconomic, environmental, and social impact thatwould substantively affect the perception ofcompany.GuidancefromGRIG3wasadoptedindeveloping theapproach todefine thesematerialissues. 2. Balancing Growth and Sustainability

The effect of global economic crisis in the last quarter of 2008 had an adverse impact on the entire economy as well as the petrochemical and chemical industry in early 2009. PTT Chemical closely monitored the situation and accordingly revised the business plan, sale and marketing strategies, and the production plan. Affected by the wave of economic crisis, the Company rapidly adopted immediate action plans, including proactive sales and marketing strategies, energy saving measures, the improvement in the operating system and cash flow management. The Company also conveyed these messages to all employees to overcome the difficulties. In 2009, owing to employees’ supports, the Company realized 87,083 million Baht in revenue and the better - than-expected net profit of 6,802 million Baht or 4.54 Baht per share.

3. Environment

As the regional leader in petrochemical business, PTT Chemical realizes in the responsibility to manage our environmental footprint. PTT Chemical is committed to balancing our sustainable growth while operating responsibly and in an environmentally sound manner while continuing to reduce our environmental impacts. At present, PTT Chemical’s environmental practices include adopting of an efficient technology in production process, the new approaches for environmental impact reduction, the international standard in inspection and monitoring, transparent disclosure as well as promotion of the environmental awareness to employees and expanding to other stakeholders such as customers. PTT Chemical has also adopted innovation as the thinking platform to initiate the alternative resources for sustainable energy future and to achieve the balance of economics and environment. Recognizing its necessary role in balancing economic growth and environmental management, PTT Chemical has adopted Eco -efficient concept as performance indicators for our operations I -1 and I-4 in Map Tha Phut industrial estate. Accordingly, PTT Chemical had study carried out by a third party on the plant’s environment efficiency focusing on 5 key impacts namely water use, energy use, global warming contribution, ozone depleting substances, waste including financial performance on net value added. Study was conducted on data compiled from January 2005 to December 2008.

3.1 BeyondCompliance PTT Chemical adopts legal compliance as

minimum requirements and is committed to continually raising the level of our environmental management practices as part of the path to sustainable growth.

Such commitment resulted in the Company’s

assorted awards and cert i f icat ion, PTT Chemical continues to improve our existing operations to achieve better performance than the minimum requirements by law and to minimize the environmental footprint.

All operations of PTT Chemical have been

certified with ISO 14001 (environment management system), TIS 18001/OHSAS 18001 (occupational health and safety management system).

PTT Chemical was awarded with CSR-DIW as

certification for their compliance with Industrial Works Department’s standards concerning social responsibilities, which are in line with the draft ISO 26000 standards. This is to follow the Department of Industrial Works’ attempt to encourage industrial operators to take part in social responsibility.

3.2 EnvironmentalInvestment PTT Chemical has invested in several

environmental improvement projects from process improvement, combustion system including other systems relevant to direct and indirect environmental impacts.

In 2009, environmental investment of PTT

Chemical accounted up to 18 million baht including installation of ultra low NOx burner, operational efficiency improvement, installation of air treatment system from stacks, installation of additional wastewater treatment systems, volatile organic compound (VOCs) treatment system.

4. การจดัการกา๊ซเรอืนกระจก และการอนรุกัษพ์ลงังาน ปตท. เคมิคอล มุ่งเน้นการจัดการเพื่อตอบสนอง ต่อการเปลี่ยนแปลงสภาพภูมิอากาศทั้ง Value Chain โดยปจัจบุนั เรามุง่เนน้การใชพ้ลงังานอยา่งมปีระสทิธภิาพ ทั้งนี้การอนุรักษ์พลังงานยังเป็นแนวทางที่กระทำได้รวดเร็ว และสามารถช่วยการบริหารต้นทุนอย่างมีประสิทธิภาพ เช่น การปรับปรุงกระบวนการผลิตและการลงทุนเพื่อพัฒนาประสิทธิภาพในทุกขั้นตอนของกระบวนการทางธุรกิจ การดำเนินการโครงการอนุรักษ์พลังงาน ตลอดจนการปรับปรุงเพื่อใช้พลังงานทางเลือกอื่นๆ และการวิจัยและพัฒนาโครงการต่างๆ ที่สามารถลดการใช้พลังงานและลดการปล่อยก๊าซ เรือนกระจก โดยผลการดำเนินงานในปี 2552 นั้นสามารถลดค่าดัชนีชี้วัดด้านพลังงาน (Energy Index) (ปริมาณการใช้พลังงานต่อปริมาณโอเลฟินส์ที่ผลิต) ได้ 4.5 % ของค่าดัชนีชี้วัดด้านพลังงานในปี 2551 ซึ่งมีการดำเนินโครงการต่างๆ อาทิ 4.1 การประหยัดการใช้เชื้อเพลิงและพลังงานไฟฟ้าให้

เกิดประสิทธิภาพสูงสุด •การเพิ่มประสิทธิภาพของอุปกรณ์ โดยเฉพาะที่

เตาแคร๊กกิ้ง (Cracking Furnace) โดยการควบคมุสภาวะการเดนิเครือ่งทีเ่หมาะสม, การทำ ความสะอาด Convection Coil, การลดการ สูญเสียพลังงานความร้อนจากผนังเตา

•การปรับสภาวะการดำเนินเดินเครื่องของ หอกลั่นให้เหมาะสม เพื่อลดการใช้พลังงาน

•การลดสูญเสียที่เกิดขึ้นจากกระบวนการผลิต ไมว่า่จะเปน็การสญูเสยีไปยงั Flare ในโครงการ Flare loss Management และการลดการ สูญเสียความร้อนไปกับไอน้ำที่ Steam trap ในโครงการ Steam trap Survey

•การตดิตัง้ระบบ Advanced Process Control (APC) ในการควบคุมการผลิต เพื่อทำให้ระบบการผลติมปีระสทิธภิาพมากขึน้และใชพ้ลงังานลดลง ซึ่ง APC นี้เป็น Real - time System ของโรงงาน I -4 / 2 ซึ่งโครงการนี้กำลงัดำเนนิการตอ่เนือ่ง เพือ่ใหค้รอบคลมุกระบวนการผลติทัง้หมด สามารถประหยดัพลงังานไดถ้งึปลีะ 165,820 MMBTU/ป ีลดคา่ใชจ้า่ยดา้นพลงังานถงึปลีะ 44,593,929 บาท

4. Greenhouse Gas Management and Energy Conservation As regards a growing challenge on climate change issue, PTT Chemical understands the role to play in helping to address this challenge. PTT Chemical is committed to take actions over climate change throughout our value chain; currently PTT Chemical places our focus on working to use energy more efficiently. As energy efficiency and conservation nevertheless is the most immediate and cost effective method. This includes making operational changes and investment needed to improve our operational efficiency across value chain, adjusting for alternative energy as well as researching and developing energy reduction projects that can decrease greenhouse gas emission. In 2009, PTT Chemical managed to reduce energy index (energy consumption per ton Olefins) by 4.5% of 2008 index, by implementing the following measures. 4.1 EfficientOperations •Optimization of equipment efficiency particularly

at cracking furnace by adjusting operating condition, cleaning of convection coil, and reduce energy loss through furnace wall.

•Adjusting the operating condition of refinery unit to reduce energy consumption.

•Reduction of loss from production process i.e. loss to flare via flare loss management program, and loss with steam at steam trap via steam trap survey.

•Installation Advanced Process Control System (APC) to control production process and increase energy efficiency. The APC system is the real-time system of Plant I-4 /2 to control the process parameters interaction which resulted energy conversation of 165,820 MMBTU per year or equivalent to 44,493,929 Baht saved.

ระบบเผาไหม้เชื้อเพลิง เพื่อช่วยลดภาระการพึ่งพิงน้ำมันเชื้อเพลิงและวิกฤติการขาดแคลนพลังงานของประเทศ และที่สำคัญยังเป็นการช่วยลดภาวะโลกร้อน ด้วยการลดการปล่อยก๊าซคาร์บอนไดออกไซด์

•การลดการใช้พลังงานในอาคารสำนักงาน และนำก๊าซธรรมชาติมาใช้ เป็นพลังงานให้กับอาคารสำนักงานระยอง (Rayong Office) เป็นต้นแบบของอาคารสำนักงานสำหรับการปฏิบัติตามนโยบายการส่งเสริมการใช้ก๊าซธรรมชาติเป็นพลังงานหลักของรัฐบาลไทย

- การออกแบบอาคารประหยัดพลังงานโดยให้แสงสว่างจากธรรมชาติสามารถส่องเข้าตัวอาคารได้ โดยสามารถประหยัดพลังงานไฟฟ้าจากแสงสว่างได้ 9,814 kW / ปี คิด เป็นเงิน 29,442 บาท/ปี

- นอกเหนือจากนี้ยังมีการออกแบบระบบ LNG เพื่อใช้เป็นเชื้อเพลิงผลิตไฟฟ้าและน้ำเย็นสำหรับอาคารสำนักงานระยอง ซึ่งสามารถประหยัดพลังงานไฟฟ้าจากการใช้แก๊ส LNG 256,826 kW / ปี คิดเป็นเงิน 8,199,308 บาท / ปี โดยการใช้พลังงานทางเลือก LNG นั้นยังส่งผลต่อการลดมลพิษทางอากาศได้อีกทางหนึ่ง

4.3 วิจัยและพัฒนาโครงการต่างๆ ที่สามารถลดการ

ใช้พลังงานและก๊าซเรือนกระจก • โครงการเชื้อเพลิงสาหร่ายมือปราบคาร์บอนแก้

วิกฤติพลังงาน ปตท. เคมิคอล ใช้นวัตกรรมพฒันาพนัธุส์าหร่ายให้เป็นหนึ่งในพืชพลังงานทดแทน ที่ไม่แย่งพื้นที่เพาะปลูกพืชอาหาร โดยใช้กลไกการเจริญเติบโตของสาหร่ายที่ใช้คาร์บอนไดออกไซด์เป็นแหล่งธาตุอาหารประเภทคาร์บอน นอกจากนี้ จุลสาหร่าย หรือ Micro Algae มีความพิเศษต่างจากสาหร่ายทั่วไป ตรงที่บริโภคก๊าซพิษอย่างคาร์บอนเป็นอาหาร แถมยังผลิตน้ำมันได้ไม่แพ้ปาล์มน้ำมันและสบู่ดำ สาหร่ายจึงเป็นเครื่องมือดักจับคาร์บอนไดออกไซด์ในอากาศ ลดปริมาณโลกร้อนได้อีกทางหนึ่ง

4.2 AlternativeEnergy •Natural gas usage in production and fuel

combustion process helps to reduce country decency on importing of fuel oil and energy scarce. Natural gas as the cleanest burning fossil fuel represents one of our methods to reduce CO

2 emission.

•Energy conservation in buildings and offices and using natural gas as energy source for our Rayong office marked the very pioneer effort to promote the use of natural gas in accordance with the National Policy to promote the use of natural gas.

- Energy saving building or green building combines the use of natural light in the building, thus resulting in energy saving of 9,814 kW per year or 29,442 baht per year

- At the Rayong office, LNG is used for electricity generation and cooling water production which saves electricity by 256,836 kW per year or 8,199,308 baht per year. Thus LNG represents one of the approaches to reduce emission of air pollution.

4.3 BreakthroughTechnologies •“Carbon buster”, the algal biofuel to solve

energy crisis, PTT Chemical embeds innovation as the center of our research to develop 2nd generation biofuel to minimize the undue competition for land and water used for food production. Algae capture carbon dioxide and sunlight and convert it into oxygen and biomass. In addition, micro algae can be used to generate bio-fuel as effective as palm and jatropha oil. Thus algae can be another approach to remove CO

2 and reduce greenhouse gas emission.

• โครงการพลังงานทดแทนจากสบู่ดำ ปตท. เคมิคอล ร่วมกับมูลนิธิชัยพัฒนา ได้พัฒนาสายพันธุ์สบู่ดำที่มีสารพิษน้อย ส่งเสริมให้ชาวบ้านเพาะปลูกและสร้างรายได้ ซึ่งนอกเหนือจะจำหน่ายให้ ปตท. เคมิคอล นำไปผลิตเป็นพลังงานทดแทนแล้ว ทุกๆ 1 ลิตรของน้ำมันสบู่ดำบริสุทธิ์จะมีกากสบู่ดำ 3 กิโลกรัม มูลค่ากิโลกรัมละ 2-3 บาท ถ้าใช้เป็นเชื้อเพลิงก็จะมีค่าความร้อนสูงกว่าแกลบ ถ้านำไปใช้ทำเป็นปุ๋ยอินทรีย์ก็เทียบคุณค่าไม่ต่างจากมูลไก่ และผลพลอยได้อีกมากมาย ซึ่งสามารถสร้างความคุ้มทุนในเชิงพาณิชย์ให้กับชุมชนได้อีกด้วย

• โครงการปลกูปา่เพือ่ลดปรมิาณกา๊ซเรอืนกระจก

•PTT Chemical col laborates wi th the Chaipattana Foundation to research on the breeds of non- toxic Jatropha, and support the communities for plantation as another means to earn their living. Not only sold to PTT Chemical to use as alternative energy, but every 1 liter of Jatropha oil also generates 3 kilograms of sludge which is priced at 2-3 baht per kilogram. The sludge yields heating value higher than rice husk and is useful as organic fertilizer like chicken manure including various by-products. Benefit can lead to commercial potentiality for communities.

•Reforestation projects are also implemented concurrently to reduce greenhouse gas.

5.1 CleanerProducts At PTT Chemical, we are committed and

devoted to keeping pace with the green innovation in line with the market trend to add value and increase product diversity. This has led to new markets and benefits to the country in environmental and economic terms. Our innovations range from alternative energy, biodiesel, to primary substances for the cosmetics industry, cleaning and sanitary products.

For instance, at Oleochemical Products Value

Center, a business branch of PTT Chemical dedicated to production of natural chemical products or oleochemicals. Natural raw materials l ike palm oil, palm kernel oil, vegetable oil or animal fat are being processed into oleochemicals which in turn can be used for the production of derivative materials. At Thai Oleochemicals, the company oleochemical products include methyl ester, which can be processed into high-performance biodiesel to reduce pollution and environmental impacts and

ปตท. เคมิคอล ได้รับการลงโทษหรือเสียค่าปรับ เนื่องจากไม่สอดคล้องกับกฎหมายและข้อกำหนดด้านความรับผิดต่อความเสียหายที่เกิดขึ้นจากการใชส้นิคา้ที่ไมป่ลอดภยั หรอืการใหข้อ้มลูผลติภณัฑ์และฉลากสินค้าที่ผิดจากความเป็นจริง ตลอดจนการดำเนนิงานดา้นการตลาด การสือ่สาร และการโฆษณาที่ขัดแย้งกับกฎหมายของประเทศไทย รวมทัง้ไมพ่บขอ้รอ้งเรยีนเกีย่วกบัการละเมดิขอ้มลูส่วนตัวของลูกค้า

boost diesel performance (capacity: 200,000 tons per year), fatty alcohol, widely used in health and personal care industry (capacity: 100,000 tons per year), glycerin, a derivative, is widely used in pharmaceutical and food industries (capacity: 31,000 tons per year).

5.2 CustomerSatisfaction PTT Chemical is committed to customer

satisfaction and bringing quality product and services at reasonable price to society as a whole. We continue to raise the standard while maintain the relationship with our customers and clients in a sustainable manner.

PTT Chemical conducts customer satisfaction

survey annually to address their expectation, needs and concerns as well as to improve quality continually. In 2009, the results in Customer Satisfaction Index meet the target of 80%. This satisfaction index is evaluated based on customers’ satisfactions in our production on quality and quantity basis, service, product delivery, sale service, documental service, invoice-payment, complaint management, and after sale service.

In 2009, PTT Chemical was not found with

any penalty or fine due to violation of laws and regulations concerning responsibilities for damages caused by use of unsafe products or overstatement of product quality. Marketing, communication, or advertising were not found made against the Thai laws. Complaints about abuse of customer’s confidential information were zero.

6. Safety, Occupational Health, and Security of Employee PTT Chemical employees are our key factor to our organizational growth. PTT Chemical has therefore established human resource policy which demonstrates our commitment to our employees in line with the international guideline on human rights and Labour law in Thailand including avoidance of child Labour and forced Labour in business operation. Internal communication by CEO is conducted at least on annual basis to inform every employee regarding the policy, and business direction. Every level of employees has opportunities to openly and equally express their opinions and to take part in business efficiency enhancement. In 2009, two key communications were conducted i.e. (1) business direction to inform employees regarding the business direction in short, medium and long terms; (2) adjustment of employees to overcome the difficulties during crisis and external pressures. In addition, communications are implemented via Head of each operation on an annual basis in order to prepare Strategic Deployment and Alignment. Monitoring is implemented via balanced score card system on a monthly basis. PTT Chemical provides various internal communication channels such as meeting, e-mail, notice board, intranet including employee satisfaction surveys. Moreover, PTT Chemical also arranges regular dialogue sessions between management and employees via communication team and their line managers. Any key operational changes will be communicated in order to prepare emergency crisis plan and communicated to employees on a monthly basis via BSC Monitoring Meeting.

PTT Chemical establishes a safety, occupational health, and environment (SHE) committee consisting of employees in operational level not less than 40% of the members to seek employee v iews and oversee the SHE implementation in each operating unit.

7.1 โครงการกระสอบพลาสตกิแบบมปีกีปอ้งกนัดนิถลม่ จากปญัหาการบกุรกุปา่ เพือ่ปรบัสภาพเปน็พืน้ทีก่าร

เกษตรของชมุชนบา้นนำ้ตะ๊ อ.ทา่ปลา จ.อตุรดติถ ์ทำให้เกิดการไหลของหน้าดินซึ่งเดิมเป็นดินภูเขาไฟเก่า ลักษณะทางกายภาพเมื่อแห้งจะมีลักษณะคล้ายฝุ่น เมื่อถูกน้ำจะจับตัวเป็นก้อน จากเหตุการณ์ดังกล่าวสร้างความสูญเสียต่อชีวิตของประชาชน รวมถึงพื้นที่ทำกินของชุมชน สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราช-กุมารี ได้พระราชทานพระราชดำริให้สำนักงานมูลนิธิชัยพัฒนา ได้เข้าช่วยเหลือราษฎร และหาแนวทางในการป้องกันและแก้ไขปัญหา รวมถึงการปรับปรุงคุณภาพชีวิตของชุมชนให้ดียิ่งขึ้น สถาบันสารสนเทศทรัพยากรน้ำและการเกษตร (องคก์ารมหาชน) กรมทรพัยากรธรณ ีและบรษิทัฯ จงึไดร้ว่มกนัพฒันา ทดสอบ และปรบัปรงุ โดยนำเม็ดพลาสติกชนิด HDPE ของปตท. เคมิคอล เป็นวัตถุดิบ เพื่อผลิตกระสอบพลาสติกแบบมีปีก มาใช้ในการช่วยเหลือประชาชน ซึ่งผลที่ได้คือสามารถป้องกันดินถล่มและประชาชนสามารถ นำไปปรับใช้ในการทำฝายและพื้นที่เกษตรของชุมชนได ้ นอกจากนี ้ กระสอบพลาสตกิแบบมปีกี ยังเป็นมิตรกับธรรมชาต ิ เกื้อกูลซึ่งกันและกัน โดยผลจากโครงการพบวา่ ตน้ไมส้ามารถเจรญิเตบิโตในพื้นที่ที่เคยเกิดปัญหาได้

7.1 Plasticflappedsacksagainstlandslides Forest encroachment for farm land in Nam Ta

Community, Tha Pla district, Uttaradit, led to landslides. When dry, the volcanic soil is dusty and thickens to be lumps in water. Landslides damaged lives and the farm land. On HRH Princess Maha Chakri Sirindhorn’s assignment, the Chaipattana Foundation attended to devise the mitigation and prevention approaches as well as the quality of life improvement. PTT Chemical together with the Hydro and Agro Informatics Inst i tute (Publ ic Organizat ion) and the Department of Mineral Resources jointly carried out the R&D project, whereby the Company’s HDPE plastic pellets are used in the making of plastic flapped sacks. The sacks are proved useful in preventing landslides and communities can apply them in check dam building. The sacks are also environmental-friendly as the R&D shows that trees can be grown on the once-problematic areas.

ทรัพยากรน้ำและการเกษตร (องค์การมหาชน) กระทรวงวิทยาศาสตร์และเทคโนโลยี เพื่อร่วมกันหาแนวทางและสร้างความร่วมมือในการแก้ไขปัญหาการบริหารจัดการน้ำจังหวัดระยอง ซึ่งถือเป็นพื้นที่อุตสาหกรรมที่สำคัญของประเทศ ให้เกิดการบริหารจัดการน้ำอย่างมีประสิทธิภาพ โดยได้ดำเนินการ “โครงการศึกษาความเหมาะสมพื้นที่แก้มลิงบริเวณคลองทับมา จังหวัดระยอง” และ “โครงการศึกษาความเหมาะสมพืน้ทีแ่กม้ลงิลุม่นำ้ประแสร”์ เพือ่ศกึษาสภาพฝายพืน้ทีเ่หมาะสม ในการพัฒนาบ่อลูกรังเดิมเพื่อพัฒนาเป็น แก้มลิง ร่วมกับการประเมินน้ำท่าในลุ่มน้ำ โดยใช้แบบจำลองทางคณิตศาสตร์ (SWAT: Soil and Water Assessment Tool) และจัดทำบัญชีพื้นที่ชุ่มน้ำ และแหลง่นำ้ในพืน้ทีศ่กึษา ทัง้นี ้ผลของการศกึษาและรวบรวมขอ้มลู จะนำมาแสดงบนระบภมูศิาสตร์สารสนเทศ (Internet GIS-MIS) เพื่อใช้ประกอบการพิจารณาในการบริหารจัดการน้ำและพัฒนาพื้นที่แก้มลิง

7.3 โครงการครูอาสา โครงการครูอาสา เป็นโครงการที่ช่วยกระตุ้น

จิตสำนึกและตอกย้ำให้พนักงานมีการปฏิบัติอย่างจริงจังด้วยความใส่ใจและร่วมกันดูแลช่วยเหลือชุมชนและสังคม เพื่อส่งเสริมการมีจิตสำนึกที่ด ี โดยครูอาสาของโครงการ ได้อาสาช่วยสอน เด็กๆ โดยรอบนิคมอุตสาหกรรม ที่มีปัญหาขาดแคลนมีจำนวนบุคลากรครูผู้สอนไม่เพียงพอ กับจำนวนนักเรียนที่มีอยู ่ เริ่มตั้งแต่กรรมการ ผู้จัดการใหญ่ ซึ่งเป็นผู้บริหารระดับสูงถ่ายทอดความมีจิตอาสาลงมาถึงพนักงานในทุกระดับชั้น ทัง้นี ้เวลาทีใ่ชใ้นการชว่ยสอนเดก็ๆ เหลา่นี ้บรษิทัฯ ให้การสนับสนุนโดยนับเป็นเวลาทำงานของ พนักงานด้วย

7.2 Rayongwatermanagementproject PTT Chemical has collaborated with Hydro

and Agro Informat ics Inst i tute (Publ ic Organizat ion), Ministry of Science and Technology, to find solutions and cooperation in water management in Rayong province, a major industrial zone of Thailand. To achieve effective water management, the feasibility studies have been carried on the appropriate locations of water retention basins “Monkey Cheeks or Kaem Ling” in Khlong Thapma and Prasae River. Check dams and old laterite pools in the areas are investigated, together with the water assessment under the mathematic model (SWAT: Soil and Water Assessment Tool) and enlisting of watersheds and water sources in the areas. The data, displayed over the Internet GIS-MIS system, will support the water management and Kaem Ling development projects.

7.3 VolunteerTeachers The Volunteer Teachers Project is launched to

raise employee awareness in taking part in nurturing communities and society. The volunteers are engaged in educational projects for children in surrounding communities, where teacher shortage is apparent. This project involves from the President to every level of employees. As a sign of sincere support, the company counts the teaching period as their working hours.

7.4 TripartiteEducationalDevelopment PTT Chemical promotes the value and the

development of education. Its emphasis is on “teachers”, who are the major engine in shaping and developing students. The Tripartite Educational Development Project is created jointly by Chulalongkorn University’s Faculty of Education, the Rayong Education Service Area Office (Zone 1), and Map Ta Phut Municipality. Under this project, selected teacher interns taught in target Rayong schools to develop the quality of education for communities in a sustainable and practical manner.
