PAUL P. HARRISThe Founder of Rotary(1868-1947)

Paul P. Harris, a lawyer, was the founder of Rotary, the world’s first and most international service club. Rotary is an organization of business and professional leaders united world-wide to provide humanitarian service, promote high ethical standards in all vocations, and help build goodwill and peace in the world.

Born in Racine, Wisconsin on 19 April 1868, Paul was the second of six children born to George N. Harris and Cornelia Brian Harris. At age 3 he moved to Wallingford, Vermont where he grew up in the care of his paternal grandparents. Married to Jean Thomas Harris (1881-1963), they had no children. He received an LL.B. from the University of Iowa and received an honorary LL.D. from the University of Ver-mont.

In 1896, he went to Chicago to practice law. One evening Paul went with a professional friend to his suburban home. After dinner, as they strolled through the neighborhood, Paul’s friend introduced him to various tradesmen in their stores. This reminded Paul of his New England village and it occurred to him, “Why not have a fellowship composed of businessmen from different occupations, without restrictions of politics or religion?”

On 23 February 1905, Paul Harris formed the first Rotary Club with three other businessmen: Silvester Schiele, a coal merchant, Gustavus Loehr, a mining engineer, and Hiram Shorey, a merchant tailor. Paul Harris named the new club “Rotary” because members met in rotation at their various places of business. When Paul Harris became president of the club in its third year, he was convinced that the Rotary club could be developed into an important service movement and strove to extend Rotary to other cities.

When President emeritus Paul Harris passed away on 27 January 1947, his dream had grown from an informal meet-ing of four men to some 6,000 Rotary clubs developed for the purpose of service and fellowship.

Sakuji Tanaka, a member of the Rotary Club of Yashio, Saitama, Japan, was elect-ed president of Rotary International for 2012-13 by delegates during the fourth plenary session at the 2011 RI Convention in New Orleans, Louisiana, USA.

"It is my honor to accept the nomination to serve as president of Rotary International," said Tanaka. "Since I joined Rotary, I have embraced every new challenge of Rotary service. To me, challenge is a very important word. It inspires us. It also helps us to be and to do our best. It allows us to bring out our fullest potential."

Tanaka said he would like to see Rotary "continue its vital work as the force to improve our communities." To do this work, Rotary needs active, involved clubs, he added. "We are fortunate to have our revised RI Strategic Plan to help build strong clubs that are vibrant, action-oriented, and relevant in the changing world."

For 32 years, Tanaka was president of Tanaka Company Ltd., a wholesale firm that went public in 1995 and later merged with oth-er leading wholesalers in Japan. Currently, he serves as vice presi-dent of the Yashio City Chamber of Commerce and adviser to Ara-ta Co. Ltd., an animal feed and pet food wholesaler. He also chaired the National Household Papers Distribution Association of Japan for eight years. Tanaka studied business at Nihon Manage-ment Daigakuin and Tokyo Management Daigakuin.

A past trustee of The Rotary Foundation, Tanaka chaired the 2009 Birmingham Convention Committee. His other service to Rotary includes RI director, regional Rotary Foundation coordinator, dis-trict governor, and member of the Polio Eradication Advocacy Task Force, the Permanent Fund Committee for Japan, and the Future Vision Committee.  

Tanaka established an endowed Rotary Peace Fellowship, and he and his wife, Kyoko, are Paul Harris Fellows, Benefactors of the Permanent Fund, and Major Donors.

He is a recipient of RI’s Service Above Self Award and The Rotary Foundation’s Distinguished Service Award.

Tanaka said that eradicating polio will "fulfill the promise we made to children in the world" and that "there is no doubt in my mind that the day of this success will be realized in the near future."

Tanaka and Kyoko have three children and five grandchildren.

KENNETH SCHUPPERT Rotary International Director Zone 30/31

Ken was born in Madison, Wisconsin and received his B.A. from The University of the South (Sewanee, Tennessee). He re-ceived his law degree from Cumberland School of Law of Sanford University (Birmingham, Alabama) in 1981. He lives in Decatur, Alabama, where Ken and his wife, Lynn are members in the law firm of Blackburn, Maloney and Schuppert, LLC. Ken’s principal areas of practice are corpo-rate, real estate, probate and commercial litigation.

Ken joined Rotary in 1982 and was recognized as a Paul Harris Fellow by his club in 1987. He was President of the Decatur Ro-tary Club in 1992-93 and served as District Governor of District 6860 in 1996-97. His district duties included Assembly Co-Chair-man 1990-92, Deputy District Governor - Operations, 1994-95, Chair of the Foundation Annual Giving program 1997-2000, and Foundation Coordinator, 2000-04.

Ken and Lynn have served as RI President’s Representatives in 1998-2010. They have served as RI Training Leaders in 2001 and 2003. Ken has been a delegate and/or participant to the Councils on Legislation in 2001, 2004, 2007 and 2010, served as a RI Re-gional Membership Coordinator for 2003-05, as Zone 30 Regional Rotary Foundation Coordinator for 2006-09, and is serving as a member of the Rotary International Communications Committee for 2009-12 and as Vice Chair for 2010-11.

On the Zone level, Ken and Lynn have served on the Executive Committee as Program Chair in 1999, Arrangements Chair in 2001, GETS leaders in 2000-04 and 2006-08, Institute Vice-Chair in 2003 and Institute General Chair in 2004. Ken serves as a Direc-tor of Rotary International for 2011-13, member of the RI Audit Committee for 2011-12 and Chair of the RI Board Council on Leg-islation Advisory Committee for 2011-12.

Ken was named an Outstanding Young Alabamian in 1989, and was presented The Rotary Foundation Citation for Meritorious Service in 2000, the Rotary International Four Avenues of Service Citation in 2001, and The Rotary Foundation’s Distinguished Ser-vice Award in 2006.

Ken and Lynn, also a Rotarian, have one daughter, Elizabeth; all are Paul Harris Fellows. Ken and Lynn are Major Donors and Be-quest Society Members. Ken enjoys golf, swimming, gardening and “house restoration.”

SUZANNE ELLERBROCKDistrict 6460 Governor 2012-2013

Suzanne was born in El Paso, TX and raised in Southern California. She left California in 1995 to join her parents in Palmyra, MO and now enjoys living on the family farm with her husband Norm and her mother Cleota Rohrer. Suzanne married Norm in May of 1998 and between the two of them they have three children, Breeana, Ryan, and Emily.

In 2002 Suzanne graduated with her BS degree in Organiza-tional Management through the Adult Studies Program at Hannibal LaGrange College in Hannibal, MO. In 2009 she completed her Master of Business Administration through the Adult Studies Program at William Woods University, Fulton, MO.

Currently Suzanne works for Blessing Health System in Quincy, IL. She is the Administrative Coordinator of Sales and External Customer Relations. Prior to her current posi-tion she served as the Executive Director of Quincy Health Care Management, Inc.

Suzanne began her Rotary career in 1996. She has served as the International Service Project Chairman, been a member of the Board of Directors and in 2006 became the second female President of the Club. She was involved with the Center for Citizen's Initiatives bringing a Russian Delegation into our District. Suzanne has also served 3 years as As-sistant Governor to Area 6 which includes Pittsfield, Rushville, Quincy East, and her home club “The Rotary Club of Quincy”. Suzanne will be the sixth District Gover-nor from The Rotary Club of Quincy.

Suzanne is a Paul Harris Recipient. She has also won a Dis-trict Award for her work on the MatchMakers of Hope Bone Marrow Drive. She currently chairs the clubs annual MatchMakers of Hope Walk which helps raise funds to un-derwrite the cost of the bone marrow drive. She has been successful in raising over $25,000 in the last three (3) years, half of which has been donated to the Leukemia & Lym-phoma Society to help them in their goal to find a cure for blood cancers. Suzanne’s dad was diagnosed with Leukemia in 2003 which sparked her passion for this program.

NORM JONES District 6460 Governor 2013-2014 Norm was born and raised in Central Illinois, and following high school, he a t t e n d e d W e s t e r n I l l i n o i s University receiving a BS Industrial Engineering degree in 1976. He com-pleted the MS Industrial Engineering degree from Western Illinois University in 1983. He later received his MBA from the University of Illinois Springfield in 2006. He and Lois were married in 1977 on August 6 in Rushville, Illinois.

Norm was accepted into membership of the Rotary Club of Petersburg in the early 1980's and after a time away raising the kids, rejoined the club in 2006 where he has served as Club President in 2006-07, and Club Secretary from 2008-2011. Norm was appointed as Assistant Governor for Area 5 serving one year before being nominated to serve as District Governor Nominee for the term as District Governor 2013-2014. He was host for GSE teams from India in 2007 and Nigeria in 2010.

Norm is the owner of Indesco (Niche Engineering & Manu-facturing Company www.indescoop.com), with USA & In-ternational sales to over 20 countries. The company produces Rugby Equipment in the Americas for an English Company. They also supply oven products to companies like General Electric, Becton Dickenson Pharmaceuticals, and Arc In-ternational.

Previously, Norm worked as Design Engineer for an irriga-tion company with USA & international sales and was the Engineering Manager of a tank fabrication company. He served as Manufacturing Manager of US operations of a Danish Fan Company and Operations Manager of the Oper-able Wall Company where he helped set up a satellite plant in Buenos Aires, Argentina.

Norm and Lois have a son, Travis Jones, a mechanical engi-neer in Ft Lauderdale, Florida. Their daughter, Tara Jones Barker, has been married for 2 years and is a Walmart As-sociate in Springfield, Illinois.

Norm’s hobbies include flying fixed-wing, helicopter, and seaplanes. He enjoys playing with his Golden Retriever, cre-ating new designs and patents, travel, making new friends in the Rotary Family and trying to learn Spanish.

DAVID KNIERIEMDistrict 6460 Governor 2014-2015

Dave is a technology consultant and owner of DK Office Consulting and Services in Mason City, Illinois. In business for over 15 years, Dave serves the Central Illinois area with compre-hensive technology support, specializ-ing in educational institutions and small/medium sized busi-nesses, as well as home users.

Born in Pekin, Illinois, Dave attended Tremont High School, went to the University of Illinois (Urbana-Champaign) and the University of Wyoming, majoring in Business Adminis-tration.

Dave is a veteran, serving 20 years active duty in the United States Air Force, retiring in 1995 as a Major. His primary duty was as a Missile Launch Officer, but also served staff tours at SAC Headquarters and the Pentagon, Washington DC. After retirement, he became a member of the Military Officers Association of America, and served as LincolnLand Chapter President (Springfield, IL) for four years.

He joined Rotary in 1997 with the Rotary Club of Mason City (IL). He served as Club President for 3 years and as Club Secretary for 5 years. He served as an Assistant Gover-nor in District 6460 for four years, and on the District Train-ing Committee for four years, one year as the District Train-er. He is a multiple Paul Harris Fellow.

Active in his community, Dave is a former Alderman and Mayor of the City of Mason City, and also served as chair-man of the Prairie Harvest Days Festival Committee for 8 years. He is the primary organist at Christ Lutheran Church of Mason City, Illinois.

Dave is married to the former Bonnie Jean Allen of Mason City, and they have 4 children between them, and 2 grand-daughters. Bonnie is also an energetic Rotarian and a Paul Harris Fellow. She is a Past Club President and Secretary of the Rotary Club of Mason City.

GORDON JUMPER District 6460 Governor 2011-2012

Gordon D. Jumper, a Certified Public Accountant, was born and raised in Jacksonville, Illinois. Gordon attended Illinois College and graduated in 1975 with a Bachelor of Science degree in Business. His post graduate work includes studies at the University of Illinois in Spring-field, University of Maryland, and the University of Wiscon-sin. He has been in private practice for more than 30 years in the Jacksonville area.

In 1997 Gordon was elected Village President of the Village of South Jacksonville. He continues to serve in this capacity having been reelected in 2009 to his fourth term.

His Rotary service began in 1985. He was a member of the Jacksonville Noon Club until 1995 when he became a char-ter member of the Jacksonville Sunrise Club. He has served on various club committees and on the Board of Directors in the area of International Service. He currently serves as Treasurer of the Jacksonville Sunrise Rotary Club and was President of the club in 1996-1997 and 2006-2007. He has served on the Rotary District 6460 Audit Committee for sev-eral years and as the District Auditor.

Gordon and his family have hosted a number of Youth Ex-change Students and Group Study Exchange Team Members. Both he and his wife are Paul Harris Fellows as is their daughter-in-law, Renee Jumper who served as Jack-sonville Sunrise Club President in 2008-2009. The Jumper family attended the Rotary International Conventions in In-dianapolis, Indiana, Montreal, Canada, and New Orleans, Louisiana.

Professionally, Gordon has been a member of the American Institute of Certified Public Accountants and the Illinois CPA Society serving as chairman of the Illinois Agribusiness Committee and twice chaired the Annual Agribusiness Con-ference.

He sits on the Jacksonville Regional Economic Development Council, Jacksonville Area Conventions & Visitors Bureau, and the Morgan County Regional Planning Committee serv-ing in various capacities including service on the Board of Directors.

He and his wife Jean were married in 2001 and have six grown children and eight grandchildren. The Jumpers are active in the Liter Baptist Church, Literberry, Illinois.

The Object of RotaryThe Object of Rotary is to encourage and foster the ideal of service as a basis of worthy enterprise and, in particular, to encourage and foster:

1. FIRST. The development of acquaintance as an opportunity for service;

2. SECOND. High ethical standards in business and profes-sions, the recognition of the worthiness of all useful occupa-tions, and the dignifying of each Rotarian's occupation as an opportunity to serve society;

3. THIRD. The application of the ideal of service in each Rotar-ian's personal, business, and community life;

4. FOURTH. The advancement of international understanding, goodwill, and peace through a world fellowship of business and professional persons united in the ideal of service.

The Four-Way TestFrom the earliest days of the organization, Rotarians were

concerned with promoting high ethical standards in their profes-sional lives. One of the world’s most widely printed and quoted statements of business ethics is The Four-Way Test, which was created in 1932 by Rotarian Herbert J. Taylor (who later served as RI President in 1955).

Adopted by Rotary in 1943, The Four-Way Test has been translated into more than a hundred languages and published in thousands of ways. It asks the following four questions:

Of the things we think, say or do:1. Is it the TRUTH?2. Is it FAIR to all concerned?3. Will it build GOODWILL and BETTER FRIENDSHIPS?4. Will it be BENEFICIAL to all concerned?

The Presidential Citation recognizes Rotary clubs for achiev-ing an array of accomplishments that help them become stronger, deliver more effective service, and enhance their public image. By qualifying for the Presidential Citation, clubs contribute to Rotary’s organizational goals and multi-ply the impact of their good work through the collective fo-cus of 34,000 Rotary clubs worldwide.

Procedure

Clubs are asked to complete the following form to assess their accomplishments this year. In order to qualify for a cita-tion, clubs must meet the Presidential Challenge and com-plete one required activity, along with at least three additional activities, in each of the three categories listed. Unless oth-erwise specified, all activities must be undertaken and com-pleted between 1 July and 31 March of the 2012-13 Rotary year.

Clubs should complete the form and send it to the district governor no later than 31 March. Forms sent to Rotary In-ternational will not be processed. District governors must report the names of their qualifying clubs through Member Access no later than 15 April.

2012-13 Presidential Challenge

RequiredRI President Sakuji Tanaka challenges clubs to conduct a club or community peace forum, or a service project focused on peace.

Our club has met the 2012-13 Presidential Challenge.

Rotary International District 6460 By-Laws

Preamble

These By-Laws are hereby adopted by the Rotary Clubs of Distric-t6460, Rotary International. They are intended to supplement and in all respects to conform to the provisions of the constitution of Rotary International and By-Laws of Rotary International. All arti-cles and provisions of these By-Laws are hereby modified to be in conformity with the Rotary International Manual of Procedure. The activities and organization of the district shall exist solely to help the individual Rotary clubs of the district to advance the Ob-ject of Rotary.

These By-Laws, together with such amendments as may be subse-quently adopted, shall constitute the entire legislation governing the administration of District 6460 and shall therefore replace any and all legislation previously enacted by the clubs of this District.

The current edition of Robert’s Rules of Order governs this organi-zation in all parliamentary situations that are not provided for in the law or in its charter, By-Laws, or adopted rules.

ARTICLE 1 Standing Committees

Section 1- District Nominating Committee: The District Nominating Committee shall have responsibility of selecting the best-qualified nominee for District Governor and for the District’s representative and alternate to the Rotary In-ternational Council on Legislation.

The Nominating Committee shall consist of the District Governor and five (5) Rotary Club members of the District, of whom all must be Past Club Presidents at least two (2) of whom shall be a Past District Governors, and not more than one (1) shall be from any one club, elected by a majority vote of the Electors of the clubs present and voting at the District Conference. Three (3), including at least one (1) Past district Governor, to be elected in the uneven years; two (2), including at least one (1) Past District Governor, to be elected in the even years; each to serve for a period of two (2) years beginning July first next following election.

Determination of even/odd years shall be based on the year of con-clusion of a District Governor’s term. They shall serve until their successors are elected and qualified. The District Governor is to be Chairman of the Committee but shall not be entitled to vote. Any vacancy on this Committee shall be filled by appointment by the District Governor. If there are more candidates than vacancies to be filled, voting shall be by single transferable ballot. In any year in which there is no contest for membership on this Committee, the voting may be by acclamation. Nominations for and election of the District Governor shall be in accordance with Article XIII of the By-Laws of Rotary In-ternational.

Section 2 – District Advisory and Finance Committee:

There shall be a District Advisory and Finance Committee of ten (10) voting members consisting of the District Governor as Chair-man, the immediate past District Governor, three (3) other Past Governors and three (3) Past Presidents of Rotary Clubs within the District. The District Governor shall, each year, appoint one (1) Past Governor for the term of three (3) years as a member of the Committee and three (3) Past Presidents for terms of one (1) year. The District Governor-Elect and District Governor-Nominee as designated by years shall be voting members of the Committee. In the event of a vacancy on the Advisory and Finance Committee resulting from death, removal from the District, termination of Rotary membership, or inability to act, the District Governor may appoint another Past District Governor or a Past President to fill the unexpired term as described above.

The District Advisory and Finance Committee shall meet with the District Governor at least four (4) times each Rotary year upon call of the District Governor.

The duties of the District Advisory and Finance Committee shall be to review the District Governor-Elect’s proposed budget of es-timated income and expenses prior to taking office, and present it to the District Assembly for approval by majority vote of the Club Presidents Elect. The committee shall also review periodic reports from the District Governor on the state of the District, advise the District Governor-Elect in matters of expenditures and amounts to be set aside for expenses in connection with the District Team Training Seminar, President-Elect Training Seminars (PETS), and the District Assembly as well as advise the District Governor con-cerning finances for the District Conference. Additionally the committee will advise the District Governor of any other matters presented for the Committee’s consideration.

Section 3 – The District Financial Review Committee: Duties of the District Financial Review Committee shall be to re-view the utilization of District Funds within forty-five (45) days after the end of each District Governor’s term and before the bal-ance in the fund is turned over to the succeeding District Governor.

Pursuant to the By-Laws of Rotary International, a properly audit-ed statement of District Finances shall be prepared, presented and formally adopted by club delegates to the District Conference.

Section 4 – Other District committees are charged with carrying out the goals of the district. The following administrative commit-tees shall be appointed to address ongoing functions: Membership Development, Extension, Finance, New Generations Service, Pub-lic Relations, District Conference, Rotary Foundation, RI conven-tion Promotion.

Each committee shall be composed of at least three members with staggering tenure so that each year the District Governor will ap-point one new member to the committee. Each committee member will be an active member in good standing of a Rotary Club within this district.

District committee chairs shall attend the district team-training seminar prior to becoming committee chair.

District committees should work with relevant RI and/or Rotary Foundation committees or task forces to facilitate action at the district or club level related to specific RI or RF programs or activ-ities.

District committees shall report to the governor on the status of their activities on a regular basis but no less than once each quarter.

Section 5 – Ad Hoc Committees. From time to time, as the need arises, the District Governor shall appoint a committee of sufficient size to accomplish the special task at hand. The terms of the mem-bers of this committee, and the term of the committee, shall be limited to the time necessary to accomplish its designated task, but shall not exceed the Rotary Year (July 1 – June 30). Members of the committee may be reappointed if necessary or as desired by the incoming District Governor-Elect.

Section 6 – In the event of a vacancy in the office of District Gov-ernor or District Governor-Elect within ninety (90) days of In-ternational Assembly resulting from death, removal from the Dis-trict, termination of Rotary membership, or inability or failure to act, a meeting of the five (5) living immediate Past District Gover-nors who are members of a Rotary Club in this District shall be called by the District Secretary or by any two (2) of the five (5) immediate Past District Governors referred to herein, to discuss the matter with the President of Rotary International.

ARTICLE II District Secretary

Section 1 – The District Governor shall appoint prior to the begin-ning of his/her year, a District Secretary to serve during his/her year.

Section 2 – The District Secretary shall be responsible for the preservation of the records of the District, including the District Conference, the District Assembly, the Advisory and Finance Committee meetings, and such other records as the District Gover-nor may deem advisable.

Section 3 – The District Secretary shall be paid actual expenses including travel to meetings he/she is requested by the District Governor to attend. He/she shall not receive a salary or remunera-tion for his/her service. The District Secretary shall serve no more than three (3) consecutive years. The Secretary shall turn over to his/her successor all records within sixty (60) days of the end of his/her term.

ARTICLE III District Treasurer

Section 1 – The District Governor shall appoint, prior to the be-ginning of his/her year, a District Treasurer who shall be a well-qualified Rotarian and a nonvoting member of the District Adviso-ry and Finance Committee.

Section 2 – The District Treasurer shall assist the District Gover-nor in preparing the annual budget, keep accurate records of all finances, prepare quarterly and annual financial reports for the District Advisory and Finance Committee, and deposit all funds to a previously approved Bank or Depository. All disbursements and expenses shall be paid by check, and when in excess of $500.00 co-signed by the District Governor and the District Treasurer.

Section 3 – The District Treasurer shall be paid actual expenses including travel to meetings he/ she is requested by the District Governor to attend. He/she shall not receive a salary or remunera-tion for his/her service. The District Treasurer shall serve no more than three (3) consecutive years. The Treasurer shall turn over to his/her successor all records within sixty (60) days of the end of his/her term.

Section 4 -The District Governor-Elect shall appoint an Associate District Treasurer at least four (4) months prior to the beginning of his/her year as District Governor. The person appointed Associate District Treasurer shall begin their duties at the beginning of the Rotary Year. The Associate District Treasurer will be assigned du-ties by the District Governor with the approval of the District Ad-visory and Finance Committee.

ARTICLE IV District Trainer

Section 1 -The District Governor, based on the recommendation of the Governor-Elect, shall annually appoint a District Trainer. The District Trainer is responsible for supporting the Governor and Governor-Elect in training club and district leaders.

Section 2 – In addition to being an active member in good standing of a Rotary club within the district, the trainer should be experi-enced in training and/or education with a history of having been a Past Governor, Past Assistant Governor or Past District Committee Chair.

Section 3 – Under the general supervision of the Governor-Elect, the trainer is responsible for developing and conducting training seminars and experiences to help prepare club and district officers to perform their functions.

ARTICLE V Finances

Section 1 –The District Governor and District Treasurer shall pre-pare a budget of estimated income and proposed District expendi-tures prior to the beginning of their term of office. When reviewed by the District Advisory and Finance Committee and approved by the District Assembly, this shall be the operating financial budget for the year. A copy of this approved budget shall be sent to the President of each Rotary Club within the District.

Section 2 – The District Fund shall be in the custody of the District Governor and District Treasurer who are hereby authorized to make expenditures from the fund.

Section 3 – The purposes of the District fund are to reimburse the District Governor for expenses incurred in performing Rotary ser-vice in the District pertaining to his/her office not provided for in the budget allowed by Rotary International, such as expenses in-curred in connection with the District Assembly, the District Con-ference, the District Advisory and Finance Committee, the District Representative to the Rotary International Council on Legislation, for the District Governor as provided for in Article VII, Section 1 and any other proper district expense as determined by the District Advisory and Finance Committee.

Section 4 – Any new club organized shall not be expected to pay District dues during the Rotary year in which it received its charter.

Section 5 – The District Governor shall, within ninety (90) days following the end of his/her term of office, submit to the President of each Rotary Club in the District and to each of the Past District Governors in this District the financial statement for the District certified by the Financial Review Committee which shall include a statement of condition of all District funds at the beginning of the year and of all receipts and disbursements to and from each fund during the year. This annual statement shall also be presented, dis-cussed, and formally adopted at the next following District Confer-ence.

Section 6 - The District Governor shall establish a District Reserve Account. Monies for this account shall come from not more than 50 cents per capita of annual District dues, at the discretion of each District Governor.

ARTICLE VI Council of Governors

Section 1 – All persons who have served as District Governor in District 6460 shall constitute the Council of Governors.

Section 2 – The Council of Governors shall be called and directed by the governor at least twice each year. The first shall be called within the month following the International Assembly, to inform the current and past Governors about the news of Rotary In-ternational and to receive information about the district.

Section 3 – There shall be held annually, preferably in connection with the District Conference, a dinner of the Council of Governors and certain Conference participants. Attendance at this dinner shall include the following: District Governor; Past District Governors; District Governor-Elect; District Governor-Nominee, District Gov-ernor-Designate, current Assistant Governors, out-of-city speakers; District Conference Chairman, District Secretary and District Trea-surer; President of the host club or clubs; Rotary International President’s Representative, and their spouses. The spouses of de-creased Governors shall be invited as honored guests. Other guests may be invited by the District Governor. This dinner shall be at the expense of the District.

ARTICLE VII Immediate Past District Governor

Section 1 – The sum of Six Hundred Dollars ($600.00) shall be

allowed annually, as a reimbursable expense account, for the Im-mediate Past District Governor. Section 2 – The outgoing District Governor, upon completion of his/her term of office, shall be presented with a Past Governor’s lapel pin, to be paid for from the District funds.

Section 3 – The outgoing District Governor’s home club shall arrange for presentation of the “Home Club of the District Gover-nor” banner to the incoming District Governor’s home club at a regular or special meeting of the incoming District Governor’s club.

ARTICLE VIII The District Leadership Plan

Section 1 – Ten Assistant Governors will be appointed each year with responsibility for providing services to assigned clubs. Gener-ally, the Assistant Governor is a member of one of the clubs to which he/she will be assigned. An Assistant Governor is appointed for a one-year term and may not serve more than three (3) consecu-tive terms. Service as an Assistant Governor is at the pleasure of the District Governor and by mutual agreement between the As-sistant Governor and the District Governor. Section 2 – The qualifications and duties of the Assistant Governor are detailed in the RI Manual of Procedure Each Assistant Gover-nor shall be assigned Clubs by the District Governor. Assistant Governors shall submit quarterly reports to the District Governor on the progress of their assigned Clubs.

Section 3 – Assistant Governors shall submit each month an ex-pense report for mileage, telephone, and postage costs to the Dis-trict Governor for reimbursement from District accounts.

Article IX President-Elect Training Seminar and District Assembly

Section 1 – The District Governor-Elect in cooperation with the District Trainer and with the assistance and advice of the District Governor shall conduct a President-Elect Training Seminar for orientation and training of Presidents-Elect, usually in early March.

Section 2 – The District Governor-Elect in cooperation with the District Trainer and with the assistance and advice of the District Governor shall conduct a District Assembly for Rotary instruction, information and coordination, usually in early April. Proposed changes to the District annual per capita dues shall be presented at District Assembly, following by the proposed annual District bud-get for approval of both by three-fourths (3/4) of the Presidents-Elect present. The District Governor-Elect shall provide all of the clubs at least thirty (30) days notice of the proposed budget and proposed changes to the annual per capita dues.

Section 3 – Additional training seminars may be scheduled by mu-tual consent of the District Governor-Elect, District Trainer, and District Governor. Expenses for additional training seminars shall be factored into the budget of the District.

Section 1 – Each club shall pay a per capita assessment for the administration of the District. The assessment is due and payable on July 1 and represents the number of members of the clubs as of that date. No pro-rata assessment for members inducted after that date shall be assessed.

Section 2 – Proposed changes to the District annual per capita dues shall be reviewed by the District Advisory and Finance Committee prior to presentation for approval at the annual District Assembly.

ARTICLE XI Amendments

Section 1 – These By-Laws may be amended at any District Con-ference by a majority vote of the electors present and voting pro-vided that no amendment shall be proposed to the District Confer-ence unless it has been submitted in writing to the District Gover-nor at least sixty (60) days prior to the District Conference at which it is to be proposed, and provided further notice of such pro-posed amendment shall have been given by the District Governor to all of the clubs in the District at least thirty (30) days prior to the District Conference.

Section 2 – Amendments to these By-Laws may be proposed by any club in the District, by the District Governor, or by the District Advisory and Finance Committee.

Section 3 – Amendments to these By-Laws shall be effective be-ginning July 1 following the District Conference at which they were adopted.

Section 4 – The District shall incorporate Rotary District 6460 under the Laws of the State of Illinois and sustain that incorpora-tion. The officers of the corporation shall be the District Governor as President, District Secretary as Secretary and District Treasurer as Treasurer. The Board of Directors of the corporation may be selected by the District Finance and Advisory Committee.

Section 5 – No amendment or addition to these By-Laws may be made which is not in harmony with the Constitution and By-Laws of Rotary International.
