SHARPEVILLE. - The Department of SocialDevelopmentwill spendmore thanR7millionafter the completion of the Early ChildhoodDevelopment (EDC) project through a socialgrant. The structure was left to perish incomplete
in about 2012. It received another boost ofR3,6 million though provincial initiatives. The Emfuleni Local Municipality (ELM)
is the custodian of the property as they ownthe land. The Emfuleni Health and SocialDevelomentMMCCouncillor Sello Pitso saidthey have recruited Makgothamisha BuildingConstruction at R3,6 million for the secondphase. He said the contractor had alreadystarted erecting awall. Letlapa has been termi-nated for non performance, said MMC Pitso. However, this did not bode well for the
Community Development Initiative (CDI).The project stopped pending further explana-tion by the local government on May 7.CDI spokespersonRakgadi Seetsi said until
they received further explanation from themunicipality, Ward Councillor, main contrac-tor and community liaison officer regardingthe process followed, no work would be car-ried on. Letlapa - a Pretoria contractor -stopped working when it allegedly demandedmore money from the provincial government.Apparently Letlapa was funded over R3,3million to finish the structure.Seetsi said the matter was brought to the
attention of ELM Mayor Gretha Hlongwaneand her speaker Cllr MP Gqoloshe: “We wantto know what happened with the 10% of themoney remaining for Letlapa. Initially thatmoney was supposed to be issued after a jobwell done.” She said, “Disrupting services orbarricading roads is not our strength unless thegovernment so wishes.”Currently on the capital adjustment budget
for the 2014/15 Social Infrastructure grant theproject still appears. This has raised eyebrowsin the Democratic Alliance (DA). The DAsaid according to themonetory and evaluationreport of the second quarter of the October- December 2014 and 2014/15 financial year:Neither the contractor or any activity has beentaking place on site since 2012.Instead further damage has been realised,
namely: disconnected electricitywires, fallingceilings from the truss and broken window-panes. “Inevitably, in terms of the monetoryand evaluation report, there’s neither a projectnumber nor project amount, no project con-tractor, no project duration, no commence-ment date, no completion date, and no regis-tration with the municipal infrastructure grantfund,” Seetsi ends.
Community boycott new contractor
Some members of the Community Development Initiative in Kensington prevented Makgothamisha Building Construction from goingahead with the second phase of the Early Childhood Development Centre after Letlapa Construction allegedly disappeared withouthaving completed the work, according to the Emfuleni Local Municipality (ELM) MMC for Social Development, Sello Pitso. Car battery failure isn’t scheduled like loadshedding. It can happen when you least ex-pect it.Finding a reliable, quality car battery can
be tricky, but if you look out for a long-termguarantee, you’re halfway there.
A warranty is essentially the company’sseal of approval on their product. SA’s lea-ding battery manufacturers, First NationalBattery, offer the only genuine nationwideguarantee – a two-year product warranty onthe complete ‘Raylite’ Enhanced Flooded
Battery (EFB) range. The warranty is valid at any one of First
National Battery’s franchise outlets - BatteryCentre - nationwide, regardless of whetherit was bought at that branch or from a diffe-rent stockist altogether.
“If it’s a manufacturing fault, and is in thewarranty period, it will be replaced – no has-sle,” says Marketing Director of BatteryCentre, Andrew Webb.“Moreover, our Battery Centres are equip-
ped to establish the most likely cause of thebattery failure by performing a free-of-char-ge battery assessment. In some cases, the battery itself isn’t faulty
and our battery specialists are able to adviseon how to eliminate the problem – savingyou the unnecessary cost of replacing a bat-tery that doesn’t need replacing,” he adds.Choose high-quality, reap the benefits. When it comes to replacing a battery, think
long term.A cheap battery might save you a few
rands now, but could end up costing you alot more in the long run. All Battery Centresnationwide stock the technologically advan-ced Raylite EFB range.Designed as a cost-effective solution for
cars using start/stop technology, these batte-ries offer exceptional performance and arean excellent choice for all vehicle makes andmodels. “These batteries are also fully recy-clable and under normal operating conditi-ons will not require any maintenance,” con-cludes Webb.To get your current battery tested for free
by the battery specialists at your nearest Bat-tery Centre, visit the online branch locatorhere. To stand a chance to win a Raylite bat-
tery with free installation from your nea-rest Battery Centre, SMS the word “Bat-tery” followed by your name and surnameand your type of vehicle to 45516.For more information about Battery Cen-

Embracing the unknown and tackling somet-hing new can be very daunting, but my spee-ches presentations on ‘change’ offer a multi-tude of reasons why change is very benefici-al for one’s personal and professional life. This I told someone over the Easter holidays.
For some, change is exciting but, for others,it can be extremely unsettling and manyaren’t capable of adapting to new situations. When we begin to realise that change is
not something to be feared and avoided, wecan learn to let go of the fear of change. Wecan let go of the part of us that has been refu-sing to change, often causing considerablestress to our systems. When we try to avoidchange of any kind, we create tension and
stress throughout the body. We keep ourenergy from flowing more freely throughplaces in the body, and this causes morestress. Our bodies are supposed to flow withchange and our avoidance of it causes stress. When you do realise this, you will feel
the relief. Your body doesn’t like it whenyou try to hold back change. All the cellsof your body are changing every instant. Allyour body’s processes go on unnoticed brin-
ging change everywhere. When you try tohold back any of the inevitable forms ofchange in your life, the body gets confusedand shuts down in some ways. This causes tension, stress, all kinds of
discomfort for you.The only way to accept change is to realise
that it is inevitable, that no matter what wedo we can’t keep it from happening.Lerato...

dren are our future, our treasure - invest inthem’, as part of primary health care.He adds that theMEC for Health will visit
the area soon.Due to population increases, the govern-
ment is trying to build more local clinics andadd rooms to the current ones.On the shortage of drugs, Pitso said small
clinics do not have enough space or fridgesto keep certain medications. The medications are transported as per re-
quest to avoid expiry. The government will always strive to en-
sure that the community receives betterhealth-care in all clinics:“No patient will receive expired medica-

SEBOKENG. - Koinonia Bible Churchhosted the men and women in blue, the firstdefence of the country. This was when theyheld their Easter prayer on Wednesday. The prayer was conducted by Sebokeng
SAPS, which was a great success accordingto the masses that attended the event. “Thiswas a great initiative for us as Police to goback to our Lord and savior. We are veryfulfilled by the word of God - revived aswe march on to our different positions andserve our communities,” says Colonel Mo-lutsi, the programme director. It was praiseand jubilation as the SAPS glorified the na-me of Jesus. The programmewas very leng-thy, with numerous speakers from differentdenominations coming to embark with theSAPS on their Easter prayer. Many were given a chance on the pulpit.
They gave their messages from the wordof God, encouraging each other’s work inwhat is a very challenging career - whichneeds God’s intervention at all times. AllSebokeng cluster representatives were gi-ven amoment to issue their words of encou-ragement to colleagues. Brigadier Masha
says criminals have nothing to lose: “Theydo as they please at any given time. We needto be as brutal as they are and be ahead ofthemmentally and spiritually.” This messageconveyed considerable zeal to the SAPS, to
know their position in the community andtheir value to society.Zero tolerance toward criminals was pro-
mised. Police vowed to work their heartsout over Easter and beyond.

EVATON. – Just as schools were about toclose for the Easter holidays motivationalspeaker and young entrepreneur LawrenceKhekhe and his Foundation invited a verysignificant entertainment icon to speak. This was entrepreneur,
Sibusiso “DJ Sbu” Leope. He spoke last Friday at

about motivating learners tobelieve in their dreams andstudy hard toward their futu-re.The well renowned dee-
jay spoke mouthfuls to lear-ners, giving them hope andendurance to enhance theirlives with education.“I have nothing to give
you but a word of encoura-gement from God,” said Le-ope during his speech ad-ding that everything he hasis by God’s grace and hardwork.
“I have applied my mindtowards success and successfollowed me.I worked hard to be where
I am. I worked hard to have all the cars andhouses in the suburbs. Education was myfirst key to break all the boundaries beforeme. I had to jump all the hurdles to reachthe finish line, whether first or last,” said Le-ope.
He further showed hishard work by promoting hisnewly-branded energydrink `Mofaya’ of which hedeclared a percentagewould go to the DJ SbuEducational Fund to educa-te young black South Afri-cans.Moreover Leope has a

BOPHELONG. - ArcelorMittal South Africahanded over four refurbished classrooms anda newly built jungle gym for Grade R andGra-de 1 learners of Seeiso Primary School inBop-helong.The hand-over was to school principal Jo-
hannes Mokhutho and his committee recentlyand took place among representatives of theSedibeng District Department of Education. The project forms part of the ArcelorMittalFoundation’s global Solidarity Holidays Pro-gramme where employees from around theworld have an opportunity to spend part oftheir annual leave volunteering for a Foundati-on project in a foreign country. Ten internatio-nal and 20 local ArcelorMittal employees ca-
me together with local contracting companiesand built and upgraded the school with muchneeded facilities for the pupils.“We work closely with the Department of
Education to identify schools close to our ope-rations that have pressing needs.”These were words of Prudence Masike of
ArcelorMittal. It was attested by local council-lor Mabuthi Bikisha that Seeiso PrimarySchool is servicing a growing population. There is a requirement to increase the uptakeof learners into the school, which is puttingpressure on the existing facilities|: “We areplead that ArcelorMittal look round the areain order to keep balance and help here.”Raj Mandamparambil, Group Head of the
ArcelorMittal Foundation, was amongst thegroup that took part in the handover. He saysit is commendable that international volun-teers took time out of their annual leave to co-me to a foreign country to serve in communi-ties so different from their normal surroun-dings.The total investment by ArcelorMittal
South Africa in this project was around R400000, which includes the costs for refurbish-ment as well as the expense of hosting the in-ternational visitors, said Masike. The newlyrefurbished classrooms have been equippedwith all the amenities needed to create a happyand conducive learning environment for the160 Foundation phase learners. It was repor-ted by the principal that educators at the schoolhave said the newly renovated classroomswillimprove the quality of education and the lear-ning experience of learners. “We express oursincere gratitude to the dedicated local and in-ternational ArcelorMittal team members andthe local community for agreeing to contributetowards refurbishment toward state-of-the-artclassrooms and for building the jungle gym,”said Mokhothu. “Poor education and lack ofadequate infrastructure in disadvantaged com-munities is one of our country’s greatest chal-lenges. This project demonstrates that with acollaborative effort from private sector com-panies like ArcelorMittal and government, wecan together play a vital role in curbing thesechallenges,” he said. The ArcelorMittal Soli-darity Holiday Programme was initiated in2010 and this year marks the fifth anniversaryof the initiative. Through Solidarity Holidays, employees are given the opportunity to engagewith people from different cultures, to interactclosely with colleagues from other locationsand make a direct contribution to the compa-ny’s social development initiative.

TOUCHLINE has faith in the newly electedEmfuleni Local Football Association to takeour football forward. However, TOUCHLI-NE’s main concern persists - the structure ofthe Emfuleni Local Football Association’sSuper and Junior League. This doesn’t makesense to TOUCHLINE, to say the least.
For example, the Super League Tourna-ment played in a round robin format whilethe u/13, u/15 and u/17 were a knockout stage. It is a big mistake for the u/13 tournamentto start with a knockout while Super Leaguestarts as a round robin. This is not how thingsshould be done, especially when we talkabout development.
To make matters worse, Emfuleni LocalFootball Association chairman Mondli Nkosisays it is only in Boitshepiville that the junior
tournament plays in a knockout stage, whileother areas or streams play in a round robinsystem. According to Nkosi, Boitshepivilleteams agreed to play knockout stage duringa meeting held at George Thabe Stadium priorto the tournament.
If this is the case, those teams’ representati-ve are out of line to suggest that the juniorsoccer tournament be played in the knockoutstage. These youngsters must enjoy themsel-ves as much as happened with the Super Lea-gue teams. The junior soccer teams must beour top priority in this region and if the coa-ches decided the juniors play knockout stage, then they are not part of development.
The truth is that this is not a Sunday leaguebut the development of football where theseyoungsters should be shaped at a young age.
For starters, development is not about win-ning but about laying a solid foundation forthe future. TOUCHLINE also wishes to advi-se the newly elected Emfuleni Local FootballAssociation to improve communication withtheir partners such as Emfuleni Local Munici-pality in terms of facilities.
The Emfuleni junior league tournamenthad to play at James Ground because the Ge-orge Thabe Stadium was not booked or be-cause the municipality was not aware of suchgames. Look, as much as those facilities be-long to community, the right channels mustbe followed.
It was very disappointing for these young-sters to be told they would play on hard-sur-face soccer grounds while there are much bet-ter facilities in their areas. Lack of communi-
cation is the only downfall of our football inthis region.
It is wrong for the development teams toinsult stadiums’ carekakers and demand theyopen the stadium when the right process wasnot followed. It is ‘comrade mentality’ toclaim the stadium belongs to the community. It is not supposed to work like that because- as things stand now – we don’t have properfacilities in townships due to the same menta-lity of entitlement, Grow up somebody –things have changed for the better of football. It is our responsibility that everyone takes ca-re of those facilities - precisely because theybelong to the community. We don’t need`comrades’ in football. We need coaches andadministrators. Let’s do this again next week. From TOUCHLINE …!!!
Comrade mentality doesnot belong in football

BOIPATONG. - Eight local schools will participatein the Youth Gifted and Bold School Tournamentscheduled to take place at Boipatong Stadium onApril 16 - 24.The sporting codes to take place are netball and
soccer. The main aim of the tournament is to give young
people a platform fromwhich to showcase their talentand help ease some of the social issues faced by theyouth sector. The eight schools to take part are JetNteo Secondary, Thuto-Lore, Lebohang, El-Shaddai,Mahareng,Mohlodi, Tsolo and Sun-Crest Secondary.Speaking to Sedibeng Ster Sport, Skumbuzo “Ta-
ka” Nkonyane, chairman of the organising commit-tee, says this initiative is one of its kind in Sedibeng. He says this is part of Sports Minister Fikile Mba-
lula’s call to school sports.Nkonyane says these two sporting codes - netball
and soccer - are some of the activities that were popu-lar at schools in the past. Netball and soccer usedto attract attention with the Sedibeng community co-ming in droves to support school sports. He says the initiative is part of bringing back those
good old days when netball and soccer provided ‘kil-ler entertainment’.What made things evenmore inte-resting was that most past soccer professional playerswere discovered playing school football. There were powerhouse schools such as Botebo-
Tsebo,Maqeke, Lekoa-Shandu,Moqhaka and Thuto-Tiro Secondary, to mention but a few. When it was Wednesday the whole Vaal Triangle
community would flock to the neighbouring soccergrounds to watch the above-mentioned schools:“Wewant to bring school sports back towhere they
belong like it used to be the past. The local soccerfields used to be packed to capacity with the commu-nity coming to watch netball or soccer. This is nolonger the case and we appeal to school principalsto support the initiative.“The only time our school sports get attention is
during the athletics season and this is wrong.“Football and netball must be given the respect
they deserve, especially at the so-called Model Cschools,”
