    1 QUY NH CHUNG

    1.1 Phm vi iu chnh

    Quy chun ny quy nh nhng nguyn tc chung phn loi, phn cp v xc nh cp cng trnh dn dng, cng nghip v h tng k thut th (gi tt l phn loi, phn cp cng trnh) nhm lm c s xc nh cc gii php kinh t k thut khi lp v xt duyt cc d n u t, thit k v xy dng cng trnh.

    1.2 i tng p dng

    Quy chun ny p dng i vi cc t chc, c nhn c lin quan n hot ng u t xy dng cc cng trnh dn dng, cng nghip v h tng k thut th.

    1.3 Xc nh cp cng trnh

    Cp cng trnh hoc cp cc hng mc cng trnh trong d n u t xy dng mi hoc ci to do ch u t xc nh v phi c ngi quyt nh u t ph duyt.

    1.4 Ti liu vin dn

    Cc ti liu c vin dn trong quy chun ny bao gm:

    QCVN 02:2009/BXD, Quy chun k thut quc gia v s liu iu kin t nhin dng trong xy dng.

    QCXDVN 05:2008/BXD, Quy chun xy dng Vit Nam- Nh v cng trnh cng cng- An ton sinh mng v sc khe.

    QCVN 06:2010/BXD, Quy chun k thut quc gia v an ton chy cho nh v cng trnh.

    CH THCH: Trng hp cc ti liu vin dn trong quy chun ny c sa i, b sung hoc thay th th p dng

    theo phin bn mi nht.

    1.5 Gii thch t ng

    Trong quy chun ny cc thut ng di y c hiu nh sau:

    1.5.1

    Cng trnh xy dng

    Sn phm c to thnh bi sc lao ng ca con ngi, vt liu xy dng, thit b lp t

    vo cng trnh, c lin kt nh v vi t, c th bao gm phn di mt t, phn trn mt

    t, phn di mt nc, phn trn mt nc, c xy dng theo thit k.

    1.5.2

    Nh (ta nh)

    Cng trnh xy dng c chc nng chnh l bo v, che chn cho ngi hoc vt cha bn

    trong; thng thng c bao che mt phn hoc ton b v c xy dng mt v tr c

    nh.

    1.5.3

    Cng trnh dn dng

    Cng trnh xy dng bao gm cc loi nh , nh v cng trnh cng cng.

    1.5.4

    Loi cng trnh xy dng

    Cng trnh xy dng c phn theo mc ch s dng ca nh v cng trnh (nh , trng

    hc, bnh vin, nh my sn xut xi mng, cp nc ). Mt d n u t c th c nhiu loi

    cng trnh.

    1.5.5

    Cp cng trnh

    Khi nim th hin tm quan trng v kinh t, x hi ca cng trnh v mc an ton cho ngi v ti sn trong sut thi gian vn hnh, khai thc s dng cng trnh.

    1.5.6

    Nh ring l

    Cng trnh c xy dng trong khun vin t thuc quyn s dng ca h gia nh, c nhn theo quy nh ca php lut, k c trng hp xy dng trn l t ca d n nh .

    1.5.7

    Bit th

    Nh ring l c sn vn (cy xanh, thm c, vn hoa, ), c tng ro v li ra vo ring bit.

    1.5.8

    Nh chung c

    Nh hai tng tr ln c li i, cu thang v h thng cng trnh h tng s dng chung cho nhiu cn h gia nh, c nhn.

    1.5.9

    Cng trnh a nng (t hp a nng)

    Cng trnh c b tr trong cng mt ta nh c cc nhm phng hoc tng nh c cng nng s dng khc nhau (vn phng, cc gian phng khn gi, dch v n ung, thng mi, cc phng v cc phng c chc nng khc).

    1.5.10

    Chiu cao nh

    Chiu cao tnh t cao mt t t cng trnh theo qui hoch c duyt ti im cao nht ca ta nh, k c mi tum hoc mi dc. i vi cng trnh c cc cao mt t khc nhau th chiu cao tnh t cao mt t thp nht theo quy hoch c duyt.

    CH THCH : Cc thit b k thut trn mi: ct ng ten, ct thu st, thit b s dng nng lng mt tri, b nc

    kim loi khng tnh vo chiu cao nh.

    1.5.11

    S tng nh

    S tng ca ta nh bao gm ton b cc tng trn mt t (k c tng k thut, tng p mi, mi tum) v tng na hm.

    1.5.12

    Tng trn mt t

    Tng m cao sn ca n cao hn hoc bng cao mt t t cng trnh theo quy hoch c duyt.

    1.5.13

    Tng hm

    Tng m qu mt na chiu cao ca n nm di cao mt t t cng trnh theo qui hoch c duyt.

    1.5.14

    Tng na hm

    Tng m mt na chiu cao ca n nm trn hoc ngang cao mt t t cng trnh theo qui hoch c duyt.

    1.5.15

    Tng k thut

    Tng b tr cc thit b k thut ca ta nh. Tng k thut c th l tng hm, tng na hm, tng p mi hoc tng thuc phn gia ca ta nh.

    1.5.16

    Tng p mi

    Tng nm bn trong khng gian ca mi dc m ton b hoc mt phn mt ng ca n c to bi b mt mi nghing hoc mi gp, trong tng ng (nu c) khng cao qu mt sn 1,5 m.

    1.5.17

    Cng trnh h tng k thut th

    Cng trnh h tng k thut th bao gm: cp nc, thot nc, cp in, chiu sng, cng trnh cp xng du v kh t, thng tin lin lc, h thng thu gom v x l cht thi rn, ngha trang, cng trnh giao thng th.

    1.5.18

    bn vng

    c trng tng qut v bn, n nh ca nh v cng trnh trong sut thi gian khai thc s dng.

    1.5.19

    Bc chu la

    c trng chu la ca nh v cng trnh theo tiu chun c xc nh bng gii hn chu la ca cc kt cu xy dng chnh.

    1.5.20

    Gii hn chu la

    Thi gian (tnh bng gi hoc bng pht) t khi bt u th chu la theo ch nhit tiu chun cc mu cho ti khi xut hin mt trong cc trng thi gii hn ca kt cu v cu kin nh sau:

    Mt kh nng chu lc;

    Mt tnh ton vn;

    Mt kh nng cch nhit.

    1.5.21

    Tui th cng trnh

    Kh nng ca cng trnh xy dng m bo cc tnh cht c l v cc tnh cht khc c thit lp trong thit k v m bo iu kin s dng bnh thng trong sut thi gian khai thc vn hnh.

    2 QUI NH K THUT

    2.1 Phn loi cng trnh dn dng, cng nghip v h tng k thut th

    2.1.1 Nguyn tc chung

    2.1.1.1 Phn loi cng trnh dn dng, cng nghip v h tng k thut th c xc nh theo cng nng s dng.

    2.1.1.2 Trong tng nhm phn loi bao gm cc cng trnh c tn gi c th (Xem ph lc A).

    2.1.1.3 i vi cng trnh dn dng, cng nghip v cng trnh h tng k thut th khng c nu trong quy chun ny, vic phn loi cng trnh do cc B qun l cng trnh xy dng chuyn ngnh quy nh.

    2.1.2 Phn loi nh

    2.1.2.1 Nh c phn thnh hai loi sau:

    Nh chung c;

    Nh ring l.

    2.1.2.2 Ty theo c cu bung phng trong cn h, nh chung c c phn thnh:

    Nh chung c cn h c lp, khp kn;

    Nh tp th (k tc x).

    2.1.3 Phn loi nh v cng trnh cng cng

    2.1.3.1 Ty theo cng nng v mc ch s dng chuyn bit, nh v cng trnh cng cng c phn thnh cc loi sau:

    Cng trnh gio dc;

    Cng trnh y t;

    Cng trnh th thao;

    Cng trnh vn ha;

    Cng trnh thng mi v dch v;

    Cng trnh thng tin lin lc, vin thng;

    Nh ga;

    Cng trnh dch v cng cng;

    Vn phng, tr s c quan;

    Cc cng trnh cng cng khc.

    2.1.3.2 Cng trnh c nhiu mc ch s dng (cng trnh a nng) th phi c phn loi ring cho tng hng mc ca cng trnh .

    2.1.4 Phn loi cng trnh cng nghip

    2.1.4.1 Cng trnh cng nghip l ni m trong din ra cc qu trnh sn xut cng nghip v phc v sn xut, nm trong cc nh my, x nghip, khu cng nghip, bao gm c nh (xng) sn xut; nh iu hnh sn xut; cng trnh phc v sn xut (y t, n ung, sinh hot, ngh ngi, gii tr, hc tp, vn ha, dch v, kho tng, giao thng) v cng trnh k thut (in, cp - thot nc, thng gi, x l cht thi, phng chy cha chy...).

    2.1.4.2 Cng trnh cng nghip c phn loi theo ngnh sn xut, bao gm cc ngnh ngh sau:

    Cng trnh sn xut vt liu xy dng;

    Cng trnh khai thc than, qung;

    Cng trnh khai thc v ch bin du kh;

    Cng trnh sn xut cng nghip nng;

    Cng trnh sn xut cng nghip nh;

    Cng trnh ch bin thu sn;

    Cc cng trnh cng nghip khc.

    2.1.5 Phn loi cng trnh h tng k thut th

    2.1.5.1 Cng trnh h tng k thut th c phn loi nh sau:

    H thng cc cng trnh cp nc th;

    H thng cc cng trnh thot nc th;

    H thng cc cng trnh cp in th;

    H thng cc cng trnh chiu sng th;

    H thng cc cng trnh cp xng du v kh t th;

    H thng cc cng trnh thng tin th;

    H thng thu gom, x l cht thi rn;

    Nh tang l v ngha trang th;

    H thng cc cng trnh giao thng th.

    2.1.5.2 i vi h thng cc cng trnh giao thng th, ngoi vic phn theo chc nng s dng cn phi tnh n tnh cht giao thng ca cng trnh.

    2.2 Phn cp cng trnh dn dng, cng nghip v cng trnh h tng k thut

    th

    2.2.1 Nguyn tc chung

    2.2.1.1 Mi loi cng trnh c chia thnh nm cp, bao gm cp c bit, cp I, cp II, cp III

    v cp IV.

    2.2.1.2 Cp cng trnh c xc nh theo tng loi cng trnh, cn c vo tm quan trng,

    quy m, yu cu k thut xy dng, tui th ca cng trnh v mc an ton cho ngi v ti

    sn trong cng trnh . Cp cng trnh c xc nh cho tng cng trnh (hoc tng hng mc

    cng trnh) ca mt d n xy dng.

    2.2.1.3 Tm quan trng ca cng trnh c xc nh trn c s mc nh hng ca cng

    trnh n con ngi, ti sn hay cng ng khi c s c; hoc nh hng ca cng trnh

    trong s pht trin ca nn kinh t x hi trn phm vi lnh th nht nh. Khi cp ca cng trnh

    xy dng c quy nh theo nhiu tiu ch khc nhau th cp ca cng trnh c xc nh

    theo tiu ch ca cp cao nht.

    2.2.1.4 Trong mt d n xy dng, cc cng trnh c chc nng khc nhau th c cc cp cng

    trnh khc nhau, nhng phi u tin cp cng trnh mc cao cho khi cng trnh chnh.

    2.2.1.5 Cp cng trnh c xc nh phi cn c vo cc yu cu sau :

    Mc an ton cho ngi v ti sn;

    bn, tui th cng trnh trong sut nin hn s dng, chu c mi tc ng bt li ca

    iu kin kh hu, tc ng l hc, ho hc v sinh hc;

    an ton khi c chy trong gii hn chu la cho php.

    2.2.1.6 Vic xc nh cp cng trnh dn dng (bao gm nh , nh v cng trnh cng cng)

    phi cn c vo mc tp trung ng ngi v yu cu v bc chu la ca nh v cng trnh

    c quy nh ti QCVN 06:2010/BXD.

    2.2.1.7 an ton, bn vng ca cng trnh phi c xc nh trn c s cc yu cu an

    ton v kh nng chu lc ca cng trnh (nn mng, kt cu); an ton khi s dng, khai thc

    vn hnh cng trnh; an ton phng chy v cha chy (bc chu la ca cc b phn ch yu

    ca cng trnh nh ct, tng, sn, mi).

    2.2.1.8 bn vng ca cng trnh c chia ra 4 bc nh sau:

    Bc I: Nin hn s dng trn 100 nm;

    Bc II: Nin hn s dng t 50 nm n 100 nm;

    Bc III: Nin hn s dng t 20 nm n di 50 nm;

    Bc IV: Nin hn s dng di 20 nm.

    2.2.1.9 bn vng ca cng trnh phi m bo n nh, khng b ln nt, bin dng qu

    gii hn cho php lm nh hng n tui th cng trnh v cc cng trnh ln cn trong sut

    thi gian thi cng v a vo khai thc s dng.

    2.2.1.10 Kt cu cng trnh v nn phi c tnh ton vi cc ti trng v t hp ti trng bt

    li nht tc ng ln chng, k c ti trng gy ph hoi theo thi gian. Trong cc ti trng

    lin quan n iu kin t nhin phi ph hp vi QCVN 02:2009/BXD.

    2.2.1.11 n nh ca cng trnh phi c tnh ton ph hp vi mi yu t tc ng ln

    chng nh ti trng gi, ngp lt do ma bo, mc nc bin dng, st l t, ng t, n

    mn, dng st v cc tc nhn bt li khc.

    2.2.1.12 Vt liu s dng phi m bo bn lu, p ng yu cu s dng, khng b bin

    dng, ph hp vi iu kin kh hu ca a phng v phi m bo cc yu cu v an ton

    sc khe nh quy nh trong QCXDVN 05:2008/BXD.

    2.2.1.13 Bc chu la ca nh v cng trnh gm 5 bc, c xc nh bng gii hn chu la

    ca cc cu kin xy dng nh quy nh trong Bng 1.

    1. Gii hn chu la ca cu kin xy dng c k hiu bng REI, EI, RE hoc R km theo cc ch s tng ng v thi gian chu tc ng ca la tnh bng pht (min), trong :

    R- kh nng chu lc ca cu kin;

    E- tnh ton vn ca cu kin;

    I - kh nng cch nhit ca cu kin.

    2. Mt cu kin xy dng c th phi duy tr mt , hai hoc ng thi c ba kh nng chu lc, ton vn v cch nhit trong khong thi gian chu tc ng ca la.

    2.2.1.14 Cp cng trnh phi ph hp vi yu cu v bn vng v bc chu la ca nh v cng trnh nh quy nh trong Bng 2.

    Cp cng trnh ca mng li ng ng cp nc, thot nc, ging thm, ng t v ng st th phi ph hp v bn vng nh trong quy nh Bng 2.

    2.2.1.15 Cn c vo cp cng trnh phi xy dng cc gii php thit k p ng yu cu ca tng loi v cp cng trnh.

    2.2.2 Mt s yu cu khi phn cp cng trnh dn dng, cng nghip v cng trnh h tng k thut th

    2.2.2.1 Nh

    2.2.2.1.1 Khi phn cp nh phi tnh n mc nguy him cho s an ton ca ngi v kh nng thot ngi khi c s c.

    2.2.2.1.2 Nh chung c c xp vo loi nh thuc nhm nguy hin chy F1.3. Nh ring

    l thuc nhm nguy him chy F1.4. Cc yu cu v tnh nguy him chy theo cng nng c

    quy nh trong QCVN 06:2010/BXD.

    CH THCH: F k hiu phn nhm nh da trn tnh nguy him chy theo cng nng.

    2.2.2.1.3 i vi nh chung c n 25 tng phi c xy dng vi cp cng trnh khng nh

    hn cp II. Nh chung c trn 25 tng (trn 75 m) phi c xy dng vi cp cng trnh khng

    nh hn cp I v gii hn chu la ca cc b phn ch yu ca cng trnh khng thp hn cc

    gi tr sau:

    B phn chu lc ca nh: R 180;

    Tng ngoi khng chu lc: E 60;

    Sn gia cc tng (bao gm c sn tng p mi v sn trn tng hm): REI 90;

    Tng bung thang trong nh: REI 180;

    Bn thang v chiu thang: R 90.

    CH THCH: Quy nh ny cng c p dng cho nh v cng trnh cng cng.

    2.2.2.1.4 i vi nh ring l, cp cng trnh ca nh t 3 tng tr ln khng c nh

    hn cp III.

    2.2.2.2 Nh v cng trnh cng cng

    2.2.2.2.1 i vi cc cng trnh di tch lch s, bo tng, to nh lu tr khi xc nh cp cng

    trnh phi tnh n mc an ton v ti sn qu, him c bo qun, lu gi trong cng

    trnh.

    2.2.2.2.2 Nh v cng trnh cng cng sau y phi c cp cng trnh t cp I tr ln:

    Nh v cng trnh c tm c quc t, quc gia, cng trnh c ngha c bit v an ninh,

    quc phng v ngoi giao;

    Cc cng trnh tr s c quan ng, Quc hi, c quan hnh chnh nh nc cp Trung

    ng v cp Tnh, Thnh ph trc thuc Trung ng;

    Cc cng trnh phc v trc tip cho cng tc tm kim cu nn, cu h, cp cu trong

    trng hp xy ra thin tai, chy n, dch bnh.

    2.2.2.3 Cng trnh cng nghip

    2.2.2.3.1 Cc cng trnh cng nghip thuc dy chuyn cng ngh sn xut chnh phi c

    phn cp theo yu cu an ton cho ngi v thit b cng ngh, mc c hi i vi mi

    trng, mc nguy him v chy n nh quy nh trong QCVN 06 : 2010/BXD.

    2.2.2.3.2 Cc cng trnh cng nghip c mc nguy him cao, nh hng ln n con

    ngi, ti sn hay cng ng khi c s c phi c cp cng trnh khng nh hn cp I: cng

    trnh c s dng hoc lu gi cht phng x, cng trnh sn xut hoc lu gi ha cht c hi,

    vt liu n.

    2.2.2.3.3 Trng hp cc cng trnh khc thuc d n u t xy dng cng trnh cng

    nghip nhng khng nm trong dy chuyn sn xut chnh nh nh iu hnh, hnh chnh, nh

    n th khi xc nh cp cng trnh phi tun theo cc quy nh nh i vi cc cng trnh cng

    cng.

    2.2.2.3.4 i vi cc cng trnh h tng k thut (cp nc, x l nc thi, kt cu h tng

    giao thng th, tuy nen k thut,) thuc d n xy dng cng trnh cng nghip khi xc nh

    cp cng trnh phi tun theo cc quy nh nh i vi cc cng trnh h tng k thut th.

    2.2.2.4 Cng trnh h tng k thut th

    2.2.2.4.1 Cc cng trnh dn dng thuc d n xy dng cng trnh h tng k thut th

    c ly theo cp cng trnh dn dng tng ng.

    2.2.2.4.2 Cc cng trnh cng nghip thuc d n xy dng cng trnh h tng k thut th

    c ly theo cp cng trnh cng nghip tng ng.

    2.2.2.4.3 Vic phn cp h thng cc cng trnh giao thng th ngoi vic tun th cc quy

    nh ti 2.2.1 cn phi tnh n cc yu cu sau :

    Tc thit k hoc lu lng xe thit k trung bnh ngy m (xe con quy i/ngy m).

    Nng lc vn ti v vn chuyn an ton.

    2.2.2.4.4 i vi cc cng trnh ng thy nh bn hng, bn khch, bn v cng trnh

    nng- h tu, nh my ng tu v sa cha tu, cng trnh bo v cng, gia c b, u thuyn

    thc hin Quy chun ny trong qu trnh lp v ph duyt d n u t, cp php, xy dng v
