1. ABILITAZIONE ALL’UTILIZZO DEI CANALI TELEMATICI DI BI-REL
Ai fini dell’abilitazione all’utilizzo dei canali telematici di BI-REL il richiedente deve trasmettereapposita domanda - secondo lo schema indicato nell’allegato 1- alla Filiale della Banca d’Italiadetentrice del conto di gestione, precisando la data a partire dalla quale sarà in grado di utilizzare imessaggi stessi e le modalità con le quali intende ricevere le informazioni di regolamento e/o di scambio;a tale riguardo il titolare del conto di gestione deve aver già provveduto allo scambio delle chiavi diautenticazione applicativa con il Servizio Elaborazioni e Sistemi Informativi (per la messaggistica RNI-BIREL) e con il Servizio Sistema dei Pagamenti (per la messaggistica SWIFT) della Banca d’Italia. Loschema di domanda contiene anche una dichiarazione di manleva nei confronti della Banca d’Italiarelativa a qualsiasi responsabilità connessa con l'utilizzo della R.N.I. e/o della SWIFT come mezzo ditrasmissione. La richiesta si intende riferita al complesso dei messaggi, non potendo il richiedenteescluderne alcuni.
Al fine di utilizzare la messaggistica S.W.I.F.T. gli operatori devono essere iscrittinell’International Bank Identifier Code (BIC) Directory edito dalla Society for WorldwideInterbank Financial Telecomunication (S.W.I.F.T.).
Il richiedente, prima di essere abilitato, deve effettuare in ambiente di prova una serie di collaudicon esito positivo; in questa fase il Servizio S.D.P. della Banca d’Italia fornisce l’assistenza necessaria alrichiedente e controlla i messaggi trasmessi per verificarne il buon esito.
La Banca d’Italia provvede quindi ad abilitare il richiedente all'utilizzo dei messaggi R.N.I.e/oSWIFT, dandone conferma al medesimo.
Per quanto concerne l’utilizzo della messaggistica RNI/SWIFT, la procedura acquisisce imessaggi in parola solo se hanno superato i controlli di autenticazione. In particolare, il Sistema Centralene verifica la corretta provenienza e l’identità dei dati trasmessi attraverso apposite funzioni ed effettuaaltre verifiche di natura contabile e formale. In caso di esito negativo di uno dei controlli previsti, ilSistema Centrale provvede a “restituire” il messaggio al soggetto “mittente” con l’indicazione dell’erroreriscontrato.
Nel caso in cui si verifichino interruzioni o ritardi nella ricezione dei messaggi di conferma o dinotifica di “eseguito” dei messaggi inviati, i soggetti destinatari degli stessi possono richiedere leinformazioni del caso alla competente Filiale della Banca d’Italia o rivolgersi direttamente al ServizioS.D.P. (1).
Qualora il Sistema riscontri un tentativo di accesso rifiutato per errori di autenticazione , laprocedura inibisce automaticamente all’operatore la possibilità di inviare qualsiasi messaggio R.N.I. -BI-REL (2). Per la rimozione del blocco:a) il soggetto interessato deve inviare via fax(3) apposita richiesta al Servizio S.D.P., indicando i motivi
che hanno dato luogo al blocco;
1 Divisione “Gestione procedure sistema dei pagamenti”.2 Tale inibizione non viene effettuata nell’ipotesi in cui venga utilizzata la messaggistica SWIFT.3 Il fax deve essere inviato al numero comunicato dalla Banca d’Italia.

b) il Servizio S.D.P., ricevuto il fax di cui alla precedente lettera a) e verificate le cause che hannodeterminato il blocco, provvede alla sua rimozione dandone comunicazione all’interessato per le viebrevi.
2. MOVIMENTAZIONE ATTRAVERSO I CANALI TELEMATICI
2.1. RETE NAZIONALE INTERBANCARIA (R.N.I./BIREL)
L’abilitazione all’utilizzo della messaggistica R.N.I.-BI-REL consente al titolare di un conto digestione ovvero al suo eventuale comovimentatore di disporre girofondi e giroconti (c.d.movimentazione diretta).
Con i girofondi (msg. 64A) il titolare di un conto di gestione o il suo eventuale comovimentatoreaddebita il proprio conto in contropartita ad un altro conto di gestione. Il girofondi viene eseguito anchenel caso in cui il titolare del conto di gestione destinatario dell’accredito non sia abilitato ad utilizzare lamessaggistica R.N.I.- BI-REL.
I giroconti (msg. 64B) consentono di trasferire disponibilità tra conti appartenenti ad uno stessointestatario. In particolare, il titolare del conto di gestione o il suo eventuale comovimentatore possono:
- trasferire disponibilità dal conto di riserva al conto di anticipazione infragiornaliera in contocorrente;- addebitare il conto di gestione in contropartita al conto di deposito overnight;- addebitare il conto di gestione in contropartita al conto di rifinanziamento marginale.
I girofondi e i giroconti R.N.I.-BI-REL possono essere disposti, fino al definitivo passaggioall’euro, in lire o in euro; se disposti in lire, la procedura provvede all’automatica conversione in euro.
La movimentazione diretta è consentita in tutte le giornate operative di BI-REL dalle ore 7:00fino al:- IV cut-off time per i girofondi;- V cut-off time per i giroconti.
Le operazioni a debito di un conto di gestione e i giroconti interni al medesimo sono acquisiti in listadi attesa e regolati con le modalità illustrate nel paragrafo “liste di attesa”.
Per convenzione, nelle scritturazioni relative alle operazioni R.N.I. viene indicata quale Filialetrasmittente:- per i girofondi, la Filiale detentrice del conto di gestione da addebitare;- per i giroconti, la Filiale detentrice del conto di gestione interessato dal giroconto.
La Banca d’Italia non procede alla riproposizione:- dei girofondi e dei giroconti interni al conto di gestione disposti via R.N.I. cancellati dalle liste di
attesa rispettivamente al IV e V cut-off time;- dei girofondi/giroconti R.N.I. scartati per mancata capienza del conto da addebitare .

2.2. S.W.I.F.T.
Il titolare di un conto di gestione abilitato all’utilizzo della messaggistica S.W.I.F.T. ovvero il suoeventuale comovimentatore può disporre attraverso tale canale pagamenti interbancari e per conto dellaclientela nonché giroconti.
In particolare attraverso i messaggi S.W.I.F.T.:- gli operatori domestici possono effettuare pagamenti cross-border ovvero pagamenti domestici
nei confronti di titolari di conti di gestione in accesso remoto;- gli operatori in accesso remoto possono effettuare pagamenti cross border ovvero
pagamenti domestici nei confronti di titolari di conti di gestione aderenti alla reteS.W.I.F.T. o aderenti alle procedure BO.E e G.E.C.-TARGET.
L’esito del regolamento viene notificato alle controparti sulla base delle scelte effettuate al momentodella richiesta di utilizzo dei canali telematici di BI-REL (R.N.I., S.W.I.F.T. o entrambi).
Con i pagamenti interbancari (msg. MT202) e per la clientela (MT100/103) il titolare di un conto digestione o il suo eventuale comovimentatore addebita il conto medesimo in contropartita ad un altroconto di gestione. I dettagli del pagamento vengono notificati al creditore o per il tramite del relativomessaggio S.W.I.F.T. (MT202/100/103) o per il tramite delle procedure BO.E-TARGET e G.E.C.-TARGET. Il pagamento non può essere eseguito nel caso in cui il titolare del conto di gestione che siintende accreditare non sia abilitato all’utilizzo della rete S.W.I.F.T. ovvero non aderisca alle proceduredi scambio BO.E– TARGET e G.E.C.-TARGET.
Il conto da addebitare e quello da accreditare vengono individuati sulla base degli elementipresenti nel messaggio S.W.I.F.T. ricevuto.
I giroconti (msg. MT202) consentono di trasferire disponibilità tra conti appartenenti ad unostesso intestatario. In particolare, il titolare del conto di gestione o il suo eventuale comovimentatorepossono:• trasferire disponibilità dal conto di riserva al conto di anticipazione infragiornaliera in conto corrente;• addebitare il conto di gestione in contropartita al conto di deposito overnight;• addebitare il conto di gestione in contropartita al conto di rifinanziamento marginale.
Tali operazioni possono essere disposte - fino al definitivo passaggio all’euro - in lire o in euro; sedisposte in lire la procedura provvede all’automatica conversione in euro.
La movimentazione via S.W.I.F.T. è consentita nelle giornate e negli orari indicati conriferimento alla RNI.
Nelle scritturazioni relative alle operazioni S.W.I.F.T. viene indicata quale Filiale trasmittente lastessa utilizzata per le operazioni RNI.
Le medesime disposizioni valgono anche con riferimento all’eventuale riproposizione di operazionicancellate dalle liste di attesa.

3. INFORMATIVA PRODOTTA DAI CANALI TELEMATICI DI BIREL
I titolari dei conti di gestione abilitati all’utilizzo dei canali telematici di BI-REL possonoacquisire informazioni sui conti attraverso appositi messaggi.
a) Titolari dei conti di gestione abilitati all’utilizzo della messaggistica R.N.I. - BI-REL ecomovimentatori
Attraverso la Rete Nazionale Interbancaria il titolare di un conto di gestione abilitato all’utilizzodella messaggistica R.N.I. - BI-REL e il suo eventuale comovimentatore possono spedire o riceverein tempo reale i seguenti messaggi:1. il msg. 64C notifica l’acquisizione in lista di attesa degli addebitamenti a valere sul conto di
gestione disposti dalle Filiali della Banca d’Italia ovvero rivenienti dalle “Elaborazioniautomatiche” della stessa, nonché dei saldi a debito della Recapiti e di quelli della Liquidazionetitoli (categorie FIL, FAU, REC e LTG); lo stesso messaggio notifica anche i saldi a creditorivenienti dai sistemi di compensazione cennati ai titolari dei conti di gestione da accreditare, seabilitati all’utilizzo della messaggistica R.N.I. - BI-REL, e al loro eventuale comovimentatore(4);gli importi notificati sono espressi nella divisa di immissione in BI-REL delle singole operazioni(5);
2. il msg. 64D notifica qualsiasi scritturazione nel conto di gestione e permette di conoscere il saldodel conto di riserva e l’utilizzo dell’anticipazione infragiornaliera in c/c; gli importi sono notificati ineuro; qualora la singola operazione sia stata immessa in lire, il messaggio notifica l’importooriginario espresso in lire e quello convertito in euro(6);
3. il msg. 64E consente di chiedere la trasmissione di un messaggio di notifica 64D già trasmesso;4. il msg. 64F notifica la cancellazione dalla lista di attesa e lo scarto delle operazioni a debito del
conto di gestione e dei giroconti interni al medesimo; qualora la cancellazione o lo scartoriguardino girofondi disposti via R.N.I. ovvero operazioni rivenienti dalle procedure di scambio edai mercati (categorie GIF, ING, MID e DVP), la stessa notifica viene inviata anche al titolare delconto di gestione che doveva essere accreditato, se abilitato ad utilizzare la messaggistica R.N.I. -BI-REL, e al suo eventuale comovimentatore; le informazioni notificate sono espresse nella divisadi immissione in BI-REL delle singole operazioni (c.d. importo originario)(7);
5. il msg. 64G è prodotto all’inizio di ciascuna giornata operativa di BI-REL; esso riepiloga i saldidei conti componenti il conto di gestione, segnala l’ammontare del rifinanziamento marginaleautomatico per spillover ovvero il mancato rientro dall’utilizzo dell’anticipazione infragiornaliera inconto corrente per gli operatori che non hanno accesso al rifinanziamento marginale e fornisce unaserie di informazioni per verificare il rispetto dell’obbligo medio di riserva; le informazionisegnalate si riferiscono alla chiusura della giornata operativa di BI-REL precedente e sonodenominate in euro;

6. il msg 64I notifica l’attivazione, la modifica e l’annullamento della prenotazione del contanteeseguiti dal titolare del conto di gestione via R.N.I. (msg. 64H) ovvero tramite le Filiali dellaBanca d’Italia; la variazione della prenotazione è espressa nella divisa di immissione in BI-REL,se eseguita via R.N.I., ovvero solo in euro, se effettuata tramite le Filiali;
7. il msg. 64J consente di richiedere informazioni sintetiche ovvero analitiche sulle operazionipresenti nella lista di attesa del conto di gestione;
8. il msg. 64K è trasmesso in risposta al “mittente” del msg. 64J; esso fornisce il numero e l’importocomplessivo denominato in euro:- delle operazioni a debito del conto di gestione e dei giroconti interni al medesimo presenti in
lista di attesa;- delle operazioni a credito del conto di gestione aventi in contropartita addebitamenti accodati
nelle liste di attesa di altri conti di gestione;9. il msg. 64L è trasmesso in risposta al “mittente” del msg. 64J e fornisce informazioni analitiche in
euro sulle operazioni a debito del conto di gestione e sui giroconti interni al medesimo presenti inlista di attesa;
10. il msg. 64Z notifica l’identificativo (intestatario complementare) del conto di rifinanziamentomarginale assegnato automaticamente dalla procedura BI-REL al conto medesimo all’atto dellasua apertura, nonché il credito aperto amministrativo; il msg. 64Z - prodotto a seguitodell’inserimento o della variazione del credito aperto amministrativo - è inviato solo al titolare delconto di gestione beneficiario del rifinanziamento marginale se abilitato all’utilizzo dellamessaggistica R.N.I. - BI-REL, restando pertanto esclusi il suo eventuale comovimentatore el’eventuale mandatario incaricato della movimentazione dei titoli via R.N.I. - CAT.
In caso di indisponibilità della Rete Nazionale Interbancaria il titolare del conto di gestione e il suoeventuale comovimentatore possono chiedere informazioni (saldi, movimenti, prenotazione del contante,ecc.) alla Filiale della Banca d’Italia detentrice del conto medesimo e, in caso di non operatività diquest’ultima, alla Sede di Milano della Banca medesima.
b) Titolari dei conti di gestione abilitati all’utilizzo della messaggistica S.W.I.F.T. ecomovimentatori
1. il msg. 192 consente all’operatore di chiedere la revoca di operazioni S.W.I.F.T. cross-borderdisposte per conto della clientela non ancora regolate;
2. il msg. 292 consente all’operatore di chiedere la revoca di operazioni S.W.I.F.T. cross-borderinterbancarie non ancora regolate;
3. il msg. 196 notifica all’operatore l’esito della richiesta di cancellazione disposta con il messaggio192;
4. il msg. 296 notifica all’operatore l’esito della richiesta di cancellazione disposta con il messaggio292;
5. il msg. MT198/155 notifica all’operatore l’esito del pagamento cross-border nel sistema R.T.G.S.della BCN ricevente;

6. il msg. MT198/156 notifica al titolare del conto di gestione e all’eventuale comovimentatorel’acquisizione in lista di attesa degli addebitamenti a valere sul conto di gestione disposti dalle Filialidell’Istituto ovvero rivenienti dalle “Elaborazioni automatiche” della Banca d’Italia, nonché dei saldi adebito della Recapiti e di quelli della Liquidazione titoli(8); lo stesso messaggio notifica anche i saldi acredito rivenienti dai sistemi di compensazione cennati(9);
7. i msgg. MT900 per gli addebiti e MT910 per gli accrediti notificano qualsiasi scritturazione nelconto di gestione;
8. il msg. MT198/157 notifica la cancellazione dalla lista di attesa e lo scarto delle operazioni a debitodel conto di gestione e dei giroconti interni al medesimo (10);
9. il msg. MT950 è prodotto al termine di ciascuna giornata operativa di BI-REL; esso riepiloga imovimenti effettuati sul conto di gestione, il saldo del conto e la sua disponibilità all’inizio dellagiornata successiva.
In caso di indisponibilità della SWIFT il titolare del conto di gestione e il suo eventualecomovimentatore possono chiedere le informazioni desiderate (saldi, movimenti, ecc.) alla Filialedetentrice del conto medesimo e, in caso di non operatività di quest’ultima, alla Sede di Milano.

4. MESSAGGI BI-REL: INTRODUZIONE
L’applicazione BI-REL fornisce servizi di regolamento e informativi sulla base di input diversi:
1) procedure di scambio;
2) mercato telematico dei depositi interbancari (M.I.D.);
3) movimentazione diretta;
4) DVP (sistema EXPRESS di Monte Titoli S.p.A.);
5) operazioni eseguite tramite le Filiali della Banca d’Italia (B.I.).
Il presente documento riporta le specifiche relative all'utilizzo dei messaggi R.N.I. perl’applicazione bancaria BI-REL.
Le funzioni disponibili tramite R.N.I., nell'ambito dell'applicazione bancaria BI-REL, sono:
1) operazione di girofondi (messaggio 64A);
2) operazione di giroconto (messaggio 64B);
3) notifica di accodamento di operazioni originate in B.I. (messaggio 64C);
4) notifica dei movimenti regolati sul c/gestione (messaggio 64D);
5) ritrasmissione di un messaggio di notifica (messaggio 64E);
6) notifica di mancato regolamento (messaggio 64F);
7) informativa giornaliera (messaggio 64G);
8) richiesta di prenotazione del contante e notifica esito (messaggi 64H e 64I);
9) richiesta informazioni sintetiche o analitiche su lista di attesa e relative risposte (messaggi 64J,64K, 64L);
10) notifica di concessione del rifinanziamento marginale a richiesta (messaggio 64Z).

5. FUNZIONI DISPONIBILI E UTILIZZO DEI RELATIVI MESSAGGI
5.1. CARATTERISTICHE GENERALI
MOVIMENTAZIONE
Il conto di gestione in BI-REL comprende i seguenti conti:
1) c/riserva;
2) c/anticipazione infragiornaliera in c/c .
Le richieste di movimentazione delle disponibilità vengono inviate al conto di gestione eaddebitate/accreditate nei conti che lo compongono secondo la seguente regola di imputazioneautomatica:
1. Addebiti =

Il vettore utilizzato per lo scambio dei messaggi è esclusivamente il message switching.
DIVISAIn tutti i messaggi in cui sono specificati degli importi viene introdotto il campo divisa (IDC 177
e/o IDC 61M).Nei messaggi di iniziativa degli operatori 64A, 64B e 64H, l’IDC 177 è facoltativo ed assume
come default il valore della divisa utilizzata in BI-REL. Se valorizzato indica la divisa originaria con cuil’importo è inviato in BI-REL.
Nei messaggi di notifica 64C, 64D, 64F e 64I, l’IDC 177 assume il significato di divisa con cui larichiesta di pagamento (o di prenotazione) è pervenuta a BI-REL. Inoltre, nel messaggio 64D tutti gliimporti sono espressi nella divisa adottata in BI-REL, tranne l’importo indicato nell’IDC 034, che vieneespresso nella divisa originaria (IDC 177) qualora questa sia diversa da quella adottata in BI-REL; soloin questo caso sono valorizzati in euro i campi facoltativi IDC 61M e IDC 61N.
Nei messaggi di informativa 64G, 64K e 64L tutti gli importi sono espressi nella divisa BI-REL.

Gli importi sono tutti espressi con un numero intero; in base al valore che assume l’identificativodella divisa deve essere considerato il corretto numero di cifre decimali (ad es. nel caso di lire gli importirappresentano valori interi, nel caso in cui l’IDC relativo alla divisa indichi euro gli importi si devonointendere come espressi in centesimi di euro).
COMOVIMENTAZIONE
Un titolare di conto di gestione (abilitato o meno all’utilizzo della messaggistica R.N.I. - BI-REL)può concedere ad un altro titolare di conto di gestione, abilitato all’utilizzo di tale messaggistica, lafacoltà di movimentare il proprio conto e di effettuare su questo anche tutte le altre attività previstetramite le funzioni di rete ad eccezione della prenotazione del contante.
Tutte le notifiche inviate ad un operatore, il cui conto di gestione è oggetto di comovimentazione,sono inviate anche al comovimentatore (tranne il 64Z).
In tutti i messaggi, ad eccezione del 64H e del 64Z, è presente il campo (IDC 60G) “BancaComovimentata” che indica il titolare del conto a cui si riferiscono le informazioni contenute nelmessaggio; quando l’IDC 60G non viene esplicitato esso coincide:
1) con il Mittente (IDC040), nei messaggi in entrata alla procedura BI-REL;
2) con il Ricevente (IDC050), nei messaggi in uscita dalla procedura BI-REL.
Nei successivi paragrafi vengono brevemente descritte tutte le funzioni eseguibili tramite la R.N.I.

5.2. OPERAZIONE DI GIROFONDI (MSG 64A)
Gli operatori possono disporre direttamente addebitamenti sul proprio conto di gestione a favoredel conto di gestione di un altro operatore(11).
Il trasferimento di disponibilità può essere richiesto esclusivamente dall’operatore che intendeaddebitare il proprio conto o quello di un suo comovimentato.
La richiesta di trasferimento (messaggio 64A) perviene all'applicazione BI-REL che effettua icontrolli previsti.
Nel caso in cui non vengano riscontrati errori nel messaggio (cfr. paragrafo “Controlli effettuati suimessaggi”), l’operazione viene accodata nella lista di attesa del conto debitore.
Quando l’operazione è al primo posto della lista di attesa, in caso di sufficiente disponibilità, laprocedura regola l’operazione ed effettua l'aggiornamento del saldo dei due conti interessati inviando adentrambi gli operatori, e agli eventuali comovimentatori, la notifica del movimento (messaggio 64D).
Un’opportuna informativa viene prodotta per gli indicati operatori (messaggio 64F - notifica dimancato regolamento) anche nel caso in cui l’operazione non venga regolata (cancellazione dalle liste diattesa, mancata capienza in presenza di blocco delle liste di attesa).

5.3. OPERAZIONE DI GIROCONTO (MSG. 64B)
Il titolare del conto di gestione o il comovimentatore possono effettuare le seguenti operazioni cheprevedono spostamenti di disponibilità tra conti appartenenti allo stesso intestatario(12):
1) dal c/riserva al c/anticipazione infragiornaliera in c/c o viceversa;
2) dal c/gestione al c/deposito overnight(13);
3) dal c/gestione al c/rifinanziamento marginale a richiesta(14).
La richiesta di giroconto (messaggio 64B) perviene all'applicazione BI-REL che effettua i controlliprevisti.
Nel caso in cui non vengano riscontrati errori nel messaggio (cfr. paragrafo “Controlli effettuatisui messaggi”), il giroconto viene accodato nella lista di attesa del conto debitore.
Quando il giroconto è al primo posto della lista di attesa, in caso di sufficiente disponibilità, laprocedura regola l’operazione ed effettua l'aggiornamento del saldo dei due conti interessati inviandoall’operatore mittente, e all’eventuale comovimentatore, la notifica del movimento sul conto di gestione(messaggio 64D). In caso di mancata capienza il giroconto interno al conto di gestione viene scartatomentre il giroconto esterno al conto di gestione usufruisce del meccanismo di riproposizione automatica.
Un’opportuna informativa viene prodotta per l’operatore mittente, e per l’eventualecomovimentatore, (messaggio 64F - notifica di mancato regolamento) anche nel caso in cuil’operazione non venga regolata (cancellazione dalle liste di attesa, mancata capienza in presenza diblocco delle liste di attesa).

automaticamente gli interessi dell’operazione e li addebita insieme al capitale.

5.4. NOTIFICA DI ACCODAMENTO DI UNA OPERAZIONE ORIGINATA IN BANCAD’ITALIA (MSG. 64C)
Al fine di consentire agli operatori il mantenimento del controllo della propria lista di attesa laprocedura BI-REL fornisce un’informativa sull’accodamento delle disposizioni debitorie originate inBanca d’Italia.
In particolare viene notificato l’accodamento di tutte le disposizioni debitorie e, relativamente aisaldi multilaterali delle Procedure di Compensazione (Recapiti e Liquidazione Titoli), anche di quellecreditorie.
La notifica di accodamento (messaggio 64C) viene inoltrata al titolare del conto e all’eventualecomovimentatore.

5.5. NOTIFICA DEI MOVIMENTI SUL CONTO DI GESTIONE (MSG. 64D)
Tutti i movimenti intervenuti nel conto di gestione sono notificati all’operatore interessato eall’eventuale comovimentatore (messaggio 64D)(15).
Nelle notifiche a seguito di giroconti interni al conto di gestione l'importo del movimento (IDC034 e/o IDC 61N) assume valore pari a zero e segno credito in quanto tali operazioni non modificano ladisponibilità complessiva del conto di gestione, mentre modificano i saldi del c/riserva e delc/anticipazione infragiornaliera in c/c sulla base del giroconto richiesto.
Nel messaggio viene riportato l’identificativo della operazione (IDC 61J) che ha determinato lavariazione di disponibilità sul conto; tale identificativo, costruito secondo le regole indicate nelsuccessivo paragrafo “Identificazione delle operazioni trattate in BI-REL”, contiene tutti gli elementi utilialla individuazione della disposizione di pagamento originaria. Nei messaggi di notifica assumeparticolare rilievo il valore dell’IDC 61P (progressivo univoco assegnato dall’applicazione nell’ambito diun conto di gestione movimentato); esso ha lo scopo di consentire all’operatore interessato dicontrollare la sequenzialità dei messaggi (16) e di richiedere l'eventuale ritrasmissione di unodi essi. Al raggiungimento del valore massimo (999999999999999) viene riattribuito ilprogressivo 1.
I messaggi ritrasmessi su richiesta dell’operatore (vedi "RITRASMISSIONE DI UNMESSAGGIO DI NOTIFICA") sono caratterizzati dalla presenza dell'IDC 623, che contiene il CROdel messaggio 64E di richiesta di ritrasmissione.

gestione per l’erogazione del rifinanziamento (giorno t) e di addebito dello stesso per il rimborso del capitale (giornot+1) non sono notificati tramite il messaggio 64D. 5.6. RITRASMISSIONE DI UN MESSAGGIO DI NOTIFICA (MSG. 64E)
Il messaggio 64E consente di chiedere la ritrasmissione di un messaggio di notifica mediantel'indicazione del relativo IDC 61P. In questo caso sarà ritrasmesso un messaggio 64D del tutto identicoall'originario (tranne il CRO), con l'aggiunta dell'IDC 623.
I messaggi di notifica saranno conservati per un periodo compatibile con le esigenze operativedella Banca d'Italia e comunque non superiore a 20 gg. lavorativi.

5.7. NOTIFICA DI MANCATO REGOLAMENTO (MSG. 64F)
Tutte le operazioni non regolate (cfr. successivo paragrafo “Codifica dei casi di mancatoregolamento”) sono notificate (messaggio 64F) al titolare del conto da addebitare e, per alcuni tipi dioperazioni, anche al creditore.
In particolare:
1. se il mancato regolamento si riferisce ad una segnalazione di movimentazione diretta o provenientedalle procedure di scambio, il messaggio 64F viene prodotto sia per il debitore che per ilcreditore dell’operazione (e per gli eventuali comovimentatori);
2. nei casi in cui il mancato regolamento si riferisce ad una operazione eseguita dalla Banca d’Italia oad una segnalazione di giroconto R.N.I. il messaggio 64F viene prodotto per il titolare del contodi gestione debitore (e per l’eventuale comovimentatore).

5.8. INFORMAZIONI GIORNALIERE (MSG 64G)
La procedura BI-REL, all'inizio di ciascuna giornata operativa, fornisce a tutti gli utentidell’applicazione una situazione riepilogativa (messaggio 64G) dei saldi dei conti componenti il conto digestione proprio e di quelli comovimentati ed una serie di informazioni utili ai fini del rispetto della mediamensile.
Tali informazioni tengono conto dei movimenti elaborati dalla procedura fino a tutta la giornataoperativa precedente.

5.9. RICHIESTA DI PRENOTAZIONE DEL CONTANTE E NOTIFICA (MSG. 64H E MSG64I)
I titolari di conto di gestione possono effettuare la prenotazione del contante via R.N.I.(messaggio 64H) o tramite le Filiali della Banca d’Italia, per un periodo di tempo espressamenteindicato nella richiesta (massimo sei mesi); la richiesta di prenotazione del contante può essere eseguitasolo dal titolare del conto.
L’importo che si intende prenotare viene sommato algebricamente a quello eventualmente giàprenotato; di conseguenza, se si vuole aumentare o diminuire l’importo complessivo della prenotazionedel contante, nella richiesta dovrà essere indicato il “delta” (differenza tra la vecchia e la nuovaprenotazione) ed il segno dell’operazione: “C” (cumulare) per incrementare l’importo, “D” (decurtare)per decrementarlo. Se l’importo da decrementare risulta maggiore di quello prenotato, quest’ultimo èposto pari a zero.
La richiesta di prenotazione perviene all'applicazione BI-REL che effettua i controlli previsti.La notifica dell’avvenuta prenotazione (pervenuta via R.N.I. o tramite di una Filiale della Banca
d’Italia) viene inviata al titolare del conto e all’eventuale comovimentatore (messaggio 64I).E’ previsto un orario giornaliero di fine validità della prenotazione.

5.10. RICHIESTA DI INFORMAZIONI SINTETICHE O ANALITICHE SU LISTA DIATTESA (MSG. 64J) E RELATIVE RISPOSTE (MSG. 64K E MSG 64L)
Gli operatori hanno la possibilità di richiedere informazioni sintetiche o analitiche sulle operazioniin lista di attesa (messaggio 64J), relativamente al proprio conto di gestione o a quello delcomovimentato.
Le informazioni sintetiche (messaggio 64K) sono relative al numero e all’importo complessivodelle operazioni in lista di attesa, distintamente per quelle a debito e a credito.
Le informazioni analitiche ottenibili (messaggio 64L) sono relative all’elenco di tutte le disposizionia debito in attesa di regolamento, presentate secondo l’ordinamento in coda; nel caso in cui la rispostasuperi il limite di tre messaggi la trasmissione sarà interrotta e nell’ultimo messaggio verrà riportatal’informazione sintetica delle operazioni a debito ancora presenti in coda.

5.11. NOTIFICA DI CONCESSIONE DEL RIFINANZIAMENTO MARGINALE ARICHIESTA (MSG. 64Z)
Il messaggio 64Z notifica al titolare del conto di gestione beneficiario del conto di rifinanziamentomarginale a richiesta - se abilitato all’utilizzo della messaggistica R.N.I. - BI-REL - l’ammontare delcredito aperto amministrativo e l’identificativo del conto in parola (intestatario complementare) attribuitoautomaticamente dalla procedura BI-REL all’atto della sua apertura; tale identificativo è necessario pereffettuare la movimentazione via rete dei titoli a garanzia. Il messaggio viene inviato all’attodell’inserimento o della variazione del credito aperto amministrativo.
Qualora i titoli siano trasferiti tramite mandatario (mittente del messaggio RNI-CAT dimovimentazione dei titoli) la notifica sarà comunque inviata al solo titolare del conto di gestionebeneficiario del conto di rifinanziamento marginale a richiesta.

6. INDIRIZZAMENTO DEI MESSAGGI
Le Applicazioni Bancarie (A.B.) utilizzate dalla Banca d'Italia per lo scambio dei messaggi relativialla procedura in oggetto sono rispettivamente:
1) 01000BI00100 Ambiente di produzione
2) 01000BI001PR Ambiente di prova
Le regole di indirizzamento dei messaggi, poiché peculiari di ciascun operatore, vanno definite inaccordo con i settori gestionali del Centro Applicativo della Banca d'Italia.
La categoria applicativa dei messaggi è "BI00".

7. AUTENTICAZIONE DEI MESSAGGI
L'autenticazione applicativa può essere realizzata:
1) tramite l'algoritmo MODSIA, le cui modalità tecnico-operative sono del tutto identiche a quellegià definite per il calcolo della cifra di controllo dei messaggi all'interno della R.N.I.; in questocaso nel messaggio è presente l’IDC 010;
2) tramite l’algoritmo “MAC End To End” del SMTS; in questo caso nel messaggio è presentel’IDC 012.
A seguito della gestione transitoria dei due sistemi di sicurezza (MODSIA e SMTS), gli IDC 010e 012 sono mutuamente esclusivi, quindi solo uno dei due deve essere presente.
Indipendentemente dal sistema di sicurezza adottato, la stringa dati da autenticare deve essereimpostata tenendo conto delle seguenti raccomandazioni:
1) i campi vanno impostati nella loro interezza, vale a dire per la loro lunghezza massima e con glieventuali caratteri separatori “/”;
2) i campi e/o sottocampi numerici devono essere allineati a destra e riempiti con caratteri "0" asinistra fino alla lunghezza massima di ciascun campo; tale raccomandazione riguarda gli IDC:

8. CONTROLLI EFFETTUATI SUI MESSAGGI
In presenza di messaggi contenenti errori, l'applicazione BI-REL restituisce al mittente, concategoria applicativa "RE01", il medesimo messaggio ricevuto aggiungendo in coda a quest'ultimo l'IDC098.
L'IDC 098 è formato da due spezzoni così composti:
1) IDC 098: *** MESSAGGIO ERRATO ***
2) IDC 098: XXX - NNN/XXX - NNN (max 5 volte)
dove:
• XXX = IDC del campo errato (se identificabile) oppure "***"
• NNN = codice errore.
Qualora un messaggio contenga più di cinque errori, il quinto sarà valorizzato con i codici fissi999 - 999.

Rule specifications
1. Either field 50 (Ordering Customer) or field 59 (Beneficiary Customer) must be anon-financial institution.
2. Field 57A is mandatory for BI-REL. If this field is missing, the payment order willbe rejected.
3. If the BIC in the first credit field (see scope of the message) cannot be used toidentify an (in)direct participant in the receiving RTGS system (or in BI-REL), thereceiving NCB/ECB (or Banca d’Italia) will reject the payment. The negativeacknowledgement will show the appropriate error code.
4. The sender should ensure that the bank of the beneficiary is mentioned in field 57A,and the beneficiary’s account number is present in field 59. If either one of theseitems of information is not available, the payment will be rejected by Banca d’Italia.

Field 119 – STP Flag
This optional field indicates that the MT103 message contains STP (straight-through-processing) data, and can therefore be processed automatically. It also implies thatthe message complies with additional validation rules that limit the flexibility of theMT103 (see Field 72).
Field 20 – Sender’s Reference
This field specifies the reference to the message. The content of the field must be uniqueinside a one day window (if the field is filled with more than 11 characters only the11 rightmost characters are considered).
