Cuando ganamos la alcaldía de Rio-bamba sabíamos que el reto de trans-formar esta ciudad no era fácil, que demandaba grandes esfuerzos y sacri-ficios, poner la casa en orden y muchas horas de trabajo, luego de veinte me-ses de gestión, estamos en el camino correcto y la ciudad cada vez se con-solida y desarrolla.

Los beneficios no son para el alcalde ni su equipo de trabajo, es para los rio-bambeños y chimboracenses, para los hijos y nietos que viven en la Sultana de los Andes, pues todos podrán tener un hábitat más saludable, con posibilida-des de desarrollo y mejores servicios, a la par de una sociedad global e inte-rrelacionada.

Somos una administración que cree en su gente y sabe que el paternalismo ha pasado una factura alta a la comuni-dad y su progreso, por ello, junto con la gente, implementamos el programa ADOQUINA TU BARRIO, una propues-ta novedosa de trabajo comunitario que recupera el sentido de vecindad y ratifica la confianza de los ciudadanos en esta administración. Cada día son más y más metros cuadrados de ado-quinado que cambian la vida de la gente, sus palabras y gestos de agra-decimiento no tienen precio.

Los inversionistas ven en Riobamba una ciudad con potencial, por su ubicación geográfica, por su crecimiento demo-gráfico e índices de desarrollo, conse-cuentes con ello, promovemos su pre-sencia y apoyamos las ideas, pronto la ciudad contará con modernos centros comerciales que establecerán nuevos

sistemas de relación, otros servicios y comodidades, costumbres diferentes de consumo, más puestos de trabajo para todos.

Este año sin embargo, también ocasio-naremos algunas molestias a nuestra comunidad pero las mismas valdrán la pena, luego de obtener un crédito histórico de 29 millones de dólares por parte del Gobierno Nacional, a través del Banco del Estado, se ejecutarán los trabajos del nuevo sistema de agua po-table así como de alcantarillado para Riobamba y se terminará la paradoja de que en pleno siglo 21, los riobam-beños no tengan el servicio básico de agua las 24 horas.

No actuamos con cálculos políticos sino con sentido común, honradez y gestión positiva porque sabemos que Riobamba cambia ahora o nunca, que los conciudadanos nos dieron no solo un voto electoral, sino un voto de confianza para gestionar y ejecutar las obras que necesitan.

En este mes de abril, les invito a todos a seguir soñando, a mirar el futuro con optimismo, a que comprendamos que las grandes obras demandas grandes sacrificios, que para vivir en una urbe moderna es necesario cumplir cada quien su rol, ustedes como ciudadanos comprometidos con el cambio y las pro-puestas desde su municipio y nosotros convencidos de que es nuestro deber superar las expectativas que tienen so-bre nuestro trabajo, nosotros vivimos y pensamos por y para Riobamba. Na-die detiene su cambio, ustedes y noso-tros lo fomentamos cada día.

R IOBAMBA

When we ascended to the Mayor’s offi-ce of Riobamba, we knew that the cha-llenge of transforming this city was not easy; we knew that putting a house in order demands great efforts, sacrifices, and many working hours. Now, after twenty months of being in office, we are heading in the right direction and each day the city consolidates and develops.

The benefits are neither for the mayor nor their working team; it is for the ci-tizens of Riobamba and Chimborazo province, for the children and gran-dchildren who live in the “Sultana de los Andes” (Sultan of the Andes), be-cause everyone will be able to have a healthier habitat, with development pos-sibilities and better services, on par with a global and interconnected society.

We are an administration that believes in their people and we know that pa-ternalism has had a high price on the community and on its progress, that’s why, working together with the people we have implemented the program na-med “ADOQUINA TU BARRIO” (PAVE YOUR NEIGHBORHOOD), a novel

communitarian proposal of work that recovers the meaning of being neigh-bors and ratifies the trust of the citizens in this administration. Every day there are more and more square meters of paved streets that changes people’s life, their words and expressions of gratitude don’t have a price.

Investors see Riobamba as a city with potential, for its geographical location, for its demographic growth and develo-pment rate, consequently, we promote their presence and support their ideas; soon the city will have modern business centers that will establish new systems of relationship, offering other services and comforts, different consumption habits, and more employment.

However, this year we will also cause some nuisances to our community but they will be worthwhile, after obtaining a historical credit of 29 million dollars from the National Government, through the State Bank, the work on the new drinking water system, as well as on the sewer system will be carried for Riobamba. The absurdity that in the

middle of the 21st century the people of Riobamba doesn’t have basic water service 24 hours a day will end.

We don’t act with political calculations but with common sense, honesty and positive administration because we know that Riobamba has to change now or never, that our fellow citizens not only gave us the electoral vote, but a vote of confidence to negotiate and to carry out the work that is needed.

In this month of April, I invite everyone to continue dreaming, to look at the future with optimism to understand that big projects demand big sacrifices, to know that to live in a modern city it is necessary that each person completes their role; you as citizens committed with change and the proposals from your municipality, and we who are con-vinced that it is our duty to overcome the expectations that you have on our work, we live and we think for Riobam-ba. Nobody can stop its change, you and we encouraged it every day.

Con un territorio de solo de 256 370 Kms cuadrados. Ecuador contiene la más variada geografía de Sudamérica. Hay cuatro regiones distintas: los altos Andes, las planicies de la costa, la lla-nura de la costa del Pacífico, Quito es la capital, Guayaquil el puerto princi-pal y la ciudad más grande.

Capital: Quito, denominada Luz de América y declarada Patrimonio Cultu-ral de la Humanidad por UNESCO en 1978.

Idioma Oficial: Español existiendo otras lenguas como el quichua shuar, etc. El inglés es un idioma común en las principales ciudades del país.

Gobierno: El Ecuador es un país de-mocrático y republicano. El Estado esta dividido en tres poderes: el Poder ejecutivo, dirigido por el Presidente de la República, el poder legislativo y el poder judicial.

Límites: Limita al norte con Colombia, al este y sur con Perú y al oeste con el Océano Pacífico.

Regiones Naturales: Ecuador esta di-vidido en 4 regiones naturales: Costa, Sierra, Amazonía y las Islas Galápa-gos. Cada una de estas zonas tiene una amplia variedad de climas, paisa-jes, playas volcanes, lagunas y selvas. Las Islas Galápagos son famosas en todo el mundo y fueron declaradas “Pa-trimonio Natural de la Humanidad” por

la UNESCO

La Gente: De los doce millones de ecuatorianos, aquellos que habitan en la sierra son mayoritariamente mestizos, mezcla de europeos e indios. La mayo-ría de la población indígena vive en pequeños poblados en las montañas o en la región amazónica. Los habitantes de la costa son descendientes de indí-genas, europeos y africanos.

Economía: La economía del Ecuador esta organizada en base a un sistema de libre comercio. Existen compañías multinacionales y corporaciones mixtas. Sus principales productos de exporta-ción son: petróleo, camarón, banano, café, flores, pescado, sombreros, mine-rales y textiles. Importa, por otro lado, maquinaria, químicos, metales y equi-pos de transporte.

Official language: Spanish but there are other languages like the Quechua, the Shuar, etc. English is a common lan-guage in the principal cities.

Government: Ecuador is a democratic and republican country. The States is divided in three political powers: the executive, directed by the President of the Republic, the legislative and the ju-diciary.

Natural regions: Ecuador this divided in 4 natural regions: Costa, Sierra, Amazon and the Galapagos Islands. Each one these areas has a wide va-riety of climates, landscapes, beaches, volcanoes, lagoons and forest. The Ga-lapagos Islands are famous in the entire word and the UNESCO declared them as “Natural Patrimony of Humankind”.

People: Of the twelve millions of Ecua-dorians, those that live in the mountains are for mostly mestizos, this is, a mix between European and Indians. Most of the indigenous population lives in small towns in the mountains or in the Ama-zon region. The people of the coastal plains are descendants of Indigenous, European and African.

The Corporation “El Rosado” continues working to inaugurate this year the bu-siness center “Paseo Shopping Riobam-ba”, a modern shopping center that will have six cinemas, a food patio, 104 commercial stores, parking spaces for 608 vehicles and the chain stores representing different economic groups: Mi Comisariato, Ferrisariato, Mi Jugue-teria and Rio Store,

With an investment of USD 10,000,000, during the construction stage, the project at this moment, is ge-nerating jobs for 400 workers and it is considered that a thousand people will obtain permanent employment, energi-zing the local economy

PASEO SHOPPING RIOBAMBALa Corporación El Rosado continúa con los trabajos para inaugurar este año el centro comercial Paseo Shop-ping Riobamba, un centro moderno de compras, que contará con seis salas de cine, patio de comidas, 104 locales comerciales, parqueadero para 608 vehículos y las cadenas representativas del grupo económico: Mi Comisariato, Ferrisariato, Mi Juguetería y Rio Store,

Con una inversión de USD 10`000.000, el proyecto genera mo-mentáneamente 400 plazas de trabajo por la etapa de construcción y se esti-ma que mil personas obtendrán empleo permanente, además de dinamizar la economía local

The group, La Favorita, has presented architectural plans for the construction of “Multiplaza Riobamba” a project of 20.000 square, meters located on the Lizarzaburu Avenue, next to the Airport, on the way to the city of Quito.

In this business center, the stores Super-maxi, Jugueton, Todo Hogar and Kywi will operate and will include other com-plementary services. Construction will take between 10 and 12 months, with an investment of one million five hun-dred thousand dollars.

MULTIPLAZA OTRO CENTRO DE COMERCIO

La construcción del proyecto genera 400 plazas de trabajo.

“MULTIPLAZA” another business centerEl grupo La Favorita presentaron los planos de lo que será “Multiplaza Rio-bamba” una construcción de 20.000 metros cuadrado ubicados en la Pana-mericana Norte, salida a Quito, junto al Aeropuerto.

En este centro de negocios funcionará locales de Supermaxi, Juguetón, Todo Hogar y Kywi además de otros servi-cios complementarios. la construcción que tomará entre 10 y 12 meses, un millón quinientos mil dólares se invertirá en esta obra.

The chain of supermarkets and stores “Hortensia de Jara e Hijos” will invest USD 1,800,000 in its third project in the city. On the corner of Colombia and Larrea streets, the three story struc-ture will have an area of 3,200 square meters.

To accommodate people it will offer the service of underground parking, gro-cery store, space to attend to customers with the line of sausages “La Iberica”, and other services. The project will ge-nerate direct employment for 25 emplo-yees and it will be open for business for the community starting November 2011.

La cadena de supermercados y comi-sariatos Hortensia de Jara e Hijos, in-vertirá USD 1`800.000 dólares en su tercer proyecto en la ciudad. En la es-quina de las calles Colombia y Larrea, la estructura de tres pisos tiene un área de 3.200 metros cuadrados.

Para comodidad de la gente se ofrece-rá el servicio de parqueo subterráneo, bodega y espacios para atención al cliente con la línea de embutidos La Ibérica y otros servicios. El proyecto generará 25 empleos directos y estará al servicio de la comunidad desde no-viembre 2011.

El internet cambió la vida de Ana Ma-ría Villagómez pues impulsó nuevas re-laciones y buscó desafíos personales, al final esta estudiante de la unidad educativa María Auxiliadora, estrechó la mano de una de las mujeres más influyentes del planeta, Hilary Clinton, Secretaria de Estado de la Presidencia de los Estados Unidos de América.

El encuentro, fue parte de la cita de los Jóvenes Embajadores de América, rea-lizado en Washington DC el mes pasa-do. La diplomática felicitó a cada de-legación, exhortándolos a mantenerse unidos y siempre colaborar en labores de liderazgo y voluntariado.

Ana María reside en Yaruquíes, la quin-ta parroquia urbana de Riobamba con su madre y abuela. En la Universidad San Francisco de Quito obtuvo el certifi-cado de suficiencia en inglés y la visita le permitió aprender más del idioma.

La primera semana en Washington DC,

participó en talleres sobre liderazgo y trabajo voluntario; conoció sobre la historia y cultura del país anfitrión, ade-más de recorrer los los atractivos turísti-cos. La gente y las diferencias sociales y económicas entre el país que visitó y el que es suyo le permite reflexionar y confesar cual es la ciudad de sus sue-ños.

The internet changed the life of Ana María Villagómez, a student of Maria Auxiliadora High School, because it promoted new relationships for her and also let her look for personal challen-ges, which eventually allowed her to shake the hand of the most influential women on the planet, Hilary Clinton, Secretary of State of the United States of America.

The encounter was part of the meeting of the Young Ambassadors from Ameri-ca that took place in Washington D.C. last month. The diplomat congratulated each delegation, exhorting them to stay united and to always collaborate in vo-lunteer and leadership activities.

Ana María resides with her mother and grandmother in Yaruquíes, the fifth ur-ban parish of Riobamba. She obtained her certificate of sufficiency in English at the “Universidad San Francisco de Qui-to” and the visit allowed her to practice and improve her English.

During the first week in Washington D.C., She participated in leadership and voluntary activity workshops, she learned about the history and culture of the host country, and also visited tourist sites. The people, and the social and economic differences between the vi-sited country and hers, allowed her to meditate and realize which city of her dreams is.

“Quiero que a Riobamba todos la lle-vemos en el corazón, sueño con ciu-dadanos que busquen día a día ser mejores que ayer, sin conformismos por el contrario que busquen algo más.

Aporto para construir una sociedad donde todos sus habitantes tengan una mentalidad positiva, para atraer solo cosas buenas, en el que cada uno bus-que su propio desarrollo pero a la vez, también de la ciudad.

Necesitamos respetar el tiempo y apro-vecharlo al máximo, me gustaría vivir en una ciudad donde todas las acti-vidades organizadas empiecen a la hora dispuesta, maximizando recursos,

esfuerzos y energía.

Quisiera que Riobamba además de bonita sea limpia, debemos respetar el ambiente y tener conciencia social y ecológica, respetar la naturaleza es fundamental. Sueño con una ciudad donde los jóvenes aprendamos a ser ciudadanos y aportar para tener una sociedad activa.

Me gustaría vivir en una ciudad donde todos demostremos nuestras capacida-des y obtengamos lo que merecemos, de acuerdo al esfuerzo que cada uno realiza para conseguirlo.

Ser parte de una sociedad donde la li-bertad de expresión sea un instrumento

de debate y búsqueda de soluciones y no sea un motivo de conflicto al no respetar la opinión que es diferente a la nuestra.

Sueño con una cultura fundamentada en el respeto de leyes y ordenanzas, donde nos comprometamos a luchar contra la corrupción, donde se pueda confiar en la justicia y la honestidad de su gente y sus autoridades.

Quiero una ciudad, donde los unifor-mes no marquen la diferencia y todos seamos amigos, que buscan su creci-miento personal. En conclusión sueño con riobambeños orgullosos de su iden-tidad y de mentes ambiciosas”.

“I want everybody to carry Riobamba in our hearts; I dream with its citizens that want to better themselves day by day, than they were yesterday, citizens without commitments, citizens who look for something else.

I contribute to build a society where all it inhabitants have a positive mentality, to attract only good things, in which each one looks for their own self de-velopment but at the same time, also of the city.

We need to respect the time and to take advantage of it to the maximum; I would like to live in a city where all the organized activities begin at the

appointed hour, maximizing resources, efforts and energy.

I would also like that Riobamba is clean besides just being beautiful, we should respect the environment and be socially and ecologically conscience, to respect nature is fundamental. I dream of a city where youths learn how to be citizens and contribute to have an active socie-ty.

Would like to live in a city where we all can demonstrate our capabilities and can obtain what we deserve, ac-cording to the effort that each one pro-duces.

To be part of a society where the free-dom of speech is an instrument for de-bate, search for solutions, and not to be a motive for conflict where an opinion is different than ours.

Dream of a culture based on the res-pect of laws and ordinances, where we commit to fight against corruption, where one can trust justice and honesty of people and authorities.

Want a city, where the uniforms don’t make a difference and we are all friends looking for personal growth. In conclusion, I dream with people of Rio-bamba who are proud of their identity and with ambitious minds.

RIOBAMBA IN THE VOICE OF AN OPTIMISTIC YOUTH

Reciclar la basura es un compromiso de todos para ello se debe cambiar los hábitos de consumo y adoptar medidas para que los deshechos no termine en las calles o botaderos, es un tema de conciencia.

“En la basura podemos encontrar varios tipos de desechos, con cubiertas poco o nada biodegradables o reciclables, de ahí la importancia de clasificar y reutilizar los desperdicios”, señala Pau-lina Chávez, docente de la Universidad Estatal de Bolívar, sede Riobamba.

Hay diversas maneras de fomentar conciencia ambiental y los grupos que pueden ayudar en este objetivo, son los niños y jóvenes. En octubre del año pasado, la Alcaldía de Riobamba pre-sentó el programa piloto de manejo de deshechos sólidos con apoyo de estu-diantes y maestros de 10 escuelas del cantón.

Desde entonces las instituciones, con apoyo de la Unidad de Gestión Am-biental del Municipio, desarrollaron una serie de eventos para fomentar actividades lúdicas y elaboración de productos artesanales con fundas de

papel y plástico, botellas y otros dese-chos que van a para muchas veces en la alcantarilla, generando problemas.

Uno de esos eventos fue el Desfile de Modas preparado por estudiantes de la carrea de Diseño de Modas de la Universidad Estatal de Bolívar. Los di-seños de 12 estudiantes permitieron ver que el reciclaje y la moda, son elemen-tos que llaman la atención y animan a las nuevas generaciones para saber en qué pueden ser útiles los materiales re-feridos.

Varias categorías fueron parte de la fiesta de moda: Súper héroes, trajes típicos y de gala, todas las creaciones recibieron aplausos por la creatividad reflejada.Un aporte significativo para tomar conciencia y pensar que hacer con una parte de las 25 toneladas dia-rias que se producen en Riobamba.

“El Municipio trabaja en estos proyec-tos y valora la conciencia que se alcan-za y propicia con los jóvenes y los ni-ños, pediremos que en el próximo acto de elección de Reina de Riobamba se incluya un traje con material reciclado”, dijo el alcalde Juan Salazar.

To recycle garbage is a commitment for everyone, to achieve this, it is ne-cessary to change consumption habits and to adopt ways so that the garbage doesn’t end up in the streets or in gar-bage dumps, it is a topic of conscience.

“In garbage, we can find several types of waste, with wrappings utilized of litt-le or non-biodegradable or recyclable materials, that’s why it is important to classify and reuse waste”, says Paulina Chavez, professor of the “Universidad Estatal de Bolivar”, campus Riobamba.

There are diverse ways to promote en-vironmental conscience and the groups that can help in this objective are the children and young people. Last year, in October, the mayor`s office of Rio-bamba presented a pilot program of solid waste management with the sup-port of the students and teachers from 10 schools of the canton.

From that point on, the institutions sup-ported by the Unit of Environmental Administration of the Municipality, de-veloped a series of events to foment fun activities and elaboration of handmade products with paper and plastic bags, bottles and other waste that most of the time goes into the sewer system, gene-rating problems.

One of those events was a Fashion Show presented by the students from the school of Fashion Design of the “Universidad Estatal de Bolivar”. The designs of 12 students showed that re-cycling and fashion are elements that call attention and encourage the new generations to learn how the referred materials can be useful.

There were several categories in the fashion show: Super heroes, traditional clothing and dress suits, all of the crea-tions received applauses for the creati-vity that was shown. It was a significant contribution to take into account and to think about what can be done with a part of the 25 daily tons that Riobamba produces.

“The Municipality works in these pro-jects and appreciates the awareness that is reached with the youths and children, It will be asked that in the next election for the Queen of Riobamba that a suit made with recycled material be included”, said the Mayor Juan Salazar.

La Alcaldía de Riobamba invierte USD 150.000 en la construcción de un moderno Patio de Comidas, con ca-pacidad para 31 locales. En un área aproximada de 568 metros cuadra-dos, se levanta el proyecto que busca mejorar las condiciones sanitarias para la venta de comida del sector conocido como “Los agachaditos” en el sector de la Estación del Ferrocarril.

Esta moderna obra contará con todos los servicios básicos: agua potable,

luz, alcantarillado, telefonía, baterías sanitarias y amplios espacios para co-medores con cubiertas semi - abiertas; además de un corredor con tres acce-sos.

El Patio de Comidas está ubicado al costado sur occidental de la explanada del Terminal Terrestre, en la calle Rey Cacha entre Av. La Prensa y Eplicachi-ma. El terreno que cuenta con amplias zonas verdes y será un espacio de atención diferente para la ciudadanía.

The Mayor’s office of Riobamba is in-vesting USD 150,000 in the construc-tion of a modern Food Patio, with a capacity for 31 spaces in an area of nearly 568 square meters. It looks to improve the sanitary conditions for the sale of food at the well-known sector known as “Los agachaditos” that cu-rrently are located next to the Railroad Station and will be relocated next to the bus station.

This modern public work will have all

the basic services: drinking water, electricity, sewer system, telephone, restrooms and wide spaces for dining areas with semi- opened roofs; also a corridor with three entrances.

The Food Patio is to be located on the south western flat area of the bus sta-tion, on “Rey Cacha” Street between “La Prensa” Avenue and “Eplicachima” Street. The land has a wide green area which will be a different type of attrac-tion for the citizens.

TRABAJOS DEL CDP EN LA RECTA FINAL

El hacinamiento de transgresores de las leyes es uno de los problemas que tiene la Policía Nacional y la ciudad, que no cuenta con un Centro de Detención Provisional (CDP), pues los infractores son trasladados a los Puestos de Auxilio Inmediato existentes de los barrios La Primavera, Camilo Ponce y la Estación.

Ante esta realidad la Alcaldía de Rio-bamba, construye un CDP junto a la cárcel pública, en un lote de 1.300 metros cuadrados de extensión, la obra civil se ejecuta en 863 metros cuadra-dos, para facilitar las labores de la Policía Nacional en el cuidado de los ciudadanos que cometan infracciones leves. La inversión municipal se aproxi-ma a los USD 240.000

En una segunda etapa en el proyecto se propone instalar un dispensario mé-dico y consultorio de ayuda psicológica para los detenidos que necesiten esta atención, apoyando a que los sistemas de rehabilitación sean manejados con otras condiciones.

THE CDP WORKS IN ITS FINAL STAGES

One of the problems that the National Police and the city have is the overcrow-ding of law transgressors, since there is not a Center for Interim Detention (CDP), therefore the offenders are transferred to the existing Police Aid stations in the

neighborhoods: La Primavera, Camilo Ponce and La Estacion.

In the face of this reality the Mayor’s office of Riobamba is building a CDP next to the public jail, on a lot of 1,300 square meters, the building is 863 square meters, to facilitate the work of the National Police in the de-tention of the citizens that commits light infractions. The municipal investment is approximately USD 240,000.

In a second stage of the project, there is a proposal to install a medical clinic and Psychological support office for the need of the detainees, providing better management and condition within the rehabilitation system.

NUEVO CENTRO DE DESARROLLO ECONOMICO

En mayo la Alcaldía de Riobamba entrega un nuevo centro de desarrollo económico y comercial que ayudará a crear fuentes de empleo para los co-merciantes de la ciudad y permitirá or-denar el comercio informal de algunas calles del centro de la urbe.

Con una inversión de USD 133.378 construyó el mercado para venta de ropa y zapatos, ubicado en el sector oriental de la ciudad junto al barrio Los Quimianos. el nuevo mercado contará con tres plataformas donde se ubicarán los comerciantes, se disponen accesos funcionales y todos los servicios bá-sicos de luz eléctrica, agua potable y

baños públicos, además de un sector para las comidas.

“Para regularizar el comercio y normar las distintas actividades comerciales es necesario ofrecer alternativas e inversio-nes como ésta, nos complace entregar obras que cambian la vida de las per-sonas y generan trabajo ordenado y seguro”, dijo el alcalde Juan Salazar.

NEW CENTER OF ECONOMIC DEVELOPMENT

In May the Mayor’s office of Riobamba presents a new economic and commer-cial development center that will help to create employment positions for the city merchants, and it will permit to or-ganize the informal sales that now exist within some of the downtown streets.

With an investment of USD 133.378 the Mayor’s office built a market for the sale of clothes and shoes, located in the west zone of the city next to the neigh-borhood Los Quimianos, the new mar-ket has three floors where the merchants will be located, all the basic services will be provided: electricity, drinking water and public bathrooms, plus a food area

“To regularize the trade and normalize the different commercial activities it is necessary to offer alternatives and in-vestments such as this, it pleases us to present public works that change the life of people and generate order and secu-re jobs”, the mayor Juan Salazar said.

SLURRY Y BACHEO MEJORAN LAS VIAS

Para mejorar el estado de las calles y avenidas de la ciudad, se implementó un agresivo Plan de Recuperación Vial, que contempló dos etapas, para arreglar y dar mantenimiento de las cal-zadas el área circundante al Centro Histórico, las avenidas: La Prensa, Pe-dro Vicente Maldonado, Saint Amound y José Lizarzaburu; Unidad Nacional, Manuel Elicio Flor entre otras que per-mitirá disfrutar varios años de vías en buen estado.

Para remediando los problemas de ba-ches, hundimientos y grietas se estable-cieron varios frentes de trabajo que laboran de forma planificada en varios sectores de la ciudad, al momento se ha utilizado 50 toneladas de asfalto para el bacheo, con una inversión de 110.000 dólares.

Se prevé en los próximos días, arran-car un nuevo cronograma de bacheo con una inversión de 55.000 dólares, para atender varios sectores de alto

tráfico. Para el arreglo de los hundi-mientos y las grietas de las vías, la di-rección de Obras Públicas, utiliza una moderna frezadora, recién adquirida, que agilita el trabajo y permite una me-jor compactación del pavimento nuevo sin que se dejen fisuras a los costados y se prolongue la vida útil del trabajo.

Algunos sectores sin embargo no se-rán intervenidos debido a que en los próximos meses se realizaran las obras de los colectores así como la mejora del sistema de alcantarillado y para la dotación permanente de agua potable.

CAMBIAMOS LA IMAGEN DE LA CIUDAD

La Alcaldía de Riobamba recupera or-dena y cambia la imagen de las áreas verdes de varias avenidas y parques de la ciudad, como también de las parroquias rurales, para convertirlos en espacios saludables para el servicio de la comunidad y la mejora del ornato.

Los trabajos se cumplen en el parque Maldonado y luego serán intervenidos

los parques Sucre y La Libertad, ubica-dos en el centro histórico de la ciudad, los trabajos tienen el apoyo del Fondo de Salvamento FONSAL, por un monto de 547.277,24 dólares.

Por administración directa, personal municipal trabajo en la recuperación y adecentamiento del monumento al Puruhá, ubicado en la Av. Unidad Na-cional, para recuperar la imagen de este espacio y evitar acumulación de agua en lavase del monumento. Los trabajos incluyen una caminería vistosa que conduce al monumento al Ferroca-rril Ecuatoriano.

La avenida Circunvalación es también intervenida se rediseñaron los espacios en varios tramos de esta importante ar-teria, cambiando las aéreas verdes a caminerías adoquinadas, respetando un tramo central en cual se han plan-tados coloridas especies arbustivas ornamentales una nueva imagen para sectores nunca intervenidos en adminis-traciones anteriores.

SLURRY AND POTHOLE FILLING IMPROVE THE ROADS

To improve the state of the streets and avenues of the city, an aggressive Vial Recovery Plan was implemented, it has been contemplated in two stages, to fix and to maintain the roadways su-rrounding the Historical Center area, the avenues: La Prensa, Pedro Vicente Maldonado, Saint Amound and José Lizarzaburu; Unidad Nacional, Manuel Elicio Flor among others that will allow us to have roads in good state for seve-ral years.

Several working fronts were established and planed to remedy the problems of potholes, cave-ins and cracks, in seve-ral sectors of the city. At the moment 50 tons of asphalt has been used for potho-les, with an investment of $110,000 dollars.

Looking ahead in the approximate days, a new pothole chronogram will be started with an investment of $55,000 dollars, to improve several high traffic areas. To fix the cave-ins

and the cracks in the roads, the Public Works office uses a recently acquired modern milling machine, that makes the work faster and it allows for a more compact new pavement without fissures on the sides and prolongs the life span of the work.

However some sectors won’t be inter-vened because in the following months there will be work done on the water collectors as well as improvement of the sewer system and for the permanent supply of drinking water.

CHANGING THE IMAGE OF THE CITY

The Mayor’s office of Riobamba recap-tures, organizes and changes the ima-ge of the green areas of several ave-nues and parks in the city, as well as in the rural parishes, to transform them into healthy spaces for the service of the community and their physical improve-ment.

The work has been completed in Mal-donado Park and the parks that will be

intervened are Sucre and La Libertad, located in the historical center of the city, the works are supported by the Sal-vation Fund FONSAL, for an amount of $547,277.24 dollars.

With direct administration, municipal personal worked in the recovery and refurbishment of the Puruhá monument, located on the Av. Unidad Nacional, and to recover the image of this space and to avoid water accumulation at the base of the monument. The work inclu-des an attractive walkway that leads to the monument to the Ecuadorian Rail-road.

The Circunvalicion avenue is also being intervened by redesigning the spa-ces in several tracts of this important artery, changing green areas to paved walkways, respecting a central tract in which colorful ornamental species of bushes have been planted, giving a new image to sectors never intervened by previous administrations.

CONSTRUIMOS MEJORES AMBIENTES EDUCATIVOS

Atender a los niños a través de la me-jora de la infraestructura educativa está en la agenda del alcalde de Riobam-ba, Juan Salazar, a través de la Direc-ción de Obras Públicas, se emprendió la ejecución de varias obras que con-tribuirán a la consecución de un de-sarrollo positivo del sector educativo y urbanístico de Riobamba.

Al momento son 112.663.32 dólares invertidos para atender los requerimien-tos de varios planteles del sector urba-no y rural de la ciudad, a esto se suma los 496.840,02 dólares, conseguidos a través de la Dirección Nacional de Servicios Educativos (DINSE) para re-modelar varias instituciones educativas y 110.000 dólares, presupuestados vía reforma en el 2010, para el equi-

pamiento y recuperación de este sec-tor decisivo para el desarrollo de los pueblos.

“Invertimos dando mejores condiciones a los niños y niñas para estudiar, acer-camos apoyos con tecnología, creemos en la niñez y juventud y respaldamos el apostolado de maestros y autoridades que forjan las nuevas generaciones de riobambeños”, dijo el alcalde Juan Sa-lazar.

WE BUILD BETTEREDUCATIONAL ENVIRONMENTS

To assist the children through the impro-vement of the educational infrastructure is on the agenda of the mayor of Rio-bamba, Juan Salazar, through the Offi-ce of Public Works, the implementation of several projects that will contribute to the attainment of a positive development of the educational and city-planning

sector of Riobamba, were undertaken.

Up to this time, USD 112,663.32 has been invested to assist the requirements of several urban and rural educational institutions of the city, to this amount is added USD 496.840,02, obtained through the National Direction of Edu-cational Services (DINSE) to remodel several educational institutions and USD110,000 , budgeted trough the reform in 2010, for the equipping and recovery of this important sector for the development of the towns.

“We invest to give better conditions to the boys and girls to study, we help by bringing technology closer, we believe in the childhood and youth and we support the work of the teachers and authorities that forge the new genera-tions of Riobamba”, said the mayor, Juan Salazar.

Nelson Zavala, taxista desde hace 15 años, reconoce que la carpeta asfálti-ca cumplió su vida útil y era necesario que las autoridades gestionen recursos para arreglar las vías y dar soluciones definitivas.

“Me parece bien las medidas tempora-les que el Municipio adoptó para arre-glar los baches de zonas de alto tráfico así como la colocación del slurry, es-peramos luego vengan cambios de la carpeta asfáltica”, dio Zavala.

En los últimos 10 años el parque au-tomotor se incrementó un 40% según datos proporcionados por la Dirección Provincial de Tránsito, hasta diciembre del 2010 se matriculó 28.500 auto-motores. Todo esto representa alta car-ga en el tráfico sobre asfalto, la lluvia daña la débil capa de rodadura, gene-rando el deterioro de las calles.

Varios conductores de taxi además des-tacan la mejora vial en barrios ubica-dos en el sector oriental y norte de la ciudad, donde se cuentan con calles adoquinadas que facilitan su trabajo diario. “Muchas veces nos costaba aceptar una carrera hacia esos sectores porque eran calles de tierra, lodosas y el carro se maltrataba, movilizarse so-bre el adoquín es otra cosa”, dice Ma-rio Rosas, taxista de la localidad.

DOS ETAPAS DEL SLURRI IMPLEMEN-TO EL MUNICIPIO

La colocación de sello asfáltico (slurry) se cumplió desde el año pasado en dos etapas, con un costo aproximado de USD 700.000, con un costo refe-rencial de 2 dólares el metro cuadra-do, la inversión en sello asfáltico resulta económica y una alternativa que mejo-ra el tránsito en las principales calles, donde, en la hora pico, se ocasiona

embotellamientos.

“Nos ha dado buenos resultados, por-que tuvimos fuertes lluvias en los dos últimos meses y no se ha detectado la presencia de baches en las zonas intervenidas”, subrayó el Ing. Nelson Serrano director de Obras Públicas del Municipio de Riobamba.

El trabajo se realizó en las calles Ol-medo, Villarroel, Colombia y otras ar-terias. No está previsto el recapeo por-que a mediados de mayo, se pondrá en marcha el Plan Maestro de Agua Potable y Alcantarillado

Con recursos del Banco del Estado se intervendrán la carretera que une Rio-bamba con el cantón Penipe, las vías de acceso a las parroquias San Luís, Yaruquíes, El Batán y San Vicente.

Nelson Zavala lleva 15 años recorriendo las calles de la ciudad y sabe que el asfalto cumplió su vida útil.

Nelson Zavala, taxi driver for 15 years, recognizes that the asphalt of the streets has already completed its life span and it was necessary that the authorities acquire resources to fix the roads and provide definitive solutions.

“The temporary measures that the Mu-nicipality adopted to fix the potholes in the high traffic areas as well as the use of the slurry seems good to me, we hope that later the asphalt will be repla-ced”, Zavala said.

According to data provided by the Tra-ffic Department of the Province, in the last 10 years the number of automo-biles has increased 40%. Up to De-cember 2010, 28,500 cars had been registered. All this represents a tremen-dous amount of traffic that wears out the asphalt; and the rain damages the weak layer, provoking the deterioration of the streets.

Several taxi drivers also emphasize the road improvements in the neigh-borhoods located in the west and nor-th sectors of the city, where there are cinder block paved streets that facilitate their daily work. “Many times it was difficult to make a trip toward those sectors because they were unpaved dirt muddy streets and it was hard on the car, traveling over the paved streets is different, said Mario Rosas, a local taxi driver.

THE MUNICIPALITY IMPLEMENTED TWO STAGES OF SLURRY

The placement of an asphaltic seal (slu-rry) was completed in two stages since last year, with an approximate cost of USD 700,000, with a referential cost of 2 dollars per square meter, the inves-tment in the asphaltic seal is economical and an alternative that improves traffic on the main streets, where during the

rush hour causes traffic jams.

“It has given good results, because in the last two months we have had strong rains and we have not detected the presence of potholes in the intervened areas”, said Engineer Nelson Serrano, Director of the Municipal Public Works department of Riobamba.

No fueron necesarios oficios y delega-ciones buscando cita en el municipio, la palabra del alcalde Juan Salazar fue suficiente para transformar varios barrios del sector oriental dotándoles de adoquinado completo en sus calles y de obras complementarias para dar seguridad, reactivar el comercio y me-jorar la calidad de vida.

A inicios de los años 80 el sector orien-tal de Riobamba, fue ocupado por familias migrantes que llegaron con la ilusión de progresar y construir una vi-vienda, carecían de servicios básicos y vías de comunicación.

Un grupo de amas de casa fundó la Cooperativa Unión de Mujeres Chim-boracenses, “Nuestra realidad era deprimente, apenas la calle principal Alfonso Chávez y la Ignacio de Veinte-nilla, eran lastradas, las demás estaban en malas condiciones”, recuerda Patri-cia Bazantes.

Los niños y jóvenes del sector debían caminar hasta la Terminal de Baños para esperar el bus pues los transportis-tas se negaban a ingresar al sector, tra-

mitaron el acceso de los buses, el mal estado de las calles hizo que no dure mucho, apenas un medidor servía para las 20 familias.

Todo esto es un mal recuerdo hoy es un sector consolidado que con una diri-gencia entusiasta y la colaboración de todos cuentan con todos los servicios y vías adoquinadas como arte del plan ADOQUINA TU BARRIO que impulsa el Municipio de Riobamba

“La ayuda del alcalde, Juan Salazar fue determinante, teníamos calles de tierra, puro baches que durante el invierno se llenaban de agua y lodo, mientras que en verano el polvo afectaba sobre todo a los niños”, explicó Carmen Díaz.

Las mujeres de este sector sueñan ahora con levantar una iglesia, tener un centro infantil seguro y saben que con orga-nización y entusiasmo podrán cumplir sus objetivos hoy sus pasos son más firmes y sienten el respaldo de una ad-ministración municipal que cumple los ofrecimiento y apoya en la transforma-ción de la vida de los riobambeños y chimboracenses.

Barrios orientales confirmanVALOR DE LA ORGANIZACIÓN

Official letters and delegations were not necessary to have an appointment with the municipality, the words of the ma-yor, Juan Salazar, were enough to trans-form several western neighborhoods, the completed pavement of the streets, and complementary works gave them security to reactivate commerce and to improve the quality of life.

At the beginnings of the 80’s the wes-tern sector of Riobamba was occupied by migrant families that arrived with the hope to progress and to build a house, they lacked basic services and roads.

A group of housewives founded the Cooperative “Union de Mujeres Chim-boracenses”, “Our reality was de-pressing, only the main streets Alfonso Chávez and Ignacio de Veintenilla were graveled, the other ones were in terrible conditions”, remembered Patri-cia Bazantes.

The children and adolescents of the area had to walk toward the Baños bus station in order to wait for the city buses since the bus drivers refused to enter the west area, arrangements were made for them to enter, but the terrible state of the streets made it impossible for this arrangement to last very long; only one water meter was used by 20 families.

All of this is a bad memory, today it is a consolidated sector, due to an enthu-siastic leadership and the collaboration of everyone, we have all the basic ser-vices and paved streets as part of the plan “ADOQUINA TU BARRIO” (pave your neighborhood) that the Municipa-lity is promoting.

“The help of the mayor, Juan Salazar was decisive, we had dirt streets, full of potholes that during the winter filled up with water and turned to mud, while in summer the dust affected mainly the children”, Carmen Díaz explained.

The women of this sector now dream of building a church, to have a safe infants center and they know that with organization and enthusiasm they will be able to complete their goals, today their steps are more firm and they feel the support of a municipal administra-tion that completes its offers and support in the transformation of the life of the citizens of Riobamba and the province of Chimborazo.

WESTERN NEIGHBORHOODS CONFIRM THE VALUE OF ORGANIZING

Los 170 mil metros cuadrados emplea-dos en el programa “Adoquina tu Ba-rrio” que impulsa la administración del alcalde Juan Salazar, podrían cubrir las canchas de 20 estadios reglamentarios de fútbol.

En siete frentes de trabajo, con grupos de ocho personas, el programa de adoquinamiento mejoró calles y pasa-jes de más de 40 barrios de Riobamba y la gestión continúa en el programa más ambicioso de regeneración de ca-lles a nivel barrial.

La alcaldía de Riobamba invirtió, en casi dos años de gestión, USD 527.00 dólares en estas obras ejecutadas en convenio con los sectores beneficiados. La mano de obra no calificada y las mingas se tomaron en cuenta como

contraparte que ayudaron a bajar los costos.

“Se ha rescatado la solidaridad del tra-bajo comunitario y creado fuentes de empleo indirecto con apoyo de albañi-les y maestros mayores”, indica Felipe Serrano, Director de Obras Públicas del Municipio de Riobamba.

La colaboración de la gente represen-ta USD 260.000, lo que marca el fin del paternalismo y la aplicación de la Constitución que recoge el pago de obra civil, en caso de la Contribución Especial por Mejoras.

Este programa representa un ahorro para las familias, porque si se contrata-ra las obras el precio por metro cuadra-do de adoquinado sería de USD 15

este sistema de minga y contribución representa un costo entre 5 y 6 dólares.

El programa entusiasma a los dirigen-tes barriales que piden ser tomados en cuenta, el Municipio comprará 1.2 mi-llones de adoquines, la meta es atender todos los barrios con un total de 250 mil metros cuadrados de calles mejora-das.

Una política determinante del trabajo es intervenir por completo en un sector, cerrando circuitos y en los barrios que tienen instalados los sistemas de agua potable y alcantarillado, La actual ad-ministración ejecutó 15 veces más pro-gramas de adoquinamiento que las tres últimas administraciones municipales, marcando la diferencia.

“ADOQUINA TU BARRIO” genera solidaridad y trabajo

THE CALERO HOUSE

The Calero House is located on Pedro José Arteta street and Av. Carlos Zam-brano (sector of the Olympic stadium) it was the property of Juan Evangelist Calero who was a prosperous and wealthy merchant and a successful poli-tician . The house was built in the year 1920; its facades are of the neoclassi-cal and modern style.

ESTADIO OLÍMPICO DE RIOBAMBA

OLYMPIC STADIUM OF RIOBAMBA

It is on the Av. Carlos Zambrano and Av. Unidas Nacional, by the year 1926, the city had a place to enjoy culture programs and sporting events. The Olympic stadium of Riobamba was also the host site for the first National Olympic Games.

PLAZA DE TOROS

THE BULL RING

This beautiful ring is located on the Av. Miguel Ángel León and Av. Unidad Nacional, it bears the name of Raúl Dá-valos an Ecuadorian bullfighting figure from Riobamba, it was the first bull ring in Ecuador. In 1951 the construction of the bull ring began with a capacity for 5.000 spectators, it was inaugurated April 21, 1952 and remodeled in the year 1998.

THE RAILROAD STATION

It is located on the Av. Daniel León Bor-ja and Carabobo Street, its construction was started in 1860 by President Ga-briel García Moreno but it was finished by Eloy Alfaro, an important work that generated commercial and economic development in the Province of Chimbo-razo. Riobamba was the main connec-tion point with Quito, Guayaquil and Cuenca.

LA CASA DE BOLÍVAR

La historia afirma que el Libertador fue huésped de don Juan Bernardo y de su esposa Ramona Salvador en su primera visita a Riobamba en julio de 1822; y que fue en este sitio donde escribió “Mi Delirio sobre el Chimborazo”, a su re-greso de la ascensión al nevado el 5 de julio de 1822, por lo que se le conoce como la Casa de Bolívar. Ubicada en las calles Primera Constituyente, entre Rocafuerte y Magdalena Dávalos.

BOLÍVAR’S HOUSE

History affirms that the Liberator was a guest of Juan Bernardo and his wife Ra-mona Salvador in his first visit to Riobam-ba in July of 1822; and that it was in this place where he wrote the poem “Mi Delirio sobre el Chimborazo”, on his re-turn of the ascension of Chimbrorazo on July 5, 1822, that is why it is known as Bolívar’s House. It is located on the Pri-mera Constituyente Street between Roca-fuerte and Magdalena Dávalos streets.

LA CASA DEL RELOJ DE LARA

Situada en las calles Veloz y España fue propiedad del señor Rodolfo Lara un comerciante de principios de siglo. Es un edificio de estilo ecléctico, con balcones y balaustres apoyados sobre fuertes ménsulas. Detalle importante es el remate de la torre donde se destaca el reloj, actualmente aquí se encuentran las instalaciones de la Federación de Barrios de Riobamba.

THE HOUSE OF THE LARA`S CLOCK

Located on Veloz and España streets, it was the property of Mr. Rodolfo Lara, a turn of the century merchant. It is an eclectic style building, with balconies and leaning balustrades on strong brac-kets. An important detail is the finishing touch on the tower where a clock is set, at this moment the building is occupied by the Federation of Neighborhoods of Riobamba.

TEATRO LEÓN

Ubicado en las calles Primera Consti-tuyente y España fue construido durante la década de los años veinte, época en la que en su escenario se presentaban obras de teatro. Por sus detalles en la fachada es uno de los edificios más atractivos de la ciudad. La influencia ecléctica de los italianos Tormen está presente en la gran cúpula, en los bal-cones ricamente adornados por rejas metálicas con formas barrocas y en los amplios ventanales con sobresalientes molduras. Actualmente es de propiedad del Municipio de Riobamba que busca los recursos para intervenirlo y que vuel-va a ser un referente social y cultural de la urbe.

LEÓN THEATER

Located on the Primera Constituyente and España streets, it was built during the Twenties, when it was used to pre-sent plays, it is one of the most attractive buildings in the city because of it detai-led workmanship, the eclectic influence of the Italian Tormen is present in the great dome, in the balconies richly ador-ned by metallic grills with Baroque forms and in the wide windows with excellent moldings. At the moment it is property of the Municipality of Riobamba that is looking for resources to intervene in its restoration in order to return it to being an important social and cultural icon of the city.

EL CORREO

La construcción se inició en noviembre de 1923 por la Sociedad Bancaria del Chimborazo, para el funcionamiento de su Banco. Cuenta con salones inte-riores con techos bellamente decorados a relieve, que junto al tratamiento de los pisos y la escalera central que se divide posteriormente en dos secciones que dan vida a este símbolo de la ciudad. Situado en las calles 10 de Agosto y Espejo.

THE POST OFFICE

Construction began in November of 1923 by the Banking Society of Chim-borazo, for the operation of its Bank. It has interior rooms with beautifully de-corated sculptured ceilings, along with the floors and the central staircase that divides the area into two sections that characterizes this building which is a symbol of the city. It is located on 10 de Agosto and Espejo streets.

COLEGIO PEDRO VICENTE MALDONADO

Es una de las mayores obras arquitec-tónicas de la ciudad, por sus dimensio-nes y calidad constructiva. En el sitio que ocupa el actual edificio, en 1830 se firmó la Primera Constitución del Es-tado Ecuatoriano. En 1980 en el Salón del edificio actual, se suscribió la Carta de Conducta con la presencia de los presidentes de los países del Acuerdo de Cartagena, razón por la que es conocido también como el Palacio del Sesquicentenario.

PEDRO VICENTE MALDONADO HIGH SCHOOL

It is one of the major architectural works in the city, for its dimensions and its quality of construction. In 1830, on the place where the building currently oc-cupies, the First Ecuadorian Constitution was signed. In 1980 a Behavior Letter (Carta de Conducta) was signed by the presidents of the countries of the Car-tagena Agreement in the assembly hall of the current building, for that reason it is also known as the Sesquicentennial Palace.

EL PALACIO DE LA GOBERNACIÓN

Ubicado en las calles Primera Constitu-yente y 5 de Junio, forma un solo con-junto con el Palacio Municipal. De es-tilo neoclásico construidas a los inicios del siglo XX. Construido por el italiano Natale Torme, posee paredes anchas y altas, en la planta baja se destaca un espacioso portal de columnas interca-ladas con amplios arcos rebajados y medio punto, sobrios balcones.

THE GOVERNMENT PALACE

Located on the Primera Constituyente and 5 de Junio streets, it is joined to the Municipal Palace to form one single building. It is of neoclassical style, built in the beginnings of the XXI century. Built by the Italian Natale Torme, it has wide and high walls, on the lower floor there is a large spacious hall of columns that is interspaced with wide lessen arches, a roomy portal of columns inserted with wide arches, and half way moderate balconies.

EL PALACIO MUNICIPAL

Está en la calles 5 de Junio y Veloz, tie-ne las características arquitectónicas de finales del siglo XIX e inicios del siglo XX. Edificación de corte neoclásico, cuenta con un pasaje de grandes porta-les en la planta baja, con columnas ma-cizas libres de ornamentación e inter-caladas con amplios arcos rebajados. Fue construido en 1880 por obreros riobambeños dirigidos por el arquitecto italiano Natale Tormen.

THE MUNICIPAL PALACE

It is on the 5 de Junio and Veloz streets, its architectural characteristics are from the end of the XIX century and the begin-ning of the XX century. Construction of a neoclassic style, it has hallways with large halls on the lower floor, with so-lid columns without any ornamentation and interspaced with wide arches. It was built in 1880 by workers from Rio-bamba directed by the Italian architect NataleTormen.

EL CHIMBORAZO

Es el nevado más alto del Ecuador, con 6.310 m de altitud sobre el nivel del mar. Cuenta con dos refugios Carrel y Whymper ubicados a 4.800 y 5.000 de altura respectivamente tienen servi-cio de bar y se puede pasar la noche si así lo prefiere, las dos instalaciones cuentan con guardianes y brindan las facilidades requeridas por el turista.

Además, en esta zona se encuentra la Reserva de Producción Faunística Chimborazo; la reserva precautela y desarrolla la base de los respectivos parámetros ecológicos así como el hábitat de los camélidos nativos de los Andes: vicuña, llama, alpaca; propor-ciona asistencia a los indígenas de la zona para la cría y fomento de estas especies; La chuquiragua, el mortiño, el romerillo son algunas muestras de la flora del páramo seco.

Para llegar desde Riobamba hasta el primer refugio Carrel hay una distancia de 50 km; quienes cuentan con trans-porte privado, deben tomar la Paname-

ricana Sur hasta la Fábrica “Cemento Chimborazo” seguir hasta San Juan y de allí en 40 minutos se llega al Refugio Carrel. En transporte público se puede viajar en autobús; desde la estación de transportes a San Juan ubicada en las calles Olmedo y Bolivia de donde sa-len buses cada media hora que llegan hasta la Comunidad Chimborazo, el pasaje tiene un costo de 60ctvs y des-de el terminal terrestre parten buses de la Flota Bolívar dos veces diarias (8h45 y 13h15) que pasan por el refugio Ca-rrel; el pasaje es de $1.80 US.

THE CHIMBORAZO

It is the highest snowed – peak of Ecua-dor with 6 310 m. above the sea le-vel. It offers two refuges: Carrel and Whymper at 4 800 and 5 000 m. high respectively. They both offer Bar Servi-ce and it is possible to spend the night there if you prefer. Both Installments me-rit guard and offer the required facilities for tourists.

Besides, in this zone is found the Faunis-tic Production Reserve of Chimborazo;

the reserve takes care and develops the basis for the respective ecologic pa-rameters as well as the habitat for the camelides native of the Andes, vicuñas, llamas, alpacas, etc. It also supplies assistance to the Indians in the zone for the growing of such native species. The chuquiragua, the mortiño, the romerillo, are some samples of the flora in the dry moor.

From Riobamba to the first refuge Carrel, there is a distance of 50 km. Those who have private transportation must take the South Pan-American road until the “Cementos Chimborazo Fac-tory”, then go on as far as San Juan, and from there, in 40 minutes you will arrive to refuge Carrel. It is possible to travel by bus from the bus station of San Juan located at Olmedo and Bolivia streets where the bus departs every 30 minutes and arrives to the Chimborazo Community. The ticket costs USD 0.60. Also, from the Terrestrial Terminal, Flota Bolívar departs twice a day (8h45 and 13h15) straight to the Refuge Carrel. The cost is USD 1.80

EL ALTAR

Es considerado el más hermoso de los nevados, se piensa que fue más alto que el Chimborazo y que en una de sus erupciones, adquirió su forma actual.

“El Obispo” es el pico más alto de los Altares, con una altura de 5.319 m.s.n.m., los picos más conocidos son: “El Canónigo”, “El Tabernáculo”, “La Monja Grande”, “La Monja Chica” y “Los Frailes”. Se encuentra rodeado de glaciares y vertientes que forman mági-cas lagunas, entre las más importantes tenemos: la Amarilla, Estrellada, Azul, Verde, Pintada y Mandur.

Debido a su forma, este nevado es el más difícil de escalar, por lo que reco-mendamos proveerse de los equipos necesarios y contar con la ayuda de expertos guías.

Tomando la vía Riobamba - Baños, se desvía por Penipe a la parroquia Can-delaria, siguiendo hasta la hacienda de Releche; allí se puede contratar ca-ballos para llegar a la Playa de los Co-llanes, desde donde se toma las rutas hacia la laguna Amarilla y al Canóni-go. Otra forma de llegar a Los Altares es viajando por la vía Químiag - Puela-zo hasta Inguisay.

THE ALTAR MOUNTAINS

It is considered as the most beautiful of all snowcaped cones. It is thought that is was higher than Chimborazo and, in one of its great eruptions acquired the actual shape.

El Obispo (The Bishop) is the highest peak of the Altar. With 5 319 meters above the sea level.- The best known peaks are: Canónigo (Canon), Taber-náculo (Tabernacle) Monja Grande (Big Nun) Monja Chicha (Little Nun) and Los Frailes (The friars). It is surrounded by glaciers and flows which origin magic laggons; among the most important of them we have: The Yellow, Stared, Blue, Green, Painted and Mandur.

Because of its shape, this cone is the most difficult to climb up, that is why we recommend to provide the neces-sary equipment and the help of expert guides.

Taking the road Riobamba – Baños you will have a deviation through Penipe to La Candelaria Parrish going ahead as far as Releche Farm; there you can rent some horses to arrive to the beach of the Collanes and go ahead by the rou-tes toward the Yellow Lagoon and the Canónigo. Another way to arrive the Altars is traveling by the way: Quimiag-Puelazo until the place called Inguizay.

Se encuentran a 90 km de la ciudad de Riobamba junto a la comunidad del mismo nombre, rodeadas por los cerros Pulpito, Tres Cabezas y el Sasquin. Son cuatro lagunas: Colay, Atillo, Cuyo y Negra que se encuentran rodeadas por la carretera Riobamba - Macas. Perte-necen al Parque Nacional Sangay en cuya área se mantienen programas de protección a la fauna silvestre en peli-gro de extinción como el oso de ante-ojos y el puma.

Las lagunas de Atillo poseen caracte-rísticas únicas que han dado lugar a leyendas; existe un islote con vegeta-ción natural propia del bosque andino cuya fauna característica son las cervi-

cabras; el lugar ofrece la oportunidad de realizar pesca deportiva, paseos en bote y camping.

Se parte de la ciudad de Riobamba por la vía San Luis, Flores, Cebadas, Atillo que continua hacía la ciudad de Macas. Existe un carro que sale a las 15h00 todos los días desde la esta-ción a San Luis ubicada en la Olmedo y Puruhá de lunes a viernes y en San Francisco los sábados y domingos; el bus regresa al día siguiente; el costo del pasaje es $US 2.25.

ATILLO LAGGONS

They are 90 km far from Riobamba, attached to the community of the same name and surrounded by the peaks Púl-

pito, Three Heads and Sasquín. There are four lagoons: Colay, Atillo, Cuyo and Negra which are surprisingly su-rrounded by the road Riobamba – Ma-cas.

They belong to the Sangay National Park in which area many protection programs are held to maintain the wild fauna in danger of extinction, such as: the bear of glasses and the pume.

The Atillo Lagoons posses a unique characteristic which has given place to legends. There is a small barren is-land with natural vegetarion proper of the Andean forest which characteristic fauna is mainly antelopes; the place also offers the chance to perform sport fishing, boat rides and camping.

Una amplia y elegante puerta de ma-dera es el ingreso al armonizado es-pacio de trabajo de Pedro Morales. La oficina está ubicada en el segundo piso del edificio matriz de la Coopera-tiva de Ahorro y Crédito Riobamba Li-mitada, en la intersección de las calles Colon y 10 de agosto, en el centro de la capital de la provincia de Chimbo-razo. Desde este lugar gerencia, las doce sucursales que están localizadas en las ciudades de Quito, Cuenca y los principales cantones de la provincia de Chimborazo.

El crecimiento sostenido de esta enti-dad financiera que inicio sus operacio-nes el 12 de Octubre de 1978, por iniciativa de un grupo de artesanos, le ha llevado a ser considerada como una de las seis cooperativas más sóli-das del mercado financiero nacional. Actualmente la Cooperativa Riobamba cuenta con el aporte de 60 mil familias, lo que se constituye un importe sector de la población económica activa de la provincia del Chimborazo y su capi-tal bordea los 130 millones de dólares en activos y su crecimiento se proyecta con los mejores augurios.

“El principal responsable del sitial que ha llegado la cooperativa, es sin lugar a dudas, Pedro Morales, quien con una adecuada perseverancia, planificación y el apoyo de un comprometido equi-

po humano ha logrado cumplir con sus objetivos y metas” dice Carlos Chimbo-razo, subdirector de Diario La Prensa, uno de los medios de comunicación más influyentes en esta parte del país. En 1999 a través de una elección ciu-dadana, la cooperativa fue designada como personaje del Año por su labor en beneficio del desarrollo socio eco-nómico de sus cooperados.

Sin embargo, la vinculación de Pedro Morales con la cooperativa no se pro-dujo en las mejores condiciones, a finales de 1984 la entidad enfrentó se-rias dificultades productos de los malos manejos de los entonces directivos, “El sueño de una entidad al servicio de las clases más necesitadas se transformó en desilusión y amargura”. El Ministe-rio de Bienestar Social a través de la Subdirección de Cooperativas, decreto la intervención de la institución con la posibilidad de liquidarla en caso de no existir la vialidad para que siga fun-cionando. Morales fue escogido como interventor por sus conocimientos en cooperativismo.

“Con el apoyo decidido de los socios y especialmente de un grupo de mujeres logramos levantar la intervención del Ministerio de Bienestar Social” recuer-da Morales. Durante los primeros años, su gestión se enfoca en trabajar en la estabilidad de la entidad y en lograr que los socios mantengan su dinero y empiecen ahorrar.

En la actualidad, la gestión de la coo-perativa se extiende a distintos secto-res del país siempre con el objetivo de contribuir al desarrollo socioeconómi-

co del país pero fundamentalmente a los residentes chimboracenses. “En un referente de nuestra tierra y eso no se olvida a pesar de que vivamos muchos años fuera de ella”, señala María Do-lores Lema, quien nació en el sector de la Dolorosa hace 55 años y hoy vive junto a su familia en la Raya en el sur de Quito, donde la cooperativa cuen-ta con una agencia en el sector de la Magdalena.

Tras casi un cuarto de siglo al servicio de los sectores más necesitados a través de la cooperativa Riobamba es un con-vencido de la potencialidad que ofrece la ciudad y la provincia. “En los últimos

través de una nueva normativa que re-gule las cooperativas y cajas de ahorro y no como antes donde estaban bajo el control de la superintendencia de ban-cos, que responde a las sociedades de capitales y no a la de personas y de bien social que es lo que sucede en las cooperativas, señala.

En cuanto al crecimiento de experimen-tado por la cooperativa Riobamba, destaca el hecho de que el slogan “Lo nuestro” se aplica fielmente porque son los propios riobambeños que adminis-tran los recursos los que se invierten en beneficio de la ciudad y de la provin-cia.

Una de las principales causas para el crecimiento sostenido de la coope-rativa Riobamba ha sido la confianza de miles de los socios, “hace muchos años cuando empezamos desde cero nunca nos imaginamos este respal-do de la ciudadanía, hoy ese apoyo nos compromete a seguir trabajando incansablemente, dice Morales, quien sigue creyendo fielmente en la opción de Monseñor Leonidas Proaño, “su mensaje sigue más vigente que nunca trabajar por los sectores humildes y ne-cesitados para levantar los cimientos de una sociedad más justa equitativa y solidaria”

A wide and elegant wooden door is the entrance to the harmonized working space of Pedro Morales. The office is located on the second floor of the main building of the Savings and Loan Limi-ted Cooperative “Riobamba”, on the intersection of Colon and 10 de Agosto streets, in the downtown of the capital of Chimborazo Province. From here, he manages the twelve branches that are located in the cities of Quito, Cuenca and in the main cantons of Chimborazo Province.

The sustained growth of this financial entity that began its operations on Oc-tober 12, 1978, by an initiative of a group of artisans has become to be considered as one of the six most solid Co-operatives within the national finan-cial market. At the moment, Co-operati-ve “Riobamba” has the contribution of 60 thousand families, which constitutes a valuable sector of the economically active population of Chimborazo Pro-vince, its financial capital borders on 130 million dollars in assets and it has the best growth predictions.

“The person most responsible for brin-ging the cooperative to this level, without a doubt, is Pedro Morales, who with great perseverance, planning and the support of a committed team has been able to fulfill its objectives and goals” says Carlos Chimborazo, sub-director of “La Prensa” newspaper, one of the most influential medias in this part of the country. In 1999, through a civil election, the cooperative was designa-ted as the Person of the Year for its work in the benefit of the social economic de-

velopment of its associates.

However, the arrival of Pedro Morales in the Co-operative were not under the best conditions, at the end of 1984 the entity faced serious difficulties as a result of bad management by those that were in charge, “The dream of an en-tity that serves to the neediest classes became disillusioned and bitter.” The Ministry of Social Welfare, through the Sub-bureau of Cooperatives, ordered an intervention of the institution with the possibility of liquidation in the event that its operations were not viable. Morales was chosen as auditor for his knowled-ge about Co-operatives.

“With the support of the associates and especially of a group of women, we were able to lift the intervention of the Ministry of Social Welfare” Morales re-members. During the first years, his ad-ministration was focused on working on the stability of the Co-operative and in achieving that the associates maintain their money and began to save.

At the present time, the administration of the Co-operative is branching out to different areas of the country with the objective of contributing to the socio-economic development, but fundamen-tally to the resident of Chimborazo Pro-vince. “It represents where we grew up and this we do not forget even though we have lived many years away from there”, points out María Dolores Lema, who was born 55 years ago in the neighborhood “La Dolorosa”, today she lives with her family in “La Raya” loca-ted in the south of Quito, where the Co-operative has an agency in the sector Magdalena.

After almost a century of service to the neediest sectors through the Co-operati-ve “Riobamba” we are convinced of the potentiality that the city and the provin-

ce offer. “In the last years an important advance has been seen in the social, economic and political aspects, with the appearances of new leaders, the city has become a point of reference of the superior education in the country, it is in our hands to continue working with faith for our homeland, as the ones before us did in the past.

According to Morales, the implementa-tion, since April 13, of the Law of the Popular and Solidarity Finance System, in which he was involved when he was elected assemblyman from Chimbora-zo in Montecristi, will allow to streng-then the support to the neediest sectors through a new regulatory scheme that regulates the cooperatives and saving entities, and not like it was in the past, when they were under the control of the Bank Superintendence that responded to Capital Companies instead of to the public, as Co-operatives do.

In relation to the growth that the Co-ope-rative “Riobamba” has experienced, it can be highlighted that in fact, the slogan “Lo Nuestro” (Ours) is applied faithfully because the people of Riobam-ba are the same ones that administer the resources that are invested in benefit of the city and of the province.

One of the main causes for the sustai-ned growth of the Co-operative “Rio-bamba” has been the trust of the thou-sands of associates, “many years ago when we begin from zero we never imagined this backing from the citizens; today, that support commits us to con-tinue working unfailingly”, says Mora-les, who continues believing faithfully in Monsignor Leonidas Proaño`s ideas, whose message continues more actual than ever “to work for the humble and needful sectors, to lift the foundations of a just, united and more equal society”
