The Agency for Research and Science of the Union for the Mediterranean (ARSUM) is designed
• to fund research projects on the basis of calls for tenders issued in the 43 UfM countries in exact sciences and human social sciences
• to investigate any research projects
• to support the community of young researchers
• to propose to national bodies in charge of research in non-EU member countries a uniform approach to defining the profession of researcher and the conditions in which it is exercised
• to encourage international academic mobility, joint supervision of research and possibly conjoint degrees;

• to create and develop tools for information exploitation and sharing, including databases,
• to develop a scientific forum for forward studies and proposals
on the future of research in the Mediterranean region • to contribute to the enhancement of research,

• Research cooperation programmes for a period of three years
• 30% to 40% of the general budget. • UfM priority theme areas :pollution, energy,
biodiversity, health, and human and social sciences
• 500 K€ for each project.• two EUMS teams and two teams from the
Mediterranean Partner States

Each consortium-led project must in any event be co-funded :
– all members of the consortium representing EU Member States must provide funding for 30% of total project cost;
– all members of the consortium representing EU Associated States must provide funding for 20% of that cost;
– all members of the consortium representing non-EU/Associated States must provide funding for 10% of that cost;
– the remaining 40% shall be borne as external funding provided by donors, international organizations, etc.

• Enhance research in universities – by supporting training courses through and for
research, – promoting technology transfer and adaptation, – developing the necessary infrastructure.

• Promote the mobility of young researchers– doctors and permanent staff, as well as doctoral
students under joint thesis supervision– on a competitive basis – in the selected theme areas
• The possibility for young researchers to set up independent teams shall be encouraged.

Grants will be introduced for one-year post-doctoral stays to support the training of young doctors in laboratories of excellence, with return assistance.

In order to promote the scientific strategy, forward studies and exchanges between teams, ARSUM shall finance seminars on a competitive basis.

D - ARSUM BudgetD - ARSUM Budget
• The Agency is to be funded by means of contributions from Member States and donors.
• The Lebanese Government will man the General Secretariat with approximately five agents for the first year.
• The Agency will function under its regular operating conditions in the framework of which its general budget is expected to reach a minimum of 30 million €30 million €.
• Each call for tenders issued by the Agency will be co-funded according to a breakdown depending on the origin of participants in the consortium (EU Member States, EU Associated States, non-EU/Associated States, public- and private-sector donors)
• A percentage of 8% to 12% of the budget for each tender will be
explicitly devoted to the functioning of the Agency.
