We are here in front of the parliament house just to save our country

and we want to put democracy in place in its letter and spirit. We don't

want any kind of derailment of democracy. People have only one right

left in Pakistan and that is the right to die, the right to commit suicide.

The people have no money to treat a sick child. All of us are living a life

of pain. We are living a life of agony. We are living a life of mysery. We

are living a life of total desperation. Terrorism has become a daily

occurrence. Targeted killings and murders have become rampant in our

society. There is no protection of life and liberty here. There is no real

freedom for the 99% of the poor population of Pakistan. There is no

protection of lives, business, wealth and jobs, even a child travelling like

Malala, or any other child travelling on a school bus, is no longer safer.

But the government and law-enforcing agencies, are completely

paralysed. They have collapsed and have become dysfunctional. If the

judgments are passed by the Supreme Court of Pakistan and High

Courts of Pakistan, Govt. is not ready to execute the judgments. Will

any other democratic country be ready to accept this kind of political

situation? Judgments are being passed by our great independent

judiciary but the Government is not ready to implement it, rather they

are criticizing and are challenging politically. It was the responsibility of

the Government to provide such atmosphere of law, constitution anddemocracy but all successive governments have flouted the law and

refused to do so. No laws have been made to alleviate the poverty, and,

in the same way, no laws have been made to eradicate terrorism. No

laws have been made to improve the law and order situation, no laws

for the development of social sector, no assurance for health, no

education, no economic growth, no human development, no human

rights. These kinds of all constitutional and democratic rights are not in

the priority of parliamentary process. Their priorities are only to loot thecountry. Their priorities are looting, corruption and totally ignoring the

rights of the poor people of Pakistan. There is no electricity here, no gas

availability, no clean water, no jobs, no health, no house, no food to eat.

People have been deprived of the basic necessities of life, what kind of

society. What kind of government, what kind of law and what kind of

democracy we are running here. The parliament is no more democratic

parliament, let me say. Every party is in power and they are sharing

corruption; they are equally responsible for the whole process of looting.

They say why people have come for the march, why this revolution, why

the demands of reforms before elections! Why not?. Just elect the new

leaders. Why don't they go for elections? People should choose the new

leaders and they will be able to create a government through an electoral

process. Now I am answering this question. What kind of the right of

choosing the people is there? Where does it exist? Where does the right

to change the government exist in our society? There is no democratic,

true, just, fair and an honest process of democracy in our country. Our

constitution of Pakistan, Article 218 says that electoral process should

be free and fair and just and honest and totally free from all corrupt

processes. This is the demand of the Article No. 218 of the Constitution

of Pakistan. The same is the demand of Representation of People's Act

1976, under which the elections take place in Pakistan. The sections 77

to 82 of the People's Representative Act give all details of the corrupt

practices that take place in electoral process which are required to be

banned. If any person contesting the election commits any of thesepractices he should be fined, sentenced to jail and should be disqualified

for five years. But these articles of constitution were never enforced and

these sections of our electoral laws were never enforced and Election

Commission of Pakistan has never been really empowered to do all these

things. So there is no real democracy, there is no true electoral process to

change the Government and let the new people take over. We the

millions on march here today just want to rebuild democracy through

the implementation of the constitutional principles and nothing else.This millions march wants to re-build democracy. This is a democracy

march, this is anti-corruption march, this is restoration of the rule of law

march. We want democracy to guarantee the protection of human rights.

We want democracy based on the principal of stability of institutions.

We want democracy through empowerment of people; we want

democracy through the rule of law and social equality by eradication of

all kinds of social indiscrimination. We want democracy through the

people of transparency and accountability. We want democracy through

the principles of justice, fairness and freedom. Unless these basic reforms

are executed in the light of the constitution of Pakistan and in the light

of the Peoples' Representation Act 1976 and in the light of the law of

the land, unless these reforms take place within the society, within

political system, within political parties and within electoral process,

there would never be any democratic change. No democratic change can

ever occur in the society of Pakistan and democracy can never succeed.

We want to re-build democracy through the democratic mechanism

within parties, through the institutional checks and balances and

through the moral and political traditions of society that do not exist in

this society, and which were never practiced by the political leaders of

Pakistan. There is no such mechanism that have ever existed here. What

does exist here for elections? Why are people unable to change their

leader through elections? Criminality exists here in the form of the

power vested in criminality, power vested in corruption and power

vested in lying, dishonesty and fraud. These things are no bar, practicallyno bar, and they have been elected in Pakistan for the parliament.

Although the Constitution of Pakistan bars them practically, whatever is

happening in our political and electoral process is totally against the

Constitution of Pakistan and totally against the basic principles of

democracy of the world. All that is needed in Pakistan to win the

elections are money and might'the two Ms. Only these twoMs'Money and Might'are required, rather three Ms, the third onefor Manipulation. All these are needed to win elections in Pakistan:Money, Might and Manipulation; the three Ms. The 70% of the

members of parliament, do not pay taxes. They are tax evaders. Say:

shame, shame. The National Accountability Bureau chairman was

appointed by the President of Pakistan and this is not a private

institution; this is a governmental institution, a state institution. He

clearly says that about 70% of the members of parliament are tax

evaders; they even don't bother to file their tax returns. Would any

democracy of the Western world allow any person not to file the tax

returns, evade taxes conceal the resources of income? Would any

democracy allow this kind of criminal to become the member of

parliament? If not, then how do we allow? So recall my first slogan for

today's address: NO REPRESENTATION WITHOUT TAXATION.

And five hundred thousand rupees per anum is a taxable income. If

anybody earns forty one thousand rupees per month, his income is

taxable. And what a pity! The parliamentarians, the lawmakers, do not

fall in the income tax payers category, they don't disclose their income.

Is it democracy here? The Supreme Court of Pakistan kicked out 91 of

the fake members of parliament sitting in the building behind me, by the

judgment because there were dishonest and they had managed fake

degrees of education while submitting their nomination papers. Only

two institutions are there in Pakistan who are functioning and

performing their duties to fulfill the needs of the people; the judiciary of

Pakistan and the armed forces of Pakistan . Now where should people

go? Where should we go? We are here and we are crying; we are raisingour voice in a peaceful democratic way in front of the building, the

Parliament House. And in the building, there is no parliament of

Pakistan. There is only a group of looters, group of thiefs, group of

decoits and a group of corruption masters of Pakistan. This country's

leadership is full of Tauqir Sadiqs, the people like Tauqir Sadiq, the head

of OGRA that deals with oil and energy. This head was appointed by

the President of Pakistan and he ran away from Pakistan after looting 84

million rupees by corruption and he managed to slip away. We don'twant to see Tauqir Sadiqs in our parliament and we also don't want to

see those who appoint Tauqir Sadiqs in our parliament. We have to

become upright and honest; we have to be just; we have to be fair; we

have to be trustworthy to deliver the constitutional and legal duties that

have come upon us. And those who have been deseated by the Supreme

Court of Pakistan, most of them were reselected after three months and

they came back as members of parliament. This is our democracy. Is it

democracy or mockery? Our lawmakers are lawbreakers. That is the

mechanism they follow. This is the basic reason, why this million march

has collected over here in front of the Parliament House! We want to

take a step further and proceed towards advancement, stability and

prosperity in the same way as other democratic societies and countries
