The people's understanding of democracy in the past was limited toelections, thinking that democracy is practiced just by having an electedgovernment through elections.
However, the formation of government might be the start of problems.Particularly in emerging liberal countries, from Eastern Europe, to Africa,Central Asia and the Arab world, instead of bringing positive changes, the
elected governments might make the situation worse. What happens in Egypt is a good example. After overthrowing Hosni
Mubarak, they elected for Mohammed Morsi. Unexpectedly, Morsipursued authoritarian rule, promoted Islamisation and rejected socialpluralism. He did not care about the people's feelings and intended toreconstruct ideology and social order, leading the country towards
differentiation and messing up economy. Such a government lacks humanity considerations, empathy andcompassion, having no difference with zombies.

The Egyptians could no longer stand for a zombiegovernment and thus, they launched a second revolution tooverthrow it.
The experience of Egypt could be taken as a lesson foremerging democratic countries. Elected governmentsshould not think that they could do whatever they want
after winning the election and prioritise their own willswhile constructing a new dynasty.
A true democracy should emerge during elections and growafter elections. Elected governments should respect thepeople and in addition to paying back the people, they
should also fight for more supporters. With tolerance andgenerosity, the governments should patch up the cracksformed during elections and restore national unity.

The Economist magazine recently described Mr. Morsis vision of anelectoral dictatorship a zombie democracy.
Such a democracy kind of looks like the real thing because it haselections, but in truth is no more than a hollow shell going throughthe motions. Without democratic governance, power sharing and
checks and balances on executive authority, the whole exerciseamounts to little more than a sham.
Like anyone who has watched any zombie film knows, the onlyreally effective way to get rid of such a travesty of humanityinvolves a blow to the head. If the people and military in Germany
or Italy of the 1930s had similarly understood the need to aim forthe head, elected leaders like Hitler and Mussolini might never haveremained in power as long as they did.
