PREFACE

' ' Industrial Report July 1953" is the f i r s t of several reports which

w i I l serve as a basis of a revised Comprehensive Plan. This report based

on studies which began i n 1946 recommends plans and regulations by which

i n d u a t q may be developed i n the unincorporated areas of Jefferson County.

Future reports w i l l include a supplement which should be completed by

January 1, 1954 f o r the City of Louisvil le. The supplement w i l l recommend

revisions i n t h e indus t r ia l zoning plan and i n the Zoning Ordinance.

Areas recommended f o r redevelopment f o r indus t r ia l purposes w i l l a lso

be included, Other reports t o be issued i n 195'3 and 195'4 f o r Louisvil le

and Jefferson County w i l l d ea l with commercial and res ident ia l land use

plans, parkg and playgrounds, populations, neighborhoods, and a s t r ee t and

highway plan.

This report is divided in to two parts, The first part deals with

an analysis of ex is t ing indus t r i a l land use - population - labor force

relationships, and the determination of trends which provides a method

t o calculate the fu ture indus t r ia l land needs of Louisvil le and Jefferson

County, The second par t is concerned with a zoning plan and zoning .a

regulations t h a t meet the predicted needs. Louisville and Jefferson

County need land s e t aside f o r industry t h a t w i l l give people jobs and

I a l s o pay taxes f o r community improvements, Industry provides the l i f e I _

blood of wages and sa l a r i e s which support residences and business.

IiWUSTRIAL Urn, USE

An understanding of the exis t ing indus t r ia l land uses i n Jefferson

County and i n the Metropolitan Area is necessary f o r the development of

a comprehensive study. Without knowledge of the indus t r ia l acreages i n

use by type and Location, predictions of future needs become a matter

of mere guess and speculation,

%a t does a look a t the Metropolitan Area reveal? On July, 1952,

4201 acres of land were found t o be used indus t r ia l ly , O f these 38b6

acres were i n Jefferson County with 3&0 being i n indus t r ia l aoned areas,

7hO being i n non-conforming uses, 198 i n quarries, and 136 in the Naval

Ordnance s i t e . I n Jefferson County, 20,941 acres were a oned f o r i ndus t r i a l

purposes with 45'25 acres being used f o r non-industrial re la ted uses which

should be rezoned f o r res ident ia l purposes, 8,259 acres were being used

fo r indus t r ia l nelatsd uses, and 4725 acres were available f o r industry.

I n the Bdetropolitan Area 8.4% of a l l i ndus t r i a l acreage involving

manufactur;lpg is found t o be i n Indiana. (This does not include Government

In s t a l l a t i ons , See Table l a ] This report assumes t h a t t h i s percentage

w i l l not change appreciably, Recent l a rge additions t o the i ndus t r i a l

i base i n Jeffersqn County compared t o r e l a t i ve ly small increases i n Indiana

I I appear t a substant ia te t h i s assumption, The tax s t ruc ture i n Indiana and

the lack of adequate transportation f a c i l i t i e s a l so may re ta rd any tendency

t o increase the indus t r ia l base i n Floyd and Clark Counties. The Government

i n s t a l l a t i ons cannot be considered a s po ten t ia l indus t r ia l s i t e s s ince these

ins ta l la t ions are permanent i n nature.

I f a population of 811,081; persons e x i s t s i n t h e Metropolitan Area

i n 1975, a p red ic t ion can be made t h a t 365,000 persons o r h5% of the

population w i l l be i n t h e labor f o r c e , I n 1930 and 1940, the Ci ty of

Lou i sv i l l e had 45% and 44,51& respec t ive ly of i t s population i n t h e l abor

fo rce . I n 1950 t h i s percentage had decreased due t o t h e tremendous number

assumed papulat ion. I n 1940, t h e labor fo rce amounted t o 44,3% of t h e

Compared t o the yeighted average of eleven other c i t i e s , the Louisvil le

area i s found t o be below average. Although the Louisvil le area has in-

creased its percenta~d since 1940, the other eleven c i t i e s have done

likewise.

The es t imat ion of f u t u r e i n d u s t r i a l land use needs should be based

on f a c t s , P a r t 'I i n t h i s r epor t has e s t ab l i shed those f a c t s which, i f

used with d i sc re t ion , w i l l provide adequate guidance f o r zoning purposes,

The establishment of an i n d u s t r i a l land use plan based upon such f a c t s w i l l

be nearer t o r e a l i t y than would a plan adopted without t h e benef i t of any

objec t ive da ta .

From Par t I, t h e following i s derived, By 1975 Louisvi l le Metropolitan

Population i s es t imated t o be 811,085, hs% of the population is expected

t o be i n t h e l abor fo rce f o r a t o t a l of 365,000, 95% of labor fo rce t o be

employed f o r a t o t a l of 3L7,000, and 37% of those employed t o be i n indust ry

(manufacturing) f o r a t o t a l of 128,500, This means t h a t by 1975 t h e r e

e x i s t s t h e p r o b a b i l i t y t h a t bletropolitan Area indust ry w i l l be employing

128,500 workers. Land, therefore , must be reserved f o r t h e indust ry t h a t

w i l l employ these many workers and t h a t w i l l expand, b u i l d new p lan t s ,

or come t o the Louisvi l le a rea ,

A t t h i s point a p a t i o must be determined between land and employment

t o permit the es t imat ion of land needs, The fol lowing t a b l e compares

Table 1 0 concludes t h a t i n 1975 t e n acres per every hundred employees

w i l l b e required, The t a b l e notes t h a t i n 1930, b,L4 acres per 100 employees

ex i s t ed , (This i s probahly a higher f i g u r e than a c t u a l l y exis ted . See

footnote two.) By 1950 t h e ~ e were 5,93 ac res per 100 employees o r an

increase of 33%. Between 1950 and 1975 t h e predic t ion i s made t h a t a

65% increase w i l l occur i n t h e a w e s per 100 employees which w i l l mean

t h a t approximately 1 0 acres w i l l be requi red f o r each 100 employees.

The conclusion t h a t 1.0 acres per 100 employees w i l l be required i s

supported by the f oll.ovting t a b l e a d comments,

The old indus t r i e s i n t h i s t a b l e c o n s i s t of 267 indus t r i e s employing 63,123 employees and using 3561 acres, some of which is non-conforming. I n Je f fe r son County there a r e 3046 acres i n d u s t r i a l l y used,

a r e provided i n mazy new i n s t a l l a t i o n s , thus promoting p l a n t secur i ty ,

minimizing c e r t a i n hazards, c a p i t a l i z i n g on t h e adver t i s ing value of an

a t t r a c t i v e p l a n t and grounds, s e c w i n g more pleasant workinc conditions,

cont r ibut ing t o employee morale and employee e f f i c i e n c y , Of benef i t t o

employers, employees, and the comrnunjty g e n e ~ a l l y is t h e provision of

The proposed Zoning Regulations have been prepared t o recognize changes

i n indus t r ia l technology and t o a id i n carrying out an indus t r ia l land use

plan. Five features which a re included should be noted, A d i s t r i c t , the

llE-ln Di s t r i c t w i l l permit the establishment of l i g h t indus t r ia l use9 as

buffers between resident ia l areas and railroads, indus t r ia l amas, and highways

by enumerating high standards of development and by not permitting commercial

uses i n areas zoned TIE-IU. Protection is thus given t o both homes and t o the

higher c lass indus t r ia l de;elopments, A second feature i s the inclusion i n

each d i s t r i c t regulation a statement of purpose which indicates generallg

the type qf industr ies permitted. The t h i r d feature is t h e grouping of

uses i n each d i s t r i c t i n to categories t o permit within the regulations easy

reference t o the various indus t r ia l uses,

The fourth feature is found i n the r1E-31t and nE-4" Dis t r i c t s wherein

a height regulation has been writ ten t h a t imposes no height l imitat ion on

s t ructures except where such s t ruc tures a re near res ident ia l zoned districts.

Modern indus t r ia l buildings seldom exceed one s to ry and a height l imitat ion

is a superflous regulation. ?he f i n a l feature involyes t h e concept +.hat

"E-4" indus t r ia l areas should not be developed with nesidential subdivisions,

Homes b u i l t i n such areas a re subject t o varlous e1eimnt.s t h a t may a f f e c t

the health, safety, morals, and general welfare of the people. The prohibition

of res ident ia l subdivision encroachment in to heavy indus t r ia l areas serves

two purposes. The separation of major indus t r ia l sites in to smaller parcels

d i f f i c u l t of future assembly is discouraged and the development of blighted
