OrganiserSingapore Chinese Orchestra of Singapore Chinese Orchestra Company Limited (henceforth known as “SCO”).

ObjectivesThe organiser wishes to: 1. Promote musical creativity and explore the musical potential of Nanyang and/or Singapore inspired

Chinese orchestral works.

2. Stimulate international awareness of music of Nanyang (refer to Artistic Requirements point 5) and/or Singapore inspired Chinese orchestral works.

3. Initiate and lead in establishing a repertoire of Nanyang and/or Singapore inspired Chinese orchestral works.

Artistic Requirements 1. Entries must be composed for Chinese orchestra, and may be in the form of concerto or orchestral

composition.

2. Duration of composition must be at least 5 minutes but not more than 12 minutes. There are no restrictions on the number of movements.

3. All original compositions, whether or not they have been performed, are eligible for participation (see categories and corresponding criteria), but compositions that had been submitted for 2006 & 2011 Singapore Chinese Orchestra International Competition for Chinese Orchestral Composition will not be considered.

4. Entries may be composed individually or collectively.

5. Entries must assimilate “Nanyang musical elements” or “Nanyang socio-cultural elements” in consideration of Singapore’s unique background.

Definitions: • Nanyang: Loosely termed to encompass Singapore and its neighbouring countries Malaysia and

Indonesia. • Nanyang musical elements: Motif, structure, rhythm or scales found in music of the above mentioned

countries, including music from South China (Hokkien, Teochew, Cantonese, Hakka, Hainan) • Nanyang socio-cultural elements: Cultural, geographical, or historical themes or anecdotes found in

the above mentioned countries.

6. All compositional styles (Contemporary, Classical, Romantic, etc.) are permitted.

Eligibility

Note: Winners of 2006 & 2011 Singapore International Competition for Chinese Orchestral Composition will not be considered for the same prize.

Instrumentation 1. Compositions must adhere to the score format, instrument list and range of SCO as specified in Annex 1.

While participants need not use all instruments of the Orchestra, they cannot add new instruments or number of musicians beyond the instrumentation list.

2. Percussion section must be listed according to musicians 1 to 7, clearly indicating the percussion instruments played by each musician on the score.

3. Composers are strongly encouraged to specify the type of Dizi to be used, given the constraints on instrumental range.

4. In the case of concerto, the choice of solo instruments are limited to: Bowed strings: Erhu, Gaohu, Zhonghu Plucked strings: Sanxian, Pipa, Liuqin, Zhongruan, Guzheng Woodwind: Dizi, Sheng, Suona Percussion: As listed in instrumentation Annex 1 only (the use of Chinese percussion instruments is

encouraged).

5. Participants who would like to use ethnic instruments of the Nanyang region that are not listed in the instrumentation must request for permission in writing before 1 October 2014 and may proceed only upon receiving the written consent from the Organiser.

4. Each composition composed collectively will share the prize award, and division of prize monies among co-composers is the responsibility of the winners.

5. The recipient of the Young Singaporean Composer Award will be commissioned to compose a work for the SCO.

1. The panel of adjudicators will select all Finalists and Award winners of the Competition. The panel may decide not to award any prize if it feels that there is no entry of sufficient merit as befits the category.

2. During Preliminary Selection, entries will be judged anonymously based on submitted scores. The names of the composers of selected entries will only be disclosed during the Finals.

3. The panel’s decision is final. No appeals will be entertained.

4. Participants acknowledge that all materials submitted may be distributed to judges who are selecting the winners. Participants will not hold SCO, its sponsors or judges responsible for injury or loss to any person or property relating to, in whole or in part, directly or indirectly, participation in the Competition.

Registration and Submission Requirements

All applicants must submit:

1. Registration Form • Complete registration form containing a recent photograph and photocopy of passport or identification document clearly indicating the age and nationality of participant. • Completed registration form can be sent via mail to “Singapore Chinese Orchestra Co Ltd, 7 Shenton Way, Singapore Conference Hall, Singapore 068810” or email or fax. • Participants may submit more than one composition in any category, but each composition must be accompanied by a separate registration form. • Each composer in a collective composition must fill up a separate form and submit all forms together with one set of materials as required under point (2) below. • Deadline is 1 October 2014.

2. Scores and Other Materials • The details of scores and other materials are as following: - Two printed copies of the full score (A3 size) with clearly indicated instrumentation and

performance direction. The Composer’s name, Title of Composition, Duration of Composition (minutes), Category and Year of Composition should only appear on the first page and no mark of identification is permitted in the rest of the score.

- Two copies of programme notes (100 to 500 words). - Audio and/or video recording (compulsory for Nanyang and Singaporean Composer Award

(if applicable), optional for others). - A CD-ROM containing a soft copy of the score in PDF and Sibelius 7 or Finale format. - Written approval from publisher or commissioning organisation of participating composition to

participate in Competition and for the work be performed at no fee and without infringement of rights on the Organiser’s part. (Only Nanyang & Singaporean Composer Award (if applicable) applicants)

- Biography • All scores and materials are to be sent to “Singapore Chinese Orchestra Co Ltd, 7 Shenton Way, Singapore Conference Hall, Singapore 068810”. • Participants will be given a written acknowledgement via email or fax from the organiser within 7 days upon receipt of submission of scores and other. Participants are responsible for providing valid email address, fax number and other contact details. Participants are advised not to provide hotmail & yahoo email addresses (due to technical constraints, we are unable to receive emails sent from hotmail & yahoo accounts). • Scores and materials submitted will not be returned. • Deadline is 30 June 2015 at 6pm. Scores and materials received after that will not be eligible for the Competition.

3 Submission of compositions on behalf of another person is not permitted.

4 Finalists will be notified in mid August 2015 to provide parts in accordance with SCO’s requirements by 15 September 2015.

SubsidiesParticipants selected for the Finals will be invited to attend the Finals, Prize Presentation Ceremony and Concert, as well as Symposium. The Organiser will provide all overseas Finalists with: 1. Travel subsidy of up to SGD500 when the relevant receipts are submitted. Singaporeans who are

currently studying overseas or residing overseas are eligible for this subsidy. 2. Accommodation subsidy of up to SGD500 when the relevant receipts are submitted. This subsidy does

not apply to Singaporeans or non-Singaporeans who have available accommodation in Singapore.

Declarations 1. This registration handbook is available in English and Chinese. In case of any discrepancies, the

English version shall be the sole determining authority. 2. All participants are deemed to have read, understood and agreed to the Terms & Conditions set out in

Annex 2, including but not limited to rules on the Publishing and Performance Rights of the Organiser. 3. Participants who provide inaccurate or misleading information will be disqualified. If SCO is notified

that a winning work is in breach of any regulation, an investigation will be conducted. If violation of the terms and regulations are proven, the winner will be subjected to legal action, in addition SCO has the rights to withdraw the award, cash prize and plaque.

4. The organiser reserves the right to cancel or combine any Competition round or category if there are insufficient entries.

5. The organiser reserves the right to amend the Terms and Conditions of the Competition, including but not limited to the right to extend any deadlines, at its discretion and without prior notice.

6. By registering and entering the Competition, participants and/ or their parents or legal guardian (If he/she is under 18 years old) agree to accept and be bounded by the decisions of SCO and its adjudicators in all matters. He/she also agrees to be bounded by these official Competition Rules and Regulations and by any subsequent published revisions of these rules, as well as the decisions of SCO which are final.

7. It is the applicant’s responsibility to check the Organiser’s website at www.sco.com.sg for any updated information.

Publishing and Performance Rights of the Competition

A. Composers of New, Non-published or Performed works (with no existing contractual obligations) are to abide by all terms & regulations in this registration book, including guidelines C to H below.

B. Published and Commissioned works, including adaptation of such works, must be accompanied by the

written approval of the publishing and/or commissioning organisation in order for them (if applicable) to participate in this competition. This includes permitting the works to be performed at the Semi-Finals and Finals concert (where applicable) without fee. Participants must abide by all relevant terms & regulations in this registration book, including guidelines E to H below. The original copyrights (other than that stated above) of these works remain unchanged, regardless of the results in the Nanyang Award Category.

C. The Organiser has rights to record, publish and premiere of the prizewinning works. The SCO retains

the rights stated in Clauses 1, 2 and 3 to the use and performance of prizewinning works with no payment of fee.

D. Composers whose compositions are awarded prizes in the Competition are subjected to the condition

stated in Clause 1, 2 and 3. E. Prizewinners are required to sign SCO’s Copyright Agreement and provide necessary documents and

information prior to the release of the cash award.

F. The Organiser reserves the right to document and record all or part of the proceedings of the Competition and related activities for broadcasting and promotional purposes without prior notice and any payment to the participants. The Organiser retains the rights to the recorded materials.

G. Participants are not allowed to arrange for photography, audio or video recordings of any part of the

Competition and activities related to it. H. In the event of disputes or claims, the English version of this registration handbook shall be the sole

determining authority.

Clause 2. Warranties and Indemnity

2.1 The Composer pledges to SCO that:

2.1.1 the Composer shall be the sole composer of the Work which shall be wholly original to him and that the Composer is the owner of the copyright in the Work under the laws of the Republic of Singapore;

2.1.2 copyright in the Work shall subsist or may be acquired in all countries of the world whose

laws provide for copyright protection and that the Composer will not at anytime after the date of announcing the winner authorise or omit to do anything relating to the Work whereby the subsistence of the copyright in the Work may be destroyed or otherwise impaired;

2.1.3 the Work contains nothing which is unlawful or which infringes the copyright or other rights of

any third party and the exploitation of the Work will not infringe the intellectual property rights of any third party;

2.1.4 the Composer has full obligations to enter into the terms and conditions herein and to give the

warranties and indemnity contained in this Annex 2; and 2.1.5 the Composer shall not reproduce this work in any other format within the contractual period or

use the same title for another composition.

2.2 The Composer will keep the SCO fully indemnified against all losses, actions, liabilities, claims, proceedings, costs and damages arising out of any breach of the above warranties.

Clause 3. Copyright in Recordings

3.1 It is hereby acknowledged and agreed that the copyright in the sound recordings, films, videograms and other recordings as may be produced by SCO pursuant to the exercise of its rights under Clauses 1.1.3 and 1.1.5 shall be vested in SCO, and the parties hereto agree to do all such things and to sign and execute all such documents and deeds as may reasonably be required to ensure that the aforesaid copyright vested in SCO. 3.2 For the avoidance of doubt, it is hereby acknowledged and agreed that SCO shall be solely entitled to all the proceeds as may be generated from the reproduction, sale, licence or exploitation of the sound recordings, films, videograms and other recordings as referred to in Clauses 1.1.3 and 1.1.5 (regardless of whether such proceeds are received by SCO during the Term of this Agreement or otherwise) and shall not be required to pay any fees or royalties to the Composer in respect of such reproduction, sale, licence or exploitation.

Clause 1. Grant and Exercise of Rights; Delivery of Work

1.1 With regards to the winning composition, the Composer hereby grants to SCO the following rights : 1.1.1 the sole and exclusive right to perform the Work in public in any part of the world within the first

year from the date of announcement of the winner; 1.1.2 the sole and exclusive right to perform the Work in public in any part of Singapore for the first

3 years from the date of announcement of the winner; 1.1.3 the sole and exclusive right to make the first sound recordings, films, videograms and any

other electrical, mechanical and/or other recordings of the Work for the first 3 years from the date of announcement of the winner. This includes incorporating the Work on any medium in Singapore for the first 3 years from the date of announcement of the winner;

1.1.4 a non-exclusive right to perform the Work in public in any part of the world including Singapore

after the first 3 years from the date of announcement of the winner; 1.1.5 a non-exclusive right to make sound recordings, films, videograms and any other electrical,

mechanical and/or other recordings of the Work in any part of the world. This includes incorporating the Work on any medium after the first 3 years from the date of announcement of the winner.

1.2 For avoidance of doubts, it is hereby acknowledged and agreed that the Composer shall not grant to any other party:

1.2.1 the right to perform the Work in public in any part of the world within the first year from the date of announcement of the winner;

1.2.2 the right to perform the Work in public in any part of Singapore for the first 3 years from the

date of announcement of the winner; and 1.2.3 the right to make the first sound recordings, films, videograms and any other electrical,

mechanical or other recordings of the Work for the first 3 years from the date of announcement of the winner. This includes incorporating the Work on any medium for the first 3 years from the date of announcement of the winner.

目标主办单位希望通过比赛:

1. 促进音乐创作,并探索具有南洋风与新加坡特色华乐作品的潜力。

2. 提高国际音乐界对南洋地区音乐(请看艺术要求第五点)与新加坡特色华乐作品认识。

3. 引领并推动具有南洋风与新加坡特色华乐作品。

艺术要求 1. 参赛作品必须是为华乐团而创作,形式可以是协奏曲或乐队合奏曲。

2. 作品时长介于五分钟至十二分钟,不限乐章数目。

3. 所有原创作品,无论是否已公演,都符合参赛资格(参见组别与相关的准则),但已呈交参于

2006年和2011年的新加坡华乐团国际华乐作曲大赛的作品则不受理。

4. 参赛作品可以是个人或集体创作的成果。

5. 参赛者必须考虑到新加坡独特的地理与文化风格,在作品中融入“南洋音乐素材”或“南洋人

文元素”。

定义:

“南洋” :泛指东南亚地区,包括新加坡、马来西亚及印尼。

• “南洋音乐元素” :具以上国家特色的主题、结构、节奏及调式特征等音乐元素,包括来自中国

南部地区(福建、潮州、广东、客家、海南)的音乐。

• “南洋人文元素” :源自以上所指国家的文化、地理或历史题材或逸事奇闻。

6. 作品风格(现代、古典、浪漫等)不拘。

配器 1. 参赛作品必须遵照新加坡华乐团的总谱形式、乐队编制和音域(参阅附录I)。作品无需使用乐团

编制的所有乐器,但不得增加乐器或乐员。

2. 总谱必须按打击乐员一至七清楚列明各乐员的打击部分。

3. 由于笛子音域的局限,参赛者在作品中如需转换此乐器,请清楚注明各笛子的应用。

4.若创作协奏曲,独奏乐器局限于:

拉弦:二胡、高胡和中胡

拨弦:三弦、琵琶、柳琴、中阮和古筝

吹管:笛子、笙和唢呐

打击:仅限参阅附录I的乐队编制

5.参赛者如有意使用华乐团编制以外的南洋地区民族乐器创作,须在2014年10月1日前以书面向

主办方提出申请,惟在获得与主办方的书面批准后方能加入此类乐器。

1. 得奖者将获颁奖牌与奖金。所有入围者都将获颁参赛证书。

2. 未能获选进入决赛但展现创作潜质的作品,不排除在主办方今后的音乐会中选为演出曲目。

1. 评选委员会将选出决赛者与得奖者。委员会如果认为个别组别没有达到要求的适合作品,该组别奖项名额或将

2. 在初选阶段,评委将根据不具名的总谱进行评选。获选进入决赛的作品,将在决赛阶段公布作曲者的姓名。

3. 评选结果为终评结果,任何上诉恕不受理。

4. 参赛者同意所有呈交的资料/作品将发给评选委员评选得将者。参赛者免除新加坡华乐团,其赞助商与评选委员

报名与呈交需求

所有参赛者必须呈交:

1. 报名表格

• 填妥报名表格并附上近照,以及清楚显示参赛者国籍与年龄的护照或身份证副本。

• 参赛者可以通过电邮、传真或邮寄报名表格至“Singapore Chinese Orchestra Co Ltd,

7 Shenton Way, Singapore Conference Hall, Singapore 068810” 。

• 参赛者在各组别可呈交超过一部作品,但每部作品必须附上不同的报名表格。

• 参与联合创作的参赛者,必须同时附上个人的报名表格及呈交一份资料(参考以下项目2)。

• 截止日期为2014年10月1日。

2. 总谱及其它资料

• 总谱及其它资料包括:

- 以A3纸打印总谱两份并清楚列明配器与演奏方向。参赛者的姓名,作品曲名,作品时长,创作年

份和参赛组别应只显示在第一页,其余的页面不得出现任何识别标志。

- 两份乐曲简介,以100到500字为限。

- 录音与/或录像(南洋奖及新加坡作曲家奖(若适用)的参赛作品须呈交。其它奖项则非强制)。

- 总谱电子档请以PDF与Sibelius 7或Finale格式存储在CD-ROM呈交。

- 出版者或委约机构批准参赛的书面文件,以及批准参赛作品演出豁免缴付版权非,主办方不会因

此侵犯版权。(只限南洋奖和新加坡作曲家奖(若适用)组别的参赛者)

- 参赛者简历

• 总谱及所有资料必须邮寄给“Singapore Chinese Orchestra Co Ltd, 7 Shenton Way,

Singapore Conference Hall, Singapore 068810”。

• 参赛者将会在呈交作品后的七天内,收到主办方通过电邮或传真确认收到总谱及资料。参赛者必

须提供有效的电邮地址、传真号码与其他联络详情。请勿提供hotmail及yahoo地址(由于技术

问题,我们可能无法收到hotmail及yahoo邮址发出的邮件)。

• 呈交的总谱与资料将不会归还。

• 截止日期是2015年6月30日傍晚6时。凡在截止日期之后收到的作品将不获参加比赛资格。

3. 参赛者不准代表另一人呈交作品。

4. 新加坡华乐团将在2015年8月中旬通知入围者须提供的各声部分谱,

并于2015年9月15日或之前呈交。

津贴获选入围的参赛者将受邀出席决赛、颁奖典礼和音乐会以及研讨会。主办方将为海外入围者提供:

1. 顶额为500新元的旅费津贴,惟需出示相关的收据以核实金额。目前在海外求学深造或旅居海

外的新加坡籍入围者也可获此项津贴。

2. 顶额为500新元的住宿津贴,惟需出示相关的收据以核实金额。对于在新加坡有住宿的新加坡

籍或非新加坡籍入围者不能享有此项津贴。

声明 1. 报名手册附有中英两种语文版本。如有任何差异,应以英文版为准。

2. 参赛者视为已阅读、理解并同意列于附件2的条件与条款,包括但不局限于主办方的出版与演

出权利的条款。

3. 参赛者如果提供不正确或误导性的资料,将被取消参赛资格。倘若新加坡华乐团被告知得奖作

品有违任何的条规,将进行调查。如果证明违反条款,得奖者可能被起诉,而所赢得的奖项、

奖金与奖牌也将被撤消。

4. 如果参赛作品不足,主办方保留取消或结合任何比赛回合或组别的权利。

5. 主办方保留更改比赛条件与条款的权利,包括但不局限于通过慎重的考虑或在没有提前通知下

延迟任何截至日期。

6. 通过报名与参赛,参赛者与/或他们的家长或法定监护人(如果参赛者未满18岁)同意接受并受新

加坡华乐团与大赛评选委员的任何裁抉所约束。他/她也同意大赛所定的条件与条款,以及任何

之后修改并公布的条款和新加坡华乐团的任何决定为最终决定所约束。

大赛出版与演出权利

A. 新创、未出版或已演出的作品(没有现存的合约义务)需受制于本手册的所有条件与条款,包括以下C至H

的准则。

B. 出版与委约作品,包括改编作品,必须附带所属出版公司和/或委约机构的批准参赛的书面文件,以便参

加这项比赛(如适用)。这包括准许作品可以免付费在半决赛与决赛音乐会上(如有需要)演出。参赛者必须

遵循所有列于此手册的相关条件与条款,包括以下E至H的准则。不管作品在大赛的南洋奖项组别得奖与

否,原作的版权所有(除了上述所列)维持不变。

C. 主办方享有得奖作品的录音、出版和首演的优先权。新加坡华乐团保留列明于条款1、2、3的权利,包括可

以免付费使用和演出得奖作品。

D. 获奖的大赛参赛作品,新加坡华乐团保留列明于条款1、2、3的权利。

E. 得奖者在主办方发放奖金前,必须签署新加坡华乐团版权授权书,并提供必要的文件和资料。

F. 主办方无须征得参赛者的同意或给予酬劳,保有大赛与相关活动的部分或全部录像或录音播放与宣传

用途的权利。主办方对录像、录音及存档资料保留所有权。

G. 参赛者不得在大赛与相关活动进行期间自行安排摄影、录音或录像。

H. 如有任何争议或索赔,本手册的英文版本将作为唯一的决定权。

条款 1、授予与行使权利;作品的呈交

1.1 关于得奖作品,作曲者在此授予新加坡华乐团以下的权利:

1.1.1 作品从宣布得奖该日算起的第一年里,华乐团拥有独占及排他性的权利在世界各地公演该作品;

1.1.2 作品从宣布得奖该日算起的首三年里,华乐团拥有独占及排他性的权利在新加坡公演该作品;

1.1.3 作品从宣布得奖该日算起的首三年里,华乐团拥有把作品制成首个录音、影片、录像与其他

任何电子、机械与/或其他录制品的独占及排他性的权利。这包括作品从宣布得奖该日算起的

首三年里,在新加坡把作品以任何媒介形式制作;

1.1.4 作品从宣布得奖该日算起的首三年后,华乐团持永久非排他性的权利在世界各地,包括在新

加坡公演得奖作品;

1.1.5 作品从宣布得奖该日算起的首三年后,华乐团持永久及非排他性的权利在世界,包括在新加

坡把得奖作品制成录音、影片、录像与其他任何电子、机械与/或其他录制品。这包括作品在

世界各地,包括在新加坡以任何媒介形式制作。

1.2 为免质疑,作曲者谨此确认并同意不得:

1.2.1 在作品从宣布得奖该日算起的第一年里,授予任何第三方在世界各地公演的权利;

条款 2、保证与免责

2.1作曲者向新加坡华乐团保证:

2.1.1作曲者是作品的唯一作曲人,而且完全是个人的原作,此外,根据新加坡共和国的法律,作

曲者是作品的版权拥有者;

2.1.2作品版权应在世界凡有版权保护法律的任何国家应有效,作曲者不得在宣布得奖该日后的任

何时候,授权或遗漏进行任何与作品相关的行动,而使作品版权的存在遭受破坏或损害;

2.1.3作品不含任何非法或侵犯版权或任何第三方的权利,此外,若使用该作品将不侵犯任何第三

方的知识产权;

2.1.4作曲者拥有义务签定并履行本合约的条件与条款的义务,同时给予本附件2所述的保证与免责;

2.1.5 作曲者不能在合约期间将此作品以任何形式重编或以同一曲名为其他创作命名。

2.2作曲者将给予新加坡华乐团完全免责于一切因违反上述任何保证导致的损失、行动、免债、索赔、

诉讼、费用与损害。

条款 3、录制品版权

3.1 双方在此确认并同意新加坡华乐团按条款1.1.3与1.1.5行使它进行录音、影片、录像与其他录制品的

权利应归新加坡华乐团所有,此外,双方也同意在合理的需要下,办理一切所需事宜并签署执行一

切所需文件与契约,确保上述版权归新加坡华乐团所有。

3.2为免质疑,谨此确认并同意新加坡华乐团应独家享有复制、销售,授权或各种形式的销售,以及在

条款1.1.3与1.1.5中所指的推销或许可录音、影片、录像与其他录制品所得的收益(无论新加坡华乐

团是在本合约期限内或其他时候取得此收益),此外,新加坡华乐团对此等的复制、销售、推销或

许可录制,无须付予作曲者任何费用或版税。
