    I. INTRODUCTIONThisdocumentaimstosummarizetheactionsoftheQuinquennialCentralAmericanStrategicPlanfor

    Urban Search and Rescue (PECUSAR) that the Executive Secretariat of CEPREDENAC through the

    ProgrammaticareaforPreparednessandResponsetoDisastersandEmergencieshasbeenpromotingas

    partoftheoperationalobjectiveslinkedtotheMultiannualPlan2011 2013approvedbythecouncilof

    representatives. The first objective states: "To develop and implement the Central American USAR

    Strategy, that includes regional, nationals and bilateral initiatives under development or to be

    developed"wheretheresponseunitsgenerateaplatforminCentralAmericathatisusedtostandardize

    theprocessesinurbansearchandrescueineachofthemembercountriesofthisintegrationorganand

    partoftheCentralAmericanIntegrationSystem.

    Itisbasedonthejustificationthatthereisaneedforsuchaninstrumentwhichdeterminesthepurpose

    of the implementationof theaforementionedplan in each of thecountries that have endorsed iton

    several occasions within the highest institution for preventing and responding to emergencies and

    disasters.

    Subsequentlyitcontainsaseriesofactionsthathavebeencarriedoutinseveralinstancesandthathave

    contributed topromoteacultureofpreparednessforemergencysituationscausedby thecollapseof

    structuresandthathavereflectedthepossibilitytosavemany liveswiththeappropriateorganization

    andresourcestorespondeffectivelyandefficiently.Therefore,itproposesaseriesofobjectivestobe

    accomplishedwithinfiveyearsfromJanuary2011.

    Itdetailseachoftheaxesofactiontowhichtheeffortsofthisregionalstrategicplanwillbeorientedto,

    andwhichwillbeachievedinparallelstagestofindaconsolidationofmediumandlongtermandsome

    determinedneedsthatarerequiredtoconsolidatetheproposal.

    Furthermore, itestablishessomestrategicelementsthatsupportthetheoreticalbasisoftheplanand

    defineshowitwasconceived,consideringtherealitiesandthepossibilitiesthatasaregionwecanbe

    confrontedtoinordertoproposeaplanofactiontobefollowbyeachofthecountries.However,the

    purpose is to establish a consolidated process with strong bases to be maintained over time and to

    visualizeandtoconfrontthechangesthataresocommonintheregionandinthecountries. Thisleads

    ustothedefinitionofeachofthephasesintheplan,whereitsummarizesthescopesofeachphase,the

    activities, schedules and budget, as well as the responsible and a little diagram that illustrates the

    pretendeddevelopment.

    Thedocumentdetailsthe implementation,evaluationandupdateoftheannualplanwhichovertime

    shouldbecommensuratewiththedemandsofthevariousactorswhocarryitout;whileincorporating

    newinstancesforstrengtheningtheregionalstrategicplan.

    II. JUSTIFICATIONThe Central American Region has developed over several years a number of initiatives in the area of

    UrbanSearchandRescueandeachcountryhasachieveddifferent levelsofdevelopment.Thesegood

    results have been achieved, thanks to theeffortsof the countries, to the contribution of donors and

    organizationalandeconomicstabilityoftheinstitutionsthathaveassumedthisresponsibility.

    Notwithstanding the foregoing, the processes are not consolidated yet, although some of them have

    carriedoutwell,theyarestillweakintheadministrative,logisticalandfunctionalareasduetothelack

    ofsustainablestructures,trainingprograms,equipmentandreplacementofperishablestoensurethe

    continuous improvementof these initiatives and someof them lack of official recognition political or

    operative conditions or generally any particular fact due to lack of interest in the strategy of any

    institutionornationalauthority.

    Accordingly,itisimperativethattheregioninitiatesaprocessofredefinitionandrenewalofstrategies

    thatfacilitateadecisivechangeoftheprocessthataimsataCentralAmericanStrategicPlanforUrban

    Search and Rescue of longterm to define a clear model for the orientation of the institutions,

    countries,theregionandespecially forthecontributors,fortheirknowledgeof theobjectiveandthe

    needsonthesubjectofrisksanddailyemergencies.Theaimistohaveafuturevisionthatallows,under

    the socioeconomic standardsand the reality of the countries, to indicate clearly the directionof the

    efforts and under whatassumptions theprojects should be supported;only this way, it will ensure a

    solidstructureofUSARresponse intheregionaccordingtothecapacitiesandneedsofeachcountry,

    butwithastronganddynamicregionalstructure.

    Thisstrategicplanisbasedon:

    DeclarationofthefirstGlobalmeetingoftheInternationalSearchandRescueAdvisoryGroup

    (INSARAG) Kobe, Japan on September 14 to 16 2010: Recognition of the strengthening of the Urban

    SearchandRescue

    ResolutionoftheGeneralAssemblyoftheUnitedNations57/150,onDecember16,2002about

    "StrengtheningoftheefficiencyoftheInternationalCoordinationforSearchandRescue,theassistance

    andcontinuityofthesupporttotheactivitiesofINSARAG.

    III. BACKGROUNDThe Programmatic area of Preparedness and Response of CEPREDENAC, that in its 4th regional

    operational objective states: To strengthen the response units has been developing activities and

    includingintheirworkplansthelineofUrbanSearchandRescueaspriorityaftertheassessmentofthe

    needs at the level of the Central American region. Hence it summarized what is stated on the 4th

    operationalobjective:

    4.1 To present to the Council of the CFAC, the possibility of increasing the UHR into a civil

    militaryframework.

    4.2 Tostrengthentheresponsecapacitythroughthepurchaseofmaterialsandequipmentin

    searchandrescueandprehospitalcare.

    4.3 TostrengthentheoperationalcapacityoftheUHRCFAC.

    4.4 To elaborate a strategy for the financial resources transfers with the international

    cooperation,ineachcountryandintheregionalscope,forthepurchaseofequipmentand

    trainingoftheteams.

    4.5 Toobtainthecertificationstothe levelsof INSARAGforthegroupsoffirstresponders in

    searchandrescue,dangerousmaterialsandprehospitalcare.

    This Central American Strategic Plan for Urban Search and Rescue (PECUSAR), is known within the

    CouncilofRepresentativesofCEPREDENACtobedevelopedfrom2011asoneofthepressingneedsin

    theregionduetohighseismicriskineachofthecountries.

    Anaspectthatwemusthighlightedisthetechnicalandfinancialassistanceofinternationalcooperation

    over theyears, through thesupportoftheOfficeofForeignDisasterAssistancefor theLatinAmerica

    andCaribbeanRegionoftheUnitedStatesGovernmentinthedisseminationoftheirscoursesonSearch

    andRescueoncollapsedstructuresatintermediatelevel(BREC)andatthelightlevel(CRECL)andother

    trainingprocessesforthesubject.

    With the aforementioned, it should be mentioned that for several years training activities have been

    developedandorientedtotheformationofBRECinthedifferentcountriesoftheregion,promotedby

    the

    Executive

    Secretariat

    of

    CEPREDENAC,

    ES

    CEPREDENAC

    and

    under

    the

    auspices

    of

    the

    Spanish

    AgencyofCooperation(AECID),whichculminatedwiththecertificationofseveralinstructorsforeachof

    thecountriesbothforCRECLaswellasBREC,strengtheningthenumberofmultipliersinthisspecialized

    issue.

    An important matter to note is the economic contribution that Central American countries have

    assigned for the construction of fields or training tracks and the purchase of tools, equipment and

    facilities for training its members, which generated capacities to implement processes and improve

    themover time.

    Parallel to this process, others have been developed in complementary issues that enrich and

    strengthen the capacities of the groups of response. And in the course of time and because of the

    differentearthquakesthathaveaffectedCentralAmericaitshowedtheneedforaregionalorganization

    intheissue,initiatingacollaborationwiththeSwissCooperation(COSUDE)andthecontributioninkind

    fromthegovernmentofCostaRica,offeringapropertywithin theNationalAcademyofFirefightersfor

    the construction of the facilities for the Central American Regional Academy USAR as well as the

    personnelfortheadministrationandlogisticsofit.

    Althoughthisregionalefforthasbeenveryvaluableforthedifferentcontributorsandespeciallyforthe

    countries,weaknesseshavebeenidentifiedinthestructuralpartoftheplanningeffort,becausethereis

    nosolidityorcontinuity in thebasis.Thereareabsences intheadjustmentof thesystemsand inthe

    permanent and ongoing consolidation of them and for the little support from the political and

    operational entities of the competent institutions and their countries to consolidate and leave a

    permanentstructureproperlyjustifiedandwithallthenormativesupportthatrequiresforpermanent

    continuity of the system USAR. Therefore, this proposal is the stoned road to be paved, in order to

    consolidatearoadtowardthedevelopment,andthebetteritis,thefasterwewilltravelthroughit.

    IV. PURPOSEANDOBJECTIVESA. PURPOSETo implement the Central American Strategy for Urban Search and Rescue (PECUSAR) that integrates

    and includes all the countries of the region into a working system for an integrated approach to the

    specialty.

    B. GENERALPURPOSESubstantiallyincreasethecapacitiesoftheNationalSystemsofthecountriesintheregiontorespondto

    theneedscausedbyanemergencyordisasterwhenthesearchandtherescuearerequired.

    C. SPECIFICOBJECTIVES TopromotetheimplementationofregulationsthatsupportandstrengthentheUSARconsolidation. Tostandardize themainplatformof theregionand thenational levelofthefirstresponsetothe

    consolidationoftheUSARefforts.

    To count, in the region, with qualified and trained personnel in techniques of Urban Search andRescueatthe light, intermediateandheavy levels, to integrateUSARresponsegroups,capableof

    providingassistancetotheircountryortoCentralAmericaregionwithafast,effective,efficientand

    coordinatedmethod.

    ToorganizeandconsolidateanAcademyofUrbanSearchandRescue,toallowtheimplementationofaregionalsystemoftraining,supportandtechnicalassistance,tostrengthennationalcapacities

    andtoestablishanintegratedvisionoftheCEPREDENACandbasedonafiveyearstrategy.

    V. LINESOFACTIONThisstrategicplanconsidersseverallinesofaction,aspartoftheregionalstrategyofthestrengthening

    oftheresponseunitstodisasters,whichwillbedeveloped indifferentphases inaccordancewiththe

    USARarea,totheaccomplishmentofspecificobjectivesandtheywillbecomplementarytoeachother.

    Therefore,thelinesofactionare:

    4. GatherofUSARGroupsofresponsetotheregion.

    Heavy,intermediateandlight Regionalandnationals

    TheselinesofactionareintendedtobeactionsthatmustbedevelopedthroughtheCentralAmerican

    AcademyasfundamentalelementsoftheCentralAmericanStrategicPlanforUrbanSearchandRescue

    (PECUSAR)toensuretheuniformityandthefollowupforeachprocesstobedevelopedineachcountry

    oftheregion.

    In order to fulfill this purpose this proposal has been developed to aim at the establishment of the

    sequenceofactionstobefollowedinordertoachievetheinfrastructureaccordingtotheregionalneeds

    andthatthebasicandnecessaryservicesfortheaccommodationoftheparticipantsduringtheirstay

    fortheirparticipationintheprogrammedactivities.

    Furthermore,amethodologicalplatformthatmeetstheinternationalstandardstotraintheinstitutional

    membersofthecountriesindifferentspecialtiespertainingtourbansearchandrescue,countingaswell

    withastoragecenterforinformationtobeusedasreferencetothenationalsystemsofCentralAmerica

    inordertobeupdatedwiththeprogress,contactsandothersinthishighlyspecializedsubject.

    The financial resources needed for the consistency and solidity of the PECUSAR program must be

    foreseenwithintheannualbudgetaryexercise.

    VI.STRATEGICELEMENTSFORTHEIMPLEMENTATIONOFTHEPECUSAREach of the Central American countries must commit to establish, strengthen and achieve a base

    platformtouseasparametertocontinueaprocessofformationandconsolidationoftheUSARteams

    and the elements of preparedness and response, integrated with the support and backing of the

    national authorities, under a considerable and systematized concept in the short, medium and long

    term,withconcretegoalstoachieveandplanningprocessesaimedatdevelopingthefoundationsfora

    USARfuturethatcorrespondstotheneedsofthecountriesandoftheregion.

    Thusfigure1showsthatallcountriesandtheregionshouldsetagoaltoachieveabasicplatformofknowledge and skills to enable the regulatory framework and their authorities organizational and

    administrativeconditionsdesirablesforadevelopmentcongruentwiththeneedsforemergenciesand

    disastersthatthepopulationrequiredandthatispartofthepoliticalagendasofthesocietiesoftoday.

    This platform base should lead toachieving common standards and

    guidelines that the region defines and

    sets with various experts to minimize

    efforts and costs, because if it

    continues with the creation of groups

    or institutions that duplicate the

    actions in an isolated way, it will

    continue generating little impact

    without continuity and, maintaining

    everyday false expectations of safety,

    that will have inappropriate

    consequence in the political and

    technicaldecisionsinthefuture.

    Thisbaseplatformconsistsongeneratingawarenessanddevelopactionsintheshort,mediumandlongterm in the operational, administrative and political aspects in the countries of the region to have a

    seriesofphysical,organizational,planning,equipmentconditionsandmainlyintheregulatoryfieldthat

    generates strength to the development process of the national USAR groups in a regional planning

    policyasshowninfigure1,toachieveastrongandconsolidatedbase.

    Thisprocessshouldleadtoaprocessofregionalintegrationandestablishmentofregionalstandardsfor

    eachcountrytobecommitted,strengthenedandsupportedbytheirnationalscounterpartsallowinga

    consolidationoftheplatformbaserequiredforthedevelopmentoftheUSARissue,butmostlyundera

    regional strategic framework that allows

    adding all national, regional, and donors

    efforts,aswellastheeffortofthedifferent

    actorsinvolved.

    Once the countries are on track and

    committed to achieve the base platform

    whenitcouldbeconsideredthatthereisa

    better environment in the standardization

    oftheprocessesand the institutions,then,

    thedevelopmentofprotocolsandupdated

    procedures will begin, along with a

    chronogram for training and monitoring

    activities for keeping the members of the

    USARgroupsupdated inalltheseareas,as

    well as the purchase of equipment, tools

    and accessories needed to act at any

    time that an event presents that

    generates adverse effects on affected

    populations.Figure2.

    Theaforementionedconsolidationwillbereflected in theactionsoftheUSARGroups in thepractice,

    exercises and other similar when they participate

    actively testing their skills; but not only in simulated

    eventsbutalsoinmissionsofresponsetorealincidents

    either within or outside their country, this without

    forgettingthat theymustbecertifiedasUSARGroups

    beforethegoverningbodiesofemergencycareineach

    of the countries, who will recognize these groups as

    task

    forces

    that

    comply

    with

    the

    global

    standards

    for

    workinginurbansearchandrescue.Andsubsequently,

    reach the regional certification, if it is the will of the

    country to start the process of international

    certification before INSARAG to be classified as

    internationalgroupsrecognizedbytheUnitedNations

    but especially for the region and under the standards

    established and agreed upon in the region

    VI. PHASESOFEXECUTIONThisstrategicplan isbasedonsevenphasesthatsupportandarepartoftheobligationsofexecution

    thatcorrespondtotheCentralAmericanUSARAcademytopromote,supportanddeployintheregion,

    the main object is to establish the present strategic plan as the platform or as the principles of

    organization and development for the Academy and at the same time, make it responsible of the

    creationofalltheadministrativeandtechnicalcomponentstofollowandcontinue,withthesupportof

    thedifferentcountries,donorsandcollaboratorswiththesubjectofUSAR.

    Thestrategicplanisstructuredtobedevelopedwithin2011and2016,situationthatwilldependonthe

    diagnosisandtheworkshopsofpoliticalawarenesstobedeveloped inthefirstphaseofthePECUSAR

    andbytheimplementationplan.

    Theplanhasstartedwiththefirstregionalagreementsandthefollowupforeachphaseisintendedto

    Theaforementionedphasesarethefollowing:

    I. Fortifythepoliticalandtechnicalconnectionsaswellastheimportanceofthesubjectinothercountriesandwithintheregion

    II. Consolidate a Regional and National Strategy for the development of the groups of firstresponse.

    III. Promoteandconsolidatethephysicalandadministrativeinfrastructureoftheresponse.IV. Acquireandmaintaintheequipment,toolsandaccessoriesforresponse.V. Standardizeandregulatetheprocessesoftrainingatthenationalandregionallevel.VI. ConsolidateanddevelopaRegionalDocumentaryCenter in thematterofresponse. (The first

    USAR)

    VII.Gatherandcertifyresponsegroupsintheregion.Thesephasesaredividedinstagesofimplementationthatwillbeexecutedaccordingtotheprogressof

    eachcountry.

    VII. SCOPESOFEACHPHASEA. PHASE1Fortify thepoliticaland technical connections,aswellas the

    importanceofthesubjectinothercountriesandwithintheregion.1. ACHIEVEMENTThe aim of this phase is to create a level of conscience and commitment by the political authorities

    within the region and in the rest of the countries on the subject of USAR, and mainly about the

    importance of obtaining resources, such as national, regional and of potential donors for the

    implementation of PECUSAR, since these are fundamental elements. This is why the promotion of a

    regionalandnationalpolicywiththecorrespondingadministrativeandtechnicalnormsneededfor its

    development and implementation for a short, medium and long term, is going to allow a congruent,

    effectiveandefficientdevelopmentfortheneedsofthepopulationofthenationsandoftheregion.

    Thisphaseisgoingtoreflecttheconnectionbetweenthedailyemergencypreparednessanddisastersin

    the concept of preparedness and response approved by the representatives of CEPRENEDAC as

    indispensablecornerstonefortheregion.

    2. ACTIVITIES,CHRONOGRAMANDBUDGETTheactivitiesforthefirstphaseareframedinadiagnosticofcapacitiesinordertobeabletoestablish

    withclaritythedifferentadvancesthatexistinthecountriesandintheregionaswellastodetermine

    thedifferentactionstobedevelopineachcountrywithPECUSAR.Thefollowingstepisdirectedtothe

    awarenessofthepoliticallevelasreflectedinthepreviouschart,thefollowingstepsaredirectedforthe

    region and the countries to know about PECUSAR and begin with agreements and processes of

    standardizationsrequiredtogettotheproposedpathinthestrategicPlanandfortheCentralAmerican

    AcademyUSAR.

    strategic plan USAR as part of CEPREDENAC and of its politics consolidates a process of execution

    already begun in the search of programmed processes in the short, medium and long term with the

    implementation of protocols and proceedings that promote a process of planning and control that

    C. PHASE 3: Promote and consolidate the physic and administrativeinfrastructureforresponse.

    1. ACHIEVEMENTSThe big necessities in the area of first response are based on the capacity to obtain thephysical and

    administrative infrastructure according with its evolution and development for financial difficulties or

    increaseinitsfunctions,forpoliticaloraddresschanges,orforanyotherreasonthateachcountryhas

    foritsowncultureandcharacteristics,butwhatthecountrieshaveincommonaretheseconstantand

    permanentweaknessesthatmustbegraduallysolvedduringthisphase,accordingtotheexecutionof

    theplan. Tostart,theproposalistoconsolidatetheregionalinfrastructureCentralAmericanAcademy

    USAR, to confront aforesaid needs regionally in order to prepare and train the personnel of the

    Obtaining the equipment, tools and accessories has been one of the permanent limitations for the

    groups of first response, not only for the difficulties of acquisition but also for the lack of financial

    resources according to the level of development of the different stages, that is the reason why,

    obtaining the standards and a regional policy of acquisition and a preventing and corrective

    maintenance though processes of education and training can be the alternative to obtain more

    profitablyinvestmentsanddonationstogranttheprofessionalizationoftheUSARgroupsaswellasthe

    technologicaldevelopmentofthenationalandregionalgroups.

    performance and correct use. The principal idea is that the equipment, tools and supplies to be

    purchased fulfill the standards requiredby regionand to be supported by the corresponding training

    E. FASE 5: Standardize and regulate the processes of training of thenationalandregionallevels.

    The training has always been an open process and each country has reached the different levels

    according to the possibilities offered by donors or informal processes but, the Office Of Foreign

    Disasters Assistance (USAID/OFDA) has offered a formal process of training and has promoted the

    establishmentofmoresystematicandstandardizedconditionsforthesubjectofUSARamongothers,

    butthereisagroupofdisciplinesintheregion,suchasvehicularrescueandverticalrescuethatisnot

    standardized yet. The aim of this phase is to meet standards for the processes of training, mainly in

    thoseareasofsupporttotheoperationsofUSAR.

    1. ACHIEVEMENTSTheregionorthecountrieshavenotyetachievedasystematicprocessoftraininginthedifferentareas

    ofpreparednessandresponse.Thisphaseaimstotheachievementofaforesaidstandardizationandjoin

    the countries in the process of education and training. The unification of the countries in the same

    standardsofeducationandtrainingandthecommitmentofthedifferentAcademiestoexecutethemis

    themainobjectofthisphase.

    2. ACTIVITIES,CHRONOGRAMANDBUDGETThisisoneofthewidestphases,involvingfromtheworkshopsofregionalexpertsinthesearchofthe

    requiredstandardsfortheregiontothethematicdefinitionofthedifferentprocessesoftrainingalong

    withtheagreementsofthedifferentacademiestoachieveaforesaidstandards.Thepreparationofthe

    facilitatorsandinstructorsoftheregionaccordingtothenewstandardsandthedesignandpreparation

    of the regional manuals for the processes of education and training therefore the annex 1, chart 5

    reflectsinphase5thechronogramandtherespectiveBudget.

    country is the search of recognition of the certifications in all the region regardless of which country

    issued it. The creation of the regional policy of training of the USAR group is not prepared for

    internationalrecognitionof theprocessesof trainingorof thecertifications,since this isaprocessof

    regionalintegrationandmutualandconstantdevelopmentinalltheareasofUSAR.

    1. ACHIEVEMENTSThescopeofthisphaseistowardthecertificationofalltheregionalareasofpreparednessandresponse

    involving the platform as fundamental element of this standardization and all the components of a

    system of training and education. The organizational, administrative and financial processes must be

    developedparalleltothisobjectandtotheregionalpolicyinordertobecomeacountrystatus.
