Foreword

In the book Age and sex the Statistical Office of the Republic of Serbia publishes the final results of the 2011 Census of Population, Households and Dwellings on the age and sex of the population of the Republic of Serbia according to its state as of 30 September 2011, at 24:00 hours (critical census moment).

The data are presented in accordance with the administrative and territorial distribution of the Republic of Serbia as of 1 July 2011.

The 2011 Census was not conducted on the territory of the AP Kosovo and Metohija. In the municipalities of Preevo and Bujanovac there was undercoverage of the census units owing to the boycott by most of the members of the Albanian ethnic community. The call for a boycott of the Census 2011 in the Raka area had no significant impact on the responsiveness of the citizens.

The data of the 2011 Census are available both in the books of the final census results and other census publications, and in electronic form on the internet pages: www.stat.gov.rs and www.popis2011.stat.rs.

Methodological explanations

Introduction

The Census of Population, Households and Dwellings (hereinafter: the 2011 Census) was conducted from 1st to 15th October, 2011. In the period from 16th to 18th October, and in the biggest cities until 20th October, for the citizens who for whichever reason had not been enumerated, the subsequent enumeration was organised at the premises of the census commissions or by the mobile census teams.

Pursuant to the Law on the Census of Population, Households and Dwellings (The Official Gazette of the RS, no. 104/09), the 2011 Census was envisaged for the period from 115 April 2011. However, the sufficient funds for its preparation and field implementation were not provided in time in the budget of the Republic of Serbia. After an agreement had been reached between the Government of the Republic of Serbia and the European Commission (the Delegation of the European Union in the Republic of Serbia) on the joint financing of the census activities, the Law on the Amendments to the Law on the Census of Population, Households and Dwellings 2011 was passed (The Official Gazette of the RS, no. 24/11) and thereby the enumeration was postponed by six months.

With the aim to ensure international comparability of the census data, the methodology of the 2011 Census was aligned with international standards and in particular with the Conference of European Statisticians Recommendations for the censuses around the year 20101).

In order that the results of the 2011 Census can be correctly interpreted, it is necessary to be familiar with the basic methodological assumptions, as well as the background for monitoring a concrete census topic. For this reason, we provide the basic methodological explanations and definitions in connection with the data published in this book.

Total population

For the purpose of determining the total number of population of a given area, it was in the 2011 Census that the concept of the usual population was used for the first time. According to this concept a person is considered to be a resident of the place in which he/she alone (in case of a one-person household) or with the members of his/her household spends most of the time, that is, the day/night rest, irrespective of where this person has his/her residence registered. Thus the total population of a certain place includes the persons who have lived in that place continuously for at least one year before the critical census moment, as well as the persons who have lived in that place for less than 12 months but with an intention to stay there for at least one year.

The persons who were at the critical census moment temporarily (for a short period of time) absent from the place of usual residence, on account of vacation, business trip, medical treatment, etc., were included in the total population of that place.

Some categories of population have a specific treatment, which to an extent deviates from this rule, as follows:

Persons who work in another place in the country or abroad are included in the total population of the place of the usual residence of their households if they return to that place at least once a week.

Primary school pupils and secondary school students who do their schooling in another place in the Republic of Serbia or abroad, as well as the third level students who study in another place in the Republic of Serbia, are included in the total population of the place in which their household resides, irrespective of the length of their absence, intention or frequency of returning.

The citizens of the Republic of Serbia who study abroad are included, irrespective of the length of absence, in the total population of the place of residence of their households if they return to that place at least once a week.

Foreign third level students who study in our country are included in the total population of the place in which they are enumerated if they do not return to their homeland every week.

The children who, after the divorce of their parents, live alternately in two households are included in the total population of the place in which they spend more time. In case when they spend equal amounts of time in both households, they are included in the population of the place in which they found themselves at the critical census moment.

Homeless and other persons without a permanent or temporary address are included in the total population of the place in which they were enumerated.

The refugees from the former Republics of the SFRY and the internally displaced persons from the AP Kosovo and Metohija are included in the total population, in compliance with the same rules.

Total population in the previous censuses

Taking into account the fact that with the passage of time there are new circumstances, phenomena and needs in a society, the ten-year periodicity of the census implementation implies changes in the methodological solutions for determining the place of residence of some categories of the population which up to a point makes the comparison of the data more difficult.

Thus, in the 1961 and 1971 censuses, the active residents, who worked outside the place of residence of their households, but did not return to their respective households every day used to be included in the total population of their place of work. In the 1948 census, the seasonal workers who worked outside the place of residence were considered as the residents of the place in which their households resides irrespective of how long they had been absent. In the 1953, 1961 and 1971 censuses, this treatment was extended only to the seasonal workers who had been away on the seasonal work prior to the census for less than a year, while the others were included in the total population of the place of work.

In the 1953 and 1961 censuses, vocational students who had practical work as part of their education and who did their schooling outside the place of residence of their parents were included in the total population of the place of schooling.

In the 1981 and 1991 censuses, the total population of a certain place included persons who resided in that place permanently, regardless of whether they were in that place at the critical census moment or they were temporarily absent for any reason whatsoever (work, education, travel, medical treatment, imprisonment, etc.).

During the first decades following the World War II, the stay of our citizens abroad was a rare phenomenon which for this reason was not the subject of the monitoring in the 1948, 1953 and 1961 censuses. Around the mid-1960s there was a more significant departure of the citizens of the Republic of Serbia aimed at working abroad. According to the methodologies of the 1971, 1981 and 1991 censuses, regardless of their absence, our citizens who were temporarily away on account of their work abroad, as well as the members of the family who resided with them abroad, were included in the total population of the Republic of Serbia.

In compliance with the international recommendations, in the 2002 Census, the total population of the Republic of Serbia included our citizens whose work and/or stay abroad was for less than a year, as well as the foreign citizens who worked or resided in our country for a year or more.

Age and sex

The age and sex structure of population represents the most important demographic feature of any population. It is precisely for this reason that the data on age and sex have been collected in all censuses.

The population structure by age and sex is created over a longer period of time, under a direct influence of the birth- and death-rate movements, as well as the migratory flows of the population. The actual age and sex composition of population represents a clear picture of the development of any population and at the same time it induces to a high extent any future changes in the population movement and indicates the main directions of the demographic trends.

On the basis of data on these topics, some important population clusters are established, and they are children of preschool and compulsory school age (younger than 15), working-age contingent (1564 years of age), female fertile population (1549 years of age), juvenile population (younger than 18), adult population (18+ years of age), etc.

In addition, the data on age and sex structure of population represent a basis for the preparation of rather diverse strategies and policies in connection with aging, the youth, education, improving status of women in the society, prevention of violence and protection of children, etc.

Manner of collecting data on age and sex

According to the international recommendations, age and sex belong to the so-called core topics, i.e., the topics which must be included in the contents of the basic census forms. Taking into account their importance and the fact that these are the topics without which no other significant characteristics of the population can be fully comprehended (economic activity, level of education, marriage status, level of birth-rates, migration, etc.), it is necessary that the collected information are complete and precise to the maximum possible extent.

Age

The data on age in 2011 Census, as well as in 1991 and 2002 censuses respectively, were obtained on the basis of the response to the question on personal ID of citizens (URNC), the first seven digits of which relate to the date of birth (day, month and year). In the censuses from 1948 to 1981, the data were obtained as the response to the question Date of birth. On the basis of the responses acquired in this manner, the years of age of each individual were calculated during the processing of the census material.

During the training of the direct participants for the field implementation of the 2011 Census, it was stressed that enumerator writes down all 13 digits of ID number of citizens from some personal document (ID card, health card, passport etc.). If from some reason it wasnt possible to obtain personal ID number it was necessary that enumerator writes down day, month and year of birth, or only the last three digits of year of birth.

In order to achieve full international comparability of data, the results of 2011 Census for the first time did not include the category of unknown age. For those persons for whom the year of birth was not written in, the estimated age was established on the basis of the other features of the person (year of birth of the live-born children, school attending, relation to the head of the household or status in the family).

Sex

Sex is a demographic characteristic that has been collected in each census of population. If no response to the question regarding sex has been provided for a person on the P-1 Census Form, during the processing of the census material the response was imputed on the basis of some other data on the person (name, unique ID number of citizen, year of birth of live-born children, relation with the head of the household or status in the family, etc.).

Table shows a comparative overview of the number of population according to age and sex, by the censuses from 1948 to 2011.

The data from 1948 to 1981 censuses in all tables and graphs relate to the entire territory of the Republic of Serbia, while 1991, 2002 and 2011 censuses do not contain the data for the AP Kosovo and Metohija. Namely, 1991 Census was boycotted by the majority of the Albanian population, while in 2002 and 2011 there were no conditions on the territory of the south Serbian province for the implementation of the census.

Table presentations

This book shows, in two tables, the data on age and sex of the population of the Republic of Serbia.

The age data are presented as the full years of life, which means that for instance the 2024 age interval includes persons who have completed their 20th, 21st, 22nd, 23rd and 24th year of life, including also all those persons who are over 24, but have not yet completed 25th year of their life. The children who at the critical census moment (30 September 2011, at midnight) were less than a year old were put into the contingent of persons of zero (0) year, i.e., into the group of aged 0 to 4.

The data are shown by five-year age groups (e.g., 04, 59, 1014 80-84, 85 and over). In addition to these data, the tables also contain the data on adult population (population aged 18 and over), as well as the data on the average age of the population. The population data according to the individual age are contained in the documentation tables of the Statistical Office of the Republic of Serbia.

The data are presented in compliance with the Nomenclature of territorial units for statistics (NUTS), adopted in the period between the last two censuses, which defines the statistical functional territorial units, i.e., three hierarchical levels: NUTS 16) (Serbia north and Serbia south), NUTS 2 (regions) and NUTS 3 (areas).

Table 1 contains the data on the population by age at the level municipalities and at the higher levels of aggregation. In addition to the absolute values, there are also relative values provided, i.e., the share of the five-year age groups in the total population.

In table 2 presented are data on age and sex of the population by settlements. In addition, collective rows for urban and other settlements are given, starting from the highest territorial level (Republic of Serbia) and all the way down to the level of municipalities. In order to present data by type of settlement, we used the so-called administrative-legal criteria, according to which settlements are divided into urban (those that have obtained this status through a legal act of the respective local self-government unit) and into other. All urban settlements are marked with u.

The data for settlement Belgrade and settlement Ni have been shown separately, since different than other settlements in the Republic of Serbia, they spread over the territory of several municipalities. Settlement Belgrade represents a part of the City of Belgrade (Belgrade area) and it includes the whole territory of six city municipalities (Vraar, Stari Grad, Savski Venac, Zvezdara, Rakovica and Novi Beograd) and parts of the territories of another four city municipalities (Vodovac, Zemun, Palilula and ukarica). Settlement Nis spreads over the territory of four out of five city municipalities (Crveni krst, Pantelej, Palilula and Medijana)7).
