The "servant problem" looms large in the literature of the nineteenth century.

The Olney's Lane riot was instrumental in forcing community leaders to faceand dea l with the problems of law lessness and control inherent in explosiveurban growth. If Providence was to bl· governed more efficiently, it seemednecessary to replace the town-meeting system with a cit~ torm 01 govern­

ment. The movement to create a city charter advanced apace, and a newcharter was approved b)· the General A...sembly and rauncd by the voters ofProvidence by November 1831.
