AND IDENTIFICATION PROGRAM FOR KANSAS

ToMyFellowKansan:VoterfraudisoccurringintheUnitedStates.InKansas,thevotingprocessislargelyunprotectedagainstthecampaignsoffraudthataretakingplace.Withoutsecuringourregistrationprocess,anyonecanvoteinourelections.WithoutVoterID,theonlyhurdleisgettingonthevoterrolls.Oncethenamesareinthecomputer,andatthevotingprecinct,peoplecandrivearoundvotingalldayundervariousnames.Currently24stateshavesomeformofVoterIdentificationrequirementandonestatesecurestheirvoterrollsbyrequiringproofofcitizenshipandresidencyatregistration.Kansasneedstodoboth.Ihavetheexperiencenecessarytoimplementacomprehensivevoterregistrationandidentificationprogram.Asaninternationalelectionsobserver,IhaveadvisedcountrieswherevoterregistrationandphotoIDrequirementsareinplacetoprotectagainstfraud.SecuringOurVote:AComprehensiveVoterRegistrationandIdentification

ProgramforKansasconsistsoftwosecuritymeasurestoprotectourvote.First,aregistrationprocessrequiringproofofcitizenshipandproofofresidencywillbeestablished.Second,avoteridentificationprogramthatrequiresaphotoidentificationatthepollsonElectionDay.Thecombinationofthesetwoprogramswillsecureourvotefromfraud.Isubmitthisplantodayforyourconsideration.SINCERELY,J.R.CLAEYSCandidateforKansasSecretaryofState

- ONE - Eligiblevotersmustpresentproofofcitizenshipandresidencyatthetimeofregistration.SincethisprocessoccursattheDepartmentofMotorVehicles,avalidKansasDriver’sLicensenumberorKansasIdentificationnumberwillserveasproofofcitizenshipandresidency.ForthosewithoutavalidKansasidentificationcard,alternatemeansofprovingcitizenshipandresidencywillbeavailable.Anyofthefollowingwillbeacceptedforproofofcitizenship:

• Alegiblephotocopyofabirthcertificatethatverifies

citizenshipandsupportinglegaldocumentation(i.e.marriagecertificate)ifthenameonthebirthcertificateisnotthesameasyourcurrentlegalname.

• AlegiblephotocopyofpertinentpagesofaUnitedStatespassportidentifyingtheapplicant.

• PresentationtotheCountyRecorderofUnitedStatesnaturalizationdocumentsorthenumberofthecertificateofnaturalization.

• Theapplicant’sBureauofIndianAffairsCardNumber,TribalTreatyCardNumber,orTribalEnrollmentNumberinbox16onthefrontofthevoterregistrationform.

• Alegiblephotocopyofadriverlicenseornon‐operatingidentificationfromanotherstatewithintheUnitedStatesifthelicenseindicatesthattheapplicanthasprovidedsatisfactoryproofofcitizenship.

• AlegiblephotocopyofaTribalCertificateofIndianBloodorTribalorBureauofIndianAffairsAffidavitofBirth.

Thefollowingwillbeacceptedforproofofresidency:

• Kansasschoolforms;suchastuitioninvoices,receipts,class

schedules,reportcards,DE‐99,ortranscriptswiththeapplicant'sKansasresidenceaddress;or,school,collegeoruniversityrecordscontainingthestudent'snameandKansasresidenceaddressandvalidschoolorcollegeidentificationcardwithphotograph

• Copiesofschoolrecords/transcriptsfromaKansasschoolinwhichtheapplicantiscurrentlyattending

• Driver'slicense,learner'spermit,DMVissuedidentificationcardwithphoto,orrenewalnotice;displayingtheapplicant'scurrentresidenceaddress

voterregistrationrecord.Conformdoesnotmeanidentical.• Mustdisplayanexpirationdateandeitherbecurrentorhave

expiredsometimeafterthedateofthelastGeneralElection.• MustbeissuedbytheStateofKansasortheU.S.government.

Inmostcases,aKansasdriverlicense,KansasphotoIDcard,MilitaryIDorU.S.Passportissufficient.AstudentIDfromaKansasStateschoolmayonlybeusedifitmeetsallofthefourcriteriaspecifiedabove.AstudentIDfromaprivateinstitutionmaynotbeusedforvotingpurposes.

IfavoterisunableorunwillingtopresentanIDmeetingtheserequirements,thevotermaycastaprovisionalballot.Ifaprovisionalballotiscast,thevoterhasuntilnoon10daysaftertheelectiontofollowupwiththecountyelectionboardtoprovidethenecessarydocumentation.NoregisteredvoterwillbeturnedawayfromthepollsonElectionDay.

PhotoIDwillnotberequiredforAbsenteevoting.J.R.ClaeysiscommittedtoimplementingaVoterIdentificationprogramtopreventdouble‐votingandotherformsofElectionDayfraud.

- FOUR - ToprotectourrighttovotewemustalsohavetrainedpollworkerswhounderstandtheprocessandwhocancommunicateprocedurestovotersonElectionDay.Politicalactivistswhoattempttoinfluencevoterswillberemovedfromourpollingplaces.Byremovingactivistsfromourpollingplaceswereducefraudulentactivitiessuchasvoterintimidationandstuffingoftheballotbox.Theseareformsoffraudthatweareseeingmoreofacrossthecountry.Recruitmentofpollworkerswilltakeplacewithincivicorganizationsandothernon‐partisangroupsthatrespecttheElectionDayprocess.J.R.willimplementaplantopreventfraudorchestratedbyactivistsatthepollsonElectionDay.
