SECTION 1 GENERAL SPECIFICATION

1.1 Scope, Definition and Interpretatios of Specification

1.1.1 General

Tng Qut This Specification covers the standards, performance, materials, engineering, fabrication, factory

testing, delivery, erection, site testing and commissioning, handover and inspection for the HVAC installations. HVAC installations shall be carried out to conform to this Specification.

Thuyt minh k thut ny bao gm cc tiu chun, cch thc hin, chng loi vt t, hng dn k thut, ngun gc sn phm, th nghim nh my, phn phi, lp t, kim tra v vn hnh th bn ngoi cng trnh, bn giao v thm nh cho cng vic lp t h thng iu ha khng kh v thng gi ( HVAC ) cho Vn phng lm vic, gii thiu sn phm, dch v thng mi v nh ti Vit Nam. Tt c cc vic lp t cho h thng HVAC s c thc hin tun theo thuyt minh k thut ny.

The whole of the Contract Works shall be consistent with good practice in Vietnam to the satisfaction of the Project manager.

1.2.4 Installation to Comply with other Rules and Requirements Lp t Theo Cc Yu Cu V Qui nh Khc

The foregoing alternatives and others not indicated shall whenever offered by demonstration to be equivalent in overall technical substance. Furthermore the onus is on the Contractor to provide, at the time of tender, detailed evidence of the equivalence of any alternative standard for each and every item offered by him forming part of his tender.

a) Notwithstanding the order of precedence of the standards and regulations as stated, the most stringent requirements of the standards and regulations shall also apply subject to jurisdiction of the Project manager.

b) No substitutions to these shall be permitted without the endorsement of the Project manager.

1.2.5 Wherever there are conflicts between different codes of the above and provision of this technical

specification, the more stringent code shall apply. The Contractor shall comply without additional cost to the Contract.

1.2.6 The Contractor shall arrange for all submissions, liaisons and pay the cost of all statutory

inspections and certificates. The Contractor shall be responsible for all submissions including any fee, if necessary, to obtain all permits and approval from various authorities. The payment to the authorities shall be paid well in advance so as to meet with the construction programme.

1.2.7 Products and materials manufactured from, or containing, asbestos shall not be used in the

Contract Works.

1.2.8 The Contractor shall fulfill the requirements for environmental performance during construction.

1.3.1 Notations Ch thch

Notations and symbols used throughout the tender documents are as listed on the abbreviations and symbols sheet of the Drawings.

1.3.2 Programme of Works Chng Trnh Lm Vic

The Contractor shall submit to the Project manager for approval within two weeks after awarding of this Contract, a detailed preliminary works programme showing his intended method, stages and any other aspects of proceeding with the work, together with the period of time he has

estimated for each and every stage.

The Contractor shall submit manufacture/delivery programme and preliminary installation programme after awarding of this Contract. The actual installation programme shall be prepared in coordination with other specialist Contractors to ensure inter services coordination and appropriate phasing to suit the progress of other trades' work and to ensure completion within the overall programme for the project. The programme shall be itemised in detail to show the intended progress of different activities. The following activities shall be indicated in this Contractors programme.

Due allowance shall be made for the drawings, calculations, proposals, documentation and information to be checked, and the time taken by this Contractor to correct mistakes and errors for resubmission.

The submission of design data shall constitute an acknowledgement that all materials, site measurements and installation criteria have been determined and verified as appropriate and that the information contained requirements of the Contract Works.

All submissions and any changes or modification required by the Contractor or proposed by the Contractor during the course of the Contract shall be made in accordance with the approval process and at the expense of the Contractor.

1.3.8 Co-ordination Kt Hp

The Contractor shall be responsible for the co-ordination of all elements of the Contract Works. This general responsibility of co-ordination shall include but not be limited to:

For prime finish, clean all surfaces receiving baked enamel finish of oil, grease, scale, etc. Apply 1 coat of rust-resistant mineral paint followed by a filler coat over uneven surfaces. Sand smooth and apply final coat of mineral paint.

Such time estimates shall not limit in any way this Contractor's obligations to complete each and all tests as specified and necessary to demonstrate the satisfactory performance of the system. No deviations shall be allowed without the prior approval of the Project manager.

If the Project manager decides that the plant is not in accordance with this Contract, he may reject the plant, and he shall inform this Contractor of the reasons in writing within a reasonable time.

d. On-Site Testing and Commissioning

Testing of the complete equipment and all ancillaries properly installed and connected in final working arrangements shall be made at Site. These tests shall be arranged to prove that equipment has been properly installed and adjusted. Testing may be proceeded in stages as the work allows, but check testing of the full equipment in operational mode shall be made to show that work subsequent to stage testing has not affected the performance of previous work. In the event of any part of the equipment failing these tests, further tests shall be made after rectification of the fault, over at least two successive and separate periods with no further fault occurring. All expenses and costs incurred by the Project manager/Engineer and his representatives arising from such further tests shall be deducted from the tender price.

Suitable test equipment, instruments and layout for the purpose of the tests or rectification of faults found during testing shall be provided by this Contractor and shall be deemed to be covered by the tender price. All instruments shall be to the approval of the Project manager/Engineer and, if required by the Project manager/Engineer, they shall be calibrated before and after tests. If required, their accuracy shall be tested and certified by an approved laboratory.

All consumable parts, replacements, etc., required during the tests shall be supplied and fitted by this Contractor.

At least six weeks in advance of any particular Site testing, submit to the Project manager for his approval details of the test equipment he proposes to use for that testing. He shall at all times, during the execution of the Works on Site, provide for the exclusive use of the Project managers staff on Site and in sound working order, one of each type of suitable instruments for the checking of current, voltage, resistance and insulation within the ranges and impedance levels required for the safe testing of the equipment.

All tests for statutory requirements and insurances including arrangements for such tests, inspections by authorized bodies, persons or insurers, as may be necessary and the provision of certificates in the prescribed and approved forms necessary to enable plant and equipment to be put into service, shall be made by this Contractor.

The Site Acceptance Tests shall be conducted under the direction of the Project manager/Engineer and shall begin after all on-site commissioning tests have been satisfactorily completed and all defects found during the tests have been rectified to the

satisfaction of the Project manager/Engineer. The purpose of the SAT is to demonstrate that the complete installation is fully compliant with the technical and operational requirements specified.

Two weeks before the programmed test/commission of the Works, the Maintenance and Operating Manual (in English-Vietnamese) are to be provided by the Contractor, bound in suitable hard covers, properly labelled and identified; they shall contain the following (properly ordered and indexed) in a form completed and agreed with the Project manager.

1.3.13 Defect Liability Period Thi Gian Bo Hnh

At the time of Completion, the Contractor shall prepare and issue an approved "Defects/Remedial Work Programme" giving details as to the manner and timing for clearly listed defects and remedial works.

The Contractor shall provide, without charge, labour and materials to rectify the defects aroused and found during the Defect Liability Period of 18 months after Substantial Completion of the whole Main Contract Works.

1.3.14 Free Maintenance and Service Cng Tc Sa Cha V Bo Tr Min Ph

Apart from his contractual responsibilities for making good inherent defects, the Contractor shall furnish full comprehensive maintenance service free of charge on the entire equipment supplied and installed under this Contract during the 18-month Defect Liability Period. Maintenance shall include systematic and periodical examination, adjustment and lubrication of all equipment, details of which shall be submitted to the Project manager for approval.

During the Defect Liability Period the Contractor shall provide the facility of 24-hour "call-out whereby at any time of the day or night, to despatch skilled men to repair any equipment that has broken down. The skilled men must reach the site within 24 hours after received the report of breakdown. Maintenance report shall be submitted for every breakdown in which cause of breakdown and remedial proposal shall be included.

The Contractor shall carry out regular inspections at periods not exceeding one calendar month, and shall fully service all plant installed under this Specification within the Defects Liability Period, and shall maintain all such plant in perfect operation during that period.
