Industrial area of jalalabad(west) is majorly based upon the rice industries. There are 51 rice mills ( overall total capacity of 68 tons) and many other rice industries (based on the waste materials from rice mills)in jalalabad.

Punjab is a agriculture based state. Wheat and rice are the main part of agriculture of Punjab. This production develops many industries based on agriculture. Production of rice in Punjab makes the rice industry stronger day by day. in 20th century production of rice in different parts of Punjab develops large mandis and jalalabad is one of those mandis.Largemandi of jalalabad promotes the industries arround it.

The Govt. of India has been emphasizing planned development of small scale industries in the country. Various policies, planning & programmes are made from time to time to promote this sector which contributes significantly in economic development, employment generation & up-liftment of the society. There more than 34 lakhs SSI units in the country producing 8000 items and contributing nearly 34% to the National Exports. This sector provides employment to 35 lakh people and has been assigned the target of annual growth of 12% and creation of 4.4 million additional jobs during 10th Five Year Plan.

The Small Industries Development Organization (SIDO) of Ministry of SSI, Govt. of India is the key agency responsible for planning, coordinating & monitoring the development of this sector in the country. Various schemes & policies are announced by Govt. of India which effectively promote this sector by providing direct & indirect assistance.

In order to further develop this sector in a planned & effective matter, the SIDO, Govt. of India has come up with an innovative project of CLUSTER DEVELOPMENT PROGRAMME. This is a time bound project and aims to systematically develop & upgrade cluster group of Industries as a whole with the involvement of Govt., supporting institutions & the industry. Out of 358 clusters identified in the country, the cluster development programme has been initially taken up for at least one cluster group from every state. In PUNJAB, out of 21 cluster identified for development, the start has been given with taking up of RICE MILLING INDUSTRY CLUSTER AT JALALABAD(west).

In India, jalalabad(w) is located in district firozrpur of Punjab state. It is situated 10 km apart from India Pakistan border.

In earlier 19th century the whole Punjab was ruled by Maharaja Ranjeet Singh. He captured Kasoor region of Punjab in 1801 by defeating Navab Nijam-ul-din. He gave Mamtdhot reasat (a small part of Kasoorregion) to Navab Nijam-ul-din to survive.In Mamtdhot Reasat the the Royal Palaces were there in Mamtdhot city which was at one end of the Reasat. So there was difficulty in administration of whole Reasat from Mamthot city.

In 1863 Jalal-ul-din became Nawab of Mamtdhot Reasat. He selected a large part of land in the centre of the Reasat for his capital city (Jalal-abad) to run his administration eaisly.From 1874-1930 slow construction of Market, Residences, Govt. offices, Railway station were done. From 1930 onwards further development of Jalalabad was done according to the Master Plan prepared by an English Architect from Lahore.

1n 1947 during the division of India, Indian govt. allots the Land to the people from Pakistan according to their land in Pakistan. But in firozepur district many people from Pakistan did not register their land as per govt. allotment.

the reason behind this was the land was not plane and fertile. Many people moved to the areas near Jalalabad(west)Because the land was plane and the level was high from the surrounding lands.

these facts and the large mandi of jalalabad(west) Initiates the rice milling industries.

up to the mid of 20th century there were only three Rice mills in jalalabad(west).

Tehsil is the initial most part of any agriculture based industries. There is total record of land of of any area of that tehsil.217 villages ,212860 acres(85144 hectares)Are there in jalalabab(west) tehsil.jalalabad(west) tehsil is one of the largest tehsil in punjab.There are two types of rice cultivation in punjab.•Basmati•Permalthe average basmati and permal are 4-5 and 7-8 qntlfrom one acre. so the average paddy from whole tehsilbecomes 10 lakh qntl(basmati) and 17 lakh qntl(permal).

The paddy purchase / sale & its processing is greatly affected and regulated by Govt. of India to protect the interests of farmers on one had & maintain the food / rice stock level in the Central Pool on the other hand. To affect this regulations Govt. of India announces a minimum support price for purchase of mandi crops i.e. Paddy, Bajra, Maize & Jawar for farmers to safeguard their interest to get them a minimum price of their crops, against exploitation by intermediaries. To control this mechanism a State Level PUNJAB MANDI BOARD is made by Govt. of PUNJAB.

The Aharat is working as a dealer between the farmer and the govt. or private company. Aharat has the full record of the purchase or selling of the crops of farmer who deals all his crops under that aharat. There are 210 aharats in jalalabad (west). There are many farmers are there under one aharat.the total intake of paddy in jalalabad mandi in 2008-09 was 22lakh qntl.the rate of permal & basmati paddy in 2008-09 was 1100 and 1700-3500 per qntl respectively.

The planning of mandis in Punjab are done by Punjab mandi board.The total area of mandi in jalalabad(west) is 55 acres out of which the platform is of 18 acres. Mandi and aharat is directly connected to each other. There are 18 small mandi under the jalalabad’s main mandi. These 19 mandis are under one market committee of of jalalabad. The working of mandis are handled by market committee. there are 450 permanent staff members are there in 19 mandis of jalalabad. out of which 300 staff members are there in jalalabad’smandi only. there are 4% charges of market committee on the paddy out of which 2% is market fee and 2% is rural development fond.

Punjab govt. have five departments and FCI is the sixth department which will purchase the paddy on the behalf of govt. in every paddy season govt. will decide the which department will going to purchase

7.5 CLUSTER SCENERIO:

Rice milling is one of the main industries in jalalabad(west) as well as punjab. Jalalabad(west) & adjoining areas are called the Rice Bowl of the country especially due to production of long grain aromatic world popular Basmati Rice. The scenario & status of the cluster industries of area has been highlighted in terms of its product range, growth / trends, trade, investment, technology and other significant issues which project the clear cut scenario of the cluster.

Rice is a Kharif crop and in jalalabad(west) , the Paddy / Rice of following varieties is grown/ processed. I) In wide term the rice is categorized into two kinds

i) Basmati Rice ii) Non-Basmati Rice.

II) From manufacturing / pricing angle, it is categorized as below:

i) Raw Rice ( Processed as raw i.e. without giving boiling / heating treatment to Paddy) ii) Parboiled Rice ( Processed after giving boiling / water heating treatment to the Paddy).

III) The raw or parboiled technique of processing may be applied to both Basmati & Non-basmati Rice. IV) These are also categorized as Grade A ( Basmati Rice & superfine quality ) & Common rice ( Non Basmati Rice Grade B ) by the purchasing agencies & both of these kinds can either be Raw or Parboiled.

7.6 RICE MILLINGRice milling is the process of removing of husk and bran layers from paddy. The correct process of producing whole white rice kernels are•Sufficiently milled.•Free from impurities.•Minimum no. of broken kernels

Paddy Allotment: 2500 MT paddy is allotted to Rice Millers having 1 MT cap. & additional 2500 MT is allocated for additional 1 MT capacity & maximum up to 5000 MT Paddy allocated on one miller.

Following yield of rice is recovered from rice mill as per the specification.

Rice making unitIt separates rice from the paddy by removing cover from it or we can say the milling of rice.

Silky unitIt removes the uppermost layer of the rice and prepares pure brawn rice for de-stoning unit.

De-stoning unit.In de-stoning unit the process of polishing of rice is there. There should be two or more polishers in the unit. De-stoning unit separates bran from rice. More no. of polisher means better will be the product.

GradingIt separates the rice from the broken rice. Rice is further shifted to the Colour sorting machine

Colour sortingIt divide the rice according to the colour. The division is done on the demand of market.

PackingFurther rice is shifted to the packing sections. 50kg bags are used for packing.

In Indian market rice comes from two sides.• government•PrivateIn private sector rice mainly comes from directly from the rice mills in which they purchased paddy from mandis and milled it.

But in government sector govt. purchased paddy from mandis and got it milled from the private mills and took rice in the market. Govt. may the milling charges to these rice mills.

8.0 POTENTIALS OF INDUSTRIAL AREALarge market areathe area has a big market of rice because of rice industrial cluster.

Enough areas of functioning spacesGovt. Of Punjab give sufficient area of functioning spaces like mandi, storage etc. these spaces work efficiently to run the industries easily.

Surrounding friendlyThere are many works done by people and municipal corporationTo make the industry surrounding friendly. For example•There is water treatment plant in every rice mill so that the water can be use by farmers in surrounding lands.•The waste material from mills like paddy cover is used in boilers and ash and bran can sell in the market•Most of the mills are situated far from the residential area.

More employmentGood employment is there in the area because of industry. Many people from other states come for employment.

9.0 ISSUESMandi is very near to the residential area so during the paddy season time there is lot of dust in the air due to transportations.

Roads are not designed according to the heavy transportations. This this causes heavy traffic jams.

No proper water management is there in the city. The level old city of old city is and mandi is low than the new constructed roads. The sewage waste is pumped out by the pumps but during rainy season there is no way out for water.

The whole area has very good industrial development but the surroundings did not have that much development.

Industries gives good employment to the local and the outsiders also but there is no facilities for the outsiders. No one is bothering about the life style of the laboring people.

Industry motivates the farmer to grow more and more paddy for benefits but for benefits farmers cut the trees to use their lands for cultivation. Now the tree density becomes very less in the surrounding area. This effects the local environment.

Because of low tree density there is very less rainfall in the area. For cultivation farmer continually using the ground water. The ground water level drops day by day.

For more benefits the use of pesticides in the surrounding land increases. This affects the health.

There is no good railway connectivity of the area with the other parts of India. It is well connected with the northern part of India but there is no connection with the southern part.

There is no common trade centre is there. The whole dealing of marketing is there from the other big cities of India. This causes the involvement of other dealers in the market. Which causes the communication gap between the client and the sellers.
