TheEastWestGatewayCouncilofGovernments(EWG)andtheSt.LouisAreaRegionalResponseSystem(STARRS1)isseekingassistancetosupportafocusedregionaltraining,exercise,andplanningproject.TheSt.Louisregion,asitpertainstothisinvitation,constitutestheMissouricountiesofFranklin,Jefferson,St.Charles,andSt.Louis,andtheindependentCityofSt.LouisandtheIllinoiscountiesofMadison,Monroe,andSt.Clair.ThecontractperiodisexpectedtobeginJune1,2018andwillendnotlaterthanJune30,2020.ThebasisoftheprojectistheFY2016ProgramtoPrepareCommunitiesforComplexCoordinatedTerroristAttacks(CCTA),providedbytheDepartmentofHomelandSecurity(DHS)throughtheFederalEmergencyManagementAgency(FEMA)toEastWestGatewayCouncilofGovernments.Theprojectfocusistoenhancepreparednessandbuildcapacitytopreparefor,prevent,andrespondtocomplexcoordinatedterroristattacksincollaborationwiththewholecommunity.Complexcoordinatedterroristattacksareactsofterrorismthat:involvesynchronizedandindependentteam(s)atmultiplelocationssequentiallyorinclosesuccession,initiatedwithlittleornowarning,andemployingoneormoreweaponsystems:firearms,explosives,fireasaweapon,andothernontraditionalattackmethodologieswhichareintendedtoresultinlargenumbersofcasualties.ThroughprogramdeliveryoftheUrbanAreaSecurityInitiative(UASI)andAssistantSecretaryforPreparednessandResponseHospitalPreparednessProgram(ASPRHPP)grants,STARRShasdeliveredseveraltrainingcoursesthatrelatetocomplexcoordinatedterroristattacks.Itisthroughthesecourses,alongwithrealworldresponsestononCCTAincidents,manyofthegapstheCCTAgrantisdesignedtoassistwithclosinghavealreadybeenidentified.IndividualsandagenciesworkinginadozenvariouspreparednessandresponsesubcommitteesunderstandtheneedtosupportandparticipateinCCTAplanningandexercises.SubcommitteemembersformtheUrbanAreaWorkingGroupandconsistofrepresentativefromvariousfire,lawenforcement,EMS,hospitals,wholecommunity,andotherresponseagenciesworkingtogetherinordertoachieveregionalemergencypreparednessgoals.KeycomponentsoftheCCTAprojectwillbethedevelopmentofmultipleresponseguidesdesignedtointegrateresponsepartnersduringaCCTAresponse.Theguideswillhavespecificcomponentsthatmutualaidpartnerswillneedtoadheretoinordertosafelyrespondtoacomplexattack.ThesheernumberofprimaryresponseagenciesintheSt.Louisregionmakesasinglepolicyforresponseunattainable.AsingleregionalCCTAResponsePlanwillbewrittenasaregionallyacceptedguidancedocument,notasapolicy.TheCCTAResponsePlanwillbringtogethertheresponseguidesinaformatthatwillbeeasytoreferencebeforeandduringacomplexincident.Whendevelopingaplan,theplanningprocessandsubsequentrolloutareveryimportantpiecestobringaconcepttoreality.Thefieldguideswillbeapartoftheplanandallwillbepresentedthroughseminarsandworkshopstorespondersandthentestedviaavarietyofexercises.Informationgathering,planning,andexercisesareallcomponentsofthisprojectandrequestforproposal.
1STARRSisanotforprofitorganizationformedtocoordinateresponseplanningtocriticalincidentsintheSt.LouismetropolitanregionandservesastheUrbanAreaWorkGroupforUASIfunding.TheEastWestGatewayCouncilofGovernments(CouncilorEastWestGateway)isthefiscalagentforSTARRSandrecipientofgrantfundingforthisproject.AllcontractswillbewithEastWestGateway.However,STARRSstaffwillbeactivelyinvolvedintheselectionoftheConsultant(s)andongoingmanagementoftheproject.

Respondentsshouldproposeonthefollowinggeneralscope,providingdetailonhoweachtaskwillbeaccomplished,staffcommitments,andresourcesnecessarytoaccomplisheachofthefollowingtasks:Task1ProjectKickoffandProjectManagement:TheConsultantwillberesponsibleformaintainingadherencetotimelines,milestones,andallcontractedaspectsoftheproject.TheConsultantwillmeetregularlywithstaffthroughouttheprojectperiod.Atthebeginningoftheproject,theConsultant,staff,andotherstakeholderswillholdaninpersonkickoffmeetingtodiscusstheConsultantsapproachtotheproject,recommendationsfortheproject,andtofinalizetheprojectschedule.TheConsultantmustholdregularconferencecallswithstaff.Everytwoweeksistypicalwithadditionalconferencecallsasneeded.CostsofconferencecallswillbeincurredbytheConsultant.AllinpersonmeetingsthroughouttheprojectscopearetobeheldlocallyintheSt.Louisregion.StakeholderMeetings:ThestakeholdergroupisaCCTAworkgroupthatincludesrepresentativesfromthefollowingdisciplines:lawenforcement,fire,EMS,hospitals,emergencymanagement,dispatchcenters,andstaff.TheConsultantwillconductaminimumofseven(7)inpersonmeetingswiththisstakeholdergroup.Additionalmeetingsorconferencecallsmaybenecessaryinordertocompletethework.ThefirstmeetingwillbeaninpersonprojectkickoffmeetingduringwhichtheConsultantwillintroduceallkeyprojectpersonnel,provideaproposedscheduleofmeetingsandtimelineofdeliverables,planforachievingtheobjectivesdescribedinthescope,andgatherstakeholderinput.Additionally,theConsultantwillconfirmwithattendeesthemostsignificantgapstobeaddressedbytheConsultantduringthecontractperiod.Duringsubsequentmeetings,theConsultantwillengagethegroupindiscussionstodeterminethedetailsoftheprojectanddeliverabledocumentsandobtainfeedbackfromthegrouponthedraftreports.Conferencecallswiththestakeholdergroupshouldbeexpectedandplannedforaccordingly.Allmeetingsmustbedocumentedinareportthatprovidesmeetingminuteswithkeyfindings,attendeerosters,andthedirectionthatwasgivenoractionsresultingfromthemeeting.MeetingreportsmustbeprovidedtoEWG/STARRSwithin10workingdaysaftermeeting.MaterialsReview:TheconsultantwillbeprovidedfindingsreportsfromregionaltrainingsincludingJointCounterTerrorismWorkshopSeries,IntegratedEmergencyManagementCourseComplexAttacks,andothermaterialsinordertoinformasummarygapanalysistobedevelopedbytheconsultant.ThegapanalysiswillserveasguidancematerialsupportingtheRegionalComplexCoordinatedTerroristAttackPlan,guides,andexercises.MaterialsreviewwillbecompletedpriortothekickoffmeetinginordertoprovideappropriatebackgroundtotheConsultantoftheregionspriorworkonCCTAincidentsandsupportthegapanalysisdiscussionduringthekickoffmeeting.Task1Deliverables:
1. Inpersonkickoffmeetingasdescribedabove.
2. Gapanalysissummarydevelopedfromprovidedreviewmaterialsandkickoffmeetingfeedback.GapanalysiswillbeprovidedaspartofthekickoffmeetingreportstoEWG/STARRSforapprovalpriortobeginningTask2.
3. ConsultantwillprovidedocumentationthatoutlinestheConsultantsprojectapproachtosatisfythedeliverablesandproviderecommendations;

4. Consultantwillprovideatimelineofdeliverables;

6. Consultantwillprovidemeetingorconferencecallminutes,toincludeattendees,dates,times,locations,andkeyfindingsanddirection/actionsresultingfromthemeeting;
7. Consultantwillprovidemonthlyinvoices;
8. Consultantwillprovidemonthlyprogressreports.
Task2CCTAOperationalGuides:Operationalguideswillbedevelopedutilizinginputfromfrontlinerespondersthroughfacilitatedworkshops.Theregionutilizesautomaticmutualaidregularlysoaplaninformedbythosewhowillusetheplanisthebestapproach.Thescenariobasedworkshopswillserveasthemeansofinformationgatheringfortheguides/plan.Themultipleguideswillbedevelopedthroughworkshopsandthenusedaspartof,andtoinform,theRegionalCCTAResponsePlan.Workshopsshouldbeplannedashalfday,four(4)hours,andcanbeheldbacktoback.FacilitieswillbescheduledbySTARRSstaffincoordina
