and ensure that they are properly trained.• Disseminate information about testing to families, including Parent

Online HSA Scheduling• Schools may test students at any time during school hours within the testing window.• Students may take the online Bridge Hawai‘i State Reading and Mathematics

Assessments (in English) up to two times, and the online Hawai‘i State Science Assessment (in English) up to three times during the testing window. All online assessments must be completed within 45 calendar days of the start date, or the opportunities will expire.

• HIDOE will provide the Hawai‘i State Reading, Mathematics, and Science Assessments in Hawaiian and English for the Grades 3 and 4 Hawaiian Language Immersion Program (HLIP) students. The assessments in the Hawaiian language are fixed form assessments that students may take only once during the testing window. Schools may determine which combination of the two languages for the online Hawai‘i State Bridge Reading and Mathematics Assessments to administer for up to two test opportunities per student, and which combination of the two languages for the Hawai‘i State Science Assessment to administer for up to three test opportunities per student.

• Students must wait 14 calendar days before starting the next opportunity within any given content area. The 14-day wait period will be lifted during the last five weeks of the testing window.

• Assessments are not timed. A typical student may need 2 class periods of approximately 45 minutes to complete an assessment in one content area (including time for directions, logging in, etc).

EOC Exam Scheduling• EOC Exams may be administered at any time during school hours within each testing

window. Only students enrolled in the applicable course(s) at the time of testing will be allowed to take the EOC Exam(s).

• Intermediate/middle schools that offer any of these courses, e.g., Algebra I, will also administer EOC Exams to students enrolled in these courses.

• Students will be given one opportunity to take an EOC Exam within the testing window during the last several weeks of the corresponding course. Under certain circumstances, a second opportunity may be granted if the Test Coordinator completes and submits a Test Impropriety Report in TIDE. The report must contain a description of the conditions under which the first opportunity was administered and the reason(s) why the test opportunity should be reset. The HIDOE Student Assessment Section will inform the Test Coordinator via the TIDE system whether or not the request is approved.

• The Algebra I, Algebra II, Biology I, and U.S. History EOC Exams will require approximately 90 minutes to be administered. Students may be given as much time as needed to complete their exams and may pause their exams and complete them on a later date that is still within the same EOC testing window.

• The Expository Writing I EOC Exam will take approximately 2 hours to complete and must be completed in one sitting. Once a student starts an Expository Writing I exam, the student must complete the exam before leaving the testing room unless a restroom break is needed. A student my be given additional time if more than two hours is needed.

Online HSA and EOC Exam Scheduling

• Students can be tested in any room that provides a quiet environment where other students are not participating in learning activities. There must be enough computers for a group of students, plus one computer for the Test Administrator. Some schools will use computer labs, and others will use mobile computer carts brought into classrooms.

• Work with your Technology Coordinator to ensure that the number of students testing does not exceed the recommended maximum for each wireless access point in your school or lab (see the Technology Requirements document for additional information about how many students should test at a time).

• Ensure that students begin a test session in smaller groups (a staggered login) so that not all students are trying to click the “Begin Test Now” button at the same time.

Online HSA and EOC Exam Scheduling

Step 1 At your school, how many students in each tested grade will take the online HSA or EOC Exams?

 Step 2 At your school, how many computers are

available in all computer labs or mobile carts that will be used for online HSA or EOC Exams?

Step 3 At your school, how many class periods per day will be used for testing? Assume a class period is approximately 45 minutes.

Step 4 Multiply the results of Steps 2 and 3 and then divide by two.

Step 5 Divide the total number in Step 1 by the result of Step 4. This gives you the total number of days required for your school to assess students once.

ExampleFormula

School A has 90 students in grades 3, 4, and 5. School A has one computer lab with 30 computers. School A will test 4 class periods per day each day of the week.

• 90 x 7 = 630 total student testing sessions needed to test once

• (4 x 30) ÷ 2 = 60 student sessions available per day

• 630 ÷ 60 = 10.5 days needed to test students once.

Online HSAP Systems: Passwords• Principals must log into TIDE and enter or verify the school’s Test Coordinator(s)

information. Test Coordinators must then log in and add/verify Test Administrator and Teacher users.

– If a Test Coordinator or Test Administrator has changed, the previous person’s name must be deleted and the new name and other information added. All users with the Teacher role will need to be added.

– Newly added users will receive an email containing a secure web link that each user must click on to create a password and also to select/answer a security question. 

– No automated e-mail will be sent to returning users. Returning users should go to the TIDE website and click on the [Forgot Password] link on the homepage to receive an email with a secure web link. Returning users must click on the secure link to change their password and select/answer a security question. 

• The username for any user is the email address that was entered in TIDE for the user. Contact the HSAP Help Desk at 1-866-648-3712 if you need help with a username or password.

Criteria for Online HSA Testing ofStudents in Certain Populations

• Alternative program, home/hospital instruction, and serious disciplinary action status students must be tested at least once if:– Student is currently enrolled in grade 3, 4, 5, 6, 7, 8, or 10 at a

public school or a public charter school in Hawai‘i, as indicated by the Department’s official statewide student database.

– Student’s current physical, mental, and/or emotional needs do not prevent the student from taking the assessment at the most appropriate site.

• Home-schooled students may be tested at least once at the request of their parents (“courtesy testing”).

Special Procedures for Online HSA TestingStudent Population Process

Alternative Program (off-island)*TC must notify Student Assessment Section (SAS) using the form found in the Online HSA Test Administration Manual. SAS will work to identify an appropriate state or complex area staff member to administer the online HSA assessments to each student who is receiving services at an off-island alternative site.

TC must submit a Courtesy Testing Request Form (included in the HSAP Test Administration Manual) to SAS. SAS will set the grade level and then the student may be tested at the school. A student will NOT be able to take an assessment until SAS has set the student’s grade level.

* Note that for students in these populations served at on-island sites, the schools where these students are enrolled/registered are responsible for identifying and training TAs to administer the online HSA at the on-island sites.

Online HSA and EOC Exams:Assessment Features for All Students

• Zoom In: Students can make test questions, text, or graphics larger by clicking on the Zoom icon.

• Highlight passages (or sections of passages) and test questions in all of the online HSA assessments and EOC Exams.

• Pause the test and return to the last test item they were on. However, if a test (other than the Expository Writing I EOC Exam) is paused for more than 20 minutes, students will not be allowed to return to previous test items except for test items on the same test page as previously unanswered items. The Expository Writing I EOC Exam allows students to pause their tests for up to eight hours.

• Cross out response options: Students can eliminate response options by using the strikethrough function.

• Mark a test item for review: Students can mark a test item to return to it later. However, if a test is paused for more than 20 minutes (or more than 8 hours for the Expository Writing I EOC Exam), students will not be allowed to return to marked test items unless the test items are on the same page as previously unanswered items.

Online HSA and EOC Exams:Assessment Features for All Students

• Take as much time as needed to complete an assessment: testing may be split across multiple sessions so that the testing does not interfere with class schedules. Each online HSA assessment must be completed within 45 calendar days of starting it and/or within the HSA testing window; each EOC Exam must be completed within the applicable EOC testing window.

– One exception to this rule is the Expository Writing I EOC Exam which must be completed within one uninterrupted test session on a single day.

• Listen to Bridge HSA Mathematics, HSA Science, and Algebra I, Algebra II, Biology I and U.S. History EOC Exam items in English through a text-to-speech feature (requires headphones):

– Text-to-speech is not available for students taking assessments in the Hawaiian language. For students who want to have questions or answer options read aloud in Hawaiian for the Bridge HSA Mathematics or HSA Science Assessment, a read-aloud guide is provided in the Test Administration Manual.

– The use of text-to-speech in English or read-aloud in Hawaiian for the Bridge HSA Reading Assessment, and/or the use of text-to-speech in English for the Expository Writing I EOC Exam, is an accommodation that requires the submittal of a verification of student need form and state approval. Students should not start testing until this accommodation is preset in TIDE.

These accommodations must be approved and preset in TIDE by the HIDOE Student Assessment Section prior to testing and cannot be edited by TAs during testing: Text-to-Speech for HSA Bridge Reading Assessment and/or Expository Writing I EOC Exam (English only)

TCs must request this accommodation for students using the form provided in the TAM. It will then be preset for approved students by the Student Assessment Section. Students should not test until their information has been updated to include the TTS accommodation.

Print on Request TCs must request this accommodation for students using the form provided in the TAM. It will then be preset for approved students by the Student Assessment Section.

Braille (not available for the Algebra I, Algebra II, Expository Writing I or U.S. History EOC Exams)

TCs must request this accommodation for students by contacting the Student Assessment Section at 808-733-4100. It will then be preset for approved students by the Student Assessment Section.

Online HSA and EOC Exams:Other Assessment Settings

• Language– Online Bridge Hawai‘i State Reading and Mathematics Assessments and the HSA Science

Assessment are available in English and Hawaiian. Assessments in the Hawaiian language are to be used only for grade 3 and 4 students in the Hawaiian Language Immersion Program (HLIP). These HLIP students will have the Hawaiian language preset for the assessments based on their enrollment status. TCs will not be able to set their language status in TIDE, and TAs will not be able to select an alternate language during testing. When a student enters the HLIP program during the school year, the English language for a student who is entering the HLIP program will not be changed in TIDE by the Student Assessment Section during the 2013 – 2014 testing window because these students have not received enough instruction in the new language to successfully complete the content area assessments in the Hawaiian language. Algebra I and Algebra II EOC Exams Only: • Online Scientific and Scientific/Graphing/Regression Calculators

– Pop-up scientific and scientific/graphing/regression calculators will be available in the online system. Only the online scientific and scientific/graphing/regression calculators may be used by students for the Algebra I and Algebra II EOC Exams. Students may not use handheld scientific and/or scientific/graphing/regression calculators.

– There will be two segments for the Algebra I and Algebra II EOC Exams. One segment will include the scientific calculator and the other segment will include the scientific/graphing/regression calculator. Students will not be allowed to review items in the previous segment after advancing to the second segment.

• Algebra II EOC Exam Mathematics Reference Sheet– A pop-up Algebra II Mathematics Reference Sheet is available in the online assessment

Online HSA and EOC Exams:Grace Period Extension and Test Opportunity Resets

• If a test has been paused by a TA or by a student for more than 20 minutes (with the exception of the Expository Writing I EOC Exam), the test session will expire, and the student will not be able to review any of his or her previous answers. A grace period extension is granted due to a major disruption, such as a fire drill, a school-wide power or Internet outage.

• Test Coordinators may submit a request for a grace period extension (GPE) in TIDE for the student’s test. This GPE will allow the student to go back and review his or her answers. However, the student’s test should be paused, and he or she should NOT be allowed to continue answering any further questions.

– The student should also not be allowed to proceed to the next test opportunity within that content area (where applicable) until the Test Coordinator has been notified of the Student Assessment Section’s decision regarding the GPE request. For HSA, if a student starts a wrong test opportunity by mistake, the student will have 45 calendar days to complete that test opportunity. For EOC Exams, the student will have until the close of the testing window to complete that exam. HIDOE will not approve resetting an HSA content area opportunity or an EOC exam for the student in this circumstance.

EOC Exams: Setting Student Eligibility in TIDE

• Student eligibility for each EOC Exam testing window will be automatically loaded into the TIDE system prior to the testing window opening. Dates are posted on the EOC portal on the Important Dates page.

• Test Coordinators should also enter TIDE prior to the testing window opening and ensure that all students who are eligible to take the EOC Exams have been selected.

• If a student is eligible to take one of the EOC Exams and the eligibility feature has not been selected, then a Test Coordinator must check the box next to the EOC Exam that the student is eligible to take.
