BAB 1PENGANTAR
1.1. PENGERTIAN UMUM
Pada awalnya Quantity Surveying merupakan suatu lingkup pekerjaanprofesional yang memfokuskan diri pada bidang perhitungan kuantitas danpenentuan item-item pekerjaan suatu proyek konstruksi yang kemudiandituangkan dalam bentuk Daftar Kuantitas (Bills of Quantities / BQ) dimana BQ inimenjadi bagian dari dokumen tender. Sedangkan orang yang melaksanakanpekerjaan tersebut dikenal dengan nama Quantity Surveyor (disingkat : QS).Sebagai konsultan, QS ini juga membuat estimasi biaya proyek (di sini dikenaldengan istilah Engineer Estimate) dalam konteks proyek konstruksi, dan bidangpengendalian biayanya. Pengendalian yang dimaksud di sini mencakuppengendalian pada saat perencanaan dan pelaksanaan. Sehingga obyektif utamapembangunan yaitu prqyek yang mempunyai nilai ekonomi dapat tercapai.Kualitas yang dihasilkan memenuhi harapan, biaya pembangunan yangekonomis, serta jadwal pelaksanaan yang tepat waktu.Pengetahuan Quantity Surveying ini mulai dikembangkan pertama kalinya dilnggris, kemudian menyebar ke negara - negara persemakmurannya.. Di AmerikaSerikat dan benr-ra Erooa lail$rt spesialisasi di bidang Quantity Surveying inilebih populer dengan istilah "Qbst Estimating". Di lndonesia, spesialisasi di bidang

Quantity Surveying ini, dikengl melalui konsultan - konsultan QS yang datang dariSingapura, Malaysia dan Australia. Mereka umumnya bekerja untuk perusahaan-perusahaan konsultan yang. berskala internasional untuk proyek - proyekkomersial swasta, yakni : bangunan gedung bertingkat tinggi, seperti : hotel,pusat perbelan.jaan dan apartemen. Proyek - proyek sejenis ini umumnya dikelola
proyek konstruksi milik pemerintah, peran"satu atap" dengan konsultan ManajemenMereka biasanya dikenal sebagai Quantity
oleh investor swasta lang tetkait dengan porsi pendanaan dari investor asingataupun kreditor asing. Untukiilroyek -Quantity Surveyor biasanya di.jadikanKonstruksi atau Konsultan Perencana.

Dalam perkembangannya, Quaritity l,surveying menjadi suatu bentuk keahlianprofesional yang berhubungan dengan aspek - aspek ekonomi bangunan, dimana Quantity Surveyor dikenal sebagai Konsultan Biaya pembangunan(Building Cost Consultant / Building Economist). QS disini berperan dalamperencanaan dan pengendalian biaya suatu proyek konstruksi, besertapenanganan aspek - aspek konfaktualnya. Sesuai dengan spesialisasiprofesinya, QS menawarkan jasa kdnsultasinya kepada investor proyek atau
' r,pemilik proyek untuk kepentingan petgendalian biaya pelaksanaan proyek agarpembiayaan proyek optimal dan tidak'melebihi anggaran yang direncanakan. qqg-Pelaksana Pekeriaan / Kontraktor, 'Q-S berperan sebagai perencana biaya--''-'-_---pelaksanaan proyek konstruksi dan pengendali Kontrak / Perjanjian. BAB 2LINGKUP KERJA QUANTIW SURVEYING
Sebagai Konsultan Biaya bidang jasa konstruksi, lingkup kerja eS dimulai sejakproyek masih dalam tahap konsep sampai dengan selesainya pelaksanaankonstruksi proyek yang dibangun oleh kontraktor dan diserahkan kembali kepadapemilik proyek untuk digunakan.Secara umum, lingkup kerja QS dipandang dari sisi konsullan dapat dibagimenjadi 3 (tiga) tahapan :
2.,1. TAHAPAN PRA TENDER
Dalam tahapan ini setidaknya adatanggungjawab QS, yaitu :
5 (lima) item kegiatan yang menjadi tugas dan
'1. Menyusun anggaran proyek. QS menyajikan gambaran kuantitatif proyek,yaitu berupa rencana biaya proyek. Berdasarkan input dari feasibility studydan perencanaan / desain, ada beberapa alternatif rencana biaya yang dapatdiajukan oleh QS yang akan dipilih dan diputuskan oleh pemilik proyek danditetapkan sebagai anggaran proyek atau dikenal dengan istilah ,,budget',.
2. Memberi sumbang saran untuk alternatif desain proyek sehubungan denganoptimalisasi biaya proyek.
3. Menyusun Bill of Quantities berdasarkan klasifikasi pekerjaan yang telahdisiapkan sebelumnya.
4. Memberi rekomendasi pendanaan proyek.5. MenyiBpkan dokumen tender berserta format - format administratifnya.

2.2. TAHAPAN TENDER
Dalam tahapan ini ada 2 (dua) item kegiatan utama eS, yaitu :1. Evaluasi lender, yakni evaluasi terhada'p proposal _ proposal penawaran
peserta tender, serta memberi rekomendasi kepada panitia tender tentangpeserta tender yang layak untuk ditunjuk sebagai pemenang tender.
2. Menyiapkan format Kontrak/perjanjian Kerja antara pemilik proyek dengankontraktor pemenang tender, berikut persyaratan _ persyaratanadministratifnya.
2.3. TAHAPAN PASCATENDER
setidaknya ada 7 (tujuh) item kegiatan yang meribatkan es dalam tahapan ini,yaitu :1 . Menyusun rencana Cash-Flow I Disbursement untuk pemilik proyek.2. Memberi rekomendasi pembayaran prestasi fisik pekerjaan yang
dilaksanakan oleh Kontraktor daram bentuk Interim payment sampai Fina!Payment.
3. Menghitung dan menilai Pekerjaan Tambah atau pekerjaan Kurang.4. Memeriksa dan menilai sumber daya material, alat dan pekerja yang tersedia
dan/atau terpakai di lapangan.5. Evaluast dan negosiasi klaim yang diajukan Kontraktor.6. Menyusun Laporan prestasi dan keuangan proyek untuk pemilik proyek,
berikut penyerapan dana untuk proyek yang diarokasikan dari pihak lnvestor /Bank / lnstitusr K6uangan tertentu.
7. Menyiapkan administrasi serah-terima pekerjaan besertapendokumentasiannya untuk keperluan pembayaran akhir kepada kontraktor.
Selain daripada itu, terdapat beberapa bidang kerja atau pekerjaan yang bisadiserahkan kepada QS untuk dilaksanakan, yaitu :'1. Menyusun Studi Kelayakan proyek, ditinjau dari segi finansial dan nilai
ekonomi.2. Menengahi perselisihan berkenaan dengan pelaksanaan proyek (arbritrase).3. Menyusun Life Cycle Cosfrng suatu proyek konstruksi.

Bagi Kontraktor, peran QS sangat dominan dalam beberapa lingkup pekerjaan,terutama yang berkaitan dengan penghitung_an k!_an.U!aqpkerjan lgrengelggn.ery9lgry4Fn p19vg_pere$e]]1ellpe!_etexn, dan- !! m t9[lq3!]q1gfeyq qeuatau. perpanjangan waktu pelaksanaan pekerjaan. Lingkup kerja yang dimaksud,antara lain adalah :1. Review kuantitas pekerjaan dan estimasi harga satuan pekerjaan untuk
proposal penawaran, termasuk didalamnya review syarat - syarat kontraktual.2. Melengkapi format Bill of Quantities.3. Menyiapkan RAB Tender dan RAB Pelaksanaan.4, Pengendalian kontrak baik dengan pemilik proyek ataupun dengan
subkontraktor, termasuk didalamnya adalah pengajuan variation orders ataupekerjaan tambah / kurang.
5. Menyiapkan dan mengajukan tagihan prestasi bulanan.Kiaim tambahan biaya dan waktu pelaksanaan akibat perubahan kerja.Negosiasi nilai akhir seluruh pekerjaan.Menyiapkan Laporan Proyek Selesai.
Secara terpisah, lingkup kerja QS pada butir - butir 1 ( review syarat - syaratkontraktual ), 4, 6 dan 7 dapat djtangani oleh Adminislrator Kontrak. Untuklingkup kerja butir 3,5 dan butir 8 dapat ditungr;;;-frng;-Komersiat,sedangkan butir 1 & 2 ditangani oleh begian estimasi.Guna mengoptimalkan pelaksanaan peieffiffialseorangdirinya dengan ilmu pengetahuan dan pemahaman aplikasidimensi proyek, yattu : teknologi, ekonomi, legal , dan manajemen.

BAB 3BILL OF QUANTITIES
Bill of Quantities berfungsi sebagai wacana penawaran harga yang menjadibagian utama dalam proposal penawaran harga. Dalam format tabular, Bill of
Quantities merangkum semua item pekerjaan yang masuk bagian dalamPekerjaan yang ditenderkan. Komponen utamanya adalah daftar item pekerjaanbeserta uraian teknisnya, dan kuantitas masing-masing item pekerjaan. ltem -item pekerjaan yang dicantumkan harus diindikasikan sesuai dengan Gambar /Desain Rencana dan Spesifikasi Teknis Dokumen Tender.
3.1. Fungsi
Dalam tahapan Pra Tender, Bill of Quantities, menyajikan rangkaian itempekerjaan yang secara keseluruhan merupakan Pekerjaan yang ditenderkan'Konsultan QS yang bekerja untuk Pemberi Tugas atau Pemilik Proyek bertugasuntuk menyiapkan perangkat Bill of Quantities Pekerjaan yang akan ditenderkan.Bill of Quantities disusun berdasarkan desain / gambar rencana dan spesifikasiteknis yang sudah distapkan oleh team perencana / konsultan teknik' Format Billof Quantities yang teknis-kredibel, adalah format BQ yang secara lengkapmeliputi semua item pekerjaan berikut semua sub-item pekerjaan terkait, sesuaidengan desain rencana dan spesifikasi teknis yang ditentukan; sebagai contoh,
Pekerjaan Suplai Beton Cor, harus diuraikan atas beberapa sub-itemnya, yangdibedakan atas beberapa kelas / nrutu beton. Disamping itu, BQ harus pulamencerminkan tipe kontrak pekerjaan yang akan diberlakukan dalam Pekerjaanyang ditenderkan, misalnya: kontrak harga satuan, atau kontrak lump sum. Uraian
mengenai tipe - tipe kontrak pekerjaan secara terinci akan disajikan dalam sesipelatihan Manajemen Kontrak di waktu mendatang. Komponen penting BQlainnya, adalah jenis mata uang yang diberlakukan dalam Pekerjaan, baik dalamtipe harga satuan ataupun tipe lump sum. Kuantitas yang tercantum dalam tabel
BQ adalah sesuai kuantitas desain / gambar rencana.Dalam tahapan Tender, Bill of Quantities, setelah dilengkapi dengan harga satuanpenawaran dan harga total penawaran oleh Peserta Tender, mencerminkan

kualitas penawaran dari Peserta Tender yang mengajukannya. Beberapa aspekstrategi penawaran dapat "dibaca" melalui BQ yang diajukan dalam tahapan ini,seperti misalnya : tingkat kewajaran harga satuan pekerjaan, apakah over-estimated atau under-estimated, atau bahkan mis-estimated. Ada beberapa faktorteknis maupun non teknis yang dapat "mewarnai" stralegi penawaran ini.Mengingat terbatasnya thema yang diberikan dalam sesi Pelatihan QS ini, seluk-beluk mengenai strategi penawaran tidak dibahas. BQ versi Tender inilah yangmenjadi acuan fundamental dalam evaluasi tender oleh Panitia Tender, dengantanpa mengabaikan aspek - aspek lainnya, seperti : metoda kerja, penjadwalantahap pekerjaan, syarat-syarat pembayaran, dan lain{ainnya. Tingkat kompetisidiantara para nominasi Pemenang Tender dapat dilihat dari komparasi item - itemPekerjaan dominan yang ditunjukan dalam BQ. ltem pekerjaan dominan inimemegang "kartu truf'dalam posisi tawar-menawar dengan Pemberi Kerja atauPemilik Proyek.
Tahapan terakhir, yaitu tahapan Pasca Tender, dimana pada tahapan ini semuaproposal penawaran dibuka, dlperiksa dan diumumkan oleh Panitia Tender. Padatahapan ini, biasanya 3 (tiga) peringkat pertama Peserta Tender memiliki peluangyang reiatif sama besarnya untuk memenangkan Tender. Di samping aspek -aspek non teknis, aspek teknis menjadi salah satu kriteria pokok dalam prosesnegosiasi penentuan Pemenang Tender. Dalam hal espek inilah, BQ menjadisalah satu "tool" yang "berbicara" dalam proses evaluasi tender; sehingga kualitasBQ yang ditampilkan dalam proposal penawaran akan sangat menentukan besar-kecilnya nilai tambah bagi nominator Pemenang Tender. Setelah penentuanPemenang Tender, BQ Tender dikembangkan menjadi BQ Pelaksanaan.Kelemahan - kelemahan pada BQ Tender seperti : over/under estimated price,ataupun mis-estimated price seyogyanya dapat dikoreksi dalam BQ Pelaksanaanuntuk mencapai optimalisasi RAB Pelaksanaan.

Secara umum item/ bagian-bagian didalam Bill of Quantities untuk konstruksi

a. Preliminaries.Dalam Standard Method of Measurement (SMM) Section ll telah memberi garispanduan secaTa umum item-item preliminaries yang harus dibuat oleh seorang
Quantity Surveyor. Susunan preliminaries terdiri dari sub-bagian bagian yang
merinci semua jenis pekerjaan persiapan yang akan dilaksanakan dalam proyektersebut. Dengan demikian harga yang ditawarkan akan menjadi lebih kompetitivekarena item-item pekerjaan persiapan sudah ditentukan tersendiri tanpamemasukan kedalam harga satuan setiap pekerjaan.Adapun sub-bagian antara lain :
a. Lingkup/ jenis pekerjaan.Menerangkan lingkup/ jenis pekerjaan yang akan dilaksanakan olehkontraktor sesuai dengan kondisi kontrak, termasuk pengadaanbahan/material dan prasarana-prasaTana lain yang diperlukan
b. Site inspection.Menerangkan kondisi umum lapanganpekerjaan.

d. General matterDalam bagian ini menguraikan beberapa ketentuan/persyaratanadministrasi menyangkut beberapa materi seperti : Prasaranaproyek, cara pembayaran, setting out, sub letting, variation,protection, watet and electric, removal of rubbish dan sebagainya.

Oleh karena itupengalaman dan keahlian dalam menganalisa setiap projek yang dikerjakansangat dituntut untuk menghargakan pekerjaan Preliminaries.

Setiap elemen tersebut akan memperinci item-item pekerjaan yangterdapat dalam ruang lingkupnya, sehingga dalam setiap perhitungan kuantitiyang dilakukan tidak akan terjadi "overlap" perhitungan. hal ini karena setiap"Taker Off' tahu batasan setiap elemen yang dihitung .secara garis besar susunan elemen yang dalam format BQ secara lengkapnya

Berupa tabel item-item pekerjaan beserta sub-sub itemnya' dan dilengkapi
dengankuantitasmasing-masing.Tabelinimerupakanpetunjukpraktisyangberguna untuk memberi gambaran umum mengenai kuantitas
pekerjaan'
sehingga kontraktor dapat menilai kemampuannya sendiri apakah ia mampu
melaksanakan pekerjaan tersebut dengan kemampuan sumber daya yang
dimilikinYa.
3.3.2. PreamblePreamble atau penjelasan yang terdapat dalam BQ Civil Engineering Works
adalah untuk memberikan penjelasan tentang metoda atau cara perhitungan
kuantitas/volurne pekerjaan yang cara atau metodanya tidak mengikut standar
perhitungan atau CESMM' Penjelasan ini diperlukan untuk menyamakan persepsi
dan interpretasi setiap kontraktor yang mengikuti tender dalam mengestimasi ttem
pekerjaan tesrebut.
3.3.3. Daywork ScheduleBagian ini, apabila disyaratkan dalam dokumen tender' harus mengikuti

Dalam BQ Civil Works, General item ini adalah item-item yang dikehendaki dalamkontrak yang harus kontraktor laksanakan atau sediakan selama kontrak. DalamBQ, general item dikelompokkan atau terdiri dari beberapa bagian :1. Contractual Requirement2. Specified Requirement3. Method Related Charges.
Contractual Requirement adalah kewajiban kontraktor untuk melaksanakanatau menyediakan karena disyaratkan dalam kontrak. Contoh Contractualrequirement: Peformance Bond, lnsurance of the Works, Third Party lnsuranceetc.
Specified Requirement item yang ditentukan oleh Klien atau Engineer dimanakontraktor harus melaksanakan atau menyediakannya. Salah satu contoh dariSpecified requirement ini adalah akomodasi untuk Engineer seperti kantorlapangan, laboratorium dan lain-latn.
Method Related Charges adalah item-item yang harus diisi oleh kontraktor didalanr space/ruangan yang telah disediakan dalam BQ. Dalam BQ, MethodRelated Charges ini ruangannya diblarkan kosong dan diserahkan kepadakontraktor untuk mengisikan item-item yang menurulnya adalah item yangdiperlukan dalam melaksanakan pekerjaan akan tetapi tidak dapat dimasukkandalam komponen harga dalam harga satuan karena tidak proporsional dengankuantitas pekerjaan tersebut. Sebagai contoh Method Related Charges,kontraktor mengisikan item peralatan (Plant) untuk pekerjaan beton yaitu TowerCrane. Biaya transport, sewa dan pemeliharaan peralatan tersebut tidaksebandjng atau proporsional dengan jumlah kuantitas beton dalam pekerjaantersebut, artinya jika biaya tower crane tersebut dijadikan komponen harga satuanbeton, maka harga satuan pekerjaan beton tersebut akan sangat tinggi. Sebagaialternatif tower crane tersebut dimasukkan dalam ttem Method Related Charges.
3.3.5. Grand SummaryMerupakan rangkuman dari total setiap bagiannantjnya ditotalkan, jumlah akhir iersebut adalah nilai poleh kontraktor untuk Pekerjaan tersebut.

BAB IVMETHOD OF MEASUREMENT
Bab ini memberikan gambaran terinci mengenai Method ,of Measurement dalamkaitannya dengan penyusunan Bill of Quantities. Method of Measurement yangdimaksud adalah metoda penghitungan kuantitas pekerjaan untuk item - itempekerjaan yang akan ditampilkan dalam format Bill of Quantities. Metodapenghitungan int dibedakan untuk pekerjaan bangunan Sipil dan pekerjaanBangunan Gedung. Untuk pekerjaan bangunan Sipil metoda penghitungan yangakan diipakai dan diterangkan adalah mengacu pada Civil Engineering StandardMethod of Measurement 3rd edition (CESMM3) yang diterbitkan oleh Thelnstitution of Civil Engineers yang berkedudukan di lnggris. Format Direct Billing Paper berfungsi sebagai wacana unluk mendokumentasikanpenghitungan kuantitas per item pekerjaan. Format ini terdiri atas 6 ( enam )kolom, yang masing - masing (secara berurutan dari kiri ke kanan ) berfungsisebagai berikut :
. Kolom 1Kolom ini disebut juga "timesing column" atau kolom pengali. Menyatakanjumlah bagian pekerjaan yang berdimensi sama ; misalnya pilar bangunandengan ukuran panjang, lebar dan tinggi yang sama sebanyak 6 (enam) buah,maka angka 6 (enam) ditulis pada kolom ini.

BILL 1 . PRELIMINARIES
Preliminarv ltems
The Preliminary ltems as set out hereunder are deemed to apply to thewhole of the Works and the Contractor must allow for any cost incurredin connection therewith. The amount inserted by the Contractor for suchPreliminary ltems shall be deemed to apply to the whole of the Workscarried out under this Contract.
The monetary vaiue of any items which are left unpriced shall bedeemed to have been included in the rates in the Bills of euantitiesagainst each item of work.
For the basis of progress paymenls only, the following broad principleshall be adopted for preliminary principle items :-
a) Generally the cosls of the Preliminary ltems less initjal and final costshall be spread throughout the progress of lhe work related to theperiod of the Contract, or related to the percentage of workexecuted.
b) Only in certain cases, Preiiminary ltems shall be paid as a LumpSum at a define time in the Contract period.
The method for paying Prelirninary ltems shall be at the discretion of theS.O. lt shall be the Contractor's responsibility to provlde all informationrequired by the S.O. to substantiate the initial cost and to provide detailworking of Preliminary ltem build up when requested by the S.O.
Method of B:llinq
The Contractor's attention is drawn to the fact that these Bills ofQuantities have been arranged in an ELEMENTAL FORM i.e. the itemsare grouped under Elements and within each Element, the items havebeen set out, as far as possible,in Trade Order.
The description of work and materials in the Bills of euantities are to beread in conjunction with the "Preambles To All Trades and theSpecification" contained in the tender document.

The contractor shall study the Tender Drawings and Tender Documentsand satisfy himself as to the full extent, character and nature of theworks. No claims resulting from failure to do so will be admitted.
"Site"
The site of the proposed Works is located at lot-lot 1804,3197 & 3198Mukim Petaling, Selangor Darul Ehsan.The Contractor shall be deemed to have visited the site of the Worksand make h jmself thoroughly acquainted with the location, facilities ofaccess, type of soil to be excavated, jocal conditions as to supply oflabour, materiais, services, etc. existing neighbouring structures,weather conditions, water table level, flood waters, etc. and other siteconditions which may affect their tender. No claims will be allowed onthe grounds of ignorance of the conditions under which the Works willbe executed.
The Contractor shall be deemed to have taken note of the restrictivenature of the site and its effect on their attendance upon the NominatedSub-Contractors especially on the provision of storage spaces (seeClause on "Nominated Su b-Contractors,,). lt should be noted that itis the sole responsibility of the Contractor to provide space only for thestorage of the Nominated Sub-Contractor,s materials, tools andequipment and if due to site restriction and/or objection by the S.O. toallow bulk storage on the suspended floor (which may not have beendesigned to take such loading), the Contractor shall be deemed to haveallowed in his tender for providing alternative storage spaces elsewhereaway from the site and pay for all the necessary storage charges, costof additional security, insurance premiums, double handling cost,transport and all other costs and expenses involved in complying withthese CIauses.

A Form Of Contract
The amount appearing as the total of the General Summary at the endof these Bills and marked "Carried to Form of Tender" shall betransferred to the Tender Form without any alteration or rounding off.
The Form of Contract will be the P.W.D Form 2034 (1O/83)StandardForm of Contract where Quantities form part of the Contract. A mpy ofthe said Form which forms part of the Tender Table Documents isavailable for inspection by the Tenderer during normal office hours onany working day up to the time appointed for receiving tenders.
A summary of the Schedule of Contract Conditions is listed below andthe Contractor is to allow against each Clause Title or in his prices foranything in these Conditjons considered to have monetary value.
Amplification Notes, Amendments And Modifications ToConditions Of Contract
Amplification notes, amendments and modifications to the variousClauses of the Conditions of Contract are given here below for theattention and compliance of the Contractor. The amplification notes,amendments and modiflcations shall be compiementary to and be readconjointly with the general provision of the Conditions of Contract. Damaqe To Existinq Adioininq And Adiacent Buildinqs OrProperties
The issue of the Final Certificate of Completion shall not be taken torelieve the Contractor of the liability for any damage caused to existingadjoining and adjacent buildings or other properties due to thenegligence of the Contractor in carrying out the Works.
Cover Up And Protect
The Contractor is to cover up and protect the Works from the weatherand suspend all operations during adverse or inclement weatherconditions, which, in the S.O.'s opinion, will be detrimental to the Works.
Temporary Buildinqs
The Contractor shall provide, maintain, alter, shift and adapt (as andwhen necessary during progress of the Works) on the site in positionsdirected by the S.O. adequate, secure and watertrght temporarybuilCings for use during the execution of the Contract. These buildingsshall be erected by the Contractor and approved by the S.O. within twoweeks of taking possession of the site and shall be removed, clearedaway and their sites cleared and cleaned and reinstated to their originalcondition within one week of receipt of orders from the S.O. for theirremoval. .All temporary buildings shall be constructed and maintained accordingto the requirements of Local and other relevant Authorities and theContractor is to pay all charges in connection therewith.
Provide and maintain adequate lock-up weatherproof sheds forsafestorage of buildings materials including lhe materials of Sub-Contractorsand Suppliers whether nominated or olherwise. Floors to cementstores shall be raised at least 300mm above ground level.
Provide and maintain a well lit and ventilated portable cabin for use ofthe General Foreman including proper storage facilities fordrawings, documents, etc.

Provide, fix in approved position and maintain two (2) new split air_conditioning units of 1 /z horse power size complete with starter,sampleboard and rack and all ancillary electrical woiks and pay all chargesincluding electricity consumed throughout the duration of ihe Contract_Provide and erect all sanitary conveniences comprising 2 Nos. W.C.and 2 No. urinal bowls for the operatives, supervisory aid site staff inan approved position and in conformity with the requirements of theLocal Authorities; maintain in a clean condition and deodorise groundafterremoval.

Upon completion, remove all temporary buildings off site includingcutting off power and water supplies and make good existing ground tothe satisfaction of the S.O.
Temporary Site DrainaqeThe Contractor shall provide, maintain, alter, adapt as required andmove as necessary and clear away when no longer required andl1k^e. The Contractor shall nol allow and must ensure that noadvertisement is displayed without the written consent of the S.O..Permission will only be given for the erection of signs by Sub-Contractors and Suppliers and all such signs shall be to thl approval ofthe S.O..
Water For The Works
Provide clean, fresh water for the Works including that required by theNominated Sub-Contractors.
The Contractor shall provide, install and maintain all necessarytemporary distrjbution around the site (including that required by theNominated Sub-Contractors), to tap from exiiting mains all waterrequired for use in the Works including provision of 'all necessarytemporary meters and plumbing, storage, etc. and clearing away oncompletion. All charges on consumptionby sub contractor / nominated sub contractor shall bedealt solely by the Contractor.

Pay all cost and charges in connection therewith. Alter, shift and adaptfrom time to time as necessary.

Watchinq And Securitv
Provide for the employment of efficient watchmen or the services of aSecurity Patrol Group registered licensed as may be consideredreasonable or necessary on the works by day and night and provide allnecessary lighting, warning iamps, guards, barriers ind all safeguardsfor the prevention of fire, accidents and losses for the whole peiiod otthe Works in hand.
The Contractor shall solely be held responsible for the safety fromdamage or theft of all fixed and unfixed materials, plant, machinery,tools and scaffolding, etc. The Contractor shall also be responsible forall Nominated Sub-Contractors, fixed and unfixed materials, goods, etc.delivered and stored on the site. However, the Contractor shall not beresponsible for Nominated Sub-Contractors' plant, tools, equipment andthe like (see Clause on "Nominated Su b-Contractors").Safetv Precautions
Allow here for complying with the relevant Acts or Statutes ofParliament, regulations, etc. relating to safety of persons on or aboutthe site.
Provide sufficient safety helmets for the use of the Consultants andother authorised persons visiting the site.
Ensure that all tools and tackje, gear, staging, scaffolding, ladders,machines, etc. used by the Contractor or any others in connection withthe Works are of adequate strength and safe for use.
The Contractor shall note that all constructional plant used on site musthave the Certificate of Fitness issued by the relevant approvingauthorities and the Contractor shall ensure that all constructional planlare in good working condition and safe for use.

First Aid Kit
The Contractor shall be required to provide at his own cost a twocomplete set First Aid Kit which shall be kept and properly maintainedin the contractor and S.O/consultant Site Office. The kit at theConsultant's Site Office shall be in the charge of either the Contracto/ssite representative or some other responsible person who will be on thesite during all working hours to ensure that the First Aid facilities areavailable without delay at ail tjmes when work is in progress. Oneresponsible member of the Contractor's staff shall be trained in simplefirst aid duties.
Helmets And Boots
The Contractor shall provide lhe following items within one(1) month ofthe award of the Contract of a standard and quantity lo be approved bythe S.O. for the sole use of the Employer, S.O., Supervisory Staffs andOfficial Visitors throughout the full duration of this Contraci:-

The Contractor shall ensure that proper precautions are taken to reducethe risks of fire while the building is under conslruction. Building debrisshall be removed periodically and inflammable goods and fuel areproperly stored. Allow for the provision of fire extinguishers (3 nos. drypowder and 3 nos.Cor)_
MoSquito Prevention
All excavations and portion of the site where water stagnates oraccumulates shall be kept dry by pumping, baling or other operations.
