After Malaysia’s independence in 1957, the water supply, especially in the Klang Valley, expanded significantly due to rapid population and economic growth. With the city’s administration becoming independent from the Federal Government in 1972, Jabatan Bekalan Air Selangor (JBAS) was moved away from JKR. Since then, JBAS created its own identity and objectives for the management of water supply in Selangor and Kuala Lumpur. On 15 March 2002, Perbadanan Urus Air Selangor Berhad (PUAS) took over as the corporatised body of JBAS. Subsequently, on 1 January 2005, the water supply distribution service in Selangor, Kuala Lumpur and Putrajaya was privatised to Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS), which was then a 70 per cent owned subsidiary of Puncak Niaga Holdings Berhad (PNHB).
Following the consolidation of the Selangor water services industry initiated by the Selangor State Government and Federal Government, on 15 October 2015, the Selangor State Government completed the takeover of Puncak Niaga (M) Sdn Bhd and Syarikat Bekalan Air Selangor (SYABAS). For PNHB, this signified PNHB’s exit in the Selangor water services industry after 21 years.
Post completion of the sale of PNSB and SYABAS, PNHB Group will continue to focus on construction, water, wastewater and environment sectors including undertaking research and development (R & D) and technology development in the said sectors.

The Puncak Niaga Holdings Berhad (“PNHB”) Group is the leading regional integrated water, wastewater and environmental solutions provider with involvement in the oil & gas sector. PNHB is an investment holding company whilst its subsidiaries are principally involved in the construction, water, wastewater, sewerage and environmental engineering sectors including undertaking research & development and technology development for the water, wastewater & environmental sectors, management & advisory services, integrated transportation & installation of offshore facilities in the oil & gas sector.
Established on 7 January 1997, PNHB was listed on the Main Board of Bursa Malaysia Securities Berhad (now known as the Main Market of Bursa Malaysia Securities Berhad) on 8 July 1997. As at the end of 31 December 2015, PNHB’s market capitalization stood at RM656.0 million. It is the first water treatment and supply concession company to be listed on Bursa Malaysia Securities Berhad under the Infrastructure Project Company guidelines issued by Securities Commission and was recently reclassified to the Construction sector on 13 November 2015.
Puncak Niaga Holdings Berhad is an investment holding company with subsidiaries principally involved in the integrated water, wastewater, environmental solutions and oil & gas sectors. Post completion of the sales of its water assets in Selangor to the Selangor
State Government, Puncak Niaga has been reclassified as an ‘infrastructure project company’ effective 13 November 2015.

WaTeR1 • Puncak Niaga is committed in providing the best service to consumers by ensuring and maintaining the quality of treated water constantly within the desired standard worldwide specialising in Water Treatment Plant (WTP) and Water Infrastructure (WI).
• PNHB operated, maintained and secured three (3) dams namely Sg. Langat Dam, Klang Gates Dam and Tasik Subang Dam which supply raw water to four (4) WTPs since 1995.

Our business journey has started since 1994 and we have developed strengths and capabilities in plantation, water, waste water, property and oil & gas.
We operated the water distribution network for Selangor, Kuala Lumpur and Putrajaya consisting of 26,000 km pipes, 600 pump stations and 1000 reservoirs. We served 7.6 million people through 2 million accounts with the workforce of 3000 staff. We had an annual revenue of RM1.7 billion with a CAPEX of RM2.2 billion from 2005 to 2015.
Our wholly-owned subsidiary, Puncak Niaga Construction Sdn Bhd’s (“PNCSB”) principal business activities are construction works, general contracts and its related activities. As the construction arm of PNHB, PNCSB had completed two (2) water supply projects in October and December 2015, respectively, in Sarawak and currently manages one (1) water supply project in Sabah and another sewerage project in Kuala Lumpur.
In mid 2008, PNHB Group entered the China market via its then 80% (now 98.65%) owned subsidiary, Sino Water Pte Ltd (“Sino Water”), a company incorporated in Singapore which focuses primarily on potential markets in China. Sino Water has several subsidiaries in the People’s Republic of China to undertake potable water and wastewater projects in several provinces in China.
In mid 2010, PNHB formed a wholly-owned Singapore subsidiary, Puncak Niaga Overseas Capital Pte Ltd to facilitate PNHB Group’s overseas expansion plans in water and new business sectors in South East Asia.
On 10 March 2011, PNHB formed a 100% owned subsidiary in India, Puncak Niaga Infrastructures & Projects Private Limited which will focus primarily on potential markets in India.

entities, namely GOM Resources Sdn Bhd (“GOM Resources”) and KGL Ltd. (“KGL”) with proven track records in undertaking oil and gas works for Petronas. The acquisitions enabled Puncak Group to diversify into the oil & gas sector.
On 9 January 2013, POG incorporated a wholly-owned limited company in The Republic of the Union of Myanmar (“Myanmar”), namely, GOM Resources Limited to explore potential business opportunities in Myanmar.
PNHB has two (2) branch offices in South East Asia namely, Puncak Niaga Holdings Berhad (Myanmar Branch) to facilitate PNHB Group’s exploration of potential water and wastewater related businesses opportunities in Myanmar and Puncak Niaga Holdings Berhad (Brunei Branch) to facilitate the business development efforts for PNHB Group in Brunei Darussalam.

PNHB is involved in oil and gas industry via its subsidiary, GOM Resources Sdn. Bhd
• Puncak Niaga is involved in property development and this sector has a sizeable landbank and also the expertise.
• In 2014, the Malaysian Sewerage Division of the Ministry of Energy, Green Technology and Water selected PNHB as the contractor for Package D44, to construct the sewer pipe networks at Bunus, Kuala Lumpur.
Puncak Niaga Management Services Sdn Bhd provides management and advisory services to the PNHB Group whereas Murni Estate Sdn Bhd and Unggul Raya (M) Sdn Bhd will be the wholly-owned plantation and property development subsidiaries of PNHB.
On 17 October 2016, Murni Estate Sdn Bhd had acquired a 60% subsidiary, namely Danau Semesta Sdn Bhd to facilitate the Group’s business expansion plans in the oil palm plantation sector.
After being in the Selangor water services industry since 1994, on 15 October 2015, both PNSB Water Sdn Bhd (formerly known as Puncak Niaga (M) Sdn Bhd) (“PNSB”) and Syarikat Bekalan Air Selangor Sdn Bhd were disposed to Pengurusan Air Selangor Sdn Bhd and ceased to be a wholly-owned subsidiary and jointly controlled entity of PNHB Group in line with the consolidation of the Selangor water services industry by the Federal Government and the State Government of Selangor. On 29 January 2016, Ministry of Energy, Green Technology and Water has awarded PNHB the contract to operate in water treatment facilities at Kampung Lawa Gadong, Sabah.

ChInaChina has a rural population of 300 million, which consist of 40% who still do not have access to safe drinking water and 80% who do not have sewage treatment facilities. Untreated sewage is one of the main factors that contribute to water pollution and public health problems.
Realising this, PNHB Group entered the China market in May 2008 through Sino Water Pte Ltd (SWPL), an 80% owned subsidiary incorporated in Singapore, which focuses primarily on potential markets in China. SWPL has established various local subsidiaries in order to undertake the water and wastewater projects in China.
lUshan WaTeR sUPPly PROJeCT
This project which is located in Lushan County, Pingdingshan City of Henan Province, is undertaken by SWPL’s 83%-owned China subsidiary, Luwei (Pingdingshan) Water Co Ltd. It involves taking over the operations and restoration of the Lushan Water Supply Facilities and the construction of a new 30 MLD WTP that treats water from the Zhaopingtai reservoir.
This new plant will replace all existing underground water wells. The construction works commenced in November 2008 and upon its completion in 2010, the plant targets to distribute treated water to consumers in the Lushan Township via 40 km of distribution pipelines.
bInZhOU WasTeWaTeR PROJeCT
Sino Water Pte Ltd (SWPL) wholly-owned Chinese subsidiary, Xinnuo (Binzhou) Water Co Ltd, is managing this project which is located in the Laodian Village of Yangxin County, in Binzhou City of the Shandong Province.
The project encompasses the construction of a 30 MLD wastewater treatment plant, which is divided into two phases of 15 MLD each. Once completed, the plant will treat wastewater from the nearby Tannery Industrial Park.

SWPL has entered into a Concession Agreement with the Water Bureau of Yuanshi County to undertake the Yuanshi Industrial Water Supply Project and a Joint Venture Agreement with the Luancheng County Water Bureau to undertake the Luancheng Water Supply Project. SWPL will also exploring other potential projects in various provinces in China as the Group seeks to build a presence in the China market.
InDIa, ChennaI PROJeCT, InDIaPNHB and Lanco Infratech continue to operate and maintain the Chennai Water Supply Augmentation Project 1 – Package II, for which the joint venture completed the construction works for the project in 2005. The five-year Operations & Maintenance (O&M) service contract expired in January 2010 and was further extended to 30 September 2010.
As PNHB already has a presence in India since 2002, PNHB will explore viable new water supply, water distribution and water related projects in India via international competitive bidding and tenders together with strategic partners.

Puncak Niaga Construction Sdn Bhd (‘PNC’) was incorporated on 7 February 2001 under the name of Lambang Sejagat Sdn Bhd as a Specialist Construction Infrastructure Company in water, wastewater infrastructure and environmental related industries. It was acquired by PNHB and renamed as Puncak Niaga Construction Sdn Bhd. The company have built its track record based on the strength and experience of its personnel.
